The disintegration and questioning of global governance structures and a re-orientation toward national politics combined with the spread of technological innovations such as big data, social media, and phenomena like fake news, populism, or questions of global health policies make it necessary for the introduction of new methods of inquiry and the adaptation of established methods in Foreign Policy Analysis (FPA). This accessible handbook offers concise chapters from expert international contributors covering a diverse range of new and established FPA methods. Embracing methodological pluralism and a belief in the value of an open discussion about methods' assumptions and diverging positions, it provides new, state-of-the-art research approaches, as well as introductions to a range of established methods. Each chapter follows the same approach, introducing the method and its development, discussing strengths, requirements, limitations, and potential pitfalls while illustrating the method's application using examples from empirical research. This book explores contemporary propaganda and mainstream Western news media, with reference to the Ukraine crisis. It examines Western media narratives of the immediate causes of the crisis, the respective roles of those who participated in or otherwise supported the demonstrations of 2013-2014 - including US-backed NGOs and rightist militia - and the legitimacy, or otherwise, of the destabilization of the democratically elected Yanukovych government. It considers how the crisis was contextualized with reference to broader themes of competition for power over Eurasia and the Washington Consensus. It assesses accounts of the role of Russia and of ethnic Russian Ukrainians in Crimea, Odessa and the Donbass and traces how Western mainstream media went out of their way to demonize Vladimir Putin. The book deconstructs prevailing Western narratives as to the reasons for the shooting down of Malaysian Airways flight MH17 in July 2014, and counters Western media concentration on the issue of culpability for the attack with an alternative narrative of egregious failure to close down civilian air space over war zones. From analysis of these discourses, the book identifies principles of post-2001 Western conflict propaganda as these appeared to play out in Ukraine. This book will be of much interest to students of propaganda, media and communication studies, Russian and Eastern European politics, security studies and IR.

Reconstruction - the rebuilding of state, economy, culture and society in the wake of war - is a powerful idea, and a profoundly transformative one. From the refashioning of new landscapes in bombed-out cities and towns to the reframing of national identities to accommodate changed historical narratives, the term has become synonymous with notions of "post-conflict" society; it draws much of its rhetorical power from the neat demarcation, both spatially and temporally, between war and peace. The reality is far more complex. In this volume, reconstruction is identified as a process of conflict and of militarized power, not something that clearly demarcates a post-war period of peace. Kirsch and Flint bring together an internationally diverse range of studies by leading scholars to examine how periods of war and other forms of political violence have been justified as processes of necessary and valid reconstruction as well as the role of war in catalyzing the construction of new political institutions and destroying old regimes. Challenging the false dichotomy between war and peace, this book explores instead the ways that war and peace are mutually constituted in the creation of historically specific geographies and geographical knowledges.

This book sets out to open up the space for interpretation of history and politics in Aceh which is now in a state of armed rebellion against the Indonesian government. It lays out a groundwork for analysing how female agency is constituted in Aceh, in a complex interplay of indigenous matrifocality, Islamic belief and practices, state terror, and political violence. Analysts of the current conflict in Aceh have tended to focus on present events. Siapno provides a historical analysis of power, co-optation, and resistance in Aceh and links it to broader comparative studies of gender, Islam, and the state in Muslim communities throughout the world.

Recent scholarship has challenged the assumption that military commanders during the First World War were inflexible, backward-looking and unwilling to exploit new technologies. Instead a very different picture is now emerging of armies desperately looking to a wide range of often untested and immature scientific and technological innovations to help break the deadlock of the Western Front. Nowhere is this better illustrated than in the development of tank warfare, which both the British and the French hoped would give them a decisive edge in their offensives of 1917 and 1918. Whilst the British efforts to develop armoured warfare have been well chronicled, there has been no academic study in English on the French tank force - the Artillerie Speciale - during the Great War. As such, this book provides a welcome new perspective on an important but much misunderstood area of the war. Such was the scale of the French tanks' failure in their first engagement in 1917, it was rumoured that the Artillerie Speciale was in danger of being disbanded, yet, by the end of the war it was the world's largest and most technologically advanced tank force. This work examines this important facet of the French army's performance in the First World War, arguing that the AS fought the war in as intelligent and sensible a manner as was possible, given the immature state of the technology available. No amount of sound tank doctrine could compensate for the fragility of the material, for the paucity of battlefield communication equipment and for the lack of tank-infantry training opportunities. Only by 1918 was the French army equipped with enough reliable tanks, as well as aircraft and heavy-artillery, to begin to exercise a mastery of the new form of combined-arms warfare. How do you become an 'amputee', 'war-wounded', 'victim' or 'disabled' person? This book describes how an amputee and war-wounded community was created after a decade long conflict (1991-2002) in Sierra Leone. Beginning with a general socio-cultural and historical analysis of what is understood by impairment and disability, it also explains how disability was politically created both during the conflict and post-conflict, as violence became part of the everyday. Despite participating in the neoliberal rebuilding of the nation state, ex-combatants and the security of the nation were the government's main priorities, not amputee and war-wounded people. In order to survive, people had to form partnerships with NGOs and participate in new discourses and practices around disability and rights, thus accessing identities of 'disabled' or 'persons with disabilities'. NGOs, charities and religious organisations that understood impairment and disability were most successful at aiding this community of people. However, since discourse and practice on disability were mainly bureaucratic, top-down, and not democratic about mainstreaming disability, neoliberal organisations and INGOs have caused a new colonisation of consciousness, and amputee and war-wounded people have had to become skilled in negotiating these new forms of subjectivities to survive.

