This book of original essays presents controversial topics, then encourages the readers to consider what they think ought to be done. The selections identify several of the existing issues in policing about which something needs to be done; then, they present various viewpoints on possible solutions. This book investigates various public aspects of the management, use, and control of social media by police agencies in Canada. This book aims to illustrate the process by which new information technology-namely, social media-and related changes in communication formats have affected the public face of policing and police work.Schneider argues that police use of social media has altered institutional public police practices in a manner that is consistent with the logic of social media platforms. Policing is changing to include new ways of conditioning the public, cultivating self-promotion, and expanding social control. While each case study presented here focuses on a different social media platform or format, his concern is less with the particular format per se, as these will undoubtedly change, and more with developing suitable analytical and methodological approaches to understanding contemporary policing practices on social media sites.
Published over twenty years ago, Regina G. Lawrence's The Politics of Force was the first scholarly book to look at the way in which media coverage of unexpected, dramatic events shaped public consciousness about important social and political problems. At a time when police brutality was rarely discussed in the news, Lawrence examined police use of force in over 500 incidents, with an in-depth look at the Rodney King case. In doing so, she showed that when incidents of police brutality became news, they offered one of the few real opportunities for marginalized voices and activists to find a public platform and take on the powerful. In the intervening years, the empirical and theoretical contributions of The Politics of Force have become more significant, not only because police brutality is back in the news, but because the media system itself has changed. In this updated edition, Lawrence contextualizes and extends these contributions, while including a closer look at race and racial justice in incidents of police use of force. Reflecting on the context in which the book was written-a time when race and policing received limited coverage in the news and in the field of political communication-Lawrence considers what has changed in media studies since the year 2000, what things haven't changed, and why. Moreover, Lawrence examines coverage of more recent incidents of police violence and the ways in which the voices of citizen activists are treated in the news today. In turn, she addresses the important question of how defining political problems through such events might or might not produce more lasting policy change. Expanding on her landmark publication, Lawrence provides an accessible update on news production dynamics and police use of force for a new generation of scholars, students, and activists.
Every modern democracy in our increasingly complex world must confront a fundamental problem: how should politicians manage police, ensuring that they act in the public interest while avoiding the temptation to utilize them in a partisan manner? Drawing on first-hand experiences from six democracies, the authors describe how frequently disagreements arise between politicians and police commanders, what issues are involved, and how they are resolved. The East German Ministry of State Security, popularly known as the Stasi, was one of the largest and most intrusive secret police systems in world history. So extensive was the system of surveillance and control that in any given year throughout the 1970s and 1980s, about one in fifty of the 13 million East German adults were working for the Stasi either as an officer or as an informer. Drawing on original sources from the Stasi archives and the recollections of contemporary witnesses, The Stasi: Myth and Reality reveals the intricacies of the relationship between the Stasi enforcers, its agents and its targets/victims, and demonstrates how far the Stasi octopus extended its tentacles into people's lives and all spheres of society. The origins and developments of this vast system of repression are examined, as well as the motivation of the informers and the ways in which they penetrated the niches of East German society. The final chapters assess the ministry's failure to help overcome the GDR's inherent structural defects and demonstrate how the Stasi's bureaucratic procedures contributed to the implosion of the Communist system at the end of the 1980's.
Whenever police officers come into contact with citizens there is a chance that the encounter will digress to one in which force is used on a suspect. Fortunately, most police activities do not involve the use of force. But those that do reflect important patterns of interaction between the officer and the citizen. This book examines those patterns. It begins with a brief survey of prior research, and then goes on to present data and findings. Among the data are the force factor applied - that is, the level of force used relative to suspect resistance - and data on the sequential order of incidents of force. The authors also examine police use of force from the suspect's perspective. In analyzing this data they put forward a conceptual framework, the Authority Maintenance Theory, for examining and assessing police use of force.
Police culture has been widely criticized as a source of resistance to change and reform, and is often misunderstood. Drawing on interviews with journalists, senior police and press officers, this is the first ethnographic study of crime news reporting in the UK for over 25 years. It explores changes over the last 40 years, including the aftermath of the Leveson Report and the breakdown of relations between the Met and the mainstream media. The book argues that new investigative journalism non-profits have been slowly repairing the field of crime journalism and reporting with - and not on - stigmatised communities. Nevertheless, the police continue to control the flow of policing news to the press and the public. Despite the radical transformation of the Fourth Estate, in the case of the police it has never been so restricted in its ability to speak truth to power.

In June 2011, the city of Minot, North Dakota sustained the greatest flood in its history. Rather than buckling under the immense weight of the flood on a personal and community level, government, civic groups, and citizens began to immediately assess and address the event's impacts. Why did the disaster in Minot lead to government and community resilience, whereas during Hurricane Katrina, the non-resilience of the government and community of New Orleans resulted in widespread devastation? This book seeks to answer that question by examining how local government institutions affect pre- and post-disaster community and business resilience. Utilizing both survey methods and interviews, Atkinson analyzes the disasters that occurred in New Orleans, Louisiana, Palm Beach County, Florida, and Minot, North Dakota. He argues that institutional culture within local government impacts not only the immediate outcomes experienced during response, but the long-term prognosis of recovery for a community outside the walls of city hall. Understanding tendencies within a community that lead to increased vulnerability of both individuals and businesses can lead to shifts in governmental/community priorities, and potentially to improved resilience in the face of hazard events. Relevant to scholars of public administration, disaster researchers, and government officials, this book contributes to a growing literature on community and business resilience. This book critically examines transitional justice in Mexico. It explores how the Mexican democratic regime dealt with the grave human rights violations perpetrated by security forces during the authoritarian era (1929-2000) through a Special Prosecutor's Office. It offers a complete account of the diverse factors that facilitated the emergence (and policing) of Mexico's transitional justice process. Whilst transitional justice should contribute to the advancement of liberal democracy and, consequently, generate the following benefits: truth, justice, political reconciliation, peace, this book argues that Mexico is a case of transitional injustice. It is an example of how in some societies transitional justice mechanisms are intentionally implemented in ways that, instead of generating justice, produce impunity. This book examines the role of the private sector in emergency management and how that role is changing through private sector intersections with government, government agencies, and the public sectors in all phases of emergency management. Written for emergency managers in government and non-profit agencies, students, and volunteers, the book provides enough background and resources to enable the user to carry out an effective emergency preparedness campaign in their community and maintain it over time. During the 1950s, Chris Helme was often asked by relatives: 'What do you want to be when you grow up?' A policeman was always his answer.
