The Pragmatist - Bill de Blasio's Quest to Save the Soul of New York (Hardcover): Joseph P. Viteritti The Pragmatist - Bill de Blasio's Quest to Save the Soul of New York (Hardcover)
Joseph P. Viteritti
R1,013 Discovery Miles 10 130 Ships in 10 - 15 working days

When Michael Bloomberg handed over the city to Bill de Blasio, New York and the country were experiencing record levels of income inequality. De Blasio was the first progressive elected to City Hall in twenty years. Invoking Fiorello La Guardia's name, he pledged to improve the lives of those marginalized by poverty and prejudice. Unlike La Guardia, de Blasio did not have allies in Washington like President Franklin D. Roosevelt who could effectively support his progressive agenda. As de Blasio approached the end of his first term, the situation worsened, with Donald Trump in the White House and a Republican-controlled Congress determined to further reduce social programs that help the needy. As a result, de Blasio's mayoralty is an illuminating case study of what mayors can and cannot do on their own to address economic and social inequality. As the Democratic Party attempts to reassemble a viable political coalition that cuts across boundaries of race, class and gender, de Blasio's efforts to redefine priorities in America's largest city is instructive. Joseph P. Viteritti's The Pragmatist is the first in-depth look at de Blasioboth the man himself and his policies in crucial areas such as housing, homelessness, education, and criminal justice. It is a test case for the viability of progressivism itself. Along the way, Viteritti introduces the reader to every NYC mayor since La Guardia. He covers progressives who breathed life into the "soul of the city" before the devastating fiscal crisis of 1975 put it on the brink of bankruptcy, and those post-fiscal crisis chief executives who served during times of limiting austerity. This engaging story of the rise, fall, and rebirth of progressivism in America's major urban center demonstrates that the road to progress has been a longand continuingjourney.

The Life Cycle of Clusters - A Policy Perspective (Hardcover): Dirk Fornahl, Robert Hassink The Life Cycle of Clusters - A Policy Perspective (Hardcover)
Dirk Fornahl, Robert Hassink
R4,367 Discovery Miles 43 670 Ships in 10 - 15 working days

One-size-fits-all cluster policies have been rightly criticized in the literature. One promising approach is to focus cluster policies on the specific needs of firms depending on the stage of development (emergence, growth, sustainment or decline) their cluster is in. In this highly insightful book, these stage-specific cluster policies are analysed and evaluated. Moreover, several chapters also focus on smart specialization policies to promote regional development by taking into account the emergence and adaptation of clusters and industries. In so doing, the book contributes to a newly emerging literature on how the cluster life cycle concept can inform policies and how these policies differ from static approaches that ignore the dynamism of clusters. The underlying idea is to foster the ability of clusters to renew themselves and to generate new developmental paths, thus preventing stagnation and decline. This state-of-the-art exploration of smart specialization from a cluster life cycle perspective is an invaluable book for academics in the fields of economic geography, entrepreneurship, innovation, industrial economics, regional studies and cluster research. It will also appeal to regional policy makers and practitioners dealing with public policy. Contributors include: Y. Al-Saleh, B.T. Asheim, A. Auer, M. Benner, P. Cooke, D. Fornahl, J.K. Fosse, M. Handbook on Local and Regional Governance (Hardcover): Filipe Teles Handbook on Local and Regional Governance (Hardcover)
Filipe Teles
R7,871 Discovery Miles 78 710 Ships in 10 - 15 working days

Holistic in approach, this Handbook's international range of leading scholars present complementary perspectives, both theoretical and empirically pertinent, to explore recent developments in the field of local and regional governance. With a fresh outlook on the field, this Handbook builds significantly upon the existing literature to clarify the scope of the discipline, as well as providing tools, information, and research questions to better understand and further explore the field. Chapters provide theoretical and empirical context to current debates on local and regional governance and offer competing analytical lenses for studying the field. Topics explored include the intersecting roles, limits, opportunities, and influence of actors, democracy, place, scale, and networks, with examinations of social cohesion, intermunicipal decentralization, and emerging technologies. Particularly close attention is paid to relationships, as the Handbook introduces to the analysis the ways that actors, tiers of government, institutions and multiple jurisdictions exchange resources, coordinate action and produce decisions with collective impact in local and regional governance. Interdisciplinary and international in scope, this Handbook will be an invigorating read for students and scholars looking to better understand contemporary policy, politics and subnational governance at local and regional levels.

