As the most comprehensive edited volume to be published on perpetrators and perpetration of mass violence, the volume sets a new agenda for perpetrator research by bringing together contributions from such diverse disciplines as political science, sociology, social psychology, history, anthropology and gender studies, allowing for a truly interdisciplinary discussion of the phenomenon of perpetration. The cross-case nature of the volume allows the reader to see patterns across case studies, bringing findings from inter alia the Holocaust, the genocides in Rwanda and the former Yugoslavia, and the civil wars in Cambodia and Cote d'Ivoire into conversation with each other. The chapters of this volume are united by a common research interest in understanding what constitutes perpetrators as actors, what motivates them, and how dynamics behind perpetration unfold. Amongst other aspects, they indicate that instead of being an extraordinary act, perpetration is often ordinary, that it is crucial to studying perpetrators and perpetration not from looking at the perpetrators as actors but by focusing on their deeds, and that there is a utility of ideologies in explaining perpetration, when we differentiate them more carefully and view them in a more nuanced light. Gender is widely recognized as an important and useful lens for the study of International Relations. This book explores contemporary propaganda and mainstream Western news media, with reference to the Ukraine crisis. It examines Western media narratives of the immediate causes of the crisis, the respective roles of those who participated in or otherwise supported the demonstrations of 2013-2014 - including US-backed NGOs and rightist militia - and the legitimacy, or otherwise, of the destabilization of the democratically elected Yanukovych government. It considers how the crisis was contextualized with reference to broader themes of competition for power over Eurasia and the Washington Consensus. It assesses accounts of the role of Russia and of ethnic Russian Ukrainians in Crimea, Odessa and the Donbass and traces how Western mainstream media went out of their way to demonize Vladimir Putin. The book deconstructs prevailing Western narratives as to the reasons for the shooting down of Malaysian Airways flight MH17 in July 2014, and counters Western media concentration on the issue of culpability for the attack with an alternative narrative of egregious failure to close down civilian air space over war zones. From analysis of these discourses, the book identifies principles of post-2001 Western conflict propaganda as these appeared to play out in Ukraine. This book will be of much interest to students of propaganda, media and communication studies, Russian and Eastern European politics, security studies and IR.

Implicit conceptions of time associated with progress and linearity have influenced scholars and practitioners in the fields of transitional justice and peacebuilding, but time and temporality have rarely been systematically considered. Time and Temporality in Transitional and Post-Conflict Societies examines how time is experienced, constructed and used in transitional and post-conflict societies. This collection critically questions linear, transitional justice time and highlights the different temporalities that exist at local and institutional levels through original empirical research. Wars from Within brings together an international and multidisciplinary group of academics and practitioner-researchers specializing in the study of insurgent movements in order to provide a deeper understanding of the violent manifestations of insurgencies in different parts of the world. Rebuilding Afghanistan in Times of Crisis provides academics and researchers interested in planning, urbanism and conflict studies with a multidisciplinary, international assessment of the reconstruction and foreign aid efforts in Afghanistan. In an age of heightened awareness of the threat that western industrialized societies pose to the environment, hunters and gatherers attract particularly strong interest because they occupy the ecological niches that are constantly eroded. Despite the denial of sovereignty, the world's more than 350 million indigenous peoples continue to assert aboriginal title to significant portions of the world's remaining bio-diversity. As a result, conflicts between tribal peoples and nation states are on the increase. Today, many of the societies that gave the field of anthropology its empirical foundations and unique global vision of a diverse and evolving humanity are being destroyed as a result of national economic, political, and military policies.

Although quite a sizable body of literature exists on the living conditions of the hunters and gatherers, this volume is unique in that it represents the first extensive east-west scholarly exchange in anthropology since the demise of the USSR. Moreover, it also offers new perspectives from indigenous communities and scholars in an exchange that be termed "south-north" as opposed to " north-north," denoting the predominance of northern Europe and North America in scholarly debate.

Developments in the understanding and treatment of genocide through the twentieth century have involved a combination of politics, public opinion, social trends, and economic development, and led to the substantive law of genocide and the assumption of international jurisdiction. This book looks at Salafi influencers and foreign fighters in the Balkans to examine how the origins and dynamics of radical milieus are related to the legacy of the Bosnian War and the Kosovo War. The work seeks to understand if and in what ways these wars influenced the consolidation of radical milieus and whether they impacted the recruitment of foreign fighters. In doing so, the book traces the path of more than 400 individuals that either traveled to Syria or were involved in recruitment locally. Employing a qualitative methodological approach, the book argues that radical influencers are likely to be more evident in postwar societies due to state and societal fragility, which create more power for social actors and constrain efforts to counter extremism. Through the activism of social actors emerging from wars, preceding conflicts resonate through society across different locations and particular postwar radical milieus do not need to be only in the place where war atrocities happened. Thus, radical milieus can spread to various locations including countries hosting postwar diaspora communities. This book will be of much interest to students of radicalisation, terrorism and political violence, Balkan politics, Middle Eastern politics, and IR in general.

