Cities play a growing role in governing. This new role fits within a context that nation-states, global market forces and cities themselves continue to define. The analysis of this book focuses on how local efforts in the distinct European systems of France and Germany as well as American counterparts have provided for environmental quality and social inclusion alongside local economic development. Only in certain European settings has policy making at multiple levels accomplished all three objectives at once. In those settings, effective governance from below has relied on adequate support from higher levels of governments and a favorable position in the global economy.
China sometimes plays a leadership role in addressing global challenges, but at other times it free rides or even spoils efforts at cooperation. When will rising powers like China help to build and maintain international regimes that sustain cooperation on important issues, and when will they play less constructive roles? This study argues that the strategic setting of a particular issue area has a strong influence on whether and how a rising power will contribute to global governance. Two strategic variables are especially important: the balance of outside options the rising power and established powers face, and whether contributions by the rising power are viewed as indispensable to regime success. Case studies of China's approach to security in Central Asia, nuclear proliferation, global financial governance, and climate change illustrate the logic of the theory, which has implications for contemporary issues such as China's growing role in development finance.
Coping with Adversity addresses the question of why some metropolitan-area regional economies are resilient in the face of economic shocks and chronic distress while others are not. It is particularly concerned with what public policies make a difference in whether a region is resilient. The authors employ a wide range of techniques to examine the experience of all metropolitan area economies from 1978-2014. They then look closely at six American metropolitan areas to determine what strategies were employed, which of these contributed to regional economic resilience, and which did not. Charlotte, North Carolina, Seattle, Washington, and Grand Forks, North Dakota, are cases of economic resilience, while Cleveland, Ohio, Hartford, Connecticut, and Detroit, Michigan, are cases of economic nonresilience. The six case studies include hard data on employment, production, and demographics, as well as material on public policies and actions. The authors conclude that there is little that can done in the short term to counter economic shocks; most regions simply rebound naturally after a relatively short period of time. However, they do find that many regions have successfully emerged from periods of prolonged economic distress and that there are policies that can be applied to help them do so. Coping with Adversity will be important reading for all those concerned with local and regional economic development, including public officials, urban planners, and economic developers.
How cutting-edge economics can improve decision-making methods for doctors Although uncertainty is a common element of patient care, it has largely been overlooked in research on evidence-based medicine. Patient Care under Uncertainty strives to correct this glaring omission. Applying the tools of economics to medical decision making, Charles Manski shows how uncertainty influences every stage, from risk analysis to treatment, and how this can be reasonably confronted. In the language of econometrics, uncertainty refers to the inadequacy of available evidence and knowledge to yield accurate information on outcomes. In the context of health care, a common example is a choice between periodic surveillance or aggressive treatment of patients at risk for a potential disease, such as women prone to breast cancer. While these choices make use of data analysis, Manski demonstrates how statistical imprecision and identification problems often undermine clinical research and practice. Reviewing prevailing practices in contemporary medicine, he discusses the controversy regarding whether clinicians should adhere to evidence-based guidelines or exercise their own judgment. He also critiques the wishful extrapolation of research findings from randomized trials to clinical practice. Exploring ways to make more sensible judgments with available data, to credibly use evidence, and to better train clinicians, Manski helps practitioners and patients face uncertainties honestly. He concludes by examining patient care from a public health perspective and the management of uncertainty in drug approvals. India and other countries chose a decentralised mode of delivering public services through elected local governments for increasing public welfare. However, great expectations of effective services, increased accountability and people's participation were widely belied in practice. Based on field research in cities of Gujarat, Kerala, and Tamil Nadu, the book is a detailed examination of how state and local governments function and why decentralisation outcomes vary considerably. It locates the primary reason in governance practices that compromised autonomy and capacity of urban local governments. The book demonstrates that despite a constitutional mandate for decentralised governance, policy implementation got derailed in processes threading through laws, rules, and administrative actions. It shows how habitual practices create hidden institutional rigidities that thwart policy moves despite good intentions and democratic legitimacy. The book also discusses how to navigate policy to skirt hidden threats to successful implementation.
