The threat of terrorism, if not adequately managed, is likely to increase exponentially. As terrorist groups' influence and networks spread globally, a concerted effort in counterterrorism strategy is critical to mitigating the threat they present. Governments facing the threat of terrorism are typically strengthening their law enforcement, military and intelligence capabilities, but more complex initiatives such as deradicalisation and terrorist rehabilitation are more time-consuming and less attention-grabbing and so tend to be neglected. It is all too easy to 'do' rehabilitation ineffectively or to simply ignore it altogether. This is unfortunate, as an effective rehabilitation strategy can yield dividends over the longer term. Every committed terrorist is a potential recruiter, whether in prison or at liberty, for more terrorists. Even in death, they can potentially be presented as martyrs. Conversely, successfully rehabilitated terrorists can be valuable assets in the public relations theatre of battle. There is no single, simple solution to the challenges of deradicalisation and rehabilitation, but this book places examples of best practice within a robust, but flexible, conceptual framework. It gives guidelines for establishing and implementing a successful deradicalisation or rehabilitation programme, derived from a series of empirical case studies of successful projects around the world. It sets out both the necessary and desirable facets of such a programme, identifying which areas to prioritise and where budgets can be best spent if resources are tight. This book examines secessionist terrorism in a comparative context across Europe and Eurasia. The volume seeks to uncover comparative linkages between terrorism and secessionism; specifically examining terrorist organizations that also have a political goal of independence. The post 9/11 era has produced structured rehabilitation programmes in a wide range of countries including Saudi Arabia, Singapore, Pakistan, Malaysia, Egypt, Iraq, and Uzbekistan. There are also ad hoc and emerging programmes in Nigeria, China, Indonesia, Bangladesh, Denmark, Germany, United Kingdom, and Nepal. Due to the threat from global Islamist terrorist groups, including al-Qaeda and the Islamic State (IS), the focus has tended to be on Islamist groups. However, Sri Lanka also has a multifaceted rehabilitation programme that was created after the ethno-nationalist Liberation Tigers of Tamil Eelam (LTTE) group was defeated in 2009, which can teach us some valuable lessons. This book consists of a series of case studies of different terrorist rehabilitation initiatives that have been attempted around the world. Each initiative is critically analysed to develop a sound understanding of the significance of different approaches and strategies of terrorist rehabilitation in helping potential terrorists integrate back into society. Preventive detention as a counter-terrorism tool is fraught with conceptual and procedural problems and risks of misuse, excess and abuse. Many have debated the inadequacies of the current legal frameworks for detention, and the need for finding the most appropriate legal model to govern detention of terror suspects that might serve as a global paradigm. This book offers a comprehensive and critical analysis of the detention of terror suspects under domestic criminal law, the law of armed conflict and international human rights law. The book looks comparatively at the law in a number of key jurisdictions including the USA, the UK, Israel, France, India, Australia and Canada and in turn compares this to preventive detention under the law of armed conflict and various human rights treaties. The book demonstrates that the procedures governing the use of preventive detention are deficient in each framework and that these deficiencies often have an adverse and serious impact on the human rights of detainees, thereby delegitimizing the use of preventive detention. Based on her investigation Diane Webber puts forward a new approach to preventive detention, setting out ten key minimum criteria drawn from international human rights principles and best practices from domestic laws. The minimum criteria are designed to cure the current flaws and deficiencies and provide a base line of guidance for the many countries that choose to use preventive detention, in a way that both respects human rights and maintains security.

Italian political terrorism of the 1970s has produced in its aftermath a rich body of memorial writing, created not only by victims or perpetrators but also by the secondary victims of violence, often children of the dead, who many years after their loss ask why their parents or relatives were chosen as targets, what it means for them personally and for the history of the Italian anni di piombo. This volume brings together a body of essays that explore this field of "postmemorial" writing, a field that extends the scope of memory studies, particularly in relation to political violence, and especially when those memories are fragile and indirect. The book analyses the work of victims' children such as Mario Calabresi, Benedetta Tobagi, Luca Tarantelli and Massimo Coco, exploring how these authors and others have narrated their unique experiences, from their distant memories of their fathers - each assassinated by different Italian terrorist groups - to their more recent struggles to deal with state institutions ill-equipped to respond to, or indifferent to, their plight. It further examines how their "postmemorial" works have contributed to a new relationship between history and personal memory in Italy. All of these writers, impelled by a sense of marginalization, frustration and sometimes anger to become actors and witnesses against their own will, have added their own indispensable tiles to the mosaic of a national and collective memory of the 1970s that is still largely unresolved in Italy today.