This book addresses one of the most important issues in international relations - how wars are ended. The volume draws on the direct experience of both soldiers and academics, who in each case have also been advisers on fighting and ending wars. Unlike more theoretical works, the book draws on first-hand experiences in the case studies, which include the wars in Iraq, Afghanistan, Sierra Leone and Indonesia, among others. The volume is constructed around a series of themes. The first theme is why wars start and how they can be understood, based on the assumption that knowing how, and why, wars start is fundamental to understanding how they might end. The second is what sustains wars and what makes them difficult to end. Again, once wars start, understanding what keeps them going is critical to how to end them. The third focuses on the role of external intervention in ending wars, including as a belligerent partner in war, as a peacemaking or peacekeeping force, and as a mediator between warring parties. The fourth addresses the issue of 'ripeness' and the right conditions for ending wars. The fifth addresses the modalities for ending wars and creating peace, with the sixth theme being focused on transitions to peace and what is required to help make those transitions successful. This book addresses the challenges of international intervention in violent conflicts and its impact on groups in conflict. When the international community intervenes in a violent internal conflict, intervening powers may harden divisions, constructing walls between groups, or they may foster transformation, soften barriers and build bridges between conflicting groups. This book examines the different types of external processes and their respective contributions to softening or hardening divisions between conflicting groups. It also analyses the types of conflict resolution strategies, including integration, accommodation and partitioning, and investigates the conditions under which the international community decides to pursue a particular strategy, and how the different strategies contribute to solidification or transformation of group identities. The author uses three case studies, Bosnia and Herzegovina (BiH), Northern Ireland and Israel-Palestine, to reveal how different types of external interventions impact on the identities of conflicting groups. The volume seeks to address how states and international organizations ought to intervene in order to stimulate the building of bridges rather than walls between conflicting groups. This book offers a comprehensive analysis of the trial of former Serbian leader Slobodan Milosevic at the International Criminal Tribunal for the former Yugoslavia (ICTY). With the premature death of Milosevic in March 2006 his trial was left unfinished. Although the traditional objectives of criminal law, such as retribution, justice for victims, and deterrence, were not achieved, the Milosevic trial archive is a significant historical resource for researchers from various fields. This book extracts details from the collection of documentary and transcript evidence that makes up the trial record - sources which would be almost impossible to extricate without an insider's guiding hand - to allow readers to trace the threads of several historical narratives. The value of this methodology is particularly evident in the Milosevic case as, acting as his own defence counsel, he responded to, and interacted with, almost all witnesses and evidence presented against him. By providing snapshots of the behaviour displayed by Milosevic in court while conducting his defence, in combination with passages of carefully selected evidence from an immense archive familiar to few scholars, this volume reveals how these trial records, and trail records in general, are a truly invaluable historical source. The book underlines the premise that any record of a mass atrocities trial, whether finished or unfinished, establishes a record of past events, contributes to interpretations of a historical period and influences the shaping of collective memory. In early modern times, warfare in Europe took on many diverse and overlapping forms. Our modern notions of 'regular' and 'irregular' warfare, of 'major war' and 'small war', have their roots in much greater diversity than such binary notions allow for. While insurgencies go back to time immemorial, they have become conceptually fused with 'small wars'. This is a term first used to denote special operations, often carried out by military companies formed from special ethnic groups and then recruited into larger armies. In its Spanish form, guerrilla, the term 'small war' came to stand for an ideologically-motivated insurgency against the state authorities or occupying forces of another power. There is much overlap between the phenomena of irregular warfare in the sense of special operations alongside regular operations, and irregular warfare of insurgents against the regular forces of a state. This book demonstrates how long the two phenomena were in flux and fed on each other, from the raiding operations of the 16th century to the 'small wars' or special operations conducted by special units in the 19th century, which existed alongside and could merge with a popular insurgency. This book is based on a special issue of the journal Small Wars & Insurgencies.

