The Law of War and Peace offers a cutting-edge analysis of the relationship between law, armed conflict, gender and peace. This book, which is the first of two volumes, focuses on the interplay between international law and gendered experiences of armed conflict. It provides an in-depth analysis of the key debates on collective security, unilateral force, the laws governing conflict, terrorism and international criminal law. It further highlights the complexities and implications for Muslim leaders when trying to simultaneously engage police and appease their own communities; the book exposes community perceptions of an over-reaction by authorities that has moved suspicion from a handful of terrorists to the entire Muslim community, resulting in problematic community perceptions that Muslim communities are being targeted by police. The findings suggest that the intentionality of police is a highly significant consideration in trust negotiations, and reveals a number of cultural preferences considered critical to trust negotiations. The book further highlights opportunities to enhance the development of trust and avoid pitfalls that can be problematic to community engagement. The lessons learned seek to enhance the existing body of literature regarding strategies and resources to improve counter-terrorism community engagement with Muslim communities. This book looks at Salafi influencers and foreign fighters in the Balkans to examine how the origins and dynamics of radical milieus are related to the legacy of the Bosnian War and the Kosovo War. The work seeks to understand if and in what ways these wars influenced the consolidation of radical milieus and whether they impacted the recruitment of foreign fighters. In doing so, the book traces the path of more than 400 individuals that either traveled to Syria or were involved in recruitment locally. Employing a qualitative methodological approach, the book argues that radical influencers are likely to be more evident in postwar societies due to state and societal fragility, which create more power for social actors and constrain efforts to counter extremism. Through the activism of social actors emerging from wars, preceding conflicts resonate through society across different locations and particular postwar radical milieus do not need to be only in the place where war atrocities happened. Thus, radical milieus can spread to various locations including countries hosting postwar diaspora communities. Tackling one of the most prevalent myths about insurgencies, this book examines and rebuts the popular belief that Mao Zedong created a fundamentally new form of warfare that transformed the nature of modern insurgency. The labeling of an insurgent enemy as using "Maoist Warfare" has been a common phenomenon since Mao's victory over the Guomindang in 1949, from Malaya and Vietnam during the Cold War to Afghanistan and Syria today. Yet, this practice is heavily flawed. This book argues that Mao did not invent a new breed of insurgency, failed to produce a coherent vision of how insurgencies should be fought, and was not influential in his impact upon subsequent insurgencies. Consequently, Mao's writings cannot be used to generate meaningful insights for understanding those insurgencies that came after him. This means that scholars and policymakers should stop using Mao as a tool for understanding insurgencies and as a straw man against whom to target counterinsurgency strategies.

Using the Cyprus conflict as a case study, this book examines how the securitization process in protracted conflict environments changes, as it becomes routinized and potentially even institutionalized. Furthermore, the process is not limited to the mainstream top-down path, as it also follows a horizontal and even bottom-up direction, which inevitably has an impact on the goals and securitization options of both the mainstream securitizing actors and the audience(s). Lastly, on a theoretical level it examines how the multi-directional securitization forces have an impact on the elite and audience-driven desecuritization efforts and ultimately on the prospects for conflict resolution. The book's case study, the Cyprus question, offers an alternative reading of the forces dominating the specific conflict, while concurrently offers a useful framework for the study of similar protracted and deeply securitized conflicts.

This book offers an East-West comparative analysis of mediatised terrorism. This is the first country-specific analysis of the mediatisation of terrorism, with Pakistan and Australia representing the two worlds, respectively. Caught up in the '9/11 effect', Australia is known for its anti-terror 'hyper-legislation', despite the implausible nature of the threat. In contrast, Pakistan is plagued by terrorism, yet the military establishment favours a duplicitous policy of fighting militant groups selectively. To understand how the two diverse cultural sites, with their very different experiences of terrorism, make sense of this unpredictable threat, the book uses Beck's World Risk Society theory as a conceptual framework to examine the production and construction of news narratives around the risk of terrorism in both countries through textual analysis of local news stories and in-depth interviews with Australian and Pakistani journalists. Narratives about 'global terrorism' are mostly 'Western', with fear of its impact on 'Western' democracy and civilisation. This book aims to fill the gap and present a nuanced understanding of global terrorism by examining the characteristics of the phenomenon in a Western as well as an Eastern location and the ways in which the risk of terrorism is being played out in the two worlds.
