As our economic and natural systems continue on their collision course, Bruce Jennings asks whether we have the political capacity to avoid large-scale environmental disaster. Can liberal democracy, he wonders, respond in time to ecological challenges that require dramatic changes in the way we approach the natural world? Must a more effective governance be less democratic and more autocratic? Or can a new form of grassroots ecological democracy save us from ourselves and the false promises of material consumption run amok? Ecological Governance is an ethicist's reckoning with how our political culture, broadly construed, must change in response to climate change. Jennings argues that during the Anthropocene era a social contract of consumption has been forged. Under it people have given political and economic control to elites in exchange for the promise of economic growth. In a new political economy of the future, the terms of the consumptive contract cannot be met without severe ecological damage. We will need a new guiding vision and collective aim, a new social contract of ecological trusteeship and responsibility.
While intercity passenger transport counts for about 2% of the total passenger transport volume the share of the total passenger kilometers traveled is estimated more than one third. In many countries the major part of intercity transport is performed by car and air and as a result, the contribution to the carbon footprint is substantially higher than the share of overall passenger transport performance. This creates a challenge to develop a sustainable organization of intercity transport which requires a true joint effort of policy makers, industry sectors and households. This presupposes that all options for reducing the carbon footprint of the transport modes - car, air and rail - are fully exploited through modern propulsion technology, use of regenerative energy and efficient organization of transport processes. Basic conditions for meeting this requirement are an incentive compatible public framework of regulation, taxation, charging and education, the private willingness to adjust to new behavioral patterns and a consequent push of technological progress towards energy and CO2 savings. This book begins with an international comparison of intercity transport and the current state of greenhouse gas emissions (GHG) of this transport segment. A focus is given to comparing the situation in the EU, the US and Japan while describing the more recent development of intercity transport in China, followed by an analysis of intercity transport policies and their contribution to meet the global climate change issues. This book will be of interest to researchers in transportation economics and policy, as well as civil engineering and planning.

Climate change impacts upon the world's poorest most heavily. It is therefore essential that international development initiatives focus on improving the ability of developing countries to adapt to the effects of climate change. This book, a product of research by the JICA-RI (Research Institute of the Japan International Cooperation Agency), examines climate change adaptation from the perspective of development cooperation in order to provide useful lessons for those engaged in research, policy and practice in this vital area. In this book the editors have brought together a wide range of case studies from across Africa and Asia, covering urban and rural areas and different sectors including water, agriculture and disaster management, in order to examine the following: high-resolution climate change projection in Asia and how this can be used in planning appropriate adaptation responses; in-depth case studies of climate change projections, social, economic and environmental impact and vulnerability assessment and adaptation in rural Thailand and urban Philippines; cases across Africa for which climate data is less readily available and alternative approaches need to be adopted; the current situation amongst international donors; emerging issues caused by climate change. Over the past few years, and certainly since the publication of the "Stern Report", there has been increasing recognition that climate change is not only an environmental crisis, but one with important social and economic dimensions. There is now a growing need for multi-disciplinary research and for the science of climate change to be usefully translated for policy-makers.Until very recently, scientific and policy emphasis on climate change has focused almost exclusively on mitigation efforts: mechanisms and regulations to reduce greenhouse gas emissions. The success of such efforts to date is debatable. In fact, the impact of ever more stringent emission control programmes could potentially have enormous social consequences. Little effort has been expended on the exploration of a systematic evaluation of climate stabilization benefits or the costs of adapting to a changed climate, let alone attempting to integrate different approaches. There is an increasing recognition that the key actors in the climate crisis also need to be preparing for change that is unavoidable. This has resulted in a greater consideration of vulnerability and adaptation.The book, based on the research programme "Vulnerability, Adaptation and Mitigation" (VAM) which ran from 2004 to 2010, funded by the Netherlands Organisation for Scientific Research (NWO), presents a cluster of case studies of industries, communities and institutions which each show how vulnerability, adaptation and mitigation analyses can be integrated using social behavioural sciences. CITIES: CHALLENGES AND OPPORTUNITIES FOR SUSTAINABILITY BRANTLEY LIDDLE AND FRED MOAVENZADEH OR at least 4000 years, cities have been centers of cultural, social, technological Fand economic innovation, inventions and their application, and political power. Only in the last 200 years, the industrial era, have urban areas grown so rapidly, and their populations increased so dramatically that their impacts on the natural environ- ment are being felt beyond their immediate geographic surroundings. As the 21" cen- tury dawns, megacities-great and far-reaching concentrations of power and influ- ence-have become centers of the phenomena of globalization and information ex- change. These concentrations of people and activity are placing stress on the natural environment so great that it is beginning to have extensive regional, and even global impacts. However, asconcentrations ofpower-political, economic, andintellectual- these great urban centers share with the ancestral cities of past millennia the resources to consciously shape the future. The management of these megacities (those having populations of over eight million) in their current formative stages so taxing to natural systems,paradoxicallypresents theopportunity torestoresustainableregional and global environments. Environmental problems consequent to urban growth have two sources: pov- erty and affluence. These two conditions often coexist in dramatic contrast within the same city, particularly in developing countries. In terms of environmental impact, poverty-based problems tend to have local effects, while affluence-based problems usually have transboundary and/or global effects.