Every large nation in the world was directly or indirectly affected by the impact of war during the course of the twentieth century, and while the historical narratives of war of these nations are well known, far less is understood about how small islands coped. These islands - often not nations in their own right but small outposts of other kingdoms, countries, and nations - have been relegated to mere footnotes in history and heritage studies as interesting case studies or unimportant curiosities. Yet for many of these small islands, war had an enduring impact on their history, memory, intangible heritage and future cultural practices, leaving a legacy that demanded some form of local response. This is the first comprehensive volume dedicated to what the memories, legacies and heritage of war in small islands can teach those who live outside them, through closely related historical and contemporary case studies covering 20th and 21st century conflict across the globe. The volume investigates a number of important questions: Why and how is war memory so enduring in small islands? Do factors such as population size, island size, isolation or geography have any impact? Do close ties of kinship and group identity enable collective memories to shape identity and its resulting war-related heritage? Mortensen presents a theoretical framework and uses case studies to investigate the impact of non-professional images with regard to essential issues in today's media landscape: including new media technologies and democratic change, the political mobilization and censorship of images, the ethics of spectatorship, and the shifting role of the mainstream news media in the digital age.

This is the first book to provide a comprehensive overview of the land war during the Second World War in South-East Asia and the South and South-West Pacific. The extensive existing literature focuses on particular armies - Japanese, British, American, Australian or Indian - and/or on particular theatres - the Philippines, Papua New Guinea, Malaya or Burma. This book, on the contrary, argues that warfare in all the theatres was very similar, especially the difficulties of the undeveloped terrain, and that there was considerable interchange of ideas between the allied armies which enabled the spread of best practice among them. The book considers tactics, training, technology and logistics, assesses the changing state of the combat effectiveness of the different armies, and traces the course of the war from the Japanese Blitzkrieg of 1941, through the later stalemate, and the hard fought Allied fightback. Although the book concentrates on ground forces, due attention is also given to air forces and amphibious operations. One important argument put forward by the author is that the defeat of the Japanese was not inevitable and that it was brought about by chance and considerable tactical ingenuity on the part of US and British imperial forces.

This book offers a comparative study of military reserves in contemporary democracies. A combination of budgetary pressures, new missions and emerging military roles during the past three decades has led the armed forces of democracies to rethink the training and use of reserve forces. Moreover, reservists have become central to the armed forces as part of moves towards "total" or "comprehensive" defense. Despite this, a scholarly bias towards studying regulars and conscripts means that reservists and reserve soldiers continue to receive only marginal attention. This volume fills that lacuna through a series of country studies examining how best to understand the peculiarities of reservist service. In contrast to regulars and conscripts, reservists are marked by their dual management of civilian and military careers, different family dynamics, diverse motivations and commitment to the armed forces, the material and non-material incentives they are offered, and their place in the political sphere. This volume suggests two frames to make sense of such differences: first, it looks at reservists as "transmigrants" traveling between the military and civilian worlds; and, second, it analyzes the multiple informal "contracts" and negotiations that bind them to the military. All the chapters adopt these conceptualizations, granting the volume a common focus and integrative frame. The volume will be of much interest to students of military and strategic studies, civil-military relations, sociology and International Relations.

Governance and Security in Jerusalem is the second in a series of three books which collectively present in detail the work of the Jerusalem Old City Initiative, or JOCI, a major Canadian-led Track Two diplomatic effort, undertaken between 2003 and 2014. The aim of the Initiative was to find sustainable governance solutions for the Old City of Jerusalem, arguably the most sensitive and intractable of the final status issues dividing Palestinians and Israelis. This book presents a collection of studies commissioned by the Initiative in aid of its work on the Special Regime. It is split into three parts, Part I provides background papers on governance and security issues; Part II presents Palestinian and Israeli partner perspectives on governance options for a special regime, and the Part III delivers partner perspectives on security studies for a special regime. The studies written by the Israeli and Palestinian partners provide important background and historical context for JOCI's work on security and governance. The position papers, presented in their original form, greatly influenced the development of the Special Regime governance model. This book uses a series of case studies to examine the roles played by universities during situations of conflict, peacebuilding and resistance. While a body of work dealing with the role of education in conflict does exist, this is almost entirely concerned with compulsory education and schooling. This book, in contrast, highlights and promotes the importance of higher education, and universities in particular, to situations of conflict, peacebuilding and resistance. Using case studies from Europe, Africa, Asia and the Middle East, this volume considers institutional responses, academic responses and student responses, illustrating these in chapters written by those who have had direct experience of these issues. Looking at a university's tripartite functions (of research, teaching and service) in relation to the different phases or stages of conflict (pre conflict, violence, post conflict and peacebuilding), it draws together some of the key contributions a university might make to situations of instability, resistance and recovery. The book is organised in five sections that deal with conceptual issues, institutional responses, academic-led or discipline-specific responses, teaching or curriculum-led responses and student involvement. Aimed at those working in universities or concerned with conflict recovery and peacebuilding it highlights ways in which universities can be a valuable, if currently neglected, resource. Ruthless Warfare (1998) demonstrates how close the First World War came to Australia. It has been argued that Australia was manipulated against its interests into action in WW1 by London - this unpublished collection of documents from the military division of the German Archives shows that this was not the case. The German Navy expected a major confrontation with the British Empire, both in the North Sea and further afield. German cruisers were expected to make a significant contribution in the Indian Ocean and the Western Pacific, pinning down British naval forces and thus undermining the British fleet's supremacy in the Atlantic. The damage and disruption to imperial trade would have had serious consequences for Australia, and these German plans also meant that a significant military intelligence system was active in the Antipodes.

