Many of our children live in communities where violence, fear, and despair are commonplace. This book describes how one city developed a collaborative effort between law-enforcement and mental health professionals in order to help these children and their families. The Child Development-Community Policing Program in New Haven, Connecticut, was initiated in 1991 to deal more effectively with children who are victims or perpetrators of violence. Police officers, preparing for the new responsibilities of community-based policing, have become familiar with an array of strategies for preventing and responding to community violence. Mental health professionals have learned firsthand about the texture and trauma of the lives of children at risk. Police and mental health professionals working together have been able to mobilize treatment services more quickly and effectively and to assure that treatment plans are carried out. With the tragic airline disaster in New York City, on September 11th, 2001, the subject of emergency communications has become very important. This work is intended to provide an in-depth exposure to authorized emergency communications. These communications generally involve preferential treatment of signalling and/or data to help ensure forwarding of information through a network. investigations using Next Generation Networks (IP based communications). The information acts as a reference for network designers, network vendors, and users of authorized emergency communications services. The book is divided into three sections. The first describes systems and protocols that have been deployed as private networks for use by government agencies like the US Department of Defense. Juvenile crime makes headlines. It is the stock-in-trade of politicians and pundits. But young people are also the victims of crime. They too have demands to make of the police. Drawing upon survey and interview research with 11 to 15 year-olds in Edinburgh, this book examines how crime impacts upon young people's everyday lives. It reveals that young people experience far more serious problems as victims and witnesses of crime, than they cause as offenders. It shows that they report little of their experiences of crime to the police, and are left to find their own ways of managing risk, such as telling cautionary tales about dangerous people and places.
