Welfare experiments conducted at the state level during the 1990s radically restructured the American welfare state and have played a critical-and unexpected-role in the broader policymaking process. Through these experiments, previously unpopular reform ideas, such as welfare time limits, gained wide and enthusiastic support. Ultimately, the institutional legacy of the old welfare system was broken, new ideas took hold, and the welfare experiments generated a new institutional channel in policymaking. In this book, Rogers-Dillon argues that these welfare experiments were not simply scientific experiments, as their supporters frequently contend, but a powerful political tool that created a framework within which few could argue successfully against the welfare policy changes. Legislation proposed in 2002 formalized this channel of policymaking, permitting the executive, as opposed to legislative, branches of federal and state governments to renegotiate social policies-an unprecedented change in American policymaking. Charter schools legislation has enjoyed bipartisan support precisely because the threat of vouchers is so great. Despite a positive policy climate, much current practice in neighbourhood regeneration lacks meaningful, sustainable community involvement. Too much power and control rests in the hands of local authorities, statutory agencies and professionals. This report suggests that to balance this unequal partnership, neighbourhood regeneration strategies need to focus much more directly on the less tangible outcomes of regeneration, particularly the empowerment of local communities through genuine capacity building. Without it, real and lasting benefits are unlikely to be achieved. Neighbourhood regeneration looks at how community capacity building is currently delivered within neighbourhood regeneration programmes, focusing on the key issue of resourcing. The authors frame this review within the context of the government's emerging national strategy for neighbourhood renewal, Bringing Britain together, and the Local Government Association's New Commitment to Regeneration initiative. The report aims to establish: what works and what does not; how existing funding might be improved; what additional resources may be needed to fill in the gaps in current provision; who should provide these additional resources; how resources might best be targeted; how resourcing community involvement can be linked to emerging proposals for neighbourhood management and joined-up action by regeneration agencies. Northern England was hit the hardest, exposing more than ever the extent of regional inequalities in health and wealth. Using original data analysis from a wide range of sources, this book demonstrates how COVID-19 has impacted the country unequally in terms of mortality, mental health and the economy. The book provides a striking empirical overview of the impact of the pandemic on regional inequalities and explores why the North fared worse. It sets out what needs to be learnt from the pandemic to prevent regional inequality growing and to reduce inequalities in health and wealth in the future.

This book explains how states informally regulate drug markets in Latin America. It shows how and why state actors, specifically police and politicians, confront, negotiate with, or protect drug dealers to extract illicit rents or prevent criminal violence. The book highlights how, in countries with weak institutions, police act as interlocutors between criminals and politicians. It shows that whether and how politicians control their police forces explains the prevalence of different informal regulatory arrangements to control drug markets. Using detailed case studies built on 180 interviews in four cities in Argentina and Brazil, the book reconstructs how these informal regulatory arrangements emerged and changed over time.

The rise of the Islamic State has dramatically forced a recalculation of political order and security in the Persian Gulf and broader Greater Middle East by the United States and its allies and adversaries, including, most notably, Iran, Israel and Saudi Arabia. Reassessing the developing world through the lens of Europe's past Today's developing nations emerged from the rubble of the Second World War. Only a handful of these countries have subsequently attained a level of prosperity and security comparable to that of the advanced industrial world. The implication is clear: those who study the developing world in order to learn how development can be achieved lack the data to do so. In The Development Dilemma, Robert Bates responds to this challenge by turning to history, focusing on England and France. By the end of the eighteenth century, England stood poised to enter "the great transformation." France by contrast verged on state failure, and life and property were insecure. Probing the histories of these countries, Bates uncovers a powerful tension between prosperity and security: both may be necessary for development, he argues, but efforts to achieve the one threaten the achievement of the other. A fundamental tension pervades the political economy of development. Bates also argues that while the creation of a central hierarchy--a state--may be necessary to the achievement of development, it is not sufficient. What matters is how the power of the state is used. France and England teach us that in some settings the seizure and redistribution of wealth--not its safeguarding and fostering--is a winning political strategy. These countries also suggest the features that mark those settings--features that appear in nations throughout the developing world. Returning to the present, Bates applies these insights to the world today. Drawing on fieldwork in Zambia and Kenya, and data from around the globe, he demonstrates how the past can help us to understand the performance of nations in today's developing world.