In a consolidated democracy, amnesties and pardons do not sit well with equality and a separation of powers; however, these measures have proved useful in extreme circumstances, such as transitions from dictatorships to democracies, as has occurred in Greece, Portugal and Spain. Focusing on Spain, this book analyses the country's transition, from the antecedents from 1936 up to the present, within a comparative European context. The amnesties granted in Greece, Portugal and Spain saw the release of political prisoners, but in Spain amnesty was also granted to those responsible for the grave violations of human rights which had been committed for 40 years. The first two decades of the democracy saw copious normative measures that sought to equate the rights of all those who had benefitted from the amnesty and who had suffered or had been damaged by the civil war. But, beyond the material benefits that accompanied it, this amnesty led to a sort of wilful amnesia which forbade questioning the legacy of Francoism. In this respect, Spain offers a useful lesson insofar as support for a blanket amnesty - rather than the use of other solutions within a transitional justice framework, such as purges, mechanisms to bring the dictatorship to trial for crimes against humanity, or truth commissions - can be traced to a relative weakness of democracy, and a society characterised by the fear of a return to political violence. This lesson, moreover, is framed here against the background of the evolution of amnesties throughout the twentieth century, and in the context of international law. Crucially, then, this analysis of what is now a global reference point for comparative studies of amnesties, provides new insights into the complex relationship between democracy and the varying mechanisms of transitional justice.

Taking Northern Ireland as its primary case study, this book applies the burgeoning literature in memory studies to the primary question of transitional justice: how shall societies and individuals reckon with a traumatic past? Joseph Robinson argues that without understanding how memory shapes, moulds, and frames narratives of the past in the minds of communities and individuals, theorists and practitioners may not be able to fully appreciate the complex, emotive realities of transitional political landscapes. Drawing on interviews with what the author terms "memory curators," coupled with a robust analysis of secondary literature from a range of transitional cases, the book analyses how the bodies of the dead, the injured, and the traumatised are written into - or written out of - transitional justice. The author argues that scholars cannot appreciate the dynamism of transitional memory-space unless they first engage with the often silenced or marginalised voices whose memories remain trapped behind the antagonistic politics of fear and division. Ultimately challenging the imperative of national reconciliation, the author argues for a politics of public memory that incubates at multiple nodes of social production and can facilitate a vibrant, democratic debate over the ways in which a traumatic past can or should be remembered.

Justice in domestic courts is one of the most prominent aims of victims seeking to obtain accountability for human rights violations. It is, however, also one of the most difficult to achieve. In many Latin American countries, as well as elsewhere, activists have put human rights prosecutions forward as a fundamental means to end impunity, build democracy, strengthen the rule of law and address victims' rights. But there is still little knowledge about what actually happens when these judicial mechanisms are effectively put to work. Can prosecutions of mass human rights violations contribute to overcome the effects of state violence and impunity? Can trials enable meaningful reparative changes for victims in their local contexts? Analysing the human rights trials in Argentina established to prosecute those responsible for human rights violations during the military dictatorship, this book addresses how and why domestic prosecutions can operate as a means for reparation and contribute to dealing with the damage caused by crimes against humanity. Based on a series of interviews conducted with victims participating in these prosecutions, as well as with lawyers, prosecutors, judges and other relevant actors in five provinces of Argentina, this book will be of considerable interest to those studying and working in the interdisciplinary field of transitional justice and human rights. The PhD thesis on which this book was based was awarded with the 2016 Doctoral Studies Award of the Philipps University of Marburg in Germany.
