This book, the first of a two volume study, provides an historical account of complaints against Metropolitan police officers between formation of the force in 1829 and codification of remedies for misconduct under the Police Act 1964. A complainant centred standpoint is developed to counteract the marginalization of the interests of victims, which is held to demonstrate that the drive for effective and efficient law enforcement has overshadowed the public interest in holding officers to account for misconduct. After officer accountability before the criminal courts diminished in the nineteenth century, missed opportunities to reform complaints procedures following commissions of inquiry in 1906-08, 1928 and 1960-62 are discussed. The second volume of the study, Combating Impunity: Complaints Against Metropolitan Police, 1964-2021, will examine the part played by complainants and civil society organisations in combating police impunity in the citizen oversight era.

This book is a unique and original examination of borders and bordering practices in the Western Balkans prior to, during, and after the migrant "crisis" of the 2010s. Based on extensive, mixed-method, exploratory research in Serbia, Croatia, FYR Macedonia, and Kosovo, the book charts technological and human interventions deployed in this region that simultaneously enable and hinder the mobility projects of border crossers. Within the rich historical context of the Balkan Wars and subsequent displacement of many people from the region and beyond, this book discusses the types and locations of borders as well as their development, transformation, and impact on people on the move. These border crossers fall into three distinct categories: people from the Middle East, Africa, and Asia transiting the region; citizens of the Western Balkans seeking asylum and access to labour markets in the EU; and women border crossers. This book also maps border struggles that follow these processes, analyses the creation of labour "reserves" in the region, and examines the role that technology - in particular smartphones and social media - play in regulating mobility and creating social change. This book provides a nuanced and timely contribution to the question of vulnerability in police custody. It addresses the implementation of the appropriate adult safeguard in respect of adult suspects and explores police decision-making in this context. Drawing on empirical research carried out in England, the work takes a socio-legal approach to examine how and why police custody officers implement or not the appropriate adult safeguard. The book's core arguments are addressed within three parts. Part I examines how vulnerability is constructed philosophically and practically, firstly within the broader literature, thereafter at common law and in statute, and finally by police custody officers. Part 2 discusses how vulnerability is identified and how decisions are made in response to vulnerability. Part 3 critically assesses the theoretical understandings of police decision-making and criminal justice. Here it is argued that current theories on police decision-making hold explanatory power yet have significant shortcomings in relation to vulnerability and the appropriate adult safeguard. The book thus presents new theoretical insights and, on the basis of these insights, asserts that the current regime of regulation must be reconsidered, while police compliance may only be ensured if vulnerability is radically reconceptualised.

During the last two centuries, the job of policing in Britain has been transformed several times. Policing is a highly pragmatic occupation. It is designed to achieve the important social ends of peacekeeping and public safety, and is empowered to do so using means that are ordinarily seen as problematic; that is, the use of force, deception, and invasions of privacy, along with considerable discretion. It is often suggested that the ends of policing justify the use of otherwise problematic means, but do they? This book explores this question from a philosophical perspective. The relationship between ends and means has a long and contested history both in moral/practical reasoning and public policy. Looking at this history through the lens of policing, criminal justice philosopher John Kleinig explores the dialectic of ends and means (whether the ends justify the means, or whether the ends never justify the means) and offers a new, sharpened perspective on police ethics. After tracing the various ways in which ends and means may be construed, the book surveys a series of increasingly concrete issues, focusing especially on those that arise in policing contexts. The competing moral demands made by ends and means culminate in considerations of noble cause corruption, dirty hands theory, lesser degradations (such as tear gas, tasers, chokeholds, and so on), and finally, those means deemed impermissible by the majority in Western culture, such as torture.

Police detention is the place where suspects are taken whilst their case is investigated and a case disposal decision is reached. It is also a largely hidden, but vital, part of police work and an under-explored aspect of police studies. This book provides a much-needed comparative perspective on police detention. It examines variations in the relationship between police powers and citizens' rights inside police detention in cities in four jurisdictions (in Australia, England, Ireland and the US), exploring in particular the relative influence of discretion, the law and other rule structures on police practices, as well as seeking to explain why these variations arise and what they reveal about state-citizen relations in neoliberal democracies. This book draws on data collected in a multi-method study in five cities in Australia, England, Ireland and the US. This entailed 480 hours of observation, as well as 71 semi-structured interviews with police officers and detainees. Aside from filling in the gaps in the existing research, this book makes a significant contribution to debates about the links between police practices and neoliberalism. In particular, it examines the police, not just the prison, as a site of neoliberal governance. By combining the empirical with the theoretical, the main themes of the book are likely to be of utmost importance to contemporary discussions about police work in increasingly unequal societies. As a result, it will also have a wide appeal to scholars and students, particularly in criminology and criminal justice.

In a contemporary setting of increasing social division and marginalisation, Policing Hate Crime interrogates the complexities of prejudice motivated crime and effective policing practices. Death before Sentencing provides a comprehensive description of America's 3,000 plus county and local jails being ignored by the media, politicians, and even criminal justice reformers. Third, the families of deceased jail inmates do not usually have the resources to sue or socioeconomic clout to be heard demanding jail accountability for loved ones' deaths. And lastly, many understood jail deaths as occurring from "natural causes," the verdict medical examiners and coroners erroneously employ to allow those responsible for the deaths to escape any accountability.
