This book is about continuity and change in early nineteenth-century Britain. Against the background of an emerging industrial state, the popularization of liberal laissez-faire principles and the rise of a class-based society, it examines the revival of traditional paternal ideals and considers their influence upon the development of social policy. Franklin Roosevelt was not only the first US president to be covered by public opinion polls, but his ratings have consistently exceeded those of all subsequent sitting presidents, save for John F. Kennedy. Moreover, Roosevelt also stands out with a popular appeal that is unsurpassed by any of his successors serving at least a full term. The key to his approval, as this book shows, was wartime leadership, not economic performance. It began with policies preparing the nation for war in the two years before formal entry. To use FDR's own coinage, it was making the United States the "arsenal of democracy" in the battle against tyranny. That pursuit, not the New Deal, earned him high marks with the American people and re-election to an unprecedented third term. World War II-and its heavy human toll-did nothing to diminish FDR's popularity. As such, the FDR experience defies major paradigms of presidential politics. Yet, Roosevelt has been relatively ignored by scholars of public opinion. What can FDR's experience teach us and his successors about rousing broad public support, particularly during wartime? What light does his success shed on the failures of Presidents Truman, Johnson, and George W. Bush in Korea, Vietnam, and Iraq? On key issues, mainly with foreign policy, FDR had to contend with an American public that opposed his plans at the outset. Helmut Norpoth argues that Roosevelt had an unparalleled ability for leadership, especially through the fabled "fireside chats" and his appreciation of opinion polls, that enabled him to move the public to embrace his policies. Doing things differently has come to mean doing things collaboratively. Daniels and Walker examine collaboration in environmental and natural resource policy decision making and conflict management. At one time, Asa Philip Randolph (1889-1979) was a household name. As president of the all-black Brotherhood of Sleeping Car Porters (BSCP), he was an embodiment of America's multifaceted radical tradition, a leading spokesman for Black America, and a potent symbol of trade unionism and civil rights agitation for nearly half a century. But with the dissolution of the BSCP in the 1970s, the assaults waged against organized labor in the 1980s, and the overall silencing of labor history in U.S. popular discourse, he has been largely forgotten among large segments of the general public before whom he once loomed so large. In the summer of 1970, the members of the New Orleans Fifth Circuit Court of Appeals understood clearly the realities of race in the South. Houston, Texas, like other Southern cities, had made haste toward racial school desegregation as slowly as the White Southern Federal courts would allow. When the High School of Performing and Visual Arts opened its doors in Houston a year later, a new superintendent and liberal-dominated Board of Education wished to demonstrate the positive potential of a voluntarily desegregated student body. HSPVA was the first United States public school for the arts specifically used for racial desegregation purposes, the prototype for the first public urban magnet program of desegregation used to replace a standing court order, and a continuing prototype for other public magnet schools for the arts across the United States. Talent Knows No Color is a 35-year history of HSPVA, exemplary in both arts and academics, which chronicles multi-perspective participant experiences within the context of ever-changing district education policies and demographics. Ten years of school system and HSPVA archival research, examination of local newspapers, and oral history interviews allow a rich narrative unusual among the already limited number of scholarly histories of individual public schools. It is the description and analysis of everyday occurrences that assist the reader in understanding what Series Editor O. L. Davis, Jr. refers to as "the continuing, likely never ending, practical development of one particular high school and its curriculum."
This book explores the politics behind "de-liberalization", defined as policy reforms that constrain markets and their underlying mechanisms. By offering a comparative study on the governmental reform strategies and policy choices of Austria, Germany and Switzerland, it demonstrates that de-liberalization processes are a common reform option for governments. Utilizing a novel dataset on liberalization covering policy reform trajectories in 38 industrialized countries between 1973 and 2013, it shows that governments often draw on strategies of de-liberalization in the fields of social, welfare and labor market policy, where they can be used as compensation for the electorate in the context of liberalizing reforms. As such, the book makes an important contribution to the field of political economy by capturing the turning of the tide in scholarly and policy attention, away from liberalization and towards a re-embedding and re-regulation of economic activity.
This book explores the development of state welfare in Taiwan, focusing on the interconnection between capitalist development and state welfare from 1895 to 1990, using an integrated Marxist perspective to which the capitalist world system, state structure, ideology, and social structure are considered simultaneously. It argues that neither citizenship nor welfare needs were the concern of Taiwanese social policies. A decline in legitimacy and risen social movements forced the state to expand welfare, namely the National Health Insurance, in the 1980s. |
