The last two years have witnessed deterioration in the global security situation characterised by increasing tensions among major powers. The threat perceptions of the US, China and Russia vis-a-vis each other have sharpened. There is stiff competition among them to dominate the strategic space in different parts of the world. This has led them to formulate national security strategies which are more assertive, aggressive and competitive. There is lack of consensus in resolution of conflicts in Afghanistan and Syria. There is no concerted effort in meeting the challenge of the Islamic State. It is in this fractured security environment that India has been making special efforts to project itself as a leading power commensurate with its economic and military potential. This fifteenth volume of India's National Security Annual Review undertakes an incisive analysis of India's endeavours to maximise its gains with respect to its strategic partners. The trend for international engagement in post-conflict reconstruction has produced a host of best-practice postulates on topics such as local involvement in decision-making, accountability for past atrocities, sensitivity to context, and the construction of democratic institutions of governance. International law has potential relevance for many of these themes, yet the question of how the implementation of best-practice policy recommendations might be affected by international law remains under-examined. This book offers a fuller understanding of the role of international law in the practice of post-conflict reconstruction. This book explores contemporary propaganda and mainstream Western news media, with reference to the Ukraine crisis. It examines Western media narratives of the immediate causes of the crisis, the respective roles of those who participated in or otherwise supported the demonstrations of 2013-2014 - including US-backed NGOs and rightist militia - and the legitimacy, or otherwise, of the destabilization of the democratically elected Yanukovych government. It considers how the crisis was contextualized with reference to broader themes of competition for power over Eurasia and the Washington Consensus. It assesses accounts of the role of Russia and of ethnic Russian Ukrainians in Crimea, Odessa and the Donbass and traces how Western mainstream media went out of their way to demonize Vladimir Putin. The book deconstructs prevailing Western narratives as to the reasons for the shooting down of Malaysian Airways flight MH17 in July 2014, and counters Western media concentration on the issue of culpability for the attack with an alternative narrative of egregious failure to close down civilian air space over war zones. From analysis of these discourses, the book identifies principles of post-2001 Western conflict propaganda as these appeared to play out in Ukraine. This book will be of much interest to students of propaganda, media and communication studies, Russian and Eastern European politics, security studies and IR.

This book critically examines the Western approach to counter-insurgency in the post-colonial era and offers a series of recommendations to address current shortfalls. The author argues that current approaches to countering insurgency rely too heavily on conflicts from the post-World War II years of waning colonialism. Campaigns conducted over half a century ago - Malaya, Aden, and Kenya among them - remain primary sources on which the United States, British, Australian, and other militaries build their guidance for dealing with insurgent threats, this though both the character of those threats and the conflict environment are significantly different than was the case in those earlier years. This book addresses the resulting inconsistencies by offering insights, analysis, and recommendations drawn from campaigns more applicable to counter-insurgency today. Eight post-colonial conflicts; to include Northern Ireland, Sierra Leone, Colombia and Iraq; provide the basis for analysis. All are examples in which counterinsurgents attained or continue to demonstrate considerable progress when taking on enterprises better known for disaster and disappointment. Recommendations resulting from these analyses challenge entrenched beliefs to serve as the impetus for essential change. Religion now plays an increasingly prominent role in the discourse on international security. Within that context, attention largely focuses on the impact exerted by teachings rooted in Christianity and Islam. By comparison, the linkages between Judaism and the resort to armed force are invariably overlooked. This book offers a corrective. Comprising a series of essays written over the past two decades by one of Israel's most distinguished military sociologists, its point of departure is that the establishment of the state of Israel in 1948, quite apart from revolutionizing Jewish political activity, also triggered a transformation in Jewish military perceptions and conduct. Soldiering, which for almost two millennia was almost entirely foreign to Jewish thought and practice, has by virtue of universal conscription (for women as well as men) become a rite of passage to citizenship in the Jewish state. For practicing orthodox Jews in Israel that change generates dilemmas that are intellectual as well as behavioural, and has necessitated both doctrinal and institutional adaptations. At the same time, the responses thus evoked are forcing Israel's decision-makers to reconsider the traditional role of the Israel Defence Force (IDF) as their country's most evocative symbol of national unity.

