Development has remained elusive in Africa. Through theoretical contributions and case studies focusing on Southern Africa's former white settler states, South Africa and Zimbabwe, this volume responds to the current need to rethink (and unthink) development in the region. The authors explore how Africa can adapt Western development models suited to its political, economic, social and cultural circumstances, while rejecting development practices and discourses based on exploitative capitalist and colonial tendencies. Beyond the legacies of colonialism, the volume also explores other factors impacting development, including regional politics, corruption, poor policies on empowerment and indigenization, and socio-economic and cultural barriers.

This book explores rurality and education in sub-Saharan Africa through a lens of social justice. Grand corruption resulting in `state capture' increases the vulnerability of citizens and inflicts the most pain on the population. Corruption is the single most important threat to Domestic Policies in Nigeria. It distorts the evidence base and misinforms legislations, policies, regulations, programmes, projects and the activities that drive them. It compromises the impact of social interventions; confusing markets; and business environment. It weakens social, economic, political and environmental systems and leaves Nigerians and Nigeria weak. Corruption is the Master Problem, fuelled by excessive greed, patronage and loyalty networks operating at the expense of national interest. This book proposes the Triple Lock against corruption, contributing new perspectives to addressing fundamental structural deficits that provide the incentives, motivations and opportunities to express corrupt behaviour. But Nigeria will have to work differently to realise THE FULL POTENTIAL for which it is capable. Working differently would mean unlocking value chains currently locked-in in all the sectors of the Nigerian economy, to improve quality and drive demand and supply of locally made goods and services; promoting enterprise; creating decent jobs; pursuing progressive taxation policies; and building a self-sustaining country that can pay its way and voice its own worldview. The possibilities are enormous, but first, Nigeria needs a smarter government and governance intelligence that knows every Nigerian to invest in them as most important assets; drive efficiency and innovation; operating transparent and accountable systems; joining up government and reducing silo-vertical working that promotes opacities; removing bottlenecks that stifle creativity and ideas to markets; reducing inequalities and inequities; ensuring social justice and solidarity; and enabling the best of Nigeria to emerge and to altogether, thrive. This is the big challenge right now, to define the future!

Research on evaluation shows that low-use and non-use of evaluation is common, yet evaluation is hailed as beneficial and worthwhile. The worth of evaluation is tied to its utilisation, presenting a paradox if evaluation is both revered and underutilised. This book investigates this paradox in the under-researched context of small development non-profit organisations, which have specific resource constraints and 'bottom up' community development values that complicate their ability to do and use evaluation in line with top down directives. The book examines the utility, meaningfulness, and purpose of evaluation from small non-profit perspectives, and explores whether evaluation has value for these organisations. For development practice, it presents evaluative alternatives that reconceptualise evaluation as part of the active process of development rather than as an interval-based add-on. For evaluation theory, it highlights a historical preoccupation with improving evaluation without assessing its inherent worth, and considers alternative ways to enhance the value of evaluation for small non-profits.

The book relates three years of history of social movements from Asia and Europe who work on social justice, as a rough overview. The work for the book is mainly done on the ground, day after day, working in villages and cities, with people and their organisations, organising resistance and preparing alternatives. It is based on the fact that European and Asian concerns are identical, in spite of divergent levels of development and wealth, and that the existing international initiatives, such as the ILO's social protection floors, or the UN's Sustainable Development Goals are perfectly compatible with neoliberal policies. The book goes beyond and sees social commons as a strategic tool for transforming societies. It is basically a project for the sustainability of life, of humans, of societies, and of nature. The book describes the ideas at the basis of the work in different sectors. It is not about the practice of social policies but about the ideas and discourses that can in the end shape the political practices. In sum, this book, presents a new social paradigm. It concretely shows how social justice and environmental justice do go hand in hand.

This book examines the processes for the inclusion of women, and the role of women employees in Nepal's forestry bureaucracy. The book adopts a "gender lens" drawn from feminist institutionalism and is framed around the following four objectives: evaluating the effectiveness of current legislative and policy frameworks for the inclusion of women in the Nepalese forest bureaucracy; examining the dynamics of organizational culture, formal and informal institutions, and structure and agency in and around forest bureaucracy in Nepal; assessing power relations in forestry institutions focusing on influential participation of women forestry professionals in the bureaucratic structure; and gaining insights about the alternative space of feminist institutionalism in connection with women inclusive forest bureaucracy. Findings in the book inform and extend feminist institutionalism perspectives by applying it to a context which remains under explored, providing insights on the efficacy of public sector cultural change, especially as it relates to those areas within bureaucracies less in a position to adopt the changes mandated by society and principles of good governance.