Local Government Innovation - Issues and Trends in Privatization and Managed Competition (Hardcover): Robin A. Johnson, Norman... Local Government Innovation - Issues and Trends in Privatization and Managed Competition (Hardcover)
Robin A. Johnson, Norman Walzer
R2,580 Discovery Miles 25 800 Ships in 10 - 15 working days

Nationally recognized scholars and practitioners examine opportunities in which services traditionally provided by local governments are offered by the private sector though a contract or are transferred to a private business completely. Many large U.S. cities have contracted services for many years. With the movement to rightsize governments in recent years there has been renewed interest by local governments in similar ventures. Privatization, in its many forms, is now seen as a viable alternative to traditional ways of providing public services and can bring substantial benefits to residents. With greater accountability being demanded and pressures on local officials to hold the line on or reduce taxes, efforts to find innovative service delivery methods will probably increase. Cities, such as Atlanta, Indianapolis, and Charlotte, are examples showing that contracts with private businesses can work to benefit all parties. Local officials must move ahead cautiously, and not all attempts at privatization or contracting have succeeded. Some cities, after an evaluation, have decided to provide services with municipal employees.

The main issues underlying privatization decisions will be addressed conceptually so that practitioners and academics benefit from a review of the current thinking on the issues. At the same time, exemplary practices and case studies are included so that readers can understand how privatization and managed competition have been implemented in local governments. Special attention is paid to administrative questions that may arise during the implementation process. For example, ways in which cities have worked with employees who fear displacement because of the privatization process are described. The book breaks new ground by including references to recent innovations in public-private partnerships and describing how privatization may evolve in the future.

American Hometown Renewal - Policy Tools and Techniques for Small Town Officials (Paperback): Gary Mattson American Hometown Renewal - Policy Tools and Techniques for Small Town Officials (Paperback)
Gary Mattson
R2,471 Discovery Miles 24 710 Ships in 10 - 15 working days

Before the interstates, Main Street America was the small town's commercial spine and served as the linchpin for community social solidarity. Yet, during the past three decades, a series of economic downturns has left many of the great small cities barely viable. American Hometown Renewal is the first book to combine administrative, budgetary, and economic analysis to examine the economic and fiscal plight currently facing America's small towns. Featuring a blend of theory, applications, and case studies, it provides a comprehensive, single-source textbook covering the key issues facing small town officials in today's uncertain economy. Written by a former public manager, university professor, and consultant to numerous small towns in the Heartland, this book demonstrates the ways in which contemporary small towns throughout the nation are facing economic challenges brought about by the financial shocks that began in 2008. Each chapter explores a theme related to small town revival and provides a related tool or technique to enable small town officials to meet the challenges of the 21st Century. Encouraging local small town officials to look at the economic orbit of communities in a similar manner as a town's budget or a family's personal wealth, examining its specific competitive advantages in terms of relative assets to those of competing communities, this book provides the reader with step-by-step instructions on how to conduct an asset inventory and apply key asset tools to devise a strategy for overcoming the challenges and constraints imposed upon spatially-fixed communities. American Hometown Renewal is an essential primer for students studying city management, economic community development, and city planning, and will be a trusted handbook for city managers, geographers, city planners, urban or rural sociologists, political scientists, and regional microeconomists.