During the 1960s - in the midst of its retreat from empire - the British government had to grapple with complex political and military problems in order to find a strategic defence policy that was both credible and affordable. Addressing what was perhaps the most contentious issue within those debates, this book charts the arguments that raged between supporters of a land based air power strategy, and those who favoured aircraft carriers. Drawing upon a wealth of previously classified documents, the book reveals how the Admiralty and Air Ministry became interlocked in a bitter political struggle over which of their military strategies could best meet Britain's future foreign policy challenges. Whilst the broad story of this inter-service rivalry is well known - the Air Force's proposal for a series of island based airfields, and the Navy championing of a small number of expensive but mobile aircraft carriers - the complexity and previous lack of archival sources means that it has, until now, only ever been partially researched and understood. Former studies have largely focused on the cancellation of the CVA-01 carrier programme, and offered little depth as regards the Royal Air Force perspectives. Given that this was a two-Service rivalry, which greatly influenced many aspects of British foreign and defence policy decisions of the period, this book presents an important and balanced overview of the complex issues involved. Through this historical study of the British debate about maritime air power and strategic alternatives in the 1960s, the detailed arguments used for and against both alternatives demonstrate clear relevance to both historical and contemporary conceptual debates on carrier forces and land-based air power. Both from military strategy and inter-service relationship perspectives, contemporary Britain and many other nations with maritime forces may learn much from this historical case.

Reconstruction - the rebuilding of state, economy, culture and society in the wake of war - is a powerful idea, and a profoundly transformative one. From the refashioning of new landscapes in bombed-out cities and towns to the reframing of national identities to accommodate changed historical narratives, the term has become synonymous with notions of "post-conflict" society; it draws much of its rhetorical power from the neat demarcation, both spatially and temporally, between war and peace. The reality is far more complex. In this volume, reconstruction is identified as a process of conflict and of militarized power, not something that clearly demarcates a post-war period of peace. Kirsch and Flint bring together an internationally diverse range of studies by leading scholars to examine how periods of war and other forms of political violence have been justified as processes of necessary and valid reconstruction as well as the role of war in catalyzing the construction of new political institutions and destroying old regimes. Challenging the false dichotomy between war and peace, this book explores instead the ways that war and peace are mutually constituted in the creation of historically specific geographies and geographical knowledges.

Recent years have witnessed a growing interest in the relationship between public opinion and foreign policy in Western democracies. This international board of contributors examine the ways in which the connection between public opinion and the use of military force has developed since the end of the Cold War. In doing so, it also addresses the crucial and topical question of whether, and to what extent a democratic foreign policy is possible.

The eastern provinces of the Ottoman Empire used to be a multi-ethnic region where Armenians, Kurds, Syriacs, Turks, and Arabs lived together in the same villages and cities. The disintegration of the Ottoman Empire and rise of the nation state violently altered this situation. Nationalist elites intervened in heterogeneous populations they identified as objects of knowledge, management, and change. These often violent processes of state formation destroyed historical regions and emptied multicultural cities, clearing the way for modern nation states.
The Making of Modern Turkey highlights how the Young Turk regime, from 1913 to 1950, subjected Eastern Turkey to various forms of nationalist population policies aimed at ethnically homogenizing the region and incorporating it in the Turkish nation state. It examines how the regime utilized technologies of social engineering, such as physical destruction, deportation, spatial planning, forced assimilation, and memory politics, to increase ethnic and cultural homogeneity within the nation state. Drawing on secret files and unexamined records, Ugur Umit Ungor demonstrates that concerns of state security, ethnocultural identity, and national purity were behind these policies. The eastern provinces, the heartland of Armenian and Kurdish life, became an epicenter of Young Turk population policies and the theatre of unprecedented levels of mass violence.