Corruption and ineffectiveness are often expected of public servants in developing countries. However, some groups within these states are distinctly more effective and public oriented than the rest. Why? Patchwork Leviathan explains how a few spectacularly effective state organizations manage to thrive amid general institutional weakness and succeed against impressive odds. Drawing on the Hobbesian image of the state as Leviathan, Erin Metz McDonnell argues that many seemingly weak states actually have a wide range of administrative capacities. Such states are in fact patchworks sewn loosely together from scarce resources into the semblance of unity. McDonnell demonstrates that when the human, cognitive, and material resources of bureaucracy are rare, it is critically important how they are distributed. Too often, scarce bureaucratic resources are scattered throughout the state, yielding little effect. McDonnell reveals how a sufficient concentration of resources clustered within particular pockets of a state can be transformative, enabling distinctively effective organizations to emerge from a sea of ineffectiveness. Patchwork Leviathan offers a comprehensive analysis of successful statecraft in institutionally challenging environments, drawing on cases from contemporary Ghana and Nigeria, mid-twentieth-century Kenya and Brazil, and China in the early twentieth century. As Europe's Muslim communities continue to grow, so does their impact on electoral politics and the potential for inclusion dilemmas. In vote-rich enclaves, Muslim views on religion, tradition, and gender roles can deviate sharply from those of the majority electorate, generating severe trade-offs for parties seeking to broaden their coalitions. Dilemmas of Inclusion explains when and why European political parties include Muslim candidates and voters, revealing that the ways in which parties recruit this new electorate can have lasting consequences. Drawing on original evidence from thousands of electoral contests in Austria, Belgium, Germany, and Great Britain, Rafaela Dancygier sheds new light on when minority recruitment will match up with existing party positions and uphold electoral alignments and when it will undermine party brands and shake up party systems. This book provides insights in how the lack of coherent social policy leads to the displacement of vulnerable low-income families in inner-city neighborhoods facing gentrification. First, it makes a case for how social policy by its racist setup has failed vulnerable families in the history of U.S. public housing. Second, it shows that today's public housing transformation puts the same disadvantaged socio-economic clientele at risk, while the neighborhoods they call their homes are taken over by gentrification. Conventional wisdom suggests that partisanship has little impact on voter behavior in Brazil; what matters most is pork-barreling, incumbent performance, and candidates' charisma. This book shows that soon after redemocratization in the 1980s, over half of Brazilian voters expressed either a strong affinity or antipathy for or against a particular political party. In particular, that the contours of positive and negative partisanship in Brazil have mainly been shaped by how people feel about one party - the Workers' Party (PT). Voter behavior in Brazil has largely been structured around sentiment for or against this one party, and not any of Brazil's many others. The authors show how the PT managed to successfully cultivate widespread partisanship in a difficult environment, and also explain the emergence of anti-PT attitudes. They then reveal how positive and negative partisanship shape voters' attitudes about politics and policy, and how they shape their choices in the ballot booth.
How can we ensure high-quality public services such as health care and education? Governments spend huge amounts of public money on public services such as health, education, and social care, and yet the services that are actually delivered are often low quality, inefficiently run, unresponsive to their users, and inequitable in their distribution. In this book, Julian Le Grand argues that the best solution is to offer choice to users and to encourage competition among providers. Le Grand has just completed a period as policy advisor working within the British government at the highest levels, and from this he has gained evidence to support his earlier theoretical work and has experienced the political reality of putting public policy theory into practice. He examines four ways of delivering public services: trust; targets and performance management; "voice"; and choice and competition. He argues that, although all of these have their merits, in most situations policies that rely on extending choice and competition among providers have the most potential for delivering high-quality, efficient, responsive, and equitable services. But it is important that the relevant policies be appropriately designed, and this book provides a detailed discussion of the principal features that these policies should have in the context of health care and education. It concludes with a discussion of the politics of choice.
