During the last two centuries, the job of policing in Britain has been transformed several times. This book analyses the ways that police institutions have controlled the individual constable on the 'front line'. The summer Olympic Games are renowned for producing the world's biggest single-city cultural event. While the Olympics and other sport mega-events have received growing levels of academic investigation from a variety of disciplinary approaches, relatively little is known about how such occasions are experienced directly by local host communities and publics. This ethnography examines the everyday policing of the London Borough of Newham in relation to the London 2012 Olympics. It explains how police defined, monitored, prioritized, contained and investigated 'Olympic-related' crime, and how 'Olympic-related' policing connected to the policing of Newham. The authors examine how the threat of terrorism impacted on the everyday policing of the 2012 Olympics, as well as the exaggeration of other threats to the Games - such as youth gangs - for political reasons. Understanding the politics of security in city-regions is increasingly important for the study of contemporary policing. Policing is a highly pragmatic occupation. It is designed to achieve the important social ends of peacekeeping and public safety, and is empowered to do so using means that are ordinarily seen as problematic; that is, the use of force, deception, and invasions of privacy, along with considerable discretion. It is often suggested that the ends of policing justify the use of otherwise problematic means, but do they? This book explores this question from a philosophical perspective. The relationship between ends and means has a long and contested history both in moral/practical reasoning and public policy. Looking at this history through the lens of policing, criminal justice philosopher John Kleinig explores the dialectic of ends and means (whether the ends justify the means, or whether the ends never justify the means) and offers a new, sharpened perspective on police ethics. After tracing the various ways in which ends and means may be construed, the book surveys a series of increasingly concrete issues, focusing especially on those that arise in policing contexts. Police detention is the place where suspects are taken whilst their case is investigated and a case disposal decision is reached. It is also a largely hidden, but vital, part of police work and an under-explored aspect of police studies. This book provides a much-needed comparative perspective on police detention. It examines variations in the relationship between police powers and citizens' rights inside police detention in cities in four jurisdictions (in Australia, England, Ireland and the US), exploring in particular the relative influence of discretion, the law and other rule structures on police practices, as well as seeking to explain why these variations arise and what they reveal about state-citizen relations in neoliberal democracies. This book draws on data collected in a multi-method study in five cities in Australia, England, Ireland and the US. This entailed 480 hours of observation, as well as 71 semi-structured interviews with police officers and detainees. Aside from filling in the gaps in the existing research, this book makes a significant contribution to debates about the links between police practices and neoliberalism. In particular, it examines the police, not just the prison, as a site of neoliberal governance. By combining the empirical with the theoretical, the main themes of the book are likely to be of utmost importance to contemporary discussions about police work in increasingly unequal societies. As a result, it will also have a wide appeal to scholars and students, particularly in criminology and criminal justice.

In a contemporary setting of increasing social division and marginalisation, Policing Hate Crime interrogates the complexities of prejudice motivated crime and effective policing practices. Hate crime has become a barometer for contemporary police relations with vulnerable and marginalised communities. But how do police effectively lead conversations with such communities about problems arising from prejudice? Contemporary police are expected to be active agents in the pursuit of social justice and human rights by stamping out prejudice and group-based animosity. Despite this history, the demand for impartial law enforcement requires police to change their engagement with targeted communities and kindle trust as priorities in strengthening their response to hate crime. Drawing upon a research partnership between police and academics, this book entwines current law enforcement responses with key debates on the meaning of hate crime to explore the potential for misunderstandings of hate crime between police and communities, and illuminates ways to overcome communication difficulties. This book provides a nuanced and timely contribution to the question of vulnerability in police custody. It addresses the implementation of the appropriate adult safeguard in respect of adult suspects and explores police decision-making in this context. Drawing on empirical research carried out in England, the work takes a socio-legal approach to examine how and why police custody officers implement or not the appropriate adult safeguard. The book's core arguments are addressed within three parts. Part I examines how vulnerability is constructed philosophically and practically, firstly within the broader literature, thereafter at common law and in statute, and finally by police custody officers. Part 2 discusses how vulnerability is identified and how decisions are made in response to vulnerability. Part 3 critically assesses the theoretical understandings of police decision-making and criminal justice. Here it is argued that current theories on police decision-making hold explanatory power yet have significant shortcomings in relation to vulnerability and the appropriate adult safeguard. The book thus presents new theoretical insights and, on the basis of these insights, asserts that the current regime of regulation must be reconsidered, while police compliance may only be ensured if vulnerability is radically reconceptualised.