This is the first book to apply the Clausewitzian Trinity of 'passion, chance, and reason' to the experience of real war. It explores the depth and validity of the concept against the conflicts of former Yugoslavia - wars thought to epitomise a post-Clausewitzian age. In doing so it demonstrates the timeless message of the Trinity, but also ties the Trinitarian idea back into Clausewitz's political argument. Intended to build on the existing corpus of scholarship, this book differs from the existing literature in two ways. By applying the Trinity to the wars of former Yugoslavia 1991-1995, it explores war at its micro-foundations, assessing the complex cause-and-effect nexus of reciprocity produced by actions between belligerents embroiled in dynamic competition perpetuated by their own interaction. Providing valuable insights into the complexities of real war fuelled by passion, undermined by chance, and shaped by reason, it is the first study to bridge the Clausewitzian world of theory with real experience. Examining each part of the triad separately, the book explores the multiple manifestations of hostility and chance, before then assessing the influence of these elements on the policies of the belligerents as the war evolved.

While the military use of drones has been the subject of much scrutiny, the use of drones for humanitarian purposes has so far received little attention. As the starting point for this study, it is argued that the prospect of using drones for humanitarian and other life-saving activities has produced an alternative discourse on drones, dedicated to developing and publicizing the endless possibilities that drones have for "doing good". Furthermore, it is suggested that the Good Drone narrative has been appropriated back into the drone warfare discourse, as a strategy to make war "more human". This book explores the role of the Good Drone as an organizing narrative for political projects, technology development and humanitarian action. Its contribution to the debate is to take stock of the multiple logics and rationales according to which drones are "good", with a primary objective to initiate a critical conversation about the political currency of "good". This study recognizes the many possibilities for the use of drones and takes these possibilities seriously by critically examining the difference the drones' functionalities can make, but also what difference the presence of drones themselves - as unmanned and flying objects - make. Discussed and analysed are the implications for the drone industry, user communities, and the areas of crisis where drones are deployed.

Aerial Propaganda and the Wartime Occupation of France, 1914-1918 explores the combined role played by the French and British Governments and Armies in creating and distributing millions of aerial newspapers and leaflets aimed at the French population trapped behind German lines. Drawing on extensive research and French, German and British primary sources, the book highlights a previously unknown aspect of psychological warfare that challenges the established interpretation that the occupied populations lived in a state of total isolation and that the Allied governments had no desire to provide them with morale support. Instead a very different picture emerges from this study, which demonstrates that aerial propaganda not only played a fundamental role in raising morale in the occupied territories but also fuelled resistance and clandestine publications. This book demonstrates that the existing historiographical portrayal of the occupied civilian as an uninformed victim must be replaced by a more nuanced interpretation.

The crisis in Ukraine that began in November 2013 constitutes a turning point in Euro-Atlantic security with potential global repercussions. It is the most significant security problem between Russia and the 'West' in the post Cold War period and the crisis has marked a new era in global politics. This book examines Syrian displacement since the start of the 2011 conflict. It considers how neighboring refugee-hosting states - namely Jordan, Turkey and Lebanon - have responded to Syrian refugees, as well as how the international humanitarian community has assisted and protected refugees and internally displaced persons (IDPs). Miller examines Syrian displacement as it relates to EU and US policies, and relates Syrian displacement to broader themes and debates on the international refugee regime and humanitarian intervention. The book argues that displacement is not a mere symptom or byproduct of the conflict in Syria, but a key variable that must be addressed with any peace plan or strategy for ending the conflict and rebuilding Syria. Responses to displacement should therefore not just be thought of in a humanitarian context, but also as a political, security and economic issue. Drawing on media reports, research briefs, scholarly books and articles, NGO reports and UN research to contextualize and critically analyze the blur of headlines and rhetoric on Syria, the book seeks to shed light on the political and humanitarian responses to displacement. It seeks to inform policymakers, practitioners and scholars about the current Syrian displacement situation, helping to make sense of the complex web of literature on Syrian refugees and IDPs.

