The contributors provided in this book shed light on and initiate debates about important policy issues associated with education reform and improvement. The authors do this by linking conceptual frameworks to past research, analyzing these challenges, and speculating about the contours of future research and school practice. Centering on policy research-based examinations of the future in "public" education in the United States, this book examines policy issues as they relate to public education governance, finance, curriculum development and community relations. War, nuclear weapons, and terrorism are all major threats to US security, but a new set of emerging threats are challenging the current threat response apparatus and our ability to come up with creative and effective solutions. This book considers new, 'non-traditional' security issues such as: transnational organized crime, immigration and border security, cybersecurity, countering violent extremism and terrorism, environmental and energy security, as well as the rise of external actors. The work examines the major challenges and trends in security and explores the policy responses of the U.S. government. By using international relations theory as an analytical approach, Fonseca and Rosen present how these security threats have evolved over time.
In an age of migration and mobility many aspects of contemporary family life - from biological reproduction to marriage, from child-rearing to care of the elderly - take place against a backdrop of intensified movement across a range of spatial scales from the global to the local. This insightful book analyzes the opportunities and challenges this poses for families and for academic, empirical and policy understandings of 'the family' on a global level, including case studies from Europe, India, the Philippines, South Korea, the United States and Australia. With chapters on international reproductive tourism, transnational parenting, 'mail-order brides' and 'sunset migration', it examines the implications of migration and mobility for families at different stages of the life course. After World War II, Sweden led the Western world in social programs. By the 1970s it was considered a model of the successful welfare state, providing a broader and more elaborate system of social programs and security to more people than any other country, the centerpiece of which was its health care system. As Twaddle explains, however, by 1990 there was a significant shift in Sweden's health policy debates. Instead of speaking about the medical care system in terms of effectiveness, solidarity, and public planning, the discussions grew focused on competition, markets, and privatization, taking on more of the characteristics of the U.S. system. Twaddle explores the nature of the proposed changes in medical care, the context in which those changes were being proposed, and the steps that were taken to implement change. He concludes that the problem of market- oriented reforms in health care seems to be almost universal.
Like all other advanced Western societies, Germany is coming to
terms with the phenomenon of an ageing population. The demographic
challenge posed by population ageing is generally seen in terms of
potential crisis in the funding of health and social programmes.
Some social scientists have even suggested that the early decades
of the next century will be marked by conflict between the
generations, with young and old competing for increasingly scarce
resources. This is the first book written in English to address
comprehensively ageing policies in Germany and the contribution of
older people to German society.
Since the end of the Cold War many new countries have been created, and several new wars have broken out, resulting in new forms of politics and government for which Cold War paradigms are inadequate. Using extensive exhibits, this book provides a comparative framework for understanding governance in today's world. The author selects 100 countries as worthy of greater investigation, highlighting 50 of them as prone to ethnic-based problems and 33 as beset by violent domestic conflict, and provides a comparative political analysis of their governing structures. The 100 countries covered are spread equitably across five geographical zones--Europe, Islamic Zone, Africa, Asia, and the Western Hemisphere. Dividing the 100 selected states into polity types, the author studies five civilian polities encompassing 50 states and five military polities embracing another 50 states. The volume relates polity types to the ethnic and military challenges facing them and analyzes the phenomena of nationalism and militarism. In addition to numerous tables and other exhibits, the author uses Formats of Analysis for the orderly display of comparative data on states of particular polity types. This study provides the student of comparative politics with analytic and conceptual tools to understand governance in the post-Cold War world. The work is a worthy addition to the literature of comparative political analysis.

This open access book focuses on the meanings, agendas, as well as the local and global implications of bioeconomy and bioenergy policies in and across South America, Asia and Europe. It explores how a transition away from a fossil and towards a bio-based economic order alters, reinforces and challenges socio-ecological inequalities. The volume presents a historically informed and empirically rich discussion of bioeconomy developments with a particular focus on bio-based energy. A series of conceptual discussions and case studies with a multidisciplinary background in the social sciences illuminate how the deployment of biomass sources from the agricultural and forestry sectors affect societal changes concerning knowledge production, land and labour relations, political participation and international trade. How can a global perspective on socio-ecological inequalities contribute to a complex and critical understanding of bioeconomy? Who participates in the negotiation of specific bioeconomy policies and who does not? Who determines the agenda? To what extent does the bioeconomy affect existing socio-ecological inequalities in rural areas? What are the implications of the bioeconomy for existing relations of extraction and inequalities across regions? As the first exporter of cultural goods and services, the United States has long held that such products should be treated like any other merchandise and be liberalized. On the other hand, for countries such as France and Canada who are concerned about the impact of economic globalization and the digital revolution on their cultural identity, cultural products should be exempted from economic liberalization or subject to a cultural exception. These conflicting views and interests between states as to the treatment of cultural products in international economic law lie at the hearth of the trade and culture debate. These differences have led to serious tensions over the liberalization of cultural services within the World Trade Organization, as well as to a Convention within UNESCO to recognize the economic and cultural character of cultural products and the states' right to pursue cultural policies. With most states still not keen on liberalizing the cultural sector and the stalemate in the Doha Round, the United States has turned to preferential trade agreements to secure its policy preferences on the treatment of cultural products. Since the beginning of the twenty-first century, the US government has concluded eleven trade agreements grouping sixteen countries and has been involved in three sets of plurilateral negotiations, with major implications for the evolution of the trade and culture debate.
