Less than half of the public in the U.S. have taken the three steps to prepare for emergencies that are recommended by FEMA and the Red Cross: having a 3-day emergency kit, a family communication plan, and knowing where to get information during an emergency. Although emergency managers attempt to train the public, often they are only able to distribute brochures and make public notifications. For a variety of reasons, the public frequently ignores this guidance, leaving people more vulnerable during emergencies. This book applies the process of social marketing, which has been used widely in public health and other disciplines, to the lack of public preparedness. Written for emergency managers in government and non-profit agencies, students, and volunteers, the book provides enough background and resources to enable the user to carry out an effective emergency preparedness campaign in their community and maintain it over time. Unlike preparing one message for everyone, social marketing involves working with smaller communities to identify what and how people want to learn, training them, and then maintaining that relationship to insure their preparedness. Because most emergency management agencies lack resources to take on such an initiative, the book provides readers with low cost methods to begin a social marketing program.

During the last two centuries, the job of policing in Britain has been transformed several times. This book analyses the ways that police institutions have controlled the individual constable on the 'front line'. The eighteenth-century constable was an independent artisan: his successor in the Metropolitan Police and other 'new' forces was ferociously disciplined and closely monitored. Police have been controlled by a variety of different practices, ranging from direct day-to-day input from 'the community', through bureaucratic systems built around exacting codes of rules, to the real-time control of officers via radio, and latterly the use of centralised computer systems to deliver key information. Police forces became pioneers in the adoption of many technologies - including telegraphs, telephones, office equipment, radio and computers - and this book explains why and how this happened, considering the role of national security in the adoption of many of these innovations. On Sunday 26 December 2004, a tsunami of up to 30 metres high hit the northern tip of Sumatera in Indonesia, causing immediate destruction and the deaths of at least 130,000 in Indonesia alone. The scale of the devastation and ensuing human suffering prompted the biggest response endeavour to any natural disaster in history. Post-Disaster Reconstruction will be the first major book that analyses the different perspectives and experiences of the enormous post-tsunami reconstruction effort. The twentieth century was a time of rapid social change in Ireland: from colonial rule to independence, civil war and later the Troubles; from poverty to globalisation and the Celtic Tiger; and from the rise to the fall of the Catholic Church. Policing in Ireland has been shaped by all of these changes. This book critically evaluates the creation of the new police force, an Garda Siochana, in the 1920s and analyses how this institution was influenced by and responded to these substantial changes. Beginning with an overview of policing in pre-independence Ireland, this book chronologically charts the history of policing in Ireland. It presents data from oral history interviews with retired gardai who served between the 1950s and 1990s, giving unique insight into the experience of policing Ireland, the first study of its kind in Ireland. Corporate security is a form of regulation that involves centralized management of access control, physical security, personnel security, and information security inside an organization. This book critically examines transitional justice in Mexico. It explores how the Mexican democratic regime dealt with the grave human rights violations perpetrated by security forces during the authoritarian era (1929-2000) through a Special Prosecutor's Office. It offers a complete account of the diverse factors that facilitated the emergence (and policing) of Mexico's transitional justice process. Whilst transitional justice should contribute to the advancement of liberal democracy and, consequently, generate the following benefits: truth, justice, political reconciliation, peace, this book argues that Mexico is a case of transitional injustice. It is an example of how in some societies transitional justice mechanisms are intentionally implemented in ways that, instead of generating justice, produce impunity. It makes important contributions to some of the broader debates addressed by scholars on transitional justice and gives them reason to re-examine transitional justice processes in other countries in a new light.

This book examines international efforts to provide security in post-conflict sites and explains why internal security should be given precedence in statebuilding endeavours. The work begins by exploring the evolution of security sectors in mature liberal democratic states, before examining the attempts of such states to accelerate that evolutionary process in post-conflict sites through statebuilding and security sector reform. These discussions suggest interestingly different answers to the question of who should provide for internal security in international operations. When considering mature states, there are both practical and normative reasons as to why internal security has become the sole domain of police, with military forces being excluded from internal affairs. In peace and stability operations, on the other hand, difficulties with utilising police personnel have led to military forces being required to play internal security roles. This tension is investigated further through detailed case studies of three recent missions: Afghanistan, Timor-Leste and Solomon Islands. These case studies both reinforce and augment the practical and normative reasons for ensuring that internal security remains the domain of police. This then impacts upon peace and stability operations in two important ways. If we are to provide enduring security in post-conflict sites, we should both (i) prioritise internal security agencies in security sector reform efforts, and (ii) prioritise ways of enabling police to play internal security roles in the contributing mission. This book will be of much interest to students of statebuilding, peace and conflict studies, military studies, police studies, historical sociology, security studies and IR in general.

This anthology explores the political nature of making order through policing activities in densely populated spaces across Africa, Asia and Latin America. Based on ethnographic research, the chapters analyze this complex with respect to marginalized young men in Haiti, community policing members and national politicians in Swaziland as well as other individual and collective actors engaged in policing and politics in Sierra Leone, Mozambique, South Africa, East Timor, Indonesia, the Philippines, Mexico and Bolivia. What these contexts have in common is a plurality of order-making practices. Not one institution monopolizes the means of violence or a de facto sovereign position to do so. A number of interests are played out simultaneously, entailing re-negotiations over the very definition of what 'order' is. How and by whom a particular order is enforced is contested, at times violently so, and is therefore inherently political. In the existing literature on weak states, legal pluralism and policing in the Global South it is seldom made explicit that making order is a route to power and positions of political decision-making.It is this gap in the literature that this anthology fills, as it analyses the politics at stake in processes of order-making.

This book provides an overview of state-of-the-art research that has been conducted within Australia, funded by the Bushfire Cooperative Research Centre. The chapters source and contextualize their own research practice within the context of the international research literature. Therefore, while the research has occurred within Australia it will be of particular interest to scholars, students and practitioners in a number of other countries, particularly within the United States of America and in Europe. The fire and emergency services is a particularly large industry - in Australia alone it employs 250,000 personnel - yet there is very little by way of published human factors books addressing this sector directly. Emergency events frequently involve problems for which there may be unanticipated consequences and highly interdependent consequential effects. In short, emergency events are not necessarily as containable as may be work in other domains. As Karl Weick once commented, emergency events do not 'play by the rules'. This means that these research chapters tell us something about a potential future world of work that is highly dynamic, interdependent and for which improvisation and critical thinking and problem-solving are necessary pre-requisites. The discussions about individual and team performance will also be pertinent to others working in similar high-reliability, high-consequence domains. The chapters connect into an integrated body of work about individual and group performance and their limitations.

Japan has been one of the most important international sponsors of human security, yet the concept has hitherto not been considered relevant to the Japanese domestic context. This book applies the human security approach to the specific case of the earthquake, tsunami and nuclear accident that struck Japan on 11 March 2011, which has come to be known as Japan's 'triple disaster'. This left more than 15,000 people dead and was the most expensive natural disaster in recorded history. The book identifies the many different forms of human insecurity that were produced or exacerbated within Japan by the triple disaster. Each chapter adds to the contemporary literature by identifying the vulnerability of Japanese social groups and communities, and examining how they collectively seek to prevent, respond to and recover from disaster.
