Founded in 1919 under the Treaty of Versailles as part of the League of Nations' system, the ILO is still today the main organization responsible for the international organization of work and the improvement of working conditions in the world. Widely recognized for its efforts in building international labour standards, the ILO remains little studied by development specialists and historians. This book intends to fill this gap and traces the history of international development and its early pioneers, through an analysis of the activities of the International Labour Office, the Secretariat of the International Labour Organization, between 1930 and 1946. In this book, development is used as a key to questioning the ILO's place and function in the expanding inter-war world. The development practices and discourses that emerged in the 1930s were mainly intended to support the ILO's universalization strategy, which was made necessary by the events that shook Europe at the time. Development discourses and practices were also part of the "esprit du temps", as they were closely linked to the affirmation of the planist and rationalist ideas of the 1930s. However, development for the ILO was not reduced to a project of economic modernization, but was seen as a tool for social engineering, as evidenced by the ILO's missions of technical assistance, organized since 1930. The analysis of the expertise work makes it possible to highlight the logics that prevailed in technical assistance, which was more in line with institutional objectives, than with the dissemination of a genuine expertise. This book therefore hopes to bring new insight on the history of internationalism, and international organizations during the inter-war period and the Second World War, as well as on the role of the ILO in the history of international development thinking and practices.

This book describes and illustrates an approach to surgery for spinal cord tumors that is based on a refined concept of anatomic compartmentalization. The aim of this approach is to enable maximum preservation of spinal cord function through confinement of the surgical work to the involved compartment or compartments. Importantly, this involvement differs according to tumor type, and the classification favored by the author takes this fully into account. After introductory chapters on epidemiology and pathology, the anatomy of the spinal cord relevant to surgery for spinal cord tumors is discussed in detail and the proposed classification is clearly explained. The surgical approach to each of the identified anatomic compartments is then described, with attention to the roles of intraoperative mapping techniques, diffusion tensor imaging, and electrophysiologic studies in ensuring that spinal cord functions are spared. This book provides an original argument that rejects the idea of national MPs having but one 'standard' mode of representation. It acknowledges the national electoral connection, but considers representation beyond national borders. The author empirically investigates such patterns of representation in MPs' parliamentary speech-making behavior and their attitudes in Austria, Germany, Ireland and the UK. The book analyzes representative claims in parliamentary debates on the Constitutional Treaty, the Lisbon Treaty and the Eurozone crisis, and relies on qualitative interviews with members of the European affairs and budget committees. It finds a Eurosceptic Europeanization in that national MPs from the Eurosceptic left particularly represent other EU citizens.

This book explores foreign policy developments in post-colonial Africa. A continental foreign policy is a tenuous proposition, yet new African states emerged out of armed resistance and advocacy from regional allies such as the Bandung Conference and the League of Arab States. Ghana was the first Sub-Saharan African country to gain independence in 1957. Fourteen more countries gained independence in 1960 alone, and by May 1963, when the Organisation of African Unity (OAU) was formed, 30 countries were independent. An early OAU committee was the African Liberation Committee (ALC), tasked to work in the Frontline States (FLS) to support independence in Southern Africa. Pan-Africanists, in alliance with Brazzaville, Casablanca and Monrovia groups, approached continental unity differently, and regionalism continued to be a major feature. Africa's challenges were often magnified by the capitalist-democratic versus communist-socialist bloc rivalry, but through Africa's use and leveraging of IGOs - the UN, UNDP, UNECA, GATT, NIEO and others - to advance development, the formation of the African Economic Community, OAU's evolution into the AU and other alliances belied collective actions, even as Africa implemented decisions that required cooperation: uti possidetis (maintaining colonial borders), containing secession, intra- and inter-state conflicts, rebellions and building RECs and a united Africa as envisioned by Pan Africanists worked better collectively.

This book explores the question of whether and how meme theory or "memetics" can be fruitfully utilized in evolutionary economics and proposes an approach known as "economemetics" which is a combination of meme theory and complexity theory that has the potential to combat the fragmentation of evolutionary economics while re-connecting the field with cultural evolutionary theory. By studying the intersection of cultural and economic evolution, complexity economics, computational economics, and network science, the authors establish a connection between memetics and evolutionary economics at different levels of investigation. The book first demonstrates how a memetic approach to economic evolution can help to reveal links and build bridges between different but complementary concepts in evolutionary economics. Secondly, it shows how organizational memetics can help to capture the complexity of organizational culture using meme mapping. Thirdly, it presents an agent-based simulation model of knowledge diffusion and assimilation in innovation networks from a memetic perspective. The authors then use agent-based modeling and social network analysis to evaluate the diffusion pattern of the Ice Bucket Challenge as an example of a "viral meme." Lastly, the book discusses the central issues of agency, creativity, and normativity in the context of economemetics and suggests promising avenues for further research.

This edited collection examines how Western European countries have responded and been influenced by the apartheid system in South Africa. The debate surrounding apartheid in South Africa underwent a shift in the second half of the 20th century, with long held positive, racist European opinions of white South Africans slowly declining since decolonisation in the 1960s, and the increase in the importance of human rights in international politics. While previous studies have approached this question in the context of national histories, more or less detached from each other, this edited collection offers a broader insight into the transnational and entangled histories of Western European and South African societies. The contributors use exemplary case studies to trace the change of perception, covering a plurality of reactions in different societies and spheres: from the political and social, to the economic and cultural. At the same time, the collection emphasizes the interconnections of those reactions to what has been called the last 'overtly racist regime' (George Frederickson) of the twentieth century.

The global economic crisis of 2008/2009 has had a broad impact far beyond economic concerns. Most importantly, it has been seen as a crisis of governance and debates have not just questioned specific regulations, e.g. of global financial markets, but have additionally challenged the appropriateness of underlying governance concepts not only in global markets, but also at the national level.

For the post-socialist countries, which adopted market-oriented governance mechanisms less than two decades ago, the global crisis was the first stress test after the post-socialist recovery. The contributions in this book focus on the impact of the crisis and related reform attempts in two important areas. The first area is financial and monetary policy, which is at the core of the global crisis of 2008/2009. The second area is relations between business and state actors, where corruption and weak institutional frameworks can both seriously hamper reform attempts.