This book examines the links between climate change and resource scarcity to violent conflict. Does climate change cause conflicts? This book analyses the economic, political and social conditions under which countries with low levels of freshwater or arable land experience armed conflict. There are strong theoretic arguments linking climate change and scarcity of livelihood resources to conflict. However, empirical accounts are contradictory. Using qualitative comparative analysis (fsQCA), this book compares 22 political, economic and social conditions across 30 countries experiencing scarcity of available freshwater or arable land. The results show that there are three types of resource-scarce countries that experience conflicts: (neo)patrimonial states, oil-rich states that are poorly integrated into the global economy and least developed states. In addition, the results reveal that there are two types of resource scarce countries that remain peaceful: non-agrarian countries with either even development between groups or high integration into the global economy with high levels of adaptive capacities. This explains the contradictory results of previous empirical studies and suggests that resource scarcity might contribute to conflict in least developed countries. This book will be of much interest to students of climate change, critical security, peace and conflict studies, and IR in general.

This book explores a cross-cultural worldview called 'radical apocalypticism' that underlies the majority of terrorist movements in the twenty-first century. Although not all apocalypticism is violent, in its extreme forms radical apocalypticism gives rise to terrorists as varied as members of Al Qaeda, Anders Behring Breivik, or Timothy McVeigh. In its secular variations, it also motivates ideological terrorists, such as the eco-terrorists Earth Liberation Front or The Unabomber, Ted Kaczynski. This book provides an original paradigm for distinguishing between peaceful and violent or radical forms of apocalypticism and analyses the history, major transformations, and characteristics of the apocalyptic thought system. Using an inter-disciplinary and cross-cultural approach, this book discusses the mechanisms of radicalization and dynamics of perceived oppression and violence to clarify anew the self-identities, motivations, and goals of a broad swath of terrorists. As conventional counter-terrorism approaches have so far failed to stem the cycle of terrorism, this approach suggests a comprehensive "cultural" method to combating terrorism that addresses the appeal of radical apocalyptic terrorist ideology itself. This book will be of much interest to students of apocalypticism, political violence, terrorism and counter-terrorism, intelligence studies, religious studies, and security studies.

While studies of American military culture have proliferated in recent years, and the culture of academic institutions has been a subject of perennial interest, comparatively little has been written on the multiple ways the military and academe intersect. Focusing on this subject offers an opportunity to explore how teachers and researchers straddle the two quite different cultures. The contributors to this volume both embody and articulate how the two cultures co-exist and cooperate, however unevenly at times. Chapters offer both ground-level perspectives of the classroom and campus as well as well-considered articulations of the tensions and opportunities involved in teaching and training civic-minded soldiers on issues especially important in the post-9/11 world.

This book examines the normative debates around the American use of targeted killings. It questions whether the Obama administration's defence of its use of targeted killings is cohesive or hypocritical. In doing so, the book departs from the disciplinary purpose of international law, constitutional law and the just war tradition and instead examines discipline-specific defences of targeted killings to identify their requisite normative principles in order to compare these norms across disciplines. The methodology used in this book means that it argues that targeted killings are only defensible as acts of war, but it also highlights the normative role of accountability and responsibility in this defence. In doing so, it offers an argument that the use of 'pattern of life' killings by the CIA falls outside the defence offered by the Obama administration, but that this same type of targeting could be used by the military due to differing standards/mechanisms of responsibility assignment in these organisations. The book thus provides a way of investigating contemporary wars where the conduct of war lacks the traditional hallmarks of conventional warfare. Furthermore, by drawing attention to differing normative concepts that underpin competing interpretations of law and morality, it provides a way of analysing contemporary political violence in an interdisciplinary fashion without seeking to displace single disciplinary study. This book will be of much interest to students of military studies, ethics of war, foreign policy, international security and IR.

It explores the depth and validity of the concept against the conflicts of former Yugoslavia - wars thought to epitomise a post-Clausewitzian age. By applying the Trinity to the wars of former Yugoslavia 1991-1995, it explores war at its micro-foundations, assessing the complex cause-and-effect nexus of reciprocity produced by actions between belligerents embroiled in dynamic competition perpetuated by their own interaction. Charles Shephard, a legal officer of the island of Saint Vincent, made no attempt at objectivity in his account of the great 1795 Carib rebellion, this book being dedicated to the British survivors. Since its publication in 1911, Sir Julian's Corbett's Some Principles of Maritime Strategy has remained a key document within naval strategic thinking.