This book highlights the positive achievements that Imperial Ethiopia made in its journey towards urbanization into the modern era, and undertakes a critical assessment of the economic, political, and social impediments that prevented the country from transitioning into a truly fully fledged modern urbanization. It provides a comprehensive history of the growth of towns between 1887 and 1974. It is organized chronologically, regionally, and thematically, divided into three distinct time periods during which Ethiopian towns saw progresses and exposures to limited modern urban features. First, during 1887-1936, the country saw the creation and growth of a national capital (1887) that coordinated the country's economic and political activities and facilitated the growth of other towns in the empire. It introduced new towns, the railway, modern schools, and health centers. Rudimentary factories were established in Addis Ababa and Dire Dawa, along with motor cars and modern roads, which increased trade between cities. The next era was the Italian occupation from 1936-1941, which shook the pre-existing process of urban growth by introducing a modern European style urbanization system. Ethiopian cities saw a qualitatively different way of urban growth in both form and content. The Italians introduced modern economic and physical planning, administration, and internal organization. People were introduced to modern life in urban areas, exposed to modern wage labor system, and thus moved to towns to take advantage of the opportunity. The Italian occupation left behind many features of modern urbanization, and this influenced population exposed to modern consumptive tastes was determined to retain what the Italians introduced. Finally, the post-Italian period saw a new era of urban growth. Due to economic and organizational problems resulting from destructions caused by the war, the process of urban growth was slowed down in the early 1940s. Although the government did not introduce a clear urban policy in the immediate aftermath of the Second World War, towns continued to grow progressively from the early 1950s to 1974.
This book provides a comprehensive overview on the long-term care systems in 12 EU member states and Norway. Focusing on the legal background and its main principles, it includes a comparative analysis which highlights the principal dissimilarities between European long term care benefits, but at the same time also a variety of features in common. It also discusses the increasingly transnational dimension of long-term as a result of migrants returning to their country of origin in old age, and the still-unsolved legal problem of entitlement to long-term care benefits in another EU-member state.

This book examines the intersection of globalisation and intercultural education by focusing on the trajectory of education policy: from development to adoption and implementation.The centrality of the nation-state has been constrained by a wide range of new socio-cultural, political and economic phenomena over the past decade such as globalisation, Europeanisation, modernisation, and global recession. The main implications of these developments have only just begun to unfold, and continue to be debated by policy-makers, academics, and educators. However, it is widely accepted that global socio-political and economic developments have allowed supranational institutions, functioning across nation states rather than within them, to perform many state functions with regards to education policy development and implementation. Yet, much remains unknown (and under-researched) about the impact of these still-nascent developments on the trajectory of intercultural education. This book sets out to fill in this gap by examining the intersection of globalisation and intercultural education through macro-micro integration. After all, for modern societies to establish social cohesion, education research should examine issues of citizenship, democracy, and intercultural education under the lens of globalisation.
Chen provides an analysis of the political economy of rural development in China during the reform era. Revolving around the central theme of statecraft, Chen's study gives a concise and comprehensive treatment of the interaction of ideology and politics with central policy and economic growth. He examines China's economic reform in historical perspective, characterizes China's economic and political transformation since the reform, and proposes that the Chinese Communist Party is being transformed into a party of economics while China's ideology is becoming market-oriented communal socialism. In addressing the issue of the Chinese path of development, Chen discusses the role of local party organizations in China's modernization drive and the microform of market-oriented communal socialism in the newly emerged village conglomerate, highlights the challenges that China faces at the turn of the new century after 20 years of economic reform, and analyzes the context of the introduction of village elections in 1990, and the establishment of Deng Xiaoping's Theory as a new ideological discourse at the 15th National Congress as well as the rationale behind them. Doctrines have been a prevalent form of foreign policy in U.S. history. This study seeks to explain their origins by examining the Reagan Doctrine, pledging aid to anticommunist guerillas in the Third World. Based on original research and interviews with numerous individuals in the Reagan administration, the author applies two alternative explanations: realist theory, focusing on the international level of analysis, and elite beliefs theory, focusing on individual political leaders and their beliefs. What he finds is that while each perspective is necessary to explain the Reagan Doctrine, neither is sufficient by itself.