This book provides a detailed exploration of the way in which administrative and judicial offices and practices provided an essential space for politics in 19th-century Bulgaria, securing local inhabitants' participation with Ottoman imperial governance. Combining a wealth of primary documents in both Bulgarian and Ottoman Turkish, this is the first systematic and comprehensive study of the connection between imperially-designed institutions and local politics.
While prior studies have shown the importance of participatory institutions in strengthening civil society and in improving policy outcomes, we know much less about why some participatory institutions take root while others do not. This book explains the divergent trajectories of nationally mandated participatory institutions' 'stickiness' by highlighting the powerful and lasting impacts of their origins in different policy-reform projects. Mayka argues that participatory institutions take root when they are bundled into sweeping policy reforms, which upend the status quo and mobilize unexpected coalitions behind participatory institution building. In contrast, participatory institutions created through reforms focused on deepening democracy are easy for entrenched interests to dismantle and sideline. Building Participatory Institutions in Latin America draws on rich case studies of participatory institutions in Brazil and Colombia across three policy areas, offering the first cross-national comparative study of participatory institutions mandated at the national level.

The fall-out from the economic and financial crisis of 2008 had profound implications for countries across the world, leading different states to determine the best approach to mitigating its effects. In The Austerity State, a group of established and emerging scholars tackles the question of why states continue to rely on policies that, on many levels, have failed. After 2008, austerity policies were implemented in various countries, a fact the contributors link to the persistence of neoliberalism and its accepted wisdoms about crisis management. In the immediate aftermath of the 2008 collapse, governments and central banks appeared to adopt a Keynesian approach to salvaging the global economy. This perception is mistaken, the authors argue. The "austerian" analysis of the crisis is ahistorical and shifts the blame from the under-regulated private sector to public, or sovereign, debt for which public authorities are responsible. The Austerity State provides a critical examination of the accepted discourse around austerity measures and explores the reasons behind its continued prevalence in the world.
A look at the benefits and consequences of the rise of community-based organizations in urban development Who makes decisions that shape the housing, policies, and social programs in urban neighborhoods? Who, in other words, governs? Constructing Community offers a rich ethnographic portrait of the individuals who implement community development projects in the Fairmount Corridor, one of Boston's poorest areas. Jeremy Levine uncovers a network of nonprofits and philanthropic foundations making governance decisions alongside public officials-a public-private structure that has implications for democratic representation and neighborhood inequality. Levine spent four years following key players in Boston's community development field. While state senators and city councilors are often the public face of new projects, and residents seem empowered through opportunities to participate in public meetings, Levine found a shadow government of nonprofit leaders and philanthropic funders, nonelected neighborhood representatives with their own particular objectives, working behind the scenes. Tying this system together were political performances of "community"-government and nonprofit leaders, all claiming to value the community. Levine provocatively argues that there is no such thing as a singular community voice, meaning any claim of community representation is, by definition, illusory. He shows how community development is as much about constructing the idea of community as it is about the construction of physical buildings in poor neighborhoods. Constructing Community demonstrates how the nonprofit sector has become integral to urban policymaking, and the tensions and trade-offs that emerge when private nonprofits take on the work of public service provision.

A new perspective on policy responsiveness in American government. Scholars of American politics have long been skeptical of ordinary citizens' capacity to influence, let alone control, their governments. Drawing on over eight decades of state-level evidence on public opinion, elections, and policymaking, Devin Caughey and Christopher Warshaw pose a powerful challenge to this pessimistic view. Their research reveals that although American democracy cannot be taken for granted, state policymaking is far more responsive to citizens' demands than skeptics claim. Although governments respond sluggishly in the short term, over the long term, electoral incentives induce state parties and politicians-and ultimately policymaking-to adapt to voters' preferences. The authors take an empirical and theoretical approach that allows them to assess democracy as a dynamic process. Their evidence across states and over time gives them new leverage to assess relevant outcomes and trends, including the evolution of mass partisanship, mass ideology, and the relationship between partisanship and ideology since the mid-twentieth century; the nationalization of state-level politics; the mechanisms through which voters hold incumbents accountable; the performance of moderate candidates relative to extreme candidates; and the quality of state-level democracy today relative to state-level democracy in other periods.