Behavioral-Based Interventions for Improving Public Policies (Hardcover): Viorel Mihaila Behavioral-Based Interventions for Improving Public Policies (Hardcover)
Viorel Mihaila
R5,761 Discovery Miles 57 610 Ships in 10 - 15 working days

Behavioral-based intervention in designing public policies has become an important field of study in recent years with empirical studies devoted to analyzing how to design better policies from the fields of behavioral economics, social psychology, sociology, anthropology, economy, political science, design (human-centered design and design thinking), or effective state and non-state bureaucracies throughout the world. Therefore, it is important to explore this original research on behavioral policymaking that starts from the development of policies following all the way through to the implementation of them and the many stages in between. Current research on public policy seeks to provide insights and support leadership in public administration within the framework of behavioral science. Behavioral-Based Interventions for Improving Public Policies aims to provide a glimpse of the theoretical frameworks in use and some of the latest practical reported research findings for behavioral-based intervention in designing public policies. The chapters will explore policymaking knowledge applied in different types of communities and cultural environments. While highlighting topic areas that include policymaking, policy infrastructure, and policy adoption, this book is ideally intended for professionals and researchers working in the fields of policymaking, administrative sciences and management, behavioral economics, social psychology, sociology, anthropology, economy, or political science along with practitioners, stakeholders, academicians, and students.

Creating Sustainable Community Programs - Examples of Collaborative Public Administration (Hardcover, New): Mark R. Daniels Creating Sustainable Community Programs - Examples of Collaborative Public Administration (Hardcover, New)
Mark R. Daniels
R2,659 Discovery Miles 26 590 Ships in 10 - 15 working days

Public opinion polls consistently reveal the lack of confidence, disillusionment, and mistrust that citizens feel toward government. Daniels and his contributors believe that the relationship between citizens and their governments can be changed by facilitating greater citizen collaboration with government, particularly through local sustainable programs. As the case studies show, often sustainable community programs are created through grassroots movements that are initiated and managed by citizens themselves, bringing them in contact with their local elected and appointed officials. Unlike traditional programs that are administered by local officials on behalf of their citizens, once sustainable community programs are created, citizens administer their own programs in collaboration with local officials.

The case studies look at a variety of sustainable programs, primarily in the United States, that help to deal with issues such as recycling, transportation, microcredit, site redevelopment, pollution, health care, and hunger. "Creating Sustainable Community Programs" is the first book on sustainable programs that is intended for an audience of public administration scholars, researchers, and students as well as practitioners who are searching for ways to change the relationship between citizens and their governments.

Iceland and the International Financial Crisis - Boom, Bust and Recovery (Hardcover): Eirikur Bergmann Iceland and the International Financial Crisis - Boom, Bust and Recovery (Hardcover)
Eirikur Bergmann
R1,838 Discovery Miles 18 380 Ships in 10 - 15 working days

In the years leading up to the Crash of 2008, Iceland had been triumphed in world business media as an economic miracle. Its new breed of Viking Capitalism had become rock stars of the global finance driven economy, even while it was testing the foundations of Europe's financial system. Eirikur Bergmann applies Postcolonial analysis to explain the paradigmatic case of Iceland's fantastical boom, bust and rapid recovery after the Crash. His critical approach to the claims of the financialization advocates relates the questions of the national economy and globalisation to current trends in Europe and the World.

Reclaiming Local Democracy - A Progressive Future for Local Government (Hardcover): Ines Newman Reclaiming Local Democracy - A Progressive Future for Local Government (Hardcover)
Ines Newman
R2,798 Discovery Miles 27 980 Ships in 10 - 15 working days

Austerity has left local government struggling to meet the demands for local services. In this context, this book asks `what are the fundamental principles that should guide decision-making by local councillors and officers?' It seeks to move the agenda from `what works?' to `what should local government do?' and `how will its policies impact on social justice and local democracy?'. Reclaiming local democracy examines the politics of human need and argues that local government should provide a voice for those that lack power. It avoids the dry, familiar debate about what structures and powers local government should have, instead seeking to energise all concerned to re-engage with a political and ethical approach. Written in a persuasive and accessible way, the book examines how local government can develop active citizens and make a difference to the well-being of those in disadvantaged areas - truly 'reclaiming local democracy'. Combining theory and international practice, it will be relevant for councillors, policy officers and activists in the third sector, as well as academics and students in politics and social policy.

