Bryan M. Evans, Stephen McBride, and their contributors delve further into the more practical, ground-level side of the austerity equation in Austerity: The Lived Experience. Economically, austerity policies cannot be seen to work in the way elite interests claim that they do. Rather than soften the blow of the economic and financial crisis of 2008 for ordinary citizens, policies of austerity slow growth and lead to increased inequality. While political consent for such policies may have been achieved, it was reached amidst significant levels of disaffection and strong opposition to the extremes of austerity. The authors build their analysis in three sections, looking alternatively at theoretical and ideological dimensions of the lived experience of austerity; how austerity plays out in various public sector occupations and policy domains; and the class dimensions of austerity. The result is a ground-breaking contribution to the study of austerity politics and policies.
The Multilevel Politics of Trade presents a timely comparative analysis of eight federations (plus the European Union) to explore why some sub-federal actors have become more active in trade politics in recent years. As the contributing authors find, there is considerable variation in the intensity and modes of sub-federal participation. This they attribute to three key factors: the distinctive institutional features of federal systems; the nature and scope of trade policy and trade agreements; and the extent of social mobilization that accompanies a particular trade policy conversation. This comparative case study addresses central determinants of inequalities that persist in India and South Africa. The particular focus of the study is on programs aiming at the redistribution of land to the landless poor and these programs' consequences. The central question is why extreme inequalities persist despite land redistribution programs that have been in place for decades and what role different actors and dominant ideas play in this. Beyond this empirical focus, the study transcends theoretical cleavages in the social sciences by following the basic ideas of Giddens' Structurational Theory. An actor-centred approach is chosen as the primary tool for analysis. It is complemented with a structurational approach to discourse analysis for a detailed analysis of actors' preferences.
The Department of Housing and Urban Development (HUD) emphasizes the word "community" for building economic development, citizen participations, and revitalization of facilities and services in urban and rural areas. Resident Councils are one way to develop and build community among residents of public housing. Despite HUD stressing community building in public housing and investing money and policies around it, there are some resident councils that are not fulfilling the expectations of HUD. This book is my attempt to describe and explain HUD's expectations for the resident council as an active agent for community building and the actual practices of the resident council. I argue that policies and regulations of resident councils which exist to support the effectiveness of the resident council in creating and implementing community-building, self-sufficiency, and empowerment activities and goals in a public housing community may do more harm than good. The Department of Housing and Urban Development invests and spends billions on Public Housing Programs (6.6 billion in 2013). The majority of the 1.2 million people who live in public housing do not live in large urban areas with thousands of people confined to a certain space. The majority of public housing units (90%) have fewer than 500 units. These smaller units and the people that live in them tend to go unnoticed. This ethnographic case study focuses on explaining and understanding the factors and constraints that exist between HUD's expectations for the resident council as an active agent for community building and the actual practices of the resident council. To explain the disjunction-in fact, to determine if such disjunctions identified by Rivertown council members are real. Using the tenets of Critical Race Theory allows us to understand what forces-either real or imagined, structural or cultural-prevent the resident council from being an effective agent for change in the public housing community.

Many economic issues that touch the life of millions of people are more complex than most people thought. The book distills some of these conflicts and argues that understanding the nature and intensity of trade-offs is a key to resolving the conflicts. This book explores how policy ideas are spread -- or diffused -- in an age in which policymaking has become increasingly complex and specialized. Using the concept of enterprise zones as a case study in policy diffusion, Karen Mossberger compares the process of their adoption in Virginia, Indiana, Michigan, New York, and Massachusetts over a twelve-year period. Enterprise zones were first proposed by the Reagan administration as a supply-side effort to reenergize inner cities, and they were eventually embraced by liberals and conservatives alike. They are a compelling example of a policy idea that spread and evolved rapidly. Mossberger describes the information networks and decisionmaking processes in the five states, assessing whether enterprise zones spread opportunistically, as a mere fad, or whether well-informed deliberation preceded their adoption.

