Originally published in 1996, this work begins by considering the changes that have taken place in the social, political and economic environment of Eastern Europe as a whole and then concentrates upon the shipping market with reference to Poland, Romania, Bulgaria, the Czech Republic and Hungary. A detailed model of the relationship between the shipping industry and the contextual changes that have occurred in the region in recent years is then developed before looking specifically at the liner shipping market of Poland and its market positioning within the context of competition in the North Atlantic and European Union operators.

This book explores the tensions between the competing social rights and social control functions of the modern Australian welfare state. By critically examining the history and rhetoric of the Australian welfare state from 1972 to the present day, and using the author's long-standing research on the Australian Council of Social Service and other welfare advocacy groups, it analyses the transformation from rights-based to conditional welfare. The Labor Party Government from 1972-75 is identified as the only clear cut example of Australia positively using welfare payments and services as an instrument to promote greater social equity, inclusion and participation. Since the mid-1970s, the Australian welfare state has gradually retreated from the social rights agenda conceived by the Whitlam Government. Australia has followed other Anglo-Saxon countries in adopting increasingly conditional and paternalistic measures that undermine the protection of social citizenship outside the labour market. In contrast, this text makes the case for an alternative participatory and decentralized welfare state model that would prioritize social care by empowering and supporting welfare service users at a local community level. The welfare state in postwar Western Europe has been extended and intensified in a spectacular manner. Today, "welfare" represents a complex mix of services covering health, education, welfare, the arts, leisure, and social security. Anton C. Zijderveld is of the opinion that Europe's vast, comprehensive welfare state is becoming leaner and meaner, heading down a more sober path toward decentralization and deregulation, which only, but not merely, secures order for its citizens and shields society's vulnerable. As the millennium approaches, Zijderveld believes Europe is experiencing a cultural renaissance and a socioeconomic and political reformation in which the market will flourish and civil society will prosper. The Waning of the Welfare State focuses on the transformation of the welfare state in Europe over a four-decade period. Zijderveld employs the democratic triangle theoretical model, in which democracy is viewed as a system in which state, market, and civil society are held in precious balance. If one component supersedes the other two, democracy is endangered. In its 1960s and 1970s heyday, the state took center stage at the expense of the market and civil society; social democracy was the prevailing ideology. In the 1980s the market triumphed, often at the expense of both the state and civil society; this was the decade of liberalism. Today, civil society prevails, albeit at risk of being injurious to state and market. Ideologically, this is the decade of conservatism. Zijderveld sees a future "Americanization" of European social policy producing a fortuitously balanced coalition of social democracy, liberalism, and conservatism; a place where safety and order, prosperity and economic participation, and social participation and meaningful interactions flourish equally. This transformation carries many risks. But it will, in the end, strengthen Europe's political, economic, and sociocultural stamina. If it also draws the Atlantic partners closer together, as Zijderveld believes it does, the chances of another European communist, libertarian, or fascist Gtterdommerung will remain remote. Zijderveld presents useful concepts in a highly organized fashion. He has produced a very important book for American readers who will, hopefully, discover, beyond the often vast differences, some basic similarities of structures and developments within the European welfare state.

China suffers frequently from many types of natural disasters, which have affected the lives of many millions of Chinese. The steps which the Chinese state has taken to prevent disasters, mitigate their consequences, and reconstruct in the aftermath of disasters are therefore key issues. This book examines the single metropolis of Tianjin in northern China, a city which has suffered particularly badly from natural disasters - the great famine of 1958-61, the great flood of 1963 and the great earthquake of 1976. It discusses how the city managed these disasters, what policies and measures were taken to prevent and mitigate disasters, and to promote reconstruction afterwards. It also explores who suffered from and who benefited from the disasters. Overall, the book shows how disaster management was erratic, sometimes managed highly efficiently and in other cases disappointingly delayed and inept. It concludes that, although the Maoist state possessed formidable resources, disaster management was always constrained by other political and economic considerations, and was never an automatic priority.

This book explores how far the concept of fragmented authoritarianism remains valid as the key concept for understanding how the Chinese political process works. It contrasts fragmented authoritarianism, which places bureaucratic bargaining at the centre of policy-making, arguing that the goals and interests of the implementing agencies have to be incorporated into a policy if implementation is to be secured, with other characterisations of China's political process. Individual chapters consider fragmented authoritarianism at work in a range of key policy areas, including energy issues, climate change and environmental management, financial reform, and civil-military relations. In China, the central government has the political will to control organized crime, which is seen as a national security threat. The crux of the problem is how to control local governments that have demonstrated lax enforcement without sufficient regulation from the provincial governments. The development of prostitution, underground gambling and narcotics production has become so serious that the central government has to rely on anti-crime campaigns to combat these "three evils". This book explores the specific role of government institutions and agencies, notably the police, in controlling organised and cross-border crime in Greater China.