Conflicting Communication Interests in America - The Case of National Public Radio (Hardcover, New): Tom McCourt Conflicting Communication Interests in America - The Case of National Public Radio (Hardcover, New)
Tom McCourt
R2,659 Discovery Miles 26 590 Ships in 10 - 15 working days

Public broadcasting has changed dramatically since its founding in 1967. The growing equation of marketplace efficiency with the public interest has, in Tom McCourt's analysis, undermined the value of public goods and services. In addition, political and cultural discourse is increasingly beset by fragmentation. Public radio provides an exemplary site to examine the prospects and problems of contemporary public life.

Beginning with a description of the events that led to the creation of National Public Radio, McCourt discusses the relationship between NPR and its affiliate stations and the ways in which struggles over funding and programming have affected public radio's agenda. He also examines how public radio incorporates the roles of public representatives into its operations and how its methods to determine the needs and interests of the public have changed across the systeM's history. The social, political, and economic pressures that have impacted the mission and practices of National Public Radio, McCourt asserts, are manifest in all areas of American life. Through extensive historical research, he examines whether American public broadcasters, as represented by NPR, have succeeded or failed to engender an enlightened, participatory democracy.

Claudia Ribeiro De Almeida, Alfred Quintano, Moises Simancas, Raquel Huete, Zelia Breda
R8,382 Discovery Miles 83 820 Ships in 10 - 15 working days

In recent years, the increasing number of tourists traveling to specific urban and resort destinations has caused challenges for the effective management of tourism in these areas, with a resulting negative impact on towns, cities, and host communities. Such issues have included placing undue pressure on infrastructure; destruction of the physical, economic, and socio-cultural environment; and affecting the quality of residents' daily lives by impacting their mobility and, in some cases, the price and rent of resident accommodation, goods, and services. To achieve a certain level of balance between the interests of local residents and visitors, new regulatory measures and legislation in high tourism areas must be discussed. Impacts, Challenges, and Policy Responses to Overtourism is a collection of innovative research on best practices and legislation solutions for the management of tourism destinations suffering from overtourism, tourismophobia, or antitourism movement issues. While highlighting topics including overcrowding, social displacement, and tourism management, this book is ideally designed for local government officials, policymakers, lawmakers, researchers, entrepreneurs, industry professionals, travel agencies, hotels, academicians, and students seeking current innovative empirical research on destination-management practices and application techniques.

Business and Governance in South Africa - Racing to the Top? (Hardcover): T. Boerzel, C. Thauer Business and Governance in South Africa - Racing to the Top? (Hardcover)
T. Boerzel, C. Thauer
R2,921 R2,313 Discovery Miles 23 130 Save R608 (21%) Ships in 10 - 15 working days

Under which conditions do companies engage in the provision of collective goods and services if the state lacks the capacity to do so? To what extent do multinational firms engage in a 'race to the top' fostering rather than undermining regulation? The empirical analyses in the individual chapters look at business responses to some of South Africa's most pertinent governance challenges, HIV/AIDS and environmental pollution. The contributors look at firms in four industry sectors: the automotive industry, the mining industry, the food and beverage industry and the textile industry. These four sectors comprise a significant number of foreign as well as local companies, with or without brand name, which cater to different market segments within South Africa, differ in size and are exposed to varying pressure from NGOs and foreign competitors.

