This book is about unequal development and labour in Brazil, with particular reference to the economic and social development of the Northeast region, which has suffered persistent disadvantage. It combines a historical approach, which shows how economic, social and political institutions have been restructured over time, with an analysis of changes in the pattern of production, employment, unemployment and inequality up to the present day. It draws on detailed case studies to examine the connections between local and national production systems and critical labour market outcomes such as informality in employment, precarious work and disparities between genders, races and regions. The case of the Brazilian Northeast illustrates processes, relationships and policy debates that are important not only in Brazil but also elsewhere. The book will be of interest to teachers, researchers and students in economics, sociology, labour and development; public officials and policy-makers; the international development community; and the general public interested in Latin American affairs. They will find in the book an original and systematic analysis of the factors underlying unequal development and how they respond to different policy regimes and suggestions about the issues that need to be addressed in the future.
Having engaged in an intensified war against corruption for more than four decades since the period of reform and opening up, China is now at a turning point in its anti-corruption agenda. Many believe that building government integrity has been a top-down process in China, and the anti-corruption strategies taken by the current administration seem to have confirmed it. This book challenges the view by analyzing local anti-corruption innovations in recent years and argues for the importance of bottom-up efforts in controlling corruption. The book attempts to answer the question of whether the rise of local anti-corruption innovations has helped China to pursue anti-corruption reform more effectively and, if so, why. This book focuses on interregional relations across the Atlantic and the possible evolution of a new, distinctive Atlantic space for international relations. It provides a comprehensive insight into the overlapping linkages of interregionalism in the wider Atlantic space. Additionally, it raises the question of relevance, currently the main question in this field of research: Is interregionalism important because it brings about something new that really matters or is it simply a (perhaps unavoidable) by-product of regionalism? The book conducts an analysis of six interregional relations criss-crossing the Atlantic space, accounting for the multitude of interregional connections within a potential Atlantic macro region and analysing the differences, conflicts and convergences between regional organizations. This book analyses the diffusion and implementation of Aid Effectiveness Principles in Kenya's agricultural sector. Although Aid Effectiveness Principles represent a significant step in aid and development discourse, studies on its implementation remain inadequate, especially in the African context. This book combines the perspectives of the Kenyan government, donor representatives and small-scale farmers. The discussion on Kenya brings in comparative perspectives and, therefore, would have broader relevance to the African region, in general. It highlights a disconnect between the government and farmers concerning the ownership concept, where farmers lack a voice in important policy matters. The book shows that donors have exploited the weaknesses in government responses to interpret The Principles in ways that suit their strategic interests. Consequently, the book argues that the diffusion of Aid Effectiveness Principles has taken the form of symbolic imitation - a form of policy diffusion where the policymakers choose policies for their symbolic value rather than their effectiveness.
This book focuses on the analysis of transportation economics development with spatiotemporal characteristics in both theory and practice. With the fall of apartheid in South Africa, expectations were high for the enfranchisement of the acutely underdeveloped majority in South Africa. But problems abound, and this educational study looks critically at the educational situation and puts forth a number of proposals that could produce better results in contemporary South Africa. Abdi urges that beyond the celebratory platforms of the political triumph over apartheid, there must be effective and culturally inclusive programs of education for the development of the highly disenfranchsed majority in South Africa. Deliberate programs of colonialism and apartheid in South Africa resulted in inferior education, cultural marginalization, political oppression, economic exploitation and resulting underdevelopment in the lives of the disenfranchised majority. In addition to historical and contemporary analysis, this study looks at the possibilities of formulating and implementing new programs of education and development that could effectively deal with such current problems as chronic unemployment, skyrocketing crime rates, stagnating learning systems, and the continuing formations of a huge underclass that may be losing its stake in the promised post-apartheid project.

This book examines how property rights are linked to socio-economic progress and development. It also provides a theoretical analysis, an economic/social analysis of planning, case studies of the implementation of planning and regulation instruments, practices related to law and planning, analysis of case laws in a particular segment. The interconnection between property, law and planning is a running theme throughout the book. The land question has been central to South Asian development on two counts: First, although the majority of the population relies on agriculture and allied activities their livelihood, landholding is highly skewed; second, urban planning is facing unprecedented challenges due to bourgeoning property values as well as gush of migrants to cities seeking livelihood. The response to these challenges in the form of laws and policies has been very large compared to the academic attention that is received. However, the measures emerging from planning and policies have had limited impact on the extent of the problems. This paradox calls for serious introspection and academic engagement that this book undertakes. The book further deals with the emerging discipline of planning law, which determines property value and use, and argues that regulatory issues of public policy determine the property valuation and property pricing.