Amazonian soils are almost universally thought of as extremely forbidding. However, it is now clear that complex societies with large, sedentary populations were present for over a millennium before European contact. Associated with these are tracts of anomalously fertile, dark soils termed terra preta or dark earths. These soils are presently an important agricultural resource within Amazonia and provide a model for developing long-term future sustainability of food production in tropical environments. The late Dutch soil scientist Wim Sombroek (1934-2003) was instrumental in bringing the significance of these soils to the attention of the world over four decades ago. Wim saw not only the possibilities of improving the lives of small holders throughout the world with simple carbon based soil technologies, but was an early proponent of the positive synergies also achieved in regards to carbon sequestration and global climatic change abatement. Wim s vision was to form a multidisciplinary group whose members maintained the ideal of open collaboration toward the attainment of shared goals. Always encouraged and often shaped by Wim, this free association of international scholars termed the Terra Preta Nova Group came together in 2001 and has flourished. This effort has been defined by enormous productivity. Wim who is never far from any of our minds and hearts, would have loved to share the great experience of seeing the fruits of his vision as demonstrated in this volume."
Adverse climate impacts are already evident across Southern Africa and pose a serious threat to the development prospects of the region's societies. Sustainable development in this region will depend on the rapid development and implementation of effective adaptation measures. This volume identifies the new socioeconomic and political boundaries to development that result from ongoing climate change in Southern Africa. Despite scientific evidence that business-as-usual is unsustainable, there is a huge and widespread inertia to 'greening' the planet. The globe is warming and while no one knows what will happen as a result, it is clear that slowing the process is a necessary goal. Other studies have considered ?warming fates?, this one brings sophisticated computer modeling to bear on ways of minimizing the risks. Fossil carbon emissions, other trace gases and releases from other sources are all taken into account, and the authors demonstrate the global need to produce a budget for cumulative releases between now and the year 2100. They also demonstrate the need to return to a rate of forest carbon storage equal to that of the mid-1980s. These budgets look at issues of international equity and the ways of moving to a binding agreement. The price of failure to control GHG emissions may be uncertain, but it will be more than anyone can afford. Political will lies at the root of successful climate stabilization and major capital and technology transfers to Third World countries will be needed if there is to be any chance of success. Climate change is now a mainstream part of the international political agenda. It has become clear that it is not solely a technical issue, to be resolved by scientists, but a political issue with political implications at all levels of global governance. Indeed, some may argue that few long-term problems in international affairs are more important than this one. The purpose of this book is to reveal and apply some of the latest thinking on the implications of climate change for international affairs, and to explore how various proposals for tackling climate change will affect interstate relations in coming years. Chapters by scholars of international relations, international political economy and international law contribute to current discussions of climate change, doing so in way that is accessible to students, stakeholders, government officials and informed laypersons. A growing number of GHG emissions trading schemes are being implemented at regional or national levels. However, even as the number of different schemes grows, few linkages exist between them. Major cap-and-trade proposals are currently at important stages in their development, especially in the United States, Japan and Australia, some of which explicitly emphasize the aim of linking with other schemes. One of the strategic goals of European climate policy is linking the EU ETS with other comparable schemes. The research presented in this volume is on actual economic, political and institutional constraints and implications. It examines the role of linking trading schemes for the development of the post-Kyoto climate architecture and for increasing linkage between schemes. This essential research will be relevant to both the scientific community and for policymakers who are involved in the design of emerging trading schemes and offset mechanisms, as well as in designing the post Kyoto climate regime.