The human rights of communities in many resource-rich, weak governance States are adversely affected, not only by the acts of States and their agents, but also by powerful non-State actors. Contemporary phenomena such as globalisation, privatisation and the proliferation of internal armed conflict have all contributed to the increasing public influence of these entities and the correlative decline in State power. This book responds to the persistent challenges stemming from non-State actors linked to extractive industries. In light of the intersecting roles of multinational enterprises and non-State armed groups in this context, these actors are adopted as the primary analytical vehicles. The operations of these entities highlight the practical flaws of existing accountability regimes and permit an exploration of the theoretical challenges that preclude their direct legal regulation at the international level. Drawing insights from discursive democracy, compliance theories and the Pure Theory of Law, the book establishes a conceptual foundation for the creation of binding international obligations addressing non-State actors. Responding to the recent calls for a binding business and human rights treaty at the UN Human Rights Council, and the growing influence of armed non-State actors, the book makes a timely contribution to debates surrounding the direction of future developments in the field of international human rights law.

This book examines the normative debates around the American use of targeted killings. It questions whether the Obama administration's defence of its use of targeted killings is cohesive or hypocritical. In doing so, the book departs from the disciplinary purpose of international law, constitutional law and the just war tradition and instead examines discipline-specific defences of targeted killings to identify their requisite normative principles in order to compare these norms across disciplines. The methodology used in this book means that it argues that targeted killings are only defensible as acts of war, but it also highlights the normative role of accountability and responsibility in this defence. In doing so, it offers an argument that the use of 'pattern of life' killings by the CIA falls outside the defence offered by the Obama administration, but that this same type of targeting could be used by the military due to differing standards/mechanisms of responsibility assignment in these organisations. The book thus provides a way of investigating contemporary wars where the conduct of war lacks the traditional hallmarks of conventional warfare. Furthermore, by drawing attention to differing normative concepts that underpin competing interpretations of law and morality, it provides a way of analysing contemporary political violence in an interdisciplinary fashion without seeking to displace single disciplinary study. This book will be of much interest to students of military studies, ethics of war, foreign policy, international security and IR.

Since its publication in 1911, Sir Julian's Corbett's Some Principles of Maritime Strategy has remained a key document within naval strategic thinking. Yet despite his undoubted influence, Corbett's theories have not been subjected to scientific review and systematic comparison with other naval thinkers. In this assessment, Dr Widen has provided a fresh interpretation of Corbett's legacy and his continued relevance as a classic theorist of naval war. Divided into three parts, the book begins with a brief biographical overview of Corbett's life, highlighting in particular his bibliographic history and the influences on his thinking. The latter two sections then describe and assess Corbett's views on military and naval theory, respectively. Together these two parts represent his overall theory of maritime strategy, including his conception of limited war, his intellectual debt to Clausewitz, command of the sea, his critic of decisive battle, as well as the different methods of naval operations. In the English-speaking world the First World War is all too often portrayed primarily as a conflict between Britain and Germany. The vast majority of books focus on the Anglo-German struggle, and ignore the dominant part played by the French, who for most of the war provided the bulk of the soldiers fighting against the central powers. As such, this important and timely book joins the small but growing collection of works offering an overdue assessment of the French contribution to the Great War. Drawing heavily on French primary sources the book has two main foci: it is both an in-depth battle narrative and analysis, as well as a work on the tactical evolution of the French army in Spring 1915 as it endeavored aggressively to come to grips with trench warfare. This period is of crucial importance as it was in these months that the French army learned the foundations of trench warfare on which their conduct for the remainder of the war would rest. The work argues that many advanced practices often considered German innovations - such as the rolling barrage, infiltration tactics, and the effective planning and integration of artillery bombardments - can all be traced back to French writing and action in early 1915. The work argues that - contrary to received opinion - French army bureaucracy proved effective at very quickly taking in, digesting and then disseminating lessons learned at the front and French commanders proved to be both effective and professional. Such radical conclusions demand a fundamental rethink of the way we view operations on the Western Front.