In such a resource-rich region, unequal power relations, conflicting priorities, and trade-offs among multiple goals have led to a myriad of contrasting initiatives that are reshaping social relations and rural territories. This edited collection addresses these tensions by unpacking environmental governance as a complex process of formulating and contesting values, procedures and practices shaping the access, control and use of natural resources. Contributors from various fields address the challenges, limitations, and possibilities for a more sustainable, equal, and fair development. In this book, environmental governance is seen as an overarching concept defining the dynamic and multi-layered repertoire of society-nature interactions, where images of nature and discourses on the use of natural resources are mediated by contextual processes at multiple scales.
Policy dismantling is a distinctive form of policy change, which involves the cutting, reduction, diminution or complete removal of existing policies. The perceived need to dismantle existing policies normally acquires particular poignancy during periods of acute economic austerity. Dismantling is thought to be especially productive of political conflict, pitting those who benefit from the status quo against those who, for whatever reason, seek change. However, scholars of public policy have been rather slow to offer a comprehensive account of the precise conditions under which particular aspects of policy are dismantled, grounded in systematic empirical analysis. Although our overall understanding of what causes policy to change has accelerated a lot in recent decades, there remains a bias towards the study of either policy expansion or policy stability. Dismantling does not even merit a mention in most public policy textbooks. Yet without an account of both expansion and dismantling, our understanding of policy change in general, and the politics surrounding the cutting of existing policies, will remain frustratingly incomplete. This book seeks to develop a more comparative approach to understanding policy dismantling, by looking in greater detail at the dynamics of cutting in two different policy fields: one (social policy) which has been subjected to study before and the other (environmental policy) which has not. On the basis of a systematic analysis of the existing literatures in these two fields, it develops a new analytical framework for measuring and explaining policy dismantling. Through an analysis of six, fresh empirical cases of dismantling written by leading experts, it reveals a more nuanced picture of change, focusing on what actually motivates actors to dismantle, the strategies they use to secure their objectives and the politically significant effects they ultimately generate. Dismantling Public Policy is essential reading for anyone wanting to better understand a hugely important facet of contemporary policy and politics. It will inform a range of student courses in comparative public policy, politics, social and environmental policy.
Scholars widely agree that a federal system cannot work effectively without democracy. As a result of the division or sharing of powers between levels of government, there remains considerable uncertainty about how rules or patterns of politics between the executive and legislative branches interact. Combining theoretical analyses and selected case studies, Federal Democracies at Work contributes to our understanding of the complex relations between federalism and democracy. Throughout the volume, contributing authors elaborate and apply an innovative analytical framework to provide greater clarity on the complex relations between federalism and democracy. The microenterprise strategy --helping people start small businesses --has generated attention among policymakers and the media as a way to create jobs and help lift people out of poverty. Through extensive interviews and case studies of five diverse microenterprise programs in different U.S. regions, Lisa J. Servon examines the potential and limits of these programs. In the late 1980s, the microenterprise strategy came to the United States from less-developed countries such as Bangladesh, where the Grameen Bank flourishes. Since then over 200 programs have opened their doors in nearly every state. This book identifies the current discourse on microenterprises, discusses how this approach represents a departure from traditional economic development and social welfare strategies, and examines the wide range of results. Boot "strap Capital tel"ls the story of both the programs and the people who use them. One program, Women's Initiative, targets very low income women in the San Francisco Bay Area and requires all clients to undergo three months of training before they can apply for a loan. Some of the participants are true entrepreneurs; others pursue self-employment because the mainstream economy has failed them. Servon finds that microenterprise programs combat the problem of persistent poverty by serving a broad socioeconomic group and by focusing on the goals of empowerment, economic literacy, and community organization. She shows that microenterprise programs do more to help those who exist at the margins of the mainstream economy than those who are completely cut off from it. She calls for a rethinking of expectations for this strategy, based on the experience of programs and entrepreneurs in this country. This book provides the basis for reframing policy support for these programs.
The 2008 financial crisis and its subsequent economic impacts generated a challenge for national and regional governments across the world. From this economic ruin, the Social Impact Bond (SIB) was born as an alternative mechanism for government procurement and delivery of social public services. Social Service, Private Gain examines the evolution of SIBs, how they work, their theoretical motivation, and their global proliferation. The book critically assesses the potential of SIBs to constructively contribute to solving the multifaceted social challenges emerging from a context of entrenched and growing inequality. Claiming to bring incremental resources to the rescue, SIBs have taken up disproportionate space with new legislation, policy, subsidies, institutional supports, lobbyists, and "intermediaries" facilitating SIBs and thriving on their associated transaction costs. Drawing on mainstream and heterodox economic theory, practical case studies, and empirical data, Jesse Hajer and John Loxley generate new insights based on the limited but still suggestive publicly available data on SIB projects. Why and how do some acts of protest trigger mass mobilization while others do not? Using the cases of Morocco, Algeria, Tunisia, and Libya, Mekouar argues that successful mass mobilization is the result of a surprise factor, whose impact and exceptionality is amplified by the presence of influential political agents during the early phase of protest, as well as by regime violence and unusual media coverage. Together this study argues that these factors create a perception of exceptionality, which breaks the locally available cognitive heuristic originally in favor of the regime, and thus creates the necessary conditions for mobilization to occur. This book provides a unique dialectical picture of mobilization in North Africa by focusing both on the perspective of those who mobilized against their local regimes and members of the security forces who were responsible for stopping them. Moreover, it offers a first-hand account of the tumultuous days preceding authoritarian collapse and explains the mechanisms through which political change occurs.
Welfare experiments conducted at the state level during the 1990s radically restructured the American welfare state and have played a critical-and unexpected-role in the broader policymaking process. Through these experiments, previously unpopular reform ideas, such as welfare time limits, gained wide and enthusiastic support. Ultimately, the institutional legacy of the old welfare system was broken, new ideas took hold, and the welfare experiments generated a new institutional channel in policymaking. In this book, Rogers-Dillon argues that these welfare experiments were not simply scientific experiments, as their supporters frequently contend, but a powerful political tool that created a framework within which few could argue successfully against the welfare policy changes. Legislation proposed in 2002 formalized this channel of policymaking, permitting the executive, as opposed to legislative, branches of federal and state governments to renegotiate social policies-an unprecedented change in American policymaking. This book provides unique insight into how social policy is made in the United States, and how that process is changing.

Or, do these coalitions, which successfully pushed charter school legislation through the legislature, actually fuel the fires of privatization? Charter schools legislation has enjoyed bipartisan support precisely because the threat of vouchers is so great.
