This is an innovative new history of famine relief and humanitarianism. The authors apply a moral economy approach to shed new light on the forces and ideas that motivated and shaped humanitarian aid during the Great Irish Famine, the famine of 1921-1922 in Soviet Russia and the Ukraine, and the 1980s Ethiopian famine. They place these episodes within a distinctive periodisation of humanitarianism which emphasises the correlations with politico-economic regimes: the time of elitist laissez-faire liberalism in the nineteenth century as one of ad hoc humanitarianism; that of Taylorism and mass society from c.1900-1970 as one of organised humanitarianism; and the blend of individualised post-material lifestyles and neoliberal public management since 1970 as one of expressive humanitarianism. The book as a whole shifts the focus of the history of humanitarianism from the imperatives of crisis management to the pragmatic mechanisms of fundraising, relief efforts on the ground, and finance. Yi-Tang Lin presents the historical process by which statistics became the language of global health for local and international health organizations. Drawing on archival material from three continents, this study investigates efforts by public health schools, philanthropic foundations, and international organizations to turn numbers into an international language for public health. Lin shows how these initiatives produced an international network of public health experts who, across various socioeconomic and political contexts, opted for different strategies when it came to setting global standards and translating local realities into numbers. Focusing on China and Taiwan between 1917 and 1960, Lin examines the reception, adaptation, and appropriation of international health statistics. She presents the dynamic interplay between numbers, experts, and policy-making in international health organizations and administrations in China and Taiwan. The suppression of piracy and other forms of maritime violence was a keystone in the colonisation of Southeast Asia. Focusing on what was seen in the nineteenth century as the three most pirate-infested areas in the region - the Sulu Sea, the Strait of Malacca and Indochina - this comparative study in colonial history explores how piracy was defined, contested and used to resist or justify colonial expansion, particularly during the most intense phase of imperial expansion in Southeast Asia from c.1850 to c.1920. In doing so, it demonstrates that piratical activity continued to occur in many parts of Southeast Asia well beyond the mid-nineteenth century, when most existing studies of piracy in the region end their period of investigation. It also points to the changes over time in how piracy was conceptualised and dealt with by each of the major colonial powers in the region - Britain, France, the Netherlands, Spain and the United States. The idea of progress is a product of historical thinking. It is a bold interpretation of history that combines understandings of the past, perceptions of the present and expectations of the future. This Element examines the shifting scale of this past, present and future configuration from antiquity to the present day. It develops five categories that reveal the conceptual features of progress together with the philosophies of history in which they have been enmeshed, from temporal outlooks that held no notion of progress to universal histories that viewed progress as a law of nature, from speculation on the meaning and direction of history to the total rejection of all historical constructions. A survey examines American attitudes toward the Vietnam War and the experiences and ideas that turned most people against the war.

Health and development require one another: there can be no development without a critical mass of people who are sufficiently healthy to do whatever it takes for development to occur, and people cannot be healthy without societal developments that enable standards of health to be maintained or improved. However, the ways in which health and development interact are complex and contested. This volume unites eleven case studies from nine countries in three continents and two international organizations since the late-nineteenth century. Collectively, they show how different actors have struggled to reconcile the sometimes contradictory nature of health and development policies, and the subordination of these policies to a range of political objectives.

A chilling global history of the human shield phenomenon. From Syrian civilians locked in iron cages to veterans joining peaceful indigenous water protectors at the Standing Rock Sioux Reservation, from Sri Lanka to Iraq and from Yemen to the United States, human beings have been used as shields for protection, coercion, or deterrence. Over the past decade, human shields have also appeared with increasing frequency in antinuclear struggles, civil and environmental protests, and even computer games. As the first unit to fly the Merlin-engined P-51B in combat, the 354th Fighter Group adopted the nickname "Pioneer Mustang Group." Until D-Day, it escorted 8th AF heavy bombers to targets on the European Continent. The group then moved to France and supported Patton\s Third Army from Normandy to Bavaria, and also participated in the Battle of the Bulge. Its pilots scored over 600 confirmed air victories, and forty-three of them became aces. Evil is sometimes thought to be incomprehensible and abnormal, falling outside of familiar historical and human processes. And yet the twentieth century was replete with instances of cruelty on a massive scale, including systematic torture, murder, and enslavement of ordinary, innocent human beings.
