The annual number of battle deaths from interstate and intra-state conflicts in East Asia has declined by 95% since 1979. During the past three decades, East Asia has been more peaceful than Europe, the Americas or any continent, in terms of battle deaths per capita. When generating theories on peace and war, studies almost never look at the experiences of East Asia. Yet the region by focusing on a commitment to development, is a social reality that is less paranoid, less militaristic and more cooperative. Since 1979 there has been a commonly accepted rule to keep domestic issues domestic so that external military interference, that often caused the majority of battle deaths, was not needed. Thus the emergence of the long peace of East Asia is historically specific, and cannot be generalized by studying objective, material conditions independent of common perceptions and common interpretations. This does not mean that the East Asian experience is not relevant for other regions in the world, but that generalizations should not be attempted to be drawn from the material conditions, but rather from the lived experience and socially constructed realities of East Asia. Since East Asia is a spectacular case of pacification, and since it has not contributed much to our theories of peace and conflict, The Long Peace of East Asia is an important book for studies on peace and war.

There is almost unanimous agreement that civilians should be protected from the direct effects of violent conflict, and that the distinction between combatant and non-combatant should be respected. But what are the fundamental ethical questions about civilian immunity? Are new styles of conflict making this distinction redundant? Eloquently combining theory and practice, leading scholars from the fields of political science, law and philosophy have been brought together to provide an essential overview of some of the major ethical, legal and political issues with regard to protecting civilians caught up in modern inter- and intra-state conflicts. In doing so, they examine what is being done, and what can be done, to make soldiers more aware of their responsibilities in this area under international law and the ethics of war, and more able to respond appropriately to the challenges that will confront them in the field. This book addresses provides a series of in-depth portraits of men and women who have been labelled 'terrorists', from the 19th, 20th and 21st centuries. Bridging historical methodologies and theoretical approaches to terrorism studies, it seeks to contribute to the developing historicising of terrorism studies. This is achieved principally through a prosopographical approach. In the preponderance of detailed statistical and quantitative data on the practice of terrorism and political violence, the individuals who participate in terrorist acts are often obscured. While ideologies and organisations have attracted much scholarly interest, less is known of the personal trajectories into political violence, particularly from a historical perspective. The focus on a relatively narrow cast of high-profile terrorist 'villains', to a large part driven by popular and media attention, results in a somewhat skewed picture; of equal value, arguably, is a more sustained reflection on the lives of lesser-known individuals. The book sits at the juncture between terrorism studies, historical biography and ethnography. It comprises case studies of ten individuals who have engaged in political violence in the nineteenth, twentieth and twenty-first centuries, in a number of locations and with a variety of ideological motivations, from Russian-inflected anarchism to Islamist extremism. Through detailed empirical research, crucial themes in the study of terrorism and political violence are explored: the diverse individual radicalisation pathways, the question of disengagement and re-engagement, various counter-terrorist and counter-insurgency strategies adopted by governments and security forces, and the changing nature and perception of terrorism over time. Although not explicitly comparative, a number of themes resonate between the case studies, which will be drawn together in the conclusion to this book. These include the role of migration in radicalisation, the influence of radical family heritages, the experience of imprisonment and the narratives which individuals construct to tell their own terrorist life-stories. It also provides an historically grounded answer to one of the most contentious and heated debates in recent literature on terrorism studies: 'what leads a person to turn to political violence?' In examining the life-narratives of a diverse range of men and women who at some point embraced violence, this book seeks to contribute to a growing understanding of the entire arc of a terrorist lifespan, from radicalisation to mobilisation, to disengagement and beyond. This book will be of much interest to students of political violence, terrorism studies, security studies and politics in general.

This is the first book to apply the Clausewitzian Trinity of 'passion, chance, and reason' to the experience of real war. It explores the depth and validity of the concept against the conflicts of former Yugoslavia - wars thought to epitomise a post-Clausewitzian age. In doing so it demonstrates the timeless message of the Trinity, but also ties the Trinitarian idea back into Clausewitz's political argument. Intended to build on the existing corpus of scholarship, this book differs from the existing literature in two ways. By applying the Trinity to the wars of former Yugoslavia 1991-1995, it explores war at its micro-foundations, assessing the complex cause-and-effect nexus of reciprocity produced by actions between belligerents embroiled in dynamic competition perpetuated by their own interaction. Providing valuable insights into the complexities of real war fuelled by passion, undermined by chance, and shaped by reason, it is the first study to bridge the Clausewitzian world of theory with real experience. Examining each part of the triad separately, the book explores the multiple manifestations of hostility and chance, before then assessing the influence of these elements on the policies of the belligerents as the war evolved.

