The microenterprise strategy --helping people start small businesses --has generated attention among policymakers and the media as a way to create jobs and help lift people out of poverty. Through extensive interviews and case studies of five diverse microenterprise programs in different U.S. regions, Lisa J. Servon examines the potential and limits of these programs. In the late 1980s, the microenterprise strategy came to the United States from less-developed countries such as Bangladesh, where the Grameen Bank flourishes. Since then over 200 programs have opened their doors in nearly every state. This book identifies the current discourse on microenterprises, discusses how this approach represents a departure from traditional economic development and social welfare strategies, and examines the wide range of results. Boot "strap Capital tel"ls the story of both the programs and the people who use them. One program, Women's Initiative, targets very low income women in the San Francisco Bay Area and requires all clients to undergo three months of training before they can apply for a loan. Some of the participants are true entrepreneurs; others pursue self-employment because the mainstream economy has failed them. Servon finds that microenterprise programs combat the problem of persistent poverty by serving a broad socioeconomic group and by focusing on the goals of empowerment, economic literacy, and community organization. She shows that microenterprise programs do more to help those who exist at the margins of the mainstream economy than those who are completely cut off from it. She calls for a rethinking of expectations for this strategy, based on the experience of programs and entrepreneurs in this country. This book provides the basis for reframing policy support for these programs.

The 2008 financial crisis and its subsequent economic impacts generated a challenge for national and regional governments across the world. From this economic ruin, the Social Impact Bond (SIB) was born as an alternative mechanism for government procurement and delivery of social public services. Social Service, Private Gain examines the evolution of SIBs, how they work, their theoretical motivation, and their global proliferation. The book critically assesses the potential of SIBs to constructively contribute to solving the multifaceted social challenges emerging from a context of entrenched and growing inequality. Claiming to bring incremental resources to the rescue, SIBs have taken up disproportionate space with new legislation, policy, subsidies, institutional supports, lobbyists, and "intermediaries" facilitating SIBs and thriving on their associated transaction costs. Drawing on mainstream and heterodox economic theory, practical case studies, and empirical data, Jesse Hajer and John Loxley generate new insights based on the limited but still suggestive publicly available data on SIB projects. Challenging the assumptions and narratives put forward by proponents of the model, they offer practical policy recommendations for SIBs and explain what the model tells us about the potential for transformational change for the better.

Education policy-making has become a 'hot topic' in many industrialized countries today. Why and how do some acts of protest trigger mass mobilization while others do not? Using the cases of Morocco, Algeria, Tunisia, and Libya, Mekouar argues that successful mass mobilization is the result of a surprise factor, whose impact and exceptionality is amplified by the presence of influential political agents during the early phase of protest, as well as by regime violence and unusual media coverage. Together this study argues that these factors create a perception of exceptionality, which breaks the locally available cognitive heuristic originally in favor of the regime, and thus creates the necessary conditions for mobilization to occur. Fusarelli examines the relationship between the charter school and voucher issues: To what degree does political support for charter schools--from a coalition of teacher associations, school board groups, superintendents, and voucher advocates--slow or even stop the forces for vouchers? Or, do these coalitions, which successfully pushed charter school legislation through the legislature, actually fuel the fires of privatization? Charter schools legislation has enjoyed bipartisan support precisely because the threat of vouchers is so great. And, contrary to the strategy of voucher opponents, the spread of charter school increases, rather than alleviates, the push for vouchers.

Celebrated as a beacon of democracy and reconciliation, many people in South Africa continue to live in severe poverty, particularly in the Eastern Cape Province. Backed by the United Nations Development Programme, the Eastern Cape's provincial government consequently launched an historically ambitious programme - the Provincial Growth and Development Plan - aimed at tackling the province's poverty, unemployment and inequality over a ten-year period in a radical policy overhaul. Despite a positive policy climate, much current practice in neighbourhood regeneration lacks meaningful, sustainable community involvement. Too much power and control rests in the hands of local authorities, statutory agencies and professionals. This report suggests that to balance this unequal partnership, neighbourhood regeneration strategies need to focus much more directly on the less tangible outcomes of regeneration, particularly the empowerment of local communities through genuine capacity building. Without it, real and lasting benefits are unlikely to be achieved. Neighbourhood regeneration looks at how community capacity building is currently delivered within neighbourhood regeneration programmes, focusing on the key issue of resourcing. The authors frame this review within the context of the government's emerging national strategy for neighbourhood renewal, Bringing Britain together, and the Local Government Association's New Commitment to Regeneration initiative. The report aims to establish: what works and what does not; how existing funding might be improved; what additional resources may be needed to fill in the gaps in current provision; who should provide these additional resources; how resources might best be targeted; how resourcing community involvement can be linked to emerging proposals for neighbourhood management and joined-up action by regeneration agencies. It also suggests the formation of a Neighbourhood Empowerment Fund to help fill the strategic and financial gaps that exist in current regeneration initiatives. Northern England was hit the hardest, exposing more than ever the extent of regional inequalities in health and wealth. Using original data analysis from a wide range of sources, this book demonstrates how COVID-19 has impacted the country unequally in terms of mortality, mental health and the economy. The book provides a striking empirical overview of the impact of the pandemic on regional inequalities and explores why the North fared worse. It sets out what needs to be learnt from the pandemic to prevent regional inequality growing and to reduce inequalities in health and wealth in the future.

