The UN Security Council formally acknowledged an obligation to promote justice and the rule of law in 2003. This volume examines the extent to which the Council has honoured this commitment when exercising its powers under the UN Charter to maintain international peace and security. It discusses both how the concept of the rule of law regulates, or influences, Security Council activity and how the Council has in turn shaped the notion of the rule of law. It explores in particular how this relationship has affected the Security Council's three most prominent tools for the maintenance of international peace and security: peacekeeping, sanctions and force. In doing so, this volume identifies strategies for better promotion of the rule of law by the Security Council. This highly original work posits that the changes in the nature of citizenship caused by neoliberal globalization must be understood as the result of an ongoing imperial project. Although they may seem admirable, policies such as humanitarian and citizenship rights are really an imperial venture led by global institutions and corporations in order to export capitalist market forces worldwide. This entails a form of neoliberal citizenship in which social security is replaced by market insecurity and rising inequality. In this light, the citizen becomes an imperial subject whose needs and desires have been colonized by the global market. However, emerging social forces in Latin America and elsewhere have begun to challenge this imperialist logic, fostering a resistance that may bring forth a new global vision of citizenship. This unique analysis draws together neoliberal citizenship, new imperialism, and the creation of 'financial subjects' into an innovative theoretical exploration. Humanised accounts of restrictions on mobility are rarely the focus of debates on irregular migration. Very little is heard from refugees themselves about why they migrate, their experiences whilst entering the EU or how they navigate reception conditions upon arrival, particularly from a gendered perspective. The Securitization of Migration and Refugee Women fills this gap and explores the journey made by refugee women who have travelled from Somalia to the EU to seek asylum. This book reveals the humanised impact of the securitization of migration, the dominant policy response to irregular migration pursued by governments across the Globe. The Southern EU Member State of Malta finds itself on the frontline of policing and securing Europe's southern external borders against transnational migrants and preventing migrants' on-migration to other Member States within the EU. The securitization of migration has been responsible for restricting access to asylum, diluting rights and entitlements to refugee protection, and punishing those who arrive in the EU without valid passports -a visibly racialised and gendered population. The stories of the refugee women interviewed for this research detail the ways in which refugee protection is being eroded, selectively applied and in some cases specifically designed to exclude. In contrast to the majority of migration literature, which has largely focused on the male experience, this book focuses on the experiences of refugee women and aims to contribute to the volume of work dedicated to analysing borders from the perspective of those who cross them. How does global Christianity relate to processes of globalisation and modernization and what form does it take in different local settings? These questions have lately proved to be of increasing interest to many scholars in the social sciences and humanities. This study examines the tensions, antagonisms and outright confrontations that can occur within local Christian communities upon the arrival of global versions of fundamentalism and it does so through a rich and in-depth ethnographic study of a single case: that of Pairundu, a small and remote Papua New Guinean village whose population accepted Catholicism, after first being contacted in the late 1950s, and subsequently participated in a charismatic movement, before more and more members of the younger generation started to separate themselves from their respective catholic families and to convert to one of the most radical and fastest growing religious groups not only in contemporary Papua New Guinea but world-wide: the Seventh-Day Adventist Church. This case study of local Christianity as a lived religion contributes to an understanding of the social and cultural dynamics that increasingly incite and shape religious conflicts on a global scale.

Imagining Time and Space in Universities presents critical theorizations of time and space to analyze discourses and practices of globalization and internationalization. The popular perception of globalisation is rooted in its image of dissolving senses of distance and boundaries. It is so preoccupied with the technology that enables globalisation that little attention is paid to questions of 'how' and 'where' the circuits of globalisation actually get realised. This book attempts a more nuanced view of globalisation by focusing on its less-explored, non-technological dimensions. It examines the transformation of the woman worker - from a rural woman to an urban one, from a dependent daughter, wife and mother to an earning member, and from a homemaker to a factory worker, and the attendant transformation of the home into a base for migrant workers. None of these transformations is absolute, as the woman worker continues to play the traditional roles of wife and mother at home alongside fulfilling her responsibilities at work. In the process of negotiating boundaries in the village, city, home, and global factory, she confronts a reality that she fears because of its unfamiliarity, coping with which necessarily entails falling back on her kin networks - institutions that are rarely seen as enablers of globalisation, although they play a critical role in determining how globalisation is sustained. Focusing on such workers in Bangalore, a city otherwise known for its IT industry, the book examines the global garment circuit, especially the institutions and processes outside the workplace that influence how the global circuit is completed. It will appeal to those in economics, sociology, gender studies, urban studies, as well as to those interested in issues relating to globalisation.

