This book explores why democratization processes in Sub-Saharan Africa have made so little progress despite more than two decades of multi-party politics on the subcontinent. By applying multiple linear regression analyses to a new data set on multi-party elections in Sub-Saharan Africa, the study investigates the relationship between political mobilizations and electoral competitiveness. It finds that the more societal groups engage in political mobilizations, such as protests and strikes, the more competitive elections become. Based on these results, the author argues for a change in the policies of international democracy assistance programs. The study's findings suggest that efforts to promote democracy would likely be more successful if international donors focused their support on organizations that have active constituencies and are willing to use their mobilization capacity to address ruling elites with political or socio-economic grievances.

participatory democracy--that are thoroughly analyzed, compared and
related to both the literature and the real world of democracy.

basic models of democracy appear, the author argues, to constitute
a wide range of democratic variants in real life.
The biggest contemporary challenge to democratic legitimacy gravitates around the crisis of democratic representation. To tackle this problem, a growing number of established and new democracies included direct democratic instruments in their constitutions, enabling citizens to have direct influence on democratic decision-making. However, there are many different empirical manifestations of direct democracy, and their diverse consequences for representative democracy remain an understudied topic. In spite of America's identity as a liberal democracy, the vile act of lynching happened frequently in the Southern United States over the course of the nation's history. Indeed, lynchings were very public events, and were even advertised in newspapers, begging the question of how such a brazen disregard for the law could have occurred so freely and openly. Liberalizing Lynching: Building a New Racialized State seeks to explain the seemingly paradoxical relationship between the American liberal regime and the illiberal act of lynching. Drawing on legal cases, congressional documents, presidential correspondence, and newspaper reports, Daniel Kato explores the federal government's pattern of non-intervention regarding lynchings of African Americans from the late nineteenth century through the 1960s. Although popular belief holds that the federal government was unable to address racial violence in the South, this book argues that the actions and decisions of the federal government from the 1870s through the 1960s reveal that federal inaction was not primarily a consequence of institutional or legal incapacities, but rather a decision that was supported and maintained by all three branches of the federal government. Inaction stemmed from the decision not to intervene, not the powerlessness of the federal government. To cement his argument, Kato develops the theory of constitutional anarchy, which crystallizes the ways in which federal government had the capacity to intervene, yet relinquished its responsibility while nonetheless maintaining authority. A bold challenge to conventional knowledge about lynching, Liberalizing Lynching will serve as a useful tool for students and scholars of political science, legal history, and African American studies.

What kind of role can the middle class play in potential democratization in such an undemocratic, late developing country as China? To answer this profound political as well as theoretical question, Jie Chen explores attitudinal and behavioral orientation of China's new middle class to democracy and democratization. Chen's work is based on a unique set of data collected from a probability-sample survey and in-depth interviews of residents in three major Chinese cities, Beijing, Chengdu and Xi'an-each of which represents a distinct level of economic development in urban China-in 2007 and 2008. The empirical findings derived from this data set confirm that (1) compared to other social classes, particularly lower classes, the new Chinese middle class-especially those employed in the state apparatus-tends to be more supportive of the current Party-state but less supportive of democratic values and institutions; (2) the new middle class's attitudes toward democracy may be accounted for by this class's close ideational and institutional ties with the state, and its perceived socioeconomic wellbeing, among other factors; (3) the lack of support for democracy among the middle class tends to cause this social class to act in favor of the current state but in opposition to democratic changes. The most important political implication is that while China's middle class is not likely to serve as the harbinger of democracy now, its current attitudes toward democracy may change in the future. Such a crucial shift in the middle class's orientation toward democracy can take place, especially when its dependence on the Party-state decreases and perception of its own social and economic statuses turns pessimistic. The key theoretical implication from the findings suggests that the attitudinal and behavioral orientations of the middle class-as a whole and as a part-toward democratic change in late developing countries are contingent upon its relationship with the incumbent state and its perceived social/economic wellbeing, and the middle class's support for democracy in these countries is far from inevitable.
The recent, highly sucessful publication of Bowling Alone: The Collapse and Revival of American Community by Robert Putnam, has attracted new attention to the subject of civil society. While markets and democracies arise in formerly Communist states, the established liberal democracies of Western Europe, North America, and East Asia grow increasingly dissatisfied with the institutions of representative democracy. Inasmuch as a democracy draws its strength from the involvement of its citizens in public life, the decline of civic participation, Putnam asserts, reflects changes in society. Putnam and his contributors investigate the mechanisms of social transformation by employing the concept of social capital, which loosely describes the extent and variety of an individual's social relations. Democracies in Flux delineates the properties of social capital by analysing its behaviour in several economically advanced democracies. While all participate in a global economy, they differ as societies in terms of historical experience, economic organisation, and democratic structure. A central concern of the project is to understand how societies change, and what implications these changes have for democracy.

Shinoda provides an analytical framework for examining the role of the prime minister in Japan's political decision making. He shows that two dimensions of fraction within the government and the ruling party--interagency rivalry and intraparty factions--confront the prime minister whenever a major policy issue needs to be resolved. Despite these obstacles, Shinoda shows that the prime minister can be effective. First, Shinoda identifies the sources of power available to Japanese prime ministers--some from legal authorities and others from informal sources. Because prime ministers must rely on informal sources of power to effectively utilize institutional sources of power, their effectiveness varies depending on their background, experience, political skills, and personality. Shinoda identifies six major informal sources of power: power base within the ruling party, control over the bureaucracy, ties with the opposition parties, public support, business support, and international reputation. The national leader's leadership style can be defined depending on which sources of power they utilize in the policy process. He presents both successful and unsuccessful case studies--Hashimoto's administrative reform, Takeshita's tax reform, and Nakasone's administrative reform-- illustrate how different prime ministers have succeeded or failed in applying their political resources. After examining these three case studies, Shinoda uncovers four types of leadership among Japanese prime ministers. Citizens, political theorists, and politicians alike insist that political or partisan motives get in the way of real democracy. Real democracy, we are convinced, is embodied by an ability to form collective judgments in the interest of the whole. The Rhetorical Surface of Democracy: How Deliberative Ideals Undermine Democratic Politics, by Scott Welsh, argues instead that it is our easy rejection of political motives, individual interests, and the rhetorical pursuit of power that poses the greatest danger to democracy. Our rejection of politics understood as a rhetorical contest for power is dangerous because democracy ultimately rests upon the perceived public legitimacy of public, political challenges to authority and the subsequent reconstitution of authority amid the impossibility of collective judgment. Hence, rather than searching for allegedly more authentic democracy, rooted in the pursuit of ever-illusive collective judgments, we must find ways to come to terms with the persistence of rhetorical, political contests for power as the essence of democracy itself. Welsh argues that the impossibility of any kind of public judgment is the fact that democracy must face. Given the impossibility of public judgment, rhetorical competitions for political power are not merely poor substitutes for an allegedly more authentic democratic practice, but constitute the essence of democracy itself.