The rise of the Islamic State has dramatically forced a recalculation of political order and security in the Persian Gulf and broader Greater Middle East by the United States and its allies and adversaries, including, most notably, Iran, Israel and Saudi Arabia. Since the Arab Spring of 2011, the Islamic State has altered the military balance in the Syrian intra-state conflict and captured significant territory in Iraq. Reassessing the developing world through the lens of Europe's past Today's developing nations emerged from the rubble of the Second World War. Only a handful of these countries have subsequently attained a level of prosperity and security comparable to that of the advanced industrial world. The implication is clear: those who study the developing world in order to learn how development can be achieved lack the data to do so. In The Development Dilemma, Robert Bates responds to this challenge by turning to history, focusing on England and France. By the end of the eighteenth century, England stood poised to enter "the great transformation." France by contrast verged on state failure, and life and property were insecure. Probing the histories of these countries, Bates uncovers a powerful tension between prosperity and security: both may be necessary for development, he argues, but efforts to achieve the one threaten the achievement of the other. A fundamental tension pervades the political economy of development. Bates also argues that while the creation of a central hierarchy--a state--may be necessary to the achievement of development, it is not sufficient. What matters is how the power of the state is used. France and England teach us that in some settings the seizure and redistribution of wealth--not its safeguarding and fostering--is a winning political strategy. These countries also suggest the features that mark those settings--features that appear in nations throughout the developing world. Returning to the present, Bates applies these insights to the world today. Drawing on fieldwork in Zambia and Kenya, and data from around the globe, he demonstrates how the past can help us to understand the performance of nations in today's developing world.

This book explains how states informally regulate drug markets in Latin America. It shows how and why state actors, specifically police and politicians, confront, negotiate with, or protect drug dealers to extract illicit rents or prevent criminal violence. The book highlights how, in countries with weak institutions, police act as interlocutors between criminals and politicians. It shows that whether and how politicians control their police forces explains the prevalence of different informal regulatory arrangements to control drug markets. Using detailed case studies built on 180 interviews in four cities in Argentina and Brazil, the book reconstructs how these informal regulatory arrangements emerged and changed over time.

A political history of environmental policy and regulation in California, from the Gold Rush to the present Over the course of its 150-year history, California has successfully protected its scenic wilderness areas, restricted coastal oil drilling, regulated automobile emissions, preserved coastal access, improved energy efficiency, and, most recently, addressed global climate change. How has this state, more than any other, enacted so many innovative and stringent environmental regulations over such a long period of time? The first comprehensive look at California's history of environmental leadership, California Greenin' shows why the Golden State has been at the forefront in setting new environmental standards, often leading the rest of the nation. He explains that this pathbreaking role developed because California had more to lose from environmental deterioration and more to gain from preserving its stunning natural geography. As a result, citizens and civic groups effectively mobilized to protect and restore their state's natural beauty and, importantly, were often backed both by business interests and bystrong regulatory authorities. Business support for environmental regulation in California reveals that strict standards are not only compatible with economic growth but can also contribute to it. Vogel also examines areas where California has fallen short, particularly in water management and the state's dependence on automobile transportation. As environmental policy debates continue to grow more heated, California Greenin' demonstrates that the Golden State's impressive record of environmental accomplishments holds lessons not just for the country but for the world.

Despite the growing academic interest in the development policy of the European Union (EU) and the booming literature on Europeanisation, the impact of Europe on national development policies has largely been overlooked. By exploring Member State interactions with and through the EU level across a number of different issues, this volume looks to herald a new research agenda. The picture emerging from the empirical evidence is that of modest degrees of Europeanisation. Resistance to Europe can be attributed to different factors, some operating at the domestic level (e.g. established cultural and normative structures, different types of veto players) and others related to the existence of several groupings with alternative policy prescriptions (e.g. Nordic donors, like-minded countries, former colonial powers). Even where there are signs of convergence (or divergence) between the development policies of the various Member States, they may be due to other influences rather than pressures coming from the EU. This book was originally published as a special issue of European Politics and Society.

Should the European Neighbourhood Policy stop at the borders of the European Union's immediate neighbouring countries? This book is the first full length study of the 'neighbours of the EU's neighbours', a concept originally introduced by the European Commission with reference to Saharan Africa, the Middle East and Central Asia. These regions in the EU's broader neighbourhood are often perceived as an 'arc of crisis' from which manifold challenges emanate for Europe. This timely book takes stock of the state of the EU's cooperation with the neighbours of its neighbours and explores how the concept might help promote security, stability and prosperity beyond the countries which are formally part of the European Neighbourhood Policy. How can the EU create bridges between these regions? What instruments does the EU have at its disposal and how can it link them in order to respond to the challenges and overcome the current fragmentation? One of the conclusions is the suggestion to consider a pragmatic 'EU Strategy for the Neighbours of its Neighbours' which addresses the needs of the broader EU neighbourhood in a more systematic and consistent manner and helps transform in the long run the 'arc of crisis' into another 'ring of friends'.

From 2001 to 2006, Prime Minister Thaksin Shinawatra transformed Thailand's international role from one of obscurity into a kind of regional hegemon. Thaksin's diplomatic ambitions were reflected in his myriad of grandiose foreign policy initiatives, designed to locate Thailand at the forefront of regional politics and reinstall the Thai sphere of influence over weaker neighbouring states. He abolished the traditional bending-with-the-wind foreign policy, revamped the Thai Foreign Ministry, and empowered Thai envoys through the CEO Ambassadors programme. But in this process, Thaksin was accused of exploiting foreign policy to enrich his business empire. Thaksin's reinvention of Thailand as an up-and-coming regional power was therefore tainted by conflicts of interest and the absence of ethical principles in the country's foreign policy.
