This book lies at the intersection of two important and expanding fields of study: Political Islam and International Relations (IR). It contributes to both fields by analyzing the discourses of six moderate-reformist (mainstream) scholar sheikhs from the Sunni and Shii Arab World of the 20th and early 21st centuries. Four of the scholar sheikhs are Sunni Egyptians who received their education at al-Azhar and/or maintained a long-term affiliation with the institution. They are Mahmoud Shaltut (1893-1963), Muhammad Abu Zahra (1897-1974), Muhammad al-Bahi (1905-1982), and Yusuf al-Qaradawi (1926- ). The fifth is the Sunni Syrian Sheikh Wahbah al-Zuhaili (1932-2015). Finally, there is Sayyid Muhammad Hussein Fadlallah (1935-2010), a renowned Lebanese Shia cleric, who received his religious training at al-Hawza in Najaf, Iraq, the Shia equivalent of al-Azhar. The aims of the book are three: (1) to demonstrate the presence of a moderate-reformist (mainstream) strand within political Islam that advocates a different perspective on international relations from that of the radical Islamists; (2) to identify and scrutinize the principal elements of this mainstream perspective, while underscoring the variations with it; and (3) to situate the international relations' discourses of the examined mainstream Islamist scholar sheikhs within their proper historic and ideational contexts. This book explores the recent trend toward the transformation of religious symbols and practices into culture in Western democracies. Analyses of three legal cases involving religion in the public sphere are used to illuminate this trend: a municipal council chamber; a town hall; and town board meetings. Each case involves a different national context-Canada, France and the United States-and each illustrates something interesting about the shape-shifting nature of religion, specifically its flexibility and dexterity in the face of the secular, the religious and the plural. Despite the differences in national contexts, in each instance religion is transformed into culture or heritage by the courts to justify or excuse its presence and to distance the state from the possibility that it is violating legal norms of distance from religion. The cultural practice or symbol is represented as a shared national value or activity. Transforming the 'Other' into 'Us' through reconstitution is also possible. Finally, anxiety about the 'Other' becomes part of the story of rendering religion as culture, resulting in the impugning of anyone who dares to question the putative shared culture. The book will be essential reading for students, academics and policy-makers working in the areas of sociology of religion, religious studies, socio-legal studies, law and public policy, constitutional law, religion and politics, and cultural studies.

This book demonstrates the spatialized and multi-scalar nature of Islamophobia. It provides ground-breaking insights in recognising the importance of space in the formation of anti-Muslim racism. Through the exploration of complementary data, both from existing quantitative databases and directly from victims of Islamophobia, applied in two important European capitals - Paris and London - this book brings new materials to research on Islamophobia and argues that Islamophobia is also a spatialized process that occurs at various interrelated spatial scales: globe, nation, urban, neighbourhood and body (and mind). This book examines the history of, and the contestations on, Islam and the nature of religious change in 20th century Pakistan, focusing in particular on movements of Islamic reform and revival. This book is the first to bring the different facets of Islam, particularly Islamic reformism and shrine-oriented traditions, together within the confines of a single study ranging from the colonial to post-colonial era. Using a rich corpus of Urdu and Arabic material including biographical accounts, Sufi discourses (malfuzat), letter collections, polemics and unexplored archival sources, the author investigates how Islamic reformism and shrine-oriented religiosity interacted with one another in the post-colonial state of Pakistan. Focusing on the district of Mianwali in Pakistani northwestern Punjab, the book demonstrates how reformist ideas could only effectively find space to permeate after accommodating Sufi thoughts and practices; the text-based religious identity coalesced with overlapped traditional religious rituals and practices. The book proceeds to show how reformist Islam became the principal determinant of Islamic identity in the post-colonial state of Pakistan and how one of its defining effects was the hardening of religious boundaries. State and Sufism in Iraq is the first comprehensive study of the Iraqi Ba'th regime's (r. 1968-2003) entanglement with Sufis and of Sunni Sufi Islam in Iraq from the late Ottoman period until 2003 and beyond. For far too long, the secular and authoritarian Ba'th regime has been reduced to the dictator Saddam Husayn and portrayed as antireligious. Its growing political employment of Islam during the 1990s, in turn, has been interpreted either as an abstract Ba'thist-nationalist Islam or as an ideological U-turn from secularism to a form of Islamism that ultimately contributed to the spread of Islamist terrorism after 2003. Broadening the narrow focus on Saddam Husayn, this book analyses other leading regime figures, their close entanglement with Sufis, and Ba'th religious politics of a state-sponsored revival of Sufi Islam and Iraq's broad and distinct Sufi culture.
