This book investigates why the convergence of Japan's bank-centered financial system to an American-style capital market-based model has lost steam since the mid-2000s, despite financial deregulation during the 1980s and 1990s. Examining the ideational conflict within Japanese elites between the market liberalization and anti-free market camps, it scrutinizes the American and Japanese credit rating agencies operating in Tokyo and explores the differences between the two major industrial associations, Keidanren and Doyukai, which have played a key role as "ideational platforms" for Japanese corporate society. The book emphasizes the concept of "systemic support", whose broadened definition incorporates dominant elites' support and protection of subordinates in exchange for the latter's obedience and loyalty. It argues that Japanese society's anti-liberal, anti-free market norms centered on systemic support are a form of counter-hegemony, and this has resisted American financial hegemony, promoting international capital mobility and capital markets, and prevented capitalist dominance from severing long-term social ties such as management-labor cooperation and corporate group alliances. Yet this resistance has generated growing problems for Japan. With a focus on social norms, bureaucracy, credit rating agencies, industrial associations and corporate governance, this book will provide useful insights for scholars and students of international political economy, sociology, cultural studies, and business studies.

Geopolitical changes combined with the increasing urgency of ambitious climate action have re-opened debates about justice and international climate policy. Mechanisms and insights from transitional justice have been used in over thirty countries across a range of conflicts at the interface of historical responsibility and imperatives for collective futures. However, lessons from transitional justice theory and practice have not been systematically explored in the climate context. The comparison gives rise to new ideas and strategies that help address climate change dilemmas. This book examines the potential of transitional justice insights to inform global climate governance. It lays out core structural similarities between current global climate governance tensions and transitional justice contexts. It explores how transitional justice approaches and mechanisms could be productively applied in the climate change context. These include responsibility mechanisms such as amnesties, legal accountability measures, and truth commissions, as well as reparations and institutional reform. The book then steps beyond reformist transitional justice practice to consider more transformative approaches, and uses this to explore a wider set of possibilities for the climate context. Each chapter presents one or more concrete proposals arrived at by using ideas from transitional justice and applying them to the justice tensions central to the global climate context. By combining these two fields the book provides a new framework through which to understand the challenges of addressing harms and strengthening collective climate action. In Media in Postapartheid South Africa, author Sean Jacobs turns to media politics and the consumption of media as a way to understand recent political developments in South Africa and their relations with the African continent and the world. It looks at the entrepreneurial process that creates public policies and examines whether they prosper or falter because of their political consequences. The programs and personnel of the Atomic Energy Commission are the empirical foundation for these arguments. The data generated by that agency's annual budget-making cycles, collected over time and organised by program, are used as evidence to test some propositions about policy formation within the executive branch of government. The author's concern is with questions of where and how priorities are established in a complex institutional environment. To answer the more fundamental causal question of why some programs prosper while others wither or die, use is made of more historical analysis and comparison of the fortunes of several of AEC's efforts to develop applied nuclear technology.

Originally published in 1980. More so than any other energy resource, nuclear power has the capacity to provide much of our energy needs but is highly controversial. This book discusses the major British decisions in the civil nuclear field, and the way they were made, between 1953 and 1978. It spans the period between the decision to construct Calder Hall - claimed as the world's first nuclear power station - and the Windscale Inquiry - claimed as the world's most thorough study of a nuclear project. For the period up to 1974 this involves a study of the internal processes of British central government. The private issues include the technical selection of nuclear reactors, the economic arguments about nuclear power and the political clashes between institutions and individuals. The public issues concern nuclear safety and the environment and the rights and opportunities for individuals and groups to protest about nuclear development. The book demonstrates that British civil nuclear power decision making had many shortcomings and concludes that it was hampered by outdated political and administrative attitudes and machinery and that some of the central issues in the nuclear power debate were misunderstood by the decision makers themselves.

On the one hand, inclusion constitutes a powerful framework of political agency, as people can gain access to forms of recognition granting legal protection and social visibility. On the other hand, inclusion requires their adherence to fixed matrices incorporating specific and limited forms of life. This opposition reflects a similar division within the academic field: between liberal advocates of inclusion and those who regard it as a form of assimilation, where differences are absorbed and tempered. Uncovering the deficiencies in both viewpoints, this book analyzes inclusion by attending to the active role of subjects looking for inclusion, and mobilizing inclusive processes. Inclusion is thus reconceived as an ongoing, engaging movement of category-production, according to which there is no straightforward opposition between effective inclusion and assimilation. The book thus draws the idea of inclusion out of this opposition in order to delineate a form of political connectedness based on smaller social networks of solidarity that, although entailing some sort of normativity, are nevertheless characterized by fluidity and proximity. In this way, inclusion comes to be more productively, and more plausibly, reframed: as a web in which inclusive processes appear as moments of the renegotiation and rearticulation of a subjectivity in constant flux.

First published in 1984, Hugh Clout's work contributes to one of the most debated and important topics of the time, the European Economic Community. Starting from the Mid-20th century, Clout explains the profound socio-economic and environmental changes that effected the countryside of Western Europe. This work shows how the EEC's wide-ranging Common Agricultural Policy added a measure of uniformity to farm policies. Clout reveals that the transformation however was not an entirely healthy one. The broad process of agricultural modernisation reinforced the numerical decline of farm workers throughout Western Europe, weakened many rural communities, and served to accentuate depopulation. Clout's work ultimately argues forcibly that to produce such a programme for managing rural Europe would be a major challenge for the EEC in the future.