Although violent conflict has declined in northern Uganda, tensions and mistrust concerning land have increased. Residents try to deal with acquisitions by investors and exclusions from forests and wildlife reserves. Land wrangles among neighbours and relatives are widespread. The growing commodification of land challenges ideals of entrustment for future generations. Using extended case studies, collaborating researchers analyze the principles and practices that shape access to land. Contributors examine the multiplicity of land claims, the nature of transactions and the management of conflicts. They show how access to land is governed through intimate relations of gender, generation and belonging.

This book evaluates the utility of the Eurasian Economic Union in economic, political, cultural and geostrategic dimensions. It does so through a systematic comparison of the bloc with aspects of the European Union along a number of criteria derived from integration theory. The book concludes that the EAEU is a useless undertaking, at least for Russia, in any of the integration dimensions discussed. This is so because of the inherent properties of the region, and also because of the behaviour of the member states in the context of Russia's resistance to the West. Besides, the principles of liberal economics, endorsed by the union, contribute to asymmetries in development among its member states. In addition to a symbolic event spotlighting Russia's regional leadership, the union appears mainly as a shop where gas is sold below market prices, and as an import base of unskilled labour for Russia in conditions of Russia's high unemployment and underemployment. Concurrently, the book discusses Russia's grievances with the West, which have been inducing and constraining Eurasian integration at the same time.

This book aims to clarify the global aspects of poor quality pharmaceuticals, generic products in particular, becoming complicated through the process of IMPACT (International Medical Products Anti-Counterfeiting Taskforce) organized by the initiative of the World Health Organization (WHO) in 2006. The findings from this book provide a long-term perspective to policymakers. This book discusses from the following points: industrial standardization, healthcare market accessibility, motivation on supply side, WHO medicines policy and intellectual property rights. Standardization regulates the quality and enabled the generic medicines spreading to developing/emerging countries through technology transfer. However, quality is a part of cost and reflected to price. When a healthcare service market is divided according to wealth gap, compliance to standardization for quality on supply side is divided accordingly. Thus, poor quality pharmaceuticals are prevalent worldwide. Generic pharmaceuticals are essential resources in public health. The WHO has been involved in the dispute around the intellectual property rights under its intention to promote the new drug development for neglected diseases. Global pandemic of AIDs is a critical factor to accelerate the confusion. This created feelings of distrust among developing/emerging countries against developed countries if the WHO was in favour of developed countries. In addition to that, an easy and optimistic start of IMPACT stirred up conflicts of interests in the international community. The problem of poor quality pharmaceuticals became more complicated through the conflicts on intellectual property rights; patented drugs to generic drugs. A key for quality generic products is the formation of a single healthcare service market where good motivation on supply side together with fair competitiveness with patented pharmaceuticals and equitable access to services (both for the rich and the poor) are ensured. Political commitment to investment and regulatory infrastructure for the market is crucial.

This study investigates the complex link between natural disasters, individual behaviour - in the form of an individual's risk-taking propensity and level of trust - and the demand for microinsurance. Developing countries are particularly vulnerable to the impacts of natural hazards and climate change as they affect their development processes and set back poverty reduction efforts. Using a unique data set for rural Cambodia based on a survey, experimental games and a discrete choice experiment, the study highlights the importance of perceptions, expectations and psychological factors in decision-making processes with substantial consequences for long-term economic perspectives and poverty alleviation.

Democracy and the Discourse on Relevance Within the Academic Profession at Makerere University is set against the backdrop of the spread of neoliberal ideas and reforms since the 1980s. While accepting that these ideas are rooted in a longer history, the authors reveal how neoliberalism has transformed the university sector and the academic profession. In particular, they focus on how understandings of what knowledge is relevant, and how this is decided, have changed.

Taken as a whole, reforms have sought to reorient universities and academics towards economic development in various ways. Shifts in how institutions and academics achieve recognition and status, combined with the flow of public funds away from the universities and the increasing privatisation of educational services, are steadily downgrading the value of public higher education. As research universities adopt user- and market-oriented operating models, and prioritise the demands of the corporate sector in their research agendas, the sale of intellectual property is increasingly becoming a primary criterion for determining the relevance of academic knowledge. All these changes have largely succeeded in transforming the discourse around the role of the academic profession in society.

In this context, Makerere University in Uganda has been lauded as having successfully achieved transformation. However, far from highlighting the allegedly positive outcomes of this reform, this book provides worrying insights into the dissolution of Uganda’s academic culture.

