Terrorism has returned to the streets of Northern Ireland. In the years after the 1998 Real IRA bombing of Omagh, which killed 29 people, violent dissident Republican groups have re-emerged as a major security threat to a region that has been denied peace, stability, and prosperity for too long. Those responsible have many names. They are breakaways, splinter factions, spoilers, and "residual" terrorists. The rise of the Islamic State since 2014 has led to the re-emergence of terrorism as a serious security threat in Asia. Coupled with the ongoing terrorism and insurgency challenges from both radical religious extremists and also ethno-nationalist insurgencies, it is clear that some parts of Asia remain mired in armed rebellion despite decades of nation-building. While the situation in Afghanistan and Pakistan has obviously deteriorated, there is also a growing terrorist challenge, on top of armed insurgencies, in other parts of Asia. A common theme in armed rebellions in the region has been the lack of legitimacy of the state and the presence of fundamental causes stemming from political, economic or social grievances. Addressing rebellion in the region thus requires a comprehensive approach involving transnational co-operation, addressing fundamental grievances, and also the use of more innovative approaches, such as religious rehabilitation and reconciliation programmes.

This edited collection addresses a number of free speech vs security concerns that are engaged by counter-terrorism law and policy makers across a number of liberal democracies, and explores the delicate balance between free speech and the censoring of views that promote hatred or clash with fundamental democratic values. In Counterterror Offensives for the Ghost War World: The Rudiments of Counterterrorism Policy, Richard J. Chasdi has written a groundbreaking quantitative analysis that provides new insight into which types of counterterror practices work best and which types perform poorly in particular operational environments and circumstances. For Chasdi, "effectiveness" is defined as the capacity of counterterror practices to work with "stealth"-namely, without eliciting high amounts of related follow-up terrorist assaults. He moves beyond individual country analyses to tackle an analysis of counterterror practice effectiveness based on the type of political system of the country carrying out counterterror offensives and the power level of that country within the international political system. Chasdi furthermore provides essential qualitative descriptions of national security institutions, stakeholders, and processes to frame his quantitative results in ways that tie those findings to historical and contemporary political developments.

Boko Haram has been one of the most important sources of security challenges facing the Nigerian government since the group became radicalised in 2009 following a government clampdown and eventual death of their founder Mohamed Yusuf. The monograph critically interrogates the various explanatory theses for the emergence and radicalisation of the group and concludes that the sect is merely a symptom of the severe crisis that has engulfed the country's nation-building. This crisis, it argues, has triggered a massive de-Nigerianisation process, often with the state as the enemy: those entrusted with the nation's common patrimony steal it blind, law enforcement officers turn the other way if you offer them a little inducement, organised labour, including university lecturers go on prolonged strikes on a whim, students resort to cultism and exam malpractices and workers drag their feet, refuse to put in their best and engage in moonlighting. Most people and groups seem to have one form of grouse or the other against the Nigerian state and its institutions, meaning that unless the trend is urgently reversed, there is a risk of having Nigeria without Nigerians. Jideofor Adibe studied political science at the University of Nigeria, Nsukka and holds a doctorate degree in International Development Studies from Roskilde University, Denmark. He also holds an LLM degree in Media Law from City University, London and equally studied the New Economic Powers at Oxford University, UK. This book explores and inquiries into the interrelation between normativity and Critical Terrorism Studies (CTS) from a wide range of critical views. The volume draws together authors with very different positions and understandings of normativity and policy-implementations in relation to countering terrorism, to offer the reader a wide range of perspectives and views on this topic. As such, the book is aimed at interrogating the concept of normativity in CTS from a wide range of theoretical angles but also at incorporating within the CTS' agenda new debates and critiques. This book examines the question of how to deter a non-state terrorist actor. Can terrorism be deterred? This book argues that current research is unable to find strong cases of deterrence success, because it uses a flawed research design which does not capture the longitudinal dynamics of the process. So far, the focus of inquiry has been on the tactical elements of a state's counterterrorism strategy, instead of the non-state actor's grand strategies. By studying the campaigns of Hezbollah, the Palestinians, the Irish Republican Army, Chechens, the Kurdistan Workers' Party, and Al-Qaeda/Taliban and ISIS over time, we can see that deterrence strategies that target the cost-benefit calculus of terrorist organizations lead to wars of attrition - which is the non-state organization's strategy for victory. To escape the attrition trap, the state must undermine the attrition strategy of terrorist organizations by using offensive campaigns that become critical educational moments. The case studies presented here uncover an evolutionary process of learning, leading to strategic deterrence successes. Some terrorist organizations abandoned the use of force altogether, while others abandoned their aspirational goals or resorted to lower levels of violence. These findings should enable policymakers to transition from the failed policy that sought to defeat the Taliban and al-Qaeda in the unending war in Afghanistan to a policy that successfully applies deterrence. This book will be of much interest to students of deterrence theory, terrorism studies, war and conflict studies, and security studies.

