Equality of opportunity is a contested concept. It evokes strong emotions from proponents and opponents alike. Enduring issues of inequality and discrimination mean that it remains at the forefront of political priorities in the twenty-first century. Traditional analyses tend to focus on developments at the level of the unitary state or European Union. In contrast, this book underlines the salience of multi-level governance and offers the first detailed comparative analysis of contemporary efforts to promote equality of opportunity in the wake of constitutional reform in the UK. It presents a summary of social theory on equalities in relation to gender, and a full range of social groups and identities - such as disability, ethnicity, sexual orientation and age. It outlines the contemporary evidence base relating to patterns and processes of inequality in the 'devolved' nations. A 'governance perspective' is also advanced; one that details how constitutional law establishing the devolved legislatures contains equality clauses that enable and empower government to promote equality in public policy and law. Analysis reveals the development of distinctive regulatory structures and equalities policy lobbies in each territory. Overall, this volume charts the development of divergent legal rights and public policy on the promotion of equality in the wake of constitutional reform in the UK. Notwithstanding ongoing challenges, it is argued that the move to quasi-federalism is significant for it marks a shift from the predominant, centralised administration of social policy witnessed throughout the twentieth century, to divergent approaches designed to address contrasting socio-economic patterns and processes in Wales, Scotland and Northern Ireland.

This book confronts one of the central questions of political science: how people choose to accept or not to accept particular governments. In contrast to the prevailing view that citizens' decisions about the legitimacy of their governments are strongly conditioned by political culture and socialization and are hence largely non-rational, Ronald Rogowski argues that such decisions may indeed be the product of rational choice. The book proceeds both from recent work in the theory of voting and constitutional choice and from the older tradition of contract theory to postulate that decisions about legitimacy are really choices among alternative regimes. The author suggests that members of a society choose among these alternative regimes on the basis of a knowledge of ethnic and occupational divisions in their society. A political history of environmental policy and regulation in California, from the Gold Rush to the present Over the course of its 150-year history, California has successfully protected its scenic wilderness areas, restricted coastal oil drilling, regulated automobile emissions, preserved coastal access, improved energy efficiency, and, most recently, addressed global climate change. How has this state, more than any other, enacted so many innovative and stringent environmental regulations over such a long period of time? The first comprehensive look at California's history of environmental leadership, California Greenin' shows why the Golden State has been at the forefront in setting new environmental standards, often leading the rest of the nation. From the establishment of Yosemite, America's first protected wilderness, and the prohibition of dumping gold-mining debris in the nineteenth century to sweeping climate- change legislation in the twenty-first, David Vogel traces California's remarkable environmental policy trajectory. He explains that this pathbreaking role developed because California had more to lose from environmental deterioration and more to gain from preserving its stunning natural geography. As a result, citizens and civic groups effectively mobilized to protect and restore their state's natural beauty and, importantly, were often backed both by business interests and bystrong regulatory authorities. Democratic government is about making choices. Sometimes those choices involve the distribution of benefits. At other times they involve the imposition of some type of loss -- a program cut, increased taxes, or new regulatory standards. Citizens will resist such impositions if they can, or will try to punish governments at election time. The dynamics of loss imposition are therefore a universal -- if unpleasant -- element of democratic governance. "The Government Taketh Away" examines the repercussions of unpopular government decisions in Canada and the United States, the two great democratic nations of North America. Pal, Weaver, and their contributors compare the capacities of the U.S. presidential system and the Canadian Westminster system to impose different types of losses: symbolic losses (gun control and abortion), geographically concentrated losses (military base closings and nuclear waste disposal), geographically dispersed losses (cuts to pensions and to health care), and losses imposed on business (telecommunications deregulation and tobacco control). Theory holds that Westminster-style systems should, all things being equal, have a comparative advantage in loss imposition because they concentrate power and authority, though this can make it easier to pin blame on politicians too. The empirical findings of the cases in this book paint a more complex picture. Westminster systems do appear to have some robust abilities to impose losses, and US institutions provide more opportunities for loss-avoiders to resist government policy in some sectors. But in most sectors, outcomes in the two countries are strikingly similar. "The Government Taketh Away" is essential for the scholar and students of public policy or comparative policy. It is also an important book for the average citizen who wants to know more about the complexities of living in a democratic society where the government can give-but how it can also, sometimes painfully, "taketh away."