This book is an interdisciplinary examination of several interconnecting aspects of migrant communities in the context of contemporary conflict and security. The book illustrates that within this globalised world, migrants have become key actors, living in the spaces between states, as well as within them. Arguing that migrants and their descendants are vital and complex constituencies for the achievement of security in this global age, the volume uses a number of case studies, including Palestinian, Sri Lankan, Irish and Somali diaspora communities, to explore the different ways that such groups intersect with issues of security, and how these attitudes and behaviours have evolved in the context of political transnationalism and the global economy. Comparative and econometric studies of migration can provide a wide lens but at times fail to capture the depth and complexity of these communities and attitudes within them. At the same time, empirically focused studies are often case-specific and, while rich in local detail, lack comparative breadth or the ability to make connections and see irregularities across a number of contexts that might be of interest to scholars beyond that specific area. This book connects these literatures together more thoroughly. In particular, it demonstrates that political, cultural, economic and social factors all play important roles in helping us understand the actual (and potential) roles of migrant communities in conflict and the establishment of sustainable security within contemporary society. Lastly, given this context, the book seeks to examine the challenges and opportunities that exist, for such a sustainable security strategy to be developed. This book presents an interdisciplinary examination of cross-Taiwan Strait relations and the complex dynamics at play in the region. Since the election of Ma Ying-jeou as Taiwan's president in 2008, the relationship across the Taiwan Strait-long viewed as one of Asia's most volatile potential flashpoints-has experienced a remarkable detente. Whether the relationship has been truly transformed, however, remains an open question and the Taiwan Strait remains a central regional and global security issue. A return to turbulence in the Taiwan Strait could also add a new dimension of instability in the already tense maritime disputes in the East and South China Seas. While the relationship across the Taiwan Strait remains critically important, it is also changing rapidly, and the chapters in this volume present new thinking to help make sense of complex cross-Strait dynamics. Specifically, these essays explore different security and/or globalization dimensions of China-Taiwan ties as well as the globalization-security linkages that have emerged. As the balance of power in Asia shifts dramatically, several chapters in this volume explore how traditional security forces are evolving. At the same time, there are new dynamics emerging as a consequence of globalization forces, such as the tremendous economic and social integration across the Taiwan Strait, and several chapters in this volume consider some of these new problems. Finally, several chapters consider the often under-researched dynamics associated with the globalization/security interface such as cyber threats, transnational criminal networks and the security spill-over impact of production globalization. Since its publication in 1911, Sir Julian's Corbett's Some Principles of Maritime Strategy has remained a key document within naval strategic thinking. Yet despite his undoubted influence, Corbett's theories have not been subjected to scientific review and systematic comparison with other naval thinkers. Krishnan describes military applications of neuroscience research and emerging neurotechnology with relevance to the conduct of armed conflict and law enforcement. This work builds upon literature by scholars such as Moreno and Giordano and fills an existing gap, not only in terms of reviewing available and future neurotechnologies and relevant applications, but by discussing how the military pursuit of these technologies fits into the overall strategic context. The first to sketch future neurowarfare by looking at its potentials as well as its inherent limitations, this book's main theme is how military neuroscience will enhance and possibly transform both classical psychological operations and cyber warfare. The threat perceptions of the US, China and Russia vis-a-vis each other have sharpened. There is stiff competition among them to dominate the strategic space in different parts of the world. This book explores contemporary propaganda and mainstream Western news media, with reference to the Ukraine crisis. It examines Western media narratives of the immediate causes of the crisis, the respective roles of those who participated in or otherwise supported the demonstrations of 2013-2014 - including US-backed NGOs and rightist militia - and the legitimacy, or otherwise, of the destabilization of the democratically elected Yanukovych government. It considers how the crisis was contextualized with reference to broader themes of competition for power over Eurasia and the Washington Consensus. It assesses accounts of the role of Russia and of ethnic Russian Ukrainians in Crimea, Odessa and the Donbass and traces how Western mainstream media went out of their way to demonize Vladimir Putin. The book deconstructs prevailing Western narratives as to the reasons for the shooting down of Malaysian Airways flight MH17 in July 2014, and counters Western media concentration on the issue of culpability for the attack with an alternative narrative of egregious failure to close down civilian air space over war zones. From analysis of these discourses, the book identifies principles of post-2001 Western conflict propaganda as these appeared to play out in Ukraine. This book will be of much interest to students of propaganda, media and communication studies, Russian and Eastern European politics, security studies and IR.