Ethnic inequalities in divided societies can exacerbate social divisions and lead to conflict. Reducing these inequalities could have a de-escalating effect, yet there is little consensus on how this can be achieved most effectively and sustainably. Decentralisation is held to improve inter-ethnic relations in multi-ethnic states by allowing territorially concentrated groups greater autonomy over their own affairs, and the case of the Republic of Macedonia offers an example of the successes and failings of decentralisation. Decentralisation and the Management of Ethnic Conflict offers new insight into the dynamics of conflict management through decentralisation, using an in-depth case study of decentralisation in the Republic of Macedonia between 2005 and 2012. Guided by the concept of horizontal inequalities, the volume identifies the factors which influenced the decision to devolve responsibilities to the municipalities after 2001.Taking an integrative approach to studying the political, administrative, and fiscal dimensions of decentralisation and its implementation, the book investigates whether these institutional reforms have indeed contributed to the reduction of inequalities between Macedonia's ethnic groups, and what the obstacles were in those areas in which decentralisation has not reached its full potential. The key lesson of the Macedonian case is that attempts to solve internal self-determination conflicts through decentralisation will fail if local self-governance exists only in form but not in substance. This book contributes to a more nuanced understanding of the challenges facing different forms of decentralisation in the long term, and as such represents a significant contribution to Conflict Studies, Development Studies and Political Science more generally.

This book presents a study of the international dimensions of the Kashmir dispute between India and Pakistan from before its outbreak in October 1947 until the Tashkent Summit in January 1966. By focusing on Kashmir's under-researched transnational dimensions, it represents a different approach to this intractable territorial conflict. Concentrating on the global context(s) in which the dispute unfolded, it argues that the dispute's evolution was determined by international concerns that existed from before and went beyond the Indian subcontinent. Based on new and diverse official and personal papers across four countries, the book foregrounds the Kashmir dispute in a twin setting of Decolonisation and the Cold War, and investigates the international understanding around it within the imperatives of these two processes. In doing so, it traces Kashmir's journey from being a residual irritant of the British Indian Empire, to becoming a Commonwealth embarrassment and its eventual metamorphosis into a security concern in the Cold War climate(s). A princely state of exceptional geo-strategic location, complex religious composition and unique significance in the context of Indian and Pakistani notions of nation and statehood, Kashmir also complicated their relations with Britain, the United States, Soviet Union, China, the Commonwealth countries and the Afro-Arab-Asian world. This book is of interest to scholars in the field of Asian History, Cold War History, Decolonisation and South Asian Studies.

This book examines the links between climate change and resource scarcity to violent conflict. Does climate change cause conflicts? This book analyses the economic, political and social conditions under which countries with low levels of freshwater or arable land experience armed conflict. There are strong theoretic arguments linking climate change and scarcity of livelihood resources to conflict. However, empirical accounts are contradictory. Using qualitative comparative analysis (fsQCA), this book compares 22 political, economic and social conditions across 30 countries experiencing scarcity of available freshwater or arable land. The results show that there are three types of resource-scarce countries that experience conflicts: (neo)patrimonial states, oil-rich states that are poorly integrated into the global economy and least developed states. In addition, the results reveal that there are two types of resource scarce countries that remain peaceful: non-agrarian countries with either even development between groups or high integration into the global economy with high levels of adaptive capacities. This explains the contradictory results of previous empirical studies and suggests that resource scarcity might contribute to conflict in least developed countries. This book will be of much interest to students of climate change, critical security, peace and conflict studies, and IR in general.

Koivula examines the discursive space related to the use of military force by the European Union (EU). By examining the EU's relationship to its use of military force during the course of its history and by demonstrating that the contemporary discursive space of the EU military dimension is incoherent in nature and contains inherent contradictions, he seeks to answer the related question of whether extreme forms of military enforcement, for example killing, is appropriate for the EU.

Rebuilding Afghanistan in Times of Crisis provides academics and researchers interested in planning, urbanism and conflict studies with a multidisciplinary, international assessment of the reconstruction and foreign aid efforts in Afghanistan. This framework employs an analysis of violence on both edges of the spectrum-a macro-economic analysis of violence against workers and a micro-political analysis of the violence in women's reproductive lives. These analyses come together to create a new explanation of why violence persists, a new political economy of violence against women, and a new theoretical understanding of the relation between production and reproduction. Three case studies are discussed: the Democratic Republic of the Congo (violence in an era of conflict), Sierra Leone (violence post-conflict), and Tanzania (which has not seen armed conflict on the mainland). This book examines the challenges that military forces will face in multinational operations in the 21st century.