In the aftermath of the 9/11 terrorist attacks, security became the paramount concern of virtually everyone involved in governing the United States. While the public's most enduring memories of that time involved the actions of the Bush administration or Congress, the day-to-day reality of homeland security was worked out at the local level. Kerry B. How can we ensure high-quality public services such as health care and education? Governments spend huge amounts of public money on public services such as health, education, and social care, and yet the services that are actually delivered are often low quality, inefficiently run, unresponsive to their users, and inequitable in their distribution. In this book, Julian Le Grand argues that the best solution is to offer choice to users and to encourage competition among providers. Le Grand has just completed a period as policy advisor working within the British government at the highest levels, and from this he has gained evidence to support his earlier theoretical work and has experienced the political reality of putting public policy theory into practice. He examines four ways of delivering public services: trust; targets and performance management; "voice"; and choice and competition. He argues that, although all of these have their merits, in most situations policies that rely on extending choice and competition among providers have the most potential for delivering high-quality, efficient, responsive, and equitable services. But it is important that the relevant policies be appropriately designed, and this book provides a detailed discussion of the principal features that these policies should have in the context of health care and education. It concludes with a discussion of the politics of choice.
This book provides insights in how the lack of coherent social policy leads to the displacement of vulnerable low-income families in inner-city neighborhoods facing gentrification. First, it makes a case for how social policy by its racist setup has failed vulnerable families in the history of U.S. public housing. Second, it shows that today's public housing transformation puts the same disadvantaged socio-economic clientele at risk, while the neighborhoods they call their homes are taken over by gentrification. It raises the powerful argument that the continuing privatization of Housing Authorities in the U.S. will likely lead to greater income diversity in formerly neglected neighborhoods, but it will happen at the expense of vulnerable families being displaced and resegregated further outside the city, if no regulatory planning measures for their protection are initiated by the government. By providing a solid empirical portrait of public housing in New York City's Harlem, this book provides a great resource to students, academics and planners interested in gentrification with specific concern for race and class.
Winner of The Alexander Nove Prize 2018 The nomads of Central Asia were already well accustomed to life under the power of a distant capital when the Bolsheviks fomented revolution on the streets of Petrograd. Yet after the fall of the Tsar, the nature, ambition and potency of that power would change dramatically, ultimately resulting in the near eradication of Central Asian nomadism. Based on extensive primary source work in Almaty, Bishkek and Moscow, Nomads and Soviet Rule charts the development of this volatile and brutal relationship and challenges the often repeated view that events followed a linear path of gradually escalating violence. Rather than the sedentarisation campaign being an inevitability born of deep-rooted Marxist hatred of the nomadic lifestyle, Thomas demonstrates the Soviet state's treatment of nomads to be far more complex and pragmatic. He shows how Soviet policy was informed by both an anti-colonial spirit and an imperialist impulse, by nationalism as well as communism, and above all by a lethal self-confidence in the Communist Party's ability to transform the lives of nomads and harness the agricultural potential of their landscape. This is the first book to look closely at the period between the revolution and the collectivisation drive, and offers fresh insight into a little-known aspect of early Soviet history. In doing so, the book offers a path to refining conceptions of the broader history and dynamics of the Soviet project in this key period.
Hurricane Katrina devastated New Orleans in 2005, but in the subsequent ten years, the city has demonstrated both remarkable resilience and frustrating stagnation. In Reforming New Orleans, Peter F. Burns and Matthew O. Thomas chart the city's recovery and assess how successfully officials at the local, state, and federal levels transformed the Big Easy in the wake of disaster. Focusing on reforms in four key sectors of urban governance-economic development, education, housing, and law enforcement-both before and after Katrina, they find lessons for cities hit by sudden shocks, such as natural disasters or large-scale financial crises.One of their key insights is that post-disaster recovery tends to limit local control. State and federal officials, national foundations, and local actors excluded by pre-Katrina politics used their resources and authority to displace entrenched local interests and implement a public agenda focused on institutional and governmental change. Burns and Thomas also make clear reform in New Orleans was already underway before Katrina hit, but that it had focused largely on upper- and middle-class residents, a trend that accelerated after the storm. The market-centered nature of the reforms have ensured that they largely benefited city and regional elites while not significantly aiding the city's working-class and impoverished populations. Thus reform has come at a cost and that cost, in the long term, could undermine the political gains of the post-Katrina era.