Aerial Propaganda and the Wartime Occupation of France, 1914-1918 explores the combined role played by the French and British Governments and Armies in creating and distributing millions of aerial newspapers and leaflets aimed at the French population trapped behind German lines. Drawing on extensive research and French, German and British primary sources, the book highlights a previously unknown aspect of psychological warfare that challenges the established interpretation that the occupied populations lived in a state of total isolation and that the Allied governments had no desire to provide them with morale support. Instead a very different picture emerges from this study, which demonstrates that aerial propaganda not only played a fundamental role in raising morale in the occupied territories but also fuelled resistance and clandestine publications. This book demonstrates that the existing historiographical portrayal of the occupied civilian as an uninformed victim must be replaced by a more nuanced interpretation.

How do you become an 'amputee', 'war-wounded', 'victim' or 'disabled' person? This book describes how an amputee and war-wounded community was created after a decade long conflict (1991-2002) in Sierra Leone. Beginning with a general socio-cultural and historical analysis of what is understood by impairment and disability, it also explains how disability was politically created both during the conflict and post-conflict, as violence became part of the everyday. Despite participating in the neoliberal rebuilding of the nation state, ex-combatants and the security of the nation were the government's main priorities, not amputee and war-wounded people. In order to survive, people had to form partnerships with NGOs and participate in new discourses and practices around disability and rights, thus accessing identities of 'disabled' or 'persons with disabilities'. NGOs, charities and religious organisations that understood impairment and disability were most successful at aiding this community of people. However, since discourse and practice on disability were mainly bureaucratic, top-down, and not democratic about mainstreaming disability, neoliberal organisations and INGOs have caused a new colonisation of consciousness, and amputee and war-wounded people have had to become skilled in negotiating these new forms of subjectivities to survive.

Recent scholarship has challenged the assumption that military commanders during the First World War were inflexible, backward-looking and unwilling to exploit new technologies. Instead a very different picture is now emerging of armies desperately looking to a wide range of often untested and immature scientific and technological innovations to help break the deadlock of the Western Front. Nowhere is this better illustrated than in the development of tank warfare, which both the British and the French hoped would give them a decisive edge in their offensives of 1917 and 1918. Whilst the British efforts to develop armoured warfare have been well chronicled, there has been no academic study in English on the French tank force - the Artillerie Speciale - during the Great War. As such, this book provides a welcome new perspective on an important but much misunderstood area of the war. Such was the scale of the French tanks' failure in their first engagement in 1917, it was rumoured that the Artillerie Speciale was in danger of being disbanded, yet, by the end of the war it was the world's largest and most technologically advanced tank force. This work examines this important facet of the French army's performance in the First World War, arguing that the AS fought the war in as intelligent and sensible a manner as was possible, given the immature state of the technology available. No amount of sound tank doctrine could compensate for the fragility of the material, for the paucity of battlefield communication equipment and for the lack of tank-infantry training opportunities. Only by 1918 was the French army equipped with enough reliable tanks, as well as aircraft and heavy-artillery, to begin to exercise a mastery of the new form of combined-arms warfare. The successful French armoured effort outlined in this study (including a listing of all the combat engagements of the French tank service in the Great War) highlights a level of military effectiveness within

In the popular imagination, the battle fields of the Western Front were dominated by the machine gun. Yet soldiers at the time were clear that artillery - not machine guns - dictated the nature, tactics and strategy of the conflict. Only in the last months of the war when the Allies had amassed sufficient numbers of artillery and learned how to use it in an integrated and coherent manner was the stalemate broken and war ended. In this lucid and prize-winning study, the steady development of artillery, and the growing realisation of its primacy within the British Expeditionary Force is charted and analysed. Through an examination of British and Dominion forces operating on the Western Front, the book looks at how tactical and operational changes affected the overall strategy. Chapters cover the role of artillery in supporting infantry attacks, counter-battery work, artillery in defence, training and command and staff arrangements. In line with the 'learning curve' thesis, the work concludes that despite many setbacks and missed opportunities, by 1918 the Royal Artillery had developed effective and coordinated tactics to overcome the defensive advantages of trench warfare that had mired the Western Front in bloody stalemate for the previous three years.