Drawing on interviews with over ninety academics at Makerere University, from deans to doctoral students, the authors provide first-hand accounts of the pressures and problems the reforms have created. Disempowered, overworked and under-resourced, many academics are forced to take on consultancy work to make ends meet. The evidence presented here stands in stark in contrast to the successes claimed by the university. However, as the authors also show, local resistance to the neoliberal model is rising, as academics begin to collaborate to regain control over what knowledge is considered relevant, and wrestle with deepening democracy.

The authors’ careful exposé of how neoliberalism devalues academic knowledge, and the urgency of countering this trend, makes Democracy and the Discourse on Relevance Within the Academic Profession at Makerere University highly relevant for anyone working in higher education or involved in shaping policy for this sector.

This book explores the development of mental health systems in the Pacific Island Countries (PICs) of Samoa and Tonga through an examination of several policy transfer events from the colonial to the contemporary. Beginning in the 1990s, mental health became an area of global policy concern as reflected in concerted international organisation and bilateral aid and development agendas, most notably those of the World Bank, World Health Organization, and the governments of Australia and New Zealand. This book highlights how Tonga and Samoa both reformed their respective mental health systems during these years, after relatively long periods of stagnation. Using recent scholarship concerning public policy transfer, this book explains these policy outcomes and expands it to include consideration of the historical institutional dimensions evidenced by contemporary mental health systems. This book considers three distinct levels of policy implicated in mental health system transfer processes from developed to developing nations: colonial authority and influence; decolonisation processes; and the global development agenda surrounding health systems. In the process, the author argues that there are in fact three levels of policy change that must be accounted for in examining contemporary policy change. These policy levels include formal policy transfers, which tend to be prescriptive, involving professional problem construction and the designation of appropriate state apparatus for curative or custodial care provision; quasi-formal transfers, which tend to be aspirational and involve policy instruments developed through collaborative, participatory processes; and informal transfers that tend to be normative and include practices by professional actors in delivering service merged with traditional cultural beliefs as to disease aetiology as well as reflecting a deep understanding of the cultural context within which the services will be delivered. This book argues that a renewed focus on the importance of public policy and government institutional capacity is necessary to ensure human rights and justice are secured.

This edited volume breaks new ground and opens up new perspectives by capturing the role played by claims to authenticity in populist discourses in Brazil, India and Ukraine. By conceiving of both triumphant populism and increasing demands for authenticity as expressions of crisis, the volume seeks to satisfy the need to take a closer look at yearnings for orientation in a globalised world that is often associated with rapid social change and the disappearance of old certainties. Starting from the assumption that media play a crucial role for populist discourses of authenticity, the volume moves beyond conventional and social media by expanding its focus to media in formal education, notably school textbooks and curricula. These two particular media formats lastingly shape younger generations and thus the future. The proposed volume adopts global perspectives from three postcolonial countries that are often beyond the scope of studies dealing with populist discourses and media entanglements - insights that contribute new aspects to international scholarly debates.

Investigates development practice, civil organization formation and the increase of ethnically motivated conflicts over the past two decades in Western Africa. Through richly detailed anthropological case studies of the rural economics and administrative policies in Burkina Faso, and reassessment of current models of conflict, resource management and modern administration, this book explores the current political, economic and social transformation of Western Africa. Ethnic tensions, the case studies suggest, are a strategic part of social and economic local relations - a pattern that is repeated whenethnic stereotyping finds its way into the higher echelons of national administration and of international development cooperation. Conflicts are shown to be ethnicized by local and administrative elites, creating screens impenetrable to those involved in the states' formal administration, and behind which informal local economies thrive. In these 'concealed economies' individuals exploit the ethnic divide by hiding friendly and profitable inter-ethnic relations behind a rhetoric of ethnic tensions and staged conflict. Cultivating ties across ethnic divides is not limited, however, to rural relations but becomes common practice at almost all levels of national and civil administration. In one of the few studies to draw upon cemetery data to reconstruct the social organization, social change, and community composition of a specific area, this volume contributes to the growing body of sociohistorical examinations of Appalachia. The authors herein reconstruct the Cades Cove community in the Great Smoky Mountains of Tennessee, USA, a mountain community from circa 1818 to 1939, whose demise can be traced to the establishment of the Great Smoky Mountains National Park. By supplementing a statistical analysis of Cades Cove's twenty-seven cemeteries, completed as a National Park Study (#GRSM-01120), with ethnographic examination, the authors reconstruct the community in detail to reveal previously overlooked social patterns and interactions, including insight into the death culture and death-lore of the Upland South. This work establishes cemeteries as window into (proxies of) communities, demonstrating the relevance of socio-demographic data presented by statistical and other analyses of gravestones for Appalachian Studies, Regional Studies, Cemetery Studies, and Sociology and Anthropology.
