Can we really restore the earth’s atmosphere within our lifetime?
Nature conservation is often framed as an ecological problem in need of repair. With both material and discursive dimensions, repairing things involves repairing people's orientation to those things. As such, nature conservation can be understood as a negotiation between different orientations to ecological problems. This publication seeks to understand the negotiation through trust, the analysis of which situates repair in a particular setting. Empirically, the book is structured around an encounter that unfolded over the course of a single day between white commercial farmers and experts belonging to various government departments, universities and an NGO working in a South African nature reserve. By moving through the situation sequence-by-sequence the author captures the relationship between trust and repair vis-à-vis the material forces that structured the situation, and the discursive methods that actors used to repair a degraded ecology.
This volume sheds light on the complex linkages between tourism, disaster and conflict. In many countries, tourism crises have been precipitated by natural disasters. At the same time, the tourism industry has often been assigned a pivotal role in the reconstruction and recovery efforts. Prospective tourists have been lured into supporting post-disaster rehabilitation simply through visiting disaster-affected areas. Yet, prioritising the tourism sector in the recovery process may have unintended consequences: less touristic areas that have been severely affected by the disaster may receive less humanitarian relief support. Disaster recovery processes in the tourism industry can also be highly uneven, as multinational hotel chains tend to recover more swiftly and increase both their market share and their control over important resources. Politically well-connected tourist operators and wealthy local elites tend to exploit distorted recovery governance mechanisms and take advantage of the legal and institutional uncertainties triggered by disasters. Insecure, customary land rights of ethnic minority groups and indigenous people may be particularly prone to exploitation by opportunistic tourist operators in the aftermath of a disaster. When disasters strike settings of pre-existing conflict, they may exacerbate the situation by increasing competition over scarce resources and relief funds, or they may catalyse conflict resolution following an intolerable excess of additional suffering among fighting parties. Tourism ventures may offer post-conflict livelihood opportunities, but potentially trigger new conflicts. Disasters may instigate a morbid "dark tourism" industry that invites visitors to enter spaces of death and suffering at memorials, graves, museums, and sites of atrocity.
Less than 200 km north of Pretoria, the majestic Waterberg plateau rises behind formidable ramparts that have long discouraged travellers and settlers. Reputedly used by President Kruger as a conveniently remote place to exile troublesome burghers, this rugged and scenic upland remained unknown to most South Africans until its development as an exclusive eco-tourism and hunting destination in the last 25 years. Despite (perhaps because of) its prolonged isolation and sparse population from the earliest times, the Waterberg has experienced a long and vibrant history. Yet until now, this is a history that has never been recounted in comprehensive, factual detail. Waterberg Echoes tells the stories of the remarkable people who first settled the plateau and its surrounds and their tribulations from disease, agriculture and governmental neglect. It describes conflicts during the difeqane, the South African War and the 1914 rebellion; the stories of mines in the lowlands surrounding the plateau and the arrival of Herero refugees from Namibia in 1906; the spread of religions and education across the region; and the role of politics.
