The papers in this special issue of Studies in Conflict and Terrorism accompanied the conference in Oklahoma in April 2000, whose purpose was to assess developments in terrorism over the preceeding two decades, map its likely future direction and propose policy recommendations and other remedial steps to counter the menace. The conference and papers address themes such as: Continuity and changes in terrorist motivations, strategies & capabilities; policy and research concerns in coping with terrorism; evaluations of the effectiveness of both international and American counterterrorism policies and capabilities.

Conflicts between regular armies and various groups of insurgents, fighting for a range of causes, are some of the most protracted and extensive military crises to have emerged in recent years. The introduction provides a point on which the five major historical examples that follow may be compared and contrasted. Similarities and differences between some of the more important episodes from this century are highlighted; similarities such as the role of intelligence, the value of police work and the necesity of expert political assessment and differences such as the factors of time or geography, or more strategically, success or failure.

In the era of war on terror, the term terror has tended to be applied to its sudden eruptions in the metropolises of the global north. This volume directs its attention to terror's manifestations in other locations and lives. The title Living Through Terror refers both to the pervasiveness of terror in societies where extreme violence and war constitute the everyday processes of life as well as to the experience of surviving terror and living into the future. The contributions consider terror's effects in those ignored and silenced locations where terror is either naturalised (the Philippines, South Africa, Timor Leste, Sri Lanka) or made invisible (the neo-liberal democracies of Australia and Italy). The stories of ruined places, displaced bodies and identities shattered and remade that emerge from these pages bring into view the socio-political systems, cultural geographies and regimes of territoriality through which terror is engendered and naturalised, and the institutions and imaginaries that continue to underpin them. The essays, literary writings and images collected here attend, in their different ways, to subjects living in and with terror as an element incorporated in their everyday, and to the processes by which terror exercises itself in their lives, whether it is perpetrated by state or non-state actors. The tactics of suicide bombings employed by the Tamil nationalist movement, the Liberation Tigers of Tamil Eelam, are juxtaposed with drone strikes in asymmetric warfare where violence becomes a means of dialogue. Each chapter weaves seemingly disparate narratives from multiple experiences and sites of war, inviting readers to witness the condition of getting lost in that willful attachment to killing and being killed in service of patriotic pride and national belonging.

Over the last fifteen years there has been a significant growth in literature dealing with terrorism. Nevertheless, scholars within mainstream criminology have only recently begun to grapple with the problem of terrorism in a sustained fashion. This book offers a wide-ranging and critical examination of recent counter-radicalisation policies, using case studies from several countries. Counter-radicalisation policies, such as the UK 'Prevent' strategy, have been highly controversial and increasingly criticised since their introduction. In this edited volume, voices from disciplines including sociology, political science, criminology and International Relations are brought together to address issues across the global roll-out of counter-radicalisation agendas. In so doing, the book critically interrogates: (i) the connections between counter-radicalisation and other governmental programmes and priorities relating to integration and community cohesion; (ii) the questionable dependence of counter-radicalisation initiatives on discourses and assumptions about race, risk and vulnerability to extremism; and, (iii) the limitations of existing counter-radicalisation machineries for addressing relatively new types of extremism including amongst 'right-wing' activists. Employing a theoretical framework based on the concept of identity loss, this book seeks to understand why increased integration has stimulated greater radicalization among the Muslim populations in Western Europe.

Through extensive field research in four European countries the UK, the Netherlands, Germany and France the authors investigate three key questions: 1) Why are 2nd and 3rd generations of Muslims in Europe more radical than their parents?; 2) Why does Europe experience more "home-grown terrorism" today than thirty or forty years ago?; 3) Why do some European countries feature more radical Muslim communities than others? The book reveals that these three puzzling questions can be solved when analyzing the loss of individuality if the face of integration and identification with European society.

While Individualist and structural approaches fail to explain radicalization of Muslims in Europe, this study, by framing radicalization through coupling the public discourse with identity loss, provides a much needed insight into the process of radicalization. Explaining radicalization and gaining an understanding of the drivers of radicalization is crucial to prevent and mitigate intercultural alienation, to further develop immigration policies, redress integration failures as well as to avoid dangerous oversimplifications. This book contributes not only to understanding why greater integration is matched by increasing radicalization, but its insights also contribute to developing ideas about how radicalization can be prevented or overcome and integration policies can be enhanced.

