Intimation of Revolution studies the rise of Bengali nationalism in East Pakistan in the 1950s and 60s by showcasing the interactions between global politics and local social and economic developments. It argues that the revolution of 1969 and the national liberation struggle of 1971 were informed by the 'global sixties' that transformed the political landscape of Pakistan and facilitated the birth of Bangladesh. Departing from the typical understanding of the Bangladesh as a product of Indo-Pakistani diplomatic and military rivalry, it narrates how Bengali nationalists resisted the processes of internal colonization by the Pakistani military bureaucratic regime to fashion their own nation. It details how this process of resistance and nation-formation drew on contemporaneous decolonization movements in Asia, Africa, and Latin America while also being shaped by the Cold War rivalries between the USA, USSR, and China.
The workings of multi-level governance -- institutional choices concerning centralisation, decentralisation and subsidiarity -- are widely debated within European public policy, but few systematic studies assessing the effects of changing divisions of power for policy-making have been carried out. This volume offers an assessment of the workings of multi-level governance in terms of social welfare policy across different clusters of European states -- Nordic, Southern European, Central and East European. This book reports on a major comparative study at the European Centre for Social Welfare policy and Research, which included partners from univerisities in Finland, France, Italy, Norway, Sweden, Poland, Spain and Switzerland. It reports on three particular policy areas: social assistance and local policies against poverty; activation and labour market policies; and care for the elderly. The authors describe different starting points, strategies and solutions in European countries which are facing similar challenges and could thus learn from each other. They explore the differences between European welfare regimes in terms of territorial responsibilities, the changes that have taken place over the past few years and their effects. The book is distinctive in highlighting comparative transversal and transnational issues of multi-level governance in social welfare policies, rather than presenting country reports.
The book critically examines the high growth trajectory in India, particularly since the late 1980s, a period which is characterized by increasing inequality. Through various studies from the Indian state of Uttar Pradesh -- a state more populous than Brazil and with a GDP comparable to Bangladesh -- it sheds light on the link between growth and inequality in emerging economies. The slow pace of any upward movement in terms of various development indicators in low-income Indian states is due to a number of factors, including their historical disadvantages. Over a period of time, this has resulted in widening disparities, both between different regions of these states, and between these states and other more prosperous Indian states. The book provides a holistic, yet critical, region-wise analysis of the achievements of Uttar Pradesh compared to other states and to India as a whole, in the context of indicators of inclusive development, namely, growth, employment, poverty, infrastructure, agriculture, industry, education and health. Based on the latest data and sophisticated analysis methods, it assesses inequality and development disparities, clearly identifying three major challenges that poorer states face in redressing poverty and expanding inclusive growth - increasing economic opportunities, empowering poor and marginalised groups to avail new opportunities in a rapidly changing world, and ensuring an effective safety net to reduce vulnerability. The book suggests strategies for promoting high and sustained economic growth, and highlights the significance of broadening social inclusiveness through greater and more rapid access to economic and social opportunities, and building strong social safety nets to protect the chronically poor and mitigate their risks and vulnerabilities with the help of good governance and institutions. With contributions from leading scholars from the region, it is a valuable resource for researchers working in the area of growth and inequality, as well as for policy makers from developing economies around the globe.
The politics of building dams and levees and other structures are just part of the policies determining how American rivers are managed or mismanaged. America's well-being depends upon the health of those rivers and important decisions go beyond just dam-building or dam removal. American rivers are suffering from poor water quality, altered flows, and diminished natural habitat. Current efforts by policymakers to change the ways American rivers are managed range from the removal of dams to the simulation of seasonal flows to the restoration of habitat, all with varying degrees of success. Efforts to restore American rivers are clearly delineated by William Lowry in "Dam Politics" as he looks at how public policy and rivers interact, examines the physical differences in rivers that affect policies, and analyzes the political differences among the groups that use them. He argues that we are indeed moving into an era of restoration (defined in part as removing dams but also as restoring the water quality, seasonal flows, and natural habitat that existed before structural changes to the rivers), and seeks to understand the political circumstances that affect the degree of restoration. Lowry presents case studies of eight river restoration efforts, including dam removals on the Neuse and Kennebec rivers, simulation of seasonal flows on the Colorado river, and the failed attempt to restore salmon runs on the Snake river. He develops a typology of four different kinds of possible change -- dependent on the parties involved and the physical complexity of the river -- and then examines the cases using natural historical material along with dozens of interviews with key policymakers. Policy approaches such as conjunctive water management, adaptive management, alternative licensing processes, and water marketing are presented as possible ways of using our rivers more wisely. "Dam Politics" provides a useful and systematic account of how American waterways are managed and how current policies are changing. American rivers are literally the lifeblood of our nation. Lowry has written a lively and accessible book that makes it clear as a mountain stream that it matters deeply how those rivers are managed.