This book is a critical exploration of the war on terror from the prism of armed drones and globalization. It is particularly focused on the United States' use of the drones, and the systemic dysfunctions that globalization has caused to international political economy and national security, creating backlash in which the desirability of globalization is not only increasingly questioned, but the resultant dissension about its desirability appears increasingly militating against the international consensus needed to fight the war on terror. To underline the controversial nature of the "war on terror" and the pragmatic weapon (armed drones) fashioned for its prosecution, some of the elements of this controversy have been interrogated in this book. They include, amongst others, the doubt over whether the war should have been declared in the first place because terrorist attacks hardly meet the United Nations' casus belli - an armed attack. There are critics, as highlighted in this book, who believe that the "war on terror" is not an armed conflict properly so called, and, thus, remains only a "law enforcement issue." The United States and all the states taking part in the war on terror are obligated to observe International Humanitarian Law (IHL). It is within this context of IHL that this book appraises the drone as a weapon of engagement, discussing such issues as "personality" and "signature" strikes as well as the implications of the deployment of spies as drone strikers rather than the Defence Department, the members of the U.S armed forces. The authors argue that the potential threat of a resurgence of "fascism" has been consistently exaggerated from 1945 until present day; that the ongoing lack of conceptual and definitional clarity with respect to terms like "fascism," the "radical right," the "alt right," "white supremacism," "populism," "racism," etc., has enabled ill-informed or dishonest commentators to distort their meaning and abusively misapply those labels so as to delegitimize their political opponents-that the political and economic elites in charge of contemporary Western societies are now deliberately exaggerating and exploiting the threat posed by the domestic radical right in order to facilitate vilifying, harassing, de-platforming, censoring, "canceling," and repressing disgruntled citizens (no matter where they may lie along the political spectrum) who openly criticize and vigorously oppose their agendas. They also advocate the use of well-established scholarly methods for carrying out research on the right and provide precise definitions of various terms in order to facilitate the development of more accurate categorizations.

This book examines the permissibility and effectiveness of targeted killing in campaigns against terror. Targeted killing has become a primary counterterrorism measure used by several countries in their confrontation with lethal threats. The practice has been extensively used by the US in Afghanistan, Iraq, Pakistan, Yemen and Somalia, and by Israel in the West Bank and Gaza. Several studies have already explored the difficult balance between achieving security while maintaining the liberties and rights of a country's civilians. This book goes a step further by seeking to examine whether maintaining those liberties by complying with legal standards and minimizing unintended deaths can be more effective for national security. Using targeted killing applied by Israel, in particular, as well as the United States during the first decade of the twenty-first century as case studies, this book explores that question and ultimately assesses whether compliance with legal standards can strengthen a state in its campaign against terrorism and thus provide stronger security. The book focuses on civilian-related criteria, hypothesizing that minimizing civilian casualties will maximize effectiveness in an asymmetric war setting. The conclusions are not limited to a specific tactic or theater, and if adopted might have far-reaching implications for how asymmetric warfare is strategized. This book will be of much interest to students of counter-terrorism, law, Middle Eastern studies, and security studies.
