Climate change is a cause for concern both globally and locally. In order for it to be tackled holistically, its governance is an important topic needing scientific and practical consideration. Climate change governance is an emerging area, and one which is closely related to state and public administrative systems and the behaviour of private actors, including the business sector, as well as the civil society and non-governmental organisations. Questions of climate change governance deal both with mitigation and adaptation whilst at the same time trying to devise effective ways of managing the consequences of these measures across the different sectors. Many books have been produced on general matters related to climate change, such as climate modelling, temperature variations, sea level rise, but, to date, very few publications have addressed the political, economic and social elements of climate change and their links with governance. This book will address this gap. Furthermore, a particular feature of this book is that it not only presents different perspectives on climate change governance, but it also introduces theoretical approaches and brings these together with practical examples which show how main principles may be implemented in practice.

This publication collects the results of a practical experience of survey, through the direct control of satellite images from high to medium resolution, over areas subjected to desertification problems. The problems of the local population are closely tied to the equilibrium in the management of the territory, which is compromised by the difficulties of maintaining traditional methodologies of management. The new survey technologies, based on the Remote Sensing and Geographic Information System, allow analyzing the details of the present situation and point out the dynamism of the phenomena and the impacts with anthropogenic activities. Training has been carried out in the Tozeur area, in central Tunisia, where participants had the chance to analyze on the field a series of different aspects. It has also been possible to discuss similar experiences in distant territories and the importance of the physical processes of desertification. During the development of the intensive training on the job, visits to entrepreneurial truths concerning the management of the territory have been carried out. The analyzed area finds in tourism an answer to the necessities of improving the living conditions of the population. Specialists from twelve nations presented actions of management of the territory, with detailed attention on environmental security and the conditions of the territory. From the observations carried out the fragility of the landscape of the oases has emerged, which are subjected to total anthropogenic management and therefore closely linked to the availability of the specialized workers in the traditional methodologies. It is natural that the management of the lands changesaccording to modern technologies, but, with a too fast pace, this evolution risks to upset the management of the territory. The exchange of information, the ability to map the variations, the dialogue between the parts, will favor the maintenance of the political security in the Mediterranean region. This experience of cooperation and association constitutes a precedent for the development of a system of high education courses to be provided to the local communities for the common wellbeing.

year simulations in order to separate noise in the system from the climate change signal. Several contributing papers focused on case studies using Regional Climate Models (RCMs) linked to hydrological models, applied to the analysis of runoff under conditions of convective activity and extreme precipitation, in regions of complex topography, or stakeholder-driven investigations such as water runoff simulations in Quebec undertaken for a major utility. Thorough analyses of GCM results for the Century were reported at the Workshop, in order to illustrate the improvements in model results which have taken place in recent years, and the increasing confidence with which the models can be used for projecting climatic change in coming decades. However, there is still much room for improvement; there is also a need to address more fully the manner in which climate and impacts models (e. g. , hydrological models) can be linked, in terms of consistency and the overlap between different scales, the underlying physical assumptions, and the parameterizations used. Session 2 was devoted to the two extremes of water resources, namely floods and droughts, the focus here being to identify the climate change component in river floods. These have significant economic implications, as was shown by several scientists from Western and Central Europe. Many long time series have been studied worldwide with the aim of detection of nonstationarities, yet there is no conclusive evidence of climate-related changes in flow records, in general.
Why, despite two decades of climate policy, have affluent democracies made so little progress in cutting greenhouse gas emissions? We know that there are ways of doing this that are both practical and affordable. It is politics that is the problem. Stringent climate policies may lead companies to redirect investment elsewhere, or lead voters to retaliate at the ballot box. There are many political obstacles to stronger action. What can be done? Based on an analysis of the logic of policy making, plus observation of recent developments in climate politics, this book identifies a broad range of political strategies that are available to governments that wish to take more effective action against climate change while avoiding serious political damage.