Should the European Neighbourhood Policy stop at the borders of the European Union's immediate neighbouring countries? This book is the first full length study of the 'neighbours of the EU's neighbours', a concept originally introduced by the European Commission with reference to Saharan Africa, the Middle East and Central Asia. These regions in the EU's broader neighbourhood are often perceived as an 'arc of crisis' from which manifold challenges emanate for Europe. This timely book takes stock of the state of the EU's cooperation with the neighbours of its neighbours and explores how the concept might help promote security, stability and prosperity beyond the countries which are formally part of the European Neighbourhood Policy. From 2001 to 2006, Prime Minister Thaksin Shinawatra transformed Thailand's international role from one of obscurity into a kind of regional hegemon. Thaksin's diplomatic ambitions were reflected in his myriad of grandiose foreign policy initiatives, designed to locate Thailand at the forefront of regional politics and reinstall the Thai sphere of influence over weaker neighbouring states. He abolished the traditional bending-with-the-wind foreign policy, revamped the Thai Foreign Ministry, and empowered Thai envoys through the CEO Ambassadors programme. But in this process, Thaksin was accused of exploiting foreign policy to enrich his business empire. Thaksin's reinvention of Thailand as an up-and-coming regional power was therefore tainted by conflicts of interest and the absence of ethical principles in the country's foreign policy.

John Recchiuti recounts the history of a vibrant network of young American scholars and social activists who helped transform a city and a nation. New York, in the late Gilded Age and Progressive Era, was the nation's financial capital, its principal hub for immigration, and its premier center for the arts. It was also a center of civic engagement: most of the nation's main reform organizations were headquartered there. As public intellectuals, members of the city's social science network championed the fight for civil rights through the NAACP and National Urban League; sought solutions to labor problems through the American Association for Labor Legislation, National Consumers' League, and National Child Labor Committee; founded the nation's first settlement houses; and established the first center for social science and social work, the New York School of Philanthropy. In New York, which one group of social scientists called "the greatest social science laboratory in the world," these men and women lived and worked in Greenwich Village's working-class haunts, amid immigrant poverty on the Lower East Side, and on Columbia University's Upper West Side campus. They debated how much government should regulate laissez-faire capitalism, whether poverty was caused by individual character flaws, and how, through the New York Bureau of Municipal Research, to thwart municipal corruption. Some promulgated a racist eugenics, while others fought racism in the name of social science. As Europe's Muslim communities continue to grow, so does their impact on electoral politics and the potential for inclusion dilemmas. In vote-rich enclaves, Muslim views on religion, tradition, and gender roles can deviate sharply from those of the majority electorate, generating severe trade-offs for parties seeking to broaden their coalitions. Dilemmas of Inclusion explains when and why European political parties include Muslim candidates and voters, revealing that the ways in which parties recruit this new electorate can have lasting consequences. Drawing on original evidence from thousands of electoral contests in Austria, Belgium, Germany, and Great Britain, Rafaela Dancygier sheds new light on when minority recruitment will match up with existing party positions and uphold electoral alignments and when it will undermine party brands and shake up party systems. States are the key to contemporary government reform efforts in the United States, but we know very little about their relative effectiveness at resource allocation and their actual capacity to absorb additional fiscal and managerial responsibilities. This path-breaking study examines state budget offices as institutional actors, with special attentio to the role of budget examiners. Drawing on empirical findings from field studies of eleven states in the American heartland, the authors demonstrate how budgeting at the state level has become more policy-oriented, requiring complex decision making by budget analysts. The incrementalist model of budgetary decision-making thus gives way to a multiple rationalities model. The authors illustrate the decision-making model with the story of two office examiners who have distinctly different orientations as they begin their work, and contrast the different decision nationalities that come into play for them at different points in a typical budget cycle. The book includes a comprehensive bibliography of historical and modern writings on state budgeting operations, activities, and decision-making; state budgeting cycles; and the state-level policy development process.

Conventional wisdom suggests that partisanship has little impact on voter behavior in Brazil; what matters most is pork-barreling, incumbent performance, and candidates' charisma. This book shows that soon after redemocratization in the 1980s, over half of Brazilian voters expressed either a strong affinity or antipathy for or against a particular political party. In particular, that the contours of positive and negative partisanship in Brazil have mainly been shaped by how people feel about one party - the Workers' Party (PT). Voter behavior in Brazil has largely been structured around sentiment for or against this one party, and not any of Brazil's many others. The authors show how the PT managed to successfully cultivate widespread partisanship in a difficult environment, and also explain the emergence of anti-PT attitudes. They then reveal how positive and negative partisanship shape voters' attitudes about politics and policy, and how they shape their choices in the ballot booth.