The book analyses the management of the internal displacement caused by activities of Boko Haram's terrorist insurgence in Nigeria. With over 3.1m persons displaced, the humanitarian crisis is at teeter ends with acute malnourishment, inadequate wash and non-relief materials, improper hygiene facilities, and lack of access to basic relief aid for displaced persons. The array of humanitarian organisations belies the concrete living conditions of displaced persons and calls to question the huge resources assumed to be expended on managing the humanitarian crisis in the northeast of Nigeria and the Lake Chad Basin in general. Based on ethnographic research in IDP camps, the book chronicles the concrete living conditions of displaced persons and argues that IDPs in Northeastern Nigeria have been victimised first by Boko Haram's terrorism, and then victimised again by inefficient, un-coordinated, and unsuitable displacement management programs. This book also explicate the roles played by the Nigerian government and international aid agencies in managing this displacement, vis-a-vis a comparative analysis of similar, but better managed displacement situations in Kenya, Lebanon, and Turkey.

Governments worldwide are seeking to liberalize agricultural trade, and to change their role from one of controlling trade and prices. Instead these governments seek new roles in encouraging market developments, ensuring quality, and providing food security by giving income assistance rather than controlling food supplies. The issue of how this process is being managed in developing countries is the focus of this book. A series of case studies including India, Sri Lanka, Ghana, Zimbabwe, Kenya, and Ivory Coast highlights the individuality of approaches and the varying capability and will of governments to take on these new roles.
The main thrust of this book is to address a number of manpower issues vital to the development of the Persian Gulf region. By taking a long-run perspective, the study creates a framework for the development of future manpower policies in the key countries: Saudi Arabia, Qatar, Kuwait, Bahrain, the United Arab Emirates, Oman, Iran, and Iraq. The past policies in the region of growth-related investment, industrialization, and economic development should not be given priority over development-related human resource issues. This volume makes a comprehensive assessment of the status and quality of early educational experiences at preschool and early primary grades in India. It raises a serious concern that despite high enrolment in preschools, children's school readiness levels remain low at ages five and six, and raises a vital question---are Indian children getting a sound foundation for school and for later life? It addresses three important issues from the Indian perspective: children's school readiness at age five; families' readiness for school; and, most importantly, the readiness of schools for children. India is one of many countries across the global South facing an early learning crisis. High quality early childhood education may be key to improving these outcomes for children, yet little is known about early childhood education programs in India and their impact on children's school readiness. This volume is based on a longitudinal, mixed methods research study which is perhaps the first of its kind in India. The study covers public provisions along with steadily expanding private pre-schools and schools in rural India and provides interesting narratives and insights into the multiple pathways children are adopting in these critical early years, particularly in the context of the expanding role of the private sector. Conventional wisdom has it that government management of the economy is the means to transform a backward economy into a dynamic, modern one. Yet, after decades of international aid programs, development planning is today largely perceived as a failure paralyzed by its own bureaucracy and inefficiency. Despite billions of dollars of investment, development successes are few and far between and waste and mismanagement abounds. The Role of Education in Enabling the Sustainable Development Agenda explores the relationship between education and other key sectors of development in the context of the new global Sustainable Development Goals (SDG) agenda. While it is widely understood that there is a positive relationship between education and other dimensions of development, and populations around the world show a clear desire for more and better education, education remains an under-financed and under-prioritised sector within development. When education does make it onto the agenda, investment is usually diverted towards increasing access to formal schooling, without focusing on the intrinsic value of education as a tool for development within the international development community more broadly. The authors explore these tensions through a review of literature from a range of disciplines, providing a clearer picture of the relationship between education and other development sectors. The book challenges silo-thinking in the SDGs by exploring how achieving the SDG education targets can be expected to support or hinder progress towards other targets, and vice-versa. This book examines women, money, and political participation in the Middle East and North Africa focusing on women's capacity to engage local political systems. In particular, it considers whether and how this engagement is facilitated through specific types of financial flows from abroad. Arab countries are well-known rentier states, and so a prime destination for foreign aid, worker remittances, and oil-related investment. Alongside other factors these external monies have elicited dramatic shifts in gender-related social norms and expectations both from the state and the domestic population, affording certain women the opportunity to enter the political arena, while leaving others behind. The research presented here expands the discussion of women in rentier political economy and highlights their roles as participants and agents within regional templates for economic development. |