Defining Global Justice offers the first comprehensive overview of the history of the United States' role in the International Labor Organization (ILO). In this thought-provoking book, Edward Lorenz addresses the challenge laid down by the President of the American Political Science Association in 2000, who urged scholars to discover "how well-structured institutions could enable the world to have 'a new birth of freedom'." Lorenz's study describes one model of a well-structured institution. His history of the U.S. interaction with the ILO shows how some popular organizations, including organized labor, the women's movement, academics, the legal community, and religious institutions have been able to utilize the ILO structure to counter what the APSA president called "self-serving elites and ... their worst impulses." These organizations succeeded repeatedly in introducing popular visions of social justice into global economic planning and the world economy. By underscoring the role of women in this process, he highlights the importance of gender relations in the development of labor standards policy. Lorenz also shows how transformations in the economic and social reproduction of knowledge gradually displaced academics from the cutting edge of research on labor issues. Throughout this fascinating study, Lorenz reminds his readers that the development of decent labor standards has come in large part from the efforts of religious groups and a host of other nongovernmental, voluntary civic organizations that have insisted labor is a human activity, not a commodity. Defining Global Justice reveals why the United States, despite showing exceptional restraint in domestic social policymaking, played a leading role in the pursuit of just international labor standards. Lorenz's lucid volume covers a century's worth of efforts, charting the development of a body of international law and an institutional structure as important to the global economy of the twenty-first century as the battle against slavery was in the nineteenth century.
Since the late 1970s, the high-rise developments of the Chicago Housing Authority (CHA) have been dominated by gang violence and drugs, creating a sense of hopelessness among residents. Despite a lengthy war on crime, costing hundreds of millions of dollars, the CHA has been unable to reduce the violence that makes life intolerable. Focusing on three developments--Rockwell Gardens, Henry Horner Homes, and Harold Ickes Homes--Sue Popkin and her co-authors interview residents, community leaders, and CHA staff. The Hidden War chronicles the many failed efforts of the CHA to combat crime and improve its developments, offering a vivid portrait of what life is like when lived among bullets, graffiti, and broken plumbing. Most families living in these developments are headed by African American single mothers. The authors reveal the dilemmas facing women and children who are often victims or witnesses of violent crime, and yet are dependent on the perpetrators and their drug-dominant economy. The CHA--plagued by financial scandals, managerial incompetence, and inconsistent funding--is no match for thegang-dominated social order. Even well-intentioned initiatives such as the recent effort to demolish and "revitalize" the worst developments seem to be ineffective at combating crime, while the drastic changes leave many vulnerable families facing an uncertain future. The Hidden War sends a humbling message to policy makers and prognosticators who claim to know the right way to "solve poverty."

This book describes the institutions and process through which the Georgia General Assembly adopts a budget, the executive-legislative branch politics that transpire during the process and the tax and spending policies that the process produces. It argues that the state's budget is developed by fiscal conservatives within a culture of fiscal conservatism that is conducive to low taxes and low spending. It identifies the patterns and trends of taxing and spending over several decades and during the administrations of nine governors. McGovern Between LBJ's statement in 1964 and McGovern's in 1972, American liberals radically transformed their welfare philosophy from one founded on opportunity and hard work to one advocating automatic entitlements. Gareth Davies' book shows us just how far-reaching that transformation was and how much it has to teach anyone engaged in the latest round of debates over welfare reform in America. When Lyndon Johnson declared a "War on Poverty," he took great care to align his ambitious program with national attitudes toward work, worthiness, and dependency. Eight years later, however, American liberals were dominated by those who believed that all citizens enjoyed an unqualified right to income support with no strings or obligations attached. That shift, Davies argues, was part of a broader transformation in political values that had devastating consequences for the Democratic Party in particular and for the cause of liberalism generally. Davies shows how policy failure, the war in Vietnam, domestic violence, and the struggle for black equality combined to create a crisis in national politics that destroyed the promise of the Great Society. He reevaluates LBJ's role, demonstrating that while detractors such as McGovern and Robert Kennedy embraced the "new politics of dissent," LBJ remained true throughout his career to the values that had sustained the New Deal coalition and that continued to retain their mass appeal. Davies also explains in rich detail how the dominant strain of American liberalism came to abandon individualism, one of the nation's dogmas, thus shattering the New Deal liberal hegemony with consequences still affecting American politics in the mid 1990s. Placing today's welfare debates within this historical context, Davies shows that the current emphasis on work and personal responsibility is neither a liberal innovation nor distinctively conservative.