In the English-speaking world the First World War is all too often portrayed primarily as a conflict between Britain and Germany. The vast majority of books focus on the Anglo-German struggle, and ignore the dominant part played by the French, who for most of the war provided the bulk of the soldiers fighting against the central powers. As such, this important and timely book joins the small but growing collection of works offering an overdue assessment of the French contribution to the Great War. Drawing heavily on French primary sources the book has two main foci: it is both an in-depth battle narrative and analysis, as well as a work on the tactical evolution of the French army in Spring 1915 as it endeavored aggressively to come to grips with trench warfare. This period is of crucial importance as it was in these months that the French army learned the foundations of trench warfare on which their conduct for the remainder of the war would rest. The work argues that many advanced practices often considered German innovations - such as the rolling barrage, infiltration tactics, and the effective planning and integration of artillery bombardments - can all be traced back to French writing and action in early 1915. The work argues that - contrary to received opinion - French army bureaucracy proved effective at very quickly taking in, digesting and then disseminating lessons learned at the front and French commanders proved to be both effective and professional. Such radical conclusions demand a fundamental rethink of the way we view operations on the Western Front.

The crisis in Ukraine that began in November 2013 constitutes a turning point in Euro-Atlantic security with potential global repercussions. It is the most significant security problem between Russia and the 'West' in the post Cold War period and the crisis has marked a new era in global politics. Recent years have witnessed a growing interest in the relationship between public opinion and foreign policy in Western democracies. This international board of contributors examine the ways in which the connection between public opinion and the use of military force has developed since the end of the Cold War. In doing so, it also addresses the crucial and topical question of whether, and to what extent a democratic foreign policy is possible.

While the military use of drones has been the subject of much scrutiny, the use of drones for humanitarian purposes has so far received little attention. As the starting point for this study, it is argued that the prospect of using drones for humanitarian and other life-saving activities has produced an alternative discourse on drones, dedicated to developing and publicizing the endless possibilities that drones have for "doing good". Furthermore, it is suggested that the Good Drone narrative has been appropriated back into the drone warfare discourse, as a strategy to make war "more human". This book explores the role of the Good Drone as an organizing narrative for political projects, technology development and humanitarian action. Its contribution to the debate is to take stock of the multiple logics and rationales according to which drones are "good", with a primary objective to initiate a critical conversation about the political currency of "good". This study recognizes the many possibilities for the use of drones and takes these possibilities seriously by critically examining the difference the drones' functionalities can make, but also what difference the presence of drones themselves - as unmanned and flying objects - make. Discussed and analysed are the implications for the drone industry, user communities, and the areas of crisis where drones are deployed.

This book examines the links between climate change and resource scarcity to violent conflict. Does climate change cause conflicts? This book analyses the economic, political and social conditions under which countries with low levels of freshwater or arable land experience armed conflict. There are strong theoretic arguments linking climate change and scarcity of livelihood resources to conflict. However, empirical accounts are contradictory. Using qualitative comparative analysis (fsQCA), this book compares 22 political, economic and social conditions across 30 countries experiencing scarcity of available freshwater or arable land. The results show that there are three types of resource-scarce countries that experience conflicts: (neo)patrimonial states, oil-rich states that are poorly integrated into the global economy and least developed states. In addition, the results reveal that there are two types of resource scarce countries that remain peaceful: non-agrarian countries with either even development between groups or high integration into the global economy with high levels of adaptive capacities. This explains the contradictory results of previous empirical studies and suggests that resource scarcity might contribute to conflict in least developed countries. This book will be of much interest to students of climate change, critical security, peace and conflict studies, and IR in general.

This book examines the normative debates around the American use of targeted killings. It questions whether the Obama administration's defence of its use of targeted killings is cohesive or hypocritical. In doing so, the book departs from the disciplinary purpose of international law, constitutional law and the just war tradition and instead examines discipline-specific defences of targeted killings to identify their requisite normative principles in order to compare these norms across disciplines. The methodology used in this book means that it argues that targeted killings are only defensible as acts of war, but it also highlights the normative role of accountability and responsibility in this defence. In doing so, it offers an argument that the use of 'pattern of life' killings by the CIA falls outside the defence offered by the Obama administration, but that this same type of targeting could be used by the military due to differing standards/mechanisms of responsibility assignment in these organisations. The book thus provides a way of investigating contemporary wars where the conduct of war lacks the traditional hallmarks of conventional warfare. Furthermore, by drawing attention to differing normative concepts that underpin competing interpretations of law and morality, it provides a way of analysing contemporary political violence in an interdisciplinary fashion without seeking to displace single disciplinary study. This book will be of much interest to students of military studies, ethics of war, foreign policy, international security and IR.

Charles Shephard, a legal officer of the island of Saint Vincent, made no attempt at objectivity in his account of the great 1795 Carib rebellion, this book being dedicated to the British survivors. But having had access to several contemporary diaries and having interviewed survivors, he was able to correct and expand the narratives of Bryan Edwards and Dr Coke, making this work the most detailed account of the overthrow of a unique people.