This cutting edge collection examines Japan's population issue, exploring how declining demographic trends are affecting Japan's social structure, specifically in the context of Greater Tokyo, life infrastructure, public finance and the economy. Considering the failures of past Japanese policies from the perspective of population, national land, and politics, it argues that the inability of past administrations to develop a long-term and comprehensive policy has exacerbated the population crisis. This text identifies key negative chain reactions that have stemmed from this policy failure, notably the effect of population decline on future economic growth and public finances and the impact of shrinking municipalities on social and community infrastructure to support quality of life. It also highlights how population decline can precipitate inter-generational conflict, and impact on the strength of the state and more widely on Japan's international status. Japan is on the forefront of the population problem, which is expected to affect many of the world's advanced industrial economies in the 21st century. Based on the study of policy failures, this book makes recommendations for effective population policy - covering both 'mitigation' measures to encourage a recovery in the depopulation process as well as 'adaptation' measures to maintain and improve living standards - and provides key insights into dealing with the debilitating effects of population decline.
Why aren't we investing more in disaster resilience, despite the rising costs of disaster events? This book argues that decision-makers in governments, businesses, households, and development agencies tend to focus on avoiding losses from disasters, and perceive the return on investment as uncertain - only realised if a somewhat unlikely disaster event actually happens. This book develops a new business case for investment based on the multiple dividends of resilience. This looks beyond only avoided losses (the first dividend) to the wider benefits gained independently of whether or not the disaster event occurs. These include unleashing entrepreneurial activities and productive investments by lowering the looming threat of losses from disasters and enabling businesses, farmers and homeowners to take positive risks (the second dividend); and co-benefits of resilience measures beyond just disaster risk (the third dividend), such as flood embankments in Bangladesh that double as roads, or wetlands in Colombo that reduce urban heat extremes.
This book responds to the reality that children and youth constitute a disproportionately large percentage of displaced populations worldwide. It demonstrates how their hopes and aspirations reflect the transient nature of their age group, and often differ from those of their elders. It also examines how they face additional difficulties due to the inconsistent definition and uneven implementation of the traditional 'durable solutions' to forced migration implemented by national governments and international assistance agencies. The authors use empirical research findings and robust policy analyses of cases of child displacement across the globe to make their central argument: that the particular challenges and opportunities that displaced children and youth face must be investigated and factored into relevant policy and practice, promoting more sustainable and durable solutions in the process. This interdisciplinary edited collection will appeal to students and scholars of forced migration studies, development, conflict and peace-building and youth studies, along with policy-makers, children's rights organizations and NGOs.
This is the compelling story of a former Jesuit who traveled to Ireland in order to better understand the IRA, its widespread support among Irish Catholics, and the country's continuing civil unrest. Author Douglass McFerran, an American, made many key contacts in Northern Ireland, enabling him to gain unprecedented access to republican groups. He met with members of the Orange Lodge and the heavily armed Royal Ulster Constabulary; he had tea with leaders of Sinn Fein; and he participated in the annual Internment March on the streets of Belfast. In this book he provides a history of the conflict in Northern Ireland and goes beyond the propaganda on both sides to understand the causes of today's violence and explore what would be necessary to end it. McFerran wrote this book at the suggestion of individuals within the Irish republican community. During its writing he had the cooperation of several Sinn Fein leaders and past and present members of the IRA. McFerran came to believe that the violent situation in Northern Ireland can best be explained by considering the manner in which the English government, through genocide and civil repression, attempted to eliminate Irish resistance to English rule. The failure of the Anglo-Irish War to achieve a united Irish government brought on a republican movement with a political expression in Sinn Fein and a military expression in the guerrilla activities of the Irish Republican Army. The continued failure of the English government to negotiate with Irish nationalists can be attributed to a desire to maintain the political support of predominantly Protestant unionists, who since 1913 have pledged armed resistance to any effort to allow a Catholic-led government to rule over them. |