This book examines the role of gender in political conflicts worldwide, specifically the intersection between gender and terrorism. Political violence has historically been viewed as a male domain with men considered the perpetrators of violence and power, and women as victims without power. Whereas men and masculinity are associated with war and aggression, women and femininity conjure up socially constructed images of passivity and peace. This distinction of men as aggressors and women as passive victims denies women their voice and agency. This book investigates how women cope with and influence violent politics, and is both a descriptive and analytical attempt to describe in what ways women are present or absent in political contexts involving political violence, and how they deal with gender assumptions, express gender identities, and frame their actions regarding political violence encountered in their lives. Tracing Spikes in Fear and Narcissism in Western Democracies Since 9/11 discusses critically not only the modern obsession with consuming news related to disasters or terrorism as a primary form of entertainment, but also explores the theory of pleasure as it was formulated by the ancient Greeks and continued by Sigmund Freud. Beyond the principle of pleasure was the touchstone of the sense of scarcity, which was rooted in the logic of capitalism. Throughout the 1970s, the society of producers brought about the advent of a society of consumerists; however, after the attacks on the World Trade Center September 11, 2001, things radically changed. The idea of terror, which had been encapsulated within the society of producers, was expanded to become the centerpiece of a new stage of capitalism, Thana-Capitalism, which made the death of others the main commodity for exchange and consumption.

This book is the first comprehensive academic study of German right-wing terrorism since the early 1960s available in the English language. It offers a unique in-depth analysis of German violent, extremist right-wing movements, terrorist events, groups, networks and individuals. In addition, the book discusses the so-called 'National Socialist Underground' (NSU) terror cell, which was uncovered in late 2011 by the authorities. The NSU had been active for over a decade and had killed at least ten people, as well as executing numerous bombings and bank robberies. With an examination of the group's support network and the reasons behind the failure of the German authorities, this book sheds light on right-wing terrorist group structures, tactics and target groups in Germany. The book also contains a complete list of all the German right-wing terrorist groups and incidents since the Second World War. Correctional policies for Islamist violent extremist offenders are often based on the premise that prisons can be hotbeds of radicalization. The perception that inmates are susceptible to violent extremist belief systems has given rise to a fervent international public, political, and scholarly debate and has led to the introduction of drastic, often expensive policies to counter the threat of prison radicalization. But is the introduction of these policies justified? A key question is whether violent extremist offenders should be concentrated in separate high-security prisons, or whether they should be integrated into the mainstream inmate population. Prisoner Radicalization and Terrorism Detention Policy argues that concentration strategies to manage violent extremist offenders are often flawed - based on untested, potentially false assumptions that are rooted in fear rather than in facts. Little academic evidence has been produced that can valuably inform policy making in this area. As a result, policies to detain violent extremist offenders may be inadequately tailored to achieve their objectives, and could even lead to an intensification of the violent extremist threat. Why did Islamists respond so differently to the Arab Spring? What do these different responses tell us about Islamists' ideological commitment and resilience, or the contexts within which they were functioning? This book is based on fieldwork on Islamists in eight Middle Eastern countries: Egypt, Tunisia, Libya, Morocco, Yemen, Jordan, Kuwait and Syria. The contributors trace the transformation of the Islamists' ideology, behaviour, and strategy since the beginning of the Arab Spring. The aim of the book is to show that Islamists necessarily have an interactive and dialectical relationship with the environments in which they find themselves, and that their behaviour and political calculations are based on a wide range of local, regional and global factors. They take into account the impact of the different contexts the groups found themselves in from authoritarian to open and reformist, and contexts of armed conflict and civil war. An interdisciplinary project, the book captures the ongoing transformation of Islamist parties to explain the reasons why some movements could adapt and make shifts in their discourse and strategy, maintaining organizational coherence and unity, while others fell short and suffered major splits and schisms.