This book analyses the discourses of economic liberalization reform in six Western European countries - Germany, France, the United Kingdom, the Netherlands, Switzerland and Austria. It provides systematic empirical evidence that policy-related discourses are much more than noise; rather, they are detailed expressions of institutional complementarities and political struggles. The author posits that the more open a discourse, the broader the range of perceived interests, which, in turn, increases the intensity of conflicts. Similarly, the more public discourse centres on coordination, the more intense actors need to engage with opposite interests, which most probably intensifies political disputes as well. Moreover, Wueest argues that the formation of a consensus within the political mainstream has left a vacuum for outsider parties such as Syriza in Greece and Podemos in Spain to feed on the contentiousness of economic liberalization policies.

Since the late 1970s, Sri Lanka has undergone a socio-economic transformation, from protectionism towards economic liberalisation and increasing integration into the world economy. Through a systematic comparison of these periods of economic change (1956-1977, and 1977 to the present), Angela W. Little and Siri T. Hettige examine the impact of this transformation on education, youth employment and equality of opportunity in Sri Lanka. The book charts Sri Lanka's shift from a predominantly agricultural economy to one dominated by services and manufacturing, a reduction in unemployment, rising educational and occupational levels, expectations and achievements, and a reduction in poverty. In turn, it reveals a growing role for the private sector and foreign interests in post-secondary education and a modest growth in private education at the primary and secondary levels, as well as widening social disparities in access to qualifications, training and skills. The Sri Lankan experience of, and engagement with, globalisation has been tempered by a long-running ethnic conflict that hindered economic and social development and diverted considerable public funds into defence and war. Now that the war is 'won', the challenge is how to invest in human resource development and the fulfilment of the expectations of youth from all ethnic and social groups. This challenge requires serious policy analysis, the generation of more state revenues, the reallocation of existing public resources, and a political commitment to the winning of a sustainable peace and stability. This book makes an important contribution to the broader international literature on the implications of globalisation for education policy and practice, and to the interaction of exogenous and endogenous forces for educational change. This volume provides a critical and in-depth investigation of the relationship between alter-globalist thinking and practices and their popular discourses. It examines the ways in which several alter-globalist activist groups (like Indymedia, no-borders campaigns, and forms of climate change activism), as well as left-wing intellectuals and academics (like Michael Hardt, Al Gore, Antonio Negri, Hakim Bey, and Geert Lovink), mobilize problematic discourses, tools, and divisions in an attempt to overcome gendered, raced, and classed oppressions worldwide. The book draws out how these mobilizations and theorizations, despite (or possibly because of) their liberatory claims, are actually implicated in the intensification of global hierarchies by repeatedly invoking narratives of transcendence, connection, progress, and in particular of speed. Hoofd argues that the humanist ideals that underlie all these practices paradoxically trigger increasing disenfranchisements worldwide.

Since the UN's creation in 1945 a vast nexus of global and regional institutions has evolved, surrounded by a proliferation of non-governmental agencies and advocacy networks seeking to influence the agenda and direction of international public policy. Although world government remains a fanciful idea, there does exist an evolving global governance complex - embracing states, international institutions, transnational networks and agencies (both public and private) - which functions, with variable effect, to promote, regulate or intervene in the common affairs of humanity.

In an increasingly globalized world, there are new economic, strategic, cultural, and political forces at work. The Political Psychology of Globalization: Muslims in the West explores how these shifts and shocks have influenced the way in which Muslim minorities in western countries form their identities as political actors. Catarina Kinnvall and Paul Nesbitt-Larking uncover three identity strategies adopted by Muslims in the West: retreatism, essentialism, and engagement. Six western countries - Canada, Denmark, France, the Netherlands, Sweden, and the United Kingdom - serve as places for exploration of the emergence of these Muslim political identities. These countries are discussed in light of their colonial histories, patterns of immigration, and citizenship regimes.
Although retreatism, essentialism, and engagement occur in Muslim citizens of each of the six western nations discussed in this book, the countries that are best able to balance individual and community rights are most successful in promoting the politics of engagement. In contrast, regimes that focus on anti-terrorist legislation and discourses, and support majority political cultures that are exclusionary, also promote retreatism and essentialist identity strategies in both minority and majority communities. The authors discuss the importance of a climate of engagement that is based on recognition, dialogue, deep multiculturalism, a new global and "cosmopolitical" consciousness, and a sense of political identity that transcends national boundaries and regimes.

The growing interdependence of the local and the global demand innovative approaches to human development.