This book opens up the discussion of the interrelation between terrorism studies, and peace and conflict studies. Even though it is often accepted that terrorism is a form of political violence, it is also quite frequent that research on the topic is dismissed when it is approached with conflict analysis frames. More importantly, policy approaches continue to inhibit, obstruct and reject frameworks that are concerned with the transformation and resolution of terrorist conflicts - partly because they see the state as the ultimate referent object to be secured. At the same time, peace and conflict studies seem to be excessively focused on problem-solving approaches, overemphasising the role of parity during negotiations and misdiagnosing the distribution of power both within conflicts as well as within conflict management, resolution and/or transformation approaches. By examining the instances and circumstances in which both these fields can benefit from each other, this book enhances our understanding of this crucial area. What makes a terrorist? Is an individual inherently predisposed to be attracted to political violence or does exposure to a certain environment desensitize them in such a way that violence represents a viable mode for addressing political grievances? Identifying state failure as the impetus for political violence this book addresses these questions and focuses on why existing extremist groups find failed states so attractive. Utilizing global barometer data, Tiffiany Howard examines the underpinnings of individual support for political violence and argues that an insidious pattern of deprivation within failed states drives ordinary citizens to engage in and support extreme acts of political violence. A rigorous examination of four regions plagued by a combination of failed states and political violence-Sub Saharan Africa, The Middle East and North Africa, Southeast and South Asia, and Latin America-this text draws parallels to arrive at a single conclusion: that failed states are a natural breeding ground for terrorism and political violence.

This book uses a comparative analysis to examine foreign policy discourses and the dynamics of the 'War on Terror'. The book considers the three principal members of the Coalition of the Willing in Afghanistan and Iraq: the United States, Britain and Australia. Despite significant cultural, historical and political overlap, the War on Terror was nevertheless rendered possible in these contexts in distinct ways, drawing on different discourses and narratives of foreign policy and identity. This volume explores these differences and their origins, arguing that they have important implications for the way we understand foreign policy and political possibility. The author rejects prevalent interpretations of a War on Terror foreign policy discourse, in the singular, highlighting that coalition states both demonstrated and relied upon divergent policy framings to make the War on Terror possible. The book thus contributes to our understanding of political possibility, in the process correcting a tendency to view the War on Terror as a universal and monolithic political discourse. This book proposes the idea of fictional International Relations (IR) and engages with feminist IR by contextualising the case of a woman spy in Korea in the Cold War. Fictional imagination and feminist IR encourage one to go beyond conventional or standard ways of thinking; it reshapes taken-for-granted interpretations and assumptions. This takes the view that a dominant narrative of events might be reconstructed as a different kind of story, once events are placed within a wider temporal approach. The case of the woman Korean secret agent- who reportedly bombed a South Korean plane (Korean Airlines (KAL) Flight 858) under the instruction from the North Korean leadership to disrupt the Seoul Olympic Games- is chosen to serve as an effective example of fictional IR and feminist IR scholarship, which can be investigated through the research puzzles concerning gender, pain and truth. Fictional International Relations has three main objectives. First, it investigates the way in which fiction-writing can become a method for dealing with data problems and contingency in IR. Second, the book examines how gender, pain and truth operate or interact in the case of the Korean spy and how this observation can strengthen feminist IR in terms of intersectionality. Finally, the author goes on to explore why this case has been so difficult to study openly and thoroughly. The aim of the book is not to refute the official findings; the point is to unpack complex dynamics surrounding truth-more specifically how the official account has been executed as 'the' truth-based on a feminist-informed investigation. This book will be of interest to students of IR theory, critical security studies, Cold War studies, gender studies and Asian studies.

Meet the dogs who searched for life amongst the ruins of the Twin Towers. Many heroes were made on 9/11 and in the weeks that followed. Not all of them showed human courage. Some of them could only show that they were truly man's best friend. German Shepherds, Labradors and Spaniels accounted for the majority of the four-legged heroes. Over three hundred search and rescue dogs worked the pile at Ground Zero and the crash site at the Pentagon. For hours they searched, fighting off exhaustion with sheer determination and they continued every day long after the hope of finding survivors had passed. There were faithful Guide dogs who helped their sightless owners out of the Twin Towers and led them to safety showed unstinting devotion in the face of adversity. And later, therapy dogs arrived to bring comfort to the bereaved and confused. At every stage of the operation, dogs were there helping humankind in various roles. And invaluably, they provided comfort and reassurance and lifted spirits by their pure presence. Sadly many of the dogs are no longer with us but their achievements will never be forgotten. Isabel George was fortunate that the people close to the dogs were pleased to be asked to share their stories. This book is to honour the dogs and their people.