Locked In and Locked Out - The Impact of Urban Land Use Policy and Market Forces on African Americans (Hardcover, New):... Locked In and Locked Out - The Impact of Urban Land Use Policy and Market Forces on African Americans (Hardcover, New)
Benjamin F. Bobo
R2,168 Discovery Miles 21 680 Ships in 10 - 15 working days

African Americans have suffered intensely at the hands of America's dominant group, but the roles played by urban planning, land use policy, and the free market are not well known. Presenting a new conceptual approach, this book considers their "locking effect" on African Americans, showing, for instance, that one-acre zoning and similar policies in upscale neighborhoods lock African Americans out while market mechanisms in decaying neighborhoods lock them in. Arguing that the locking effect leads to the disenfranchisement of African Americans, Bobo shows how wealth is channeled to the dominant group and African Americans' life choices are denuded, creating a volatile situation.

Although classical economic theory holds that a free market allocates scarce resources in the best interest of society, in reality market mechanisms do not work to the advantage of African Americans. Nor does public regulation of land use operate in their interest, although public policy is presumed to produce equitable and favorable outcomes for all members of society. This book explores how a combination of government regulation of land use and free market forces have created the locking effect, which has cultivated and sustained a process of disenfranchisement of African Americans.

Global Economic Crisis and the Politics of Diversity (Hardcover): Y. Atasoy Global Economic Crisis and the Politics of Diversity (Hardcover)
Y. Atasoy
R3,409 Discovery Miles 34 090 Ships in 10 - 15 working days

An interdisciplinary group of scholars from the global North and South critically explore the global deepening of market economy models. In case studies including Asia, the Middle East and Latin America, they examine the associated tensions of livelihood and ecology in the current context of global economic crisis, considering issues of natural ecology, water use, health, childcare, technology and work, migration, and economic growth. The analysis of the complex connections between domestic and global dynamics across diverse cases and issues helps reveal that state-centric approaches are still hovering over the politics of restructuring through which conformity to economic growth is addressed.

This is the only book that provides a comparative analysis of local government reforms in six developed Anglo-American countries: Australia, New Zealand, Britain, Ireland, the United States and Canada. The authors provide important insights on the factors that have driven local government reforms and the effects of those reforms. The emphasis on these English-speaking common law democracies facilitates an analysis of the essential features of local government reform programs and the common factors driving them. The book is unique in that it provides a systematic comparative analysis of municipal reform by using an analytical framework that focuses on structural, functional, financial, jurisdictional and organizational/managerial reform in each of the six countries. It can be used as a valuable reading in advanced level undergraduate and graduate courses in local government and public administration politics, as well as in local government administration and policy making. Academics and students of local government and policy makers will be pleased with this thorough treatment of the subject.

Learning Policy - When State Education Reform Works (Hardcover, New): David K Cohen, Heather C. Hill Learning Policy - When State Education Reform Works (Hardcover, New)
David K Cohen, Heather C. Hill
R1,750 Discovery Miles 17 500 Ships in 10 - 15 working days

Education reformers and policymakers argue that improved students' learning requires stronger academic standards, stiffer state tests, and accountability for students' scores. Yet these efforts seem not to be succeeding in many states. The authors of this important book argue that effective state reform depends on conditions which most reforms ignore: coherence in practice as well as policy and opportunities for professional learning. The book draws on a decade's detailed study of California's ambitious and controversial program to improve mathematics teaching and learning. Researchers David Cohen and Heather Hill report that state policy influenced teaching and learning when there was consistency among the tests and other policy instruments; when there was consistency among the curricula and other instruments of classroom practice; and when teachers had substantial opportunities to learn the practices proposed by the policy. These conditions were met for a minority of elementary school teachers in California. When the conditions were met for teachers, students had higher scores on state math tests. The book also shows that, for most teachers, the reform ended with consistency in state policy. They did not have access to consistent instruments of classroom practice, nor did they have opportunities to learn the new practices which state policymakers proposed. In these cases, neither teachers nor their students benefited from the state reform. This book offers insights into the ways policy and practice can be linked in successful educational reform and shows why such linkage has been difficult to achieve. It offers useful advice for practitioners and policymakers seeking to improve education, and to analysts seeking to understand it.