The author writes from the experience of thirty years working in the Jerusalem municipality, including 21 years as a public official and ten years as an elected councilor representing the left-wing Meretz party. This book is born from an urgent need to understand the mechanisms articulating the city in which I live, which I love and for which I suffer. I am from Jerusalem, I could not live in another city and the barbarities my government is perpetrating on the Palestinian parts of the city do not allow me to remain quiet. Through this book I engage with the prevailing model of power and repression and the neo-colonial system that expresses its perverse functioning. This book is centered on the political and economic mechanisms practiced by Israel in East Jerusalem over the last decade. These mechanisms reinforce the occupation and keep Jerusalems Palestinians subjugated through co-optation into the Israeli system. Analysis is centered on the changes wrought during the mayoralty of Nir Barkat (20082018), who came into politics from the business world and introduced management concepts to the workings of municipal government. While Barkat succeeded in creating the illusion of a new era in eastern Jerusalem, the result is heartbreaking displacement and vulnerability toward East Jerusalems residents, and the application of urban planning that impacts negatively on residents legal status. The City of Jerusalem: The Israeli Occupation and Municipal Subjugation of Palestinian Jerusalemites is a profound sociological and economic analysis of a city under a normalised occupation which has destroyed the very essence of what Jerusalem stands for: a reflection of diverse religious belief within a multicultural setting, where citizens rights are upheld and not discriminated against for political purpose.

The Netherlands is one of the most prominent and innovative countries in the field of environmental planning. Since the 1990s, its government has introduced such groundbreaking schemes as Integrated Environmental Zoning, the City Environment Project and the Bubble Concept, and new approaches to coping with noise, odours, soil pollution, air pollution and safety issues. These initiatives and policy tools reflect a rapidly changing and decentralizing environmental policy, which contrasts with more conventional environmental ideologies. However, at present, little is know of these policies in the international arena. environmental planning. He shows how and why the country's planning system has moved away from its traditional top-down structure. The resulting changes have had far-reaching consequences for the traditional principles of Dutch Environmental policy. For example, contaminated soil no longer has to be cleaned up completely and national noise legislation is being dismantled in favour of local initiatives. In addition, measures for compensating excessive environmental loads are now open to discussion and environmental quality is a subject of negotiation among stakeholders. Environmental issues are no longer seen as issues that should be dealt with separately from other issues. It is recognized that environmental issues are often influenced by their local context and that policy must therefore be formulated in coherence with other area-related issues. Shared governance and participative decision-making are seen to be equally important. closely integrated with local initiatives that focus on general location-specific qualities. In this book, this development is referred to as tailor-made comprehensive planning, which relates closely to the local context, is area-specific, situation-dependent and embraces shared governance. Despite the fact that these developments in environmental planning in the Netherlands have raised a number of difficult questions, they have also created many interesting possibilities for dealing with environmental issues in complex situations.
On the 14th June 2017, a fire engulfed a tower block in West London, seventy-two people lost their lives and hundreds of others were left displaced and traumatised. The Grenfell Tower fire is the epicentre of a long history of violence enacted by government and corporations. On its second anniversary activists, artists and academics come together to respond, remember and recover the disaster. The Grenfell Tower fire illustrates Britain's symbolic order; the continued logic of colonialism, the disposability of working class lives, the marketisation of social provision and global austerity politics, and the negligence and malfeasance of multinational contractors. Exploring these topics and more, the contributors construct critical analysis from legal, cultural, media, community and government responses to the fire, asking whether, without remedy for multifaceted power and violence, we will ever really be 'after' Grenfell? The conflict in the Nuba Mountains in central Sudan illustrates how state policies concerning the control of land can cause local conflicts to escalate into large scale wars, which become increasingly difficult to manage or resolve. The conventional perspective on Sudan's recent civil war (1983-2005) - one of the longest and most complex conflicts in Africa - emphasises ethnicity as the main cause. This study, on the contrary, identifies the land factor as aroot cause that is central to understanding Sudan's local conflicts and large-scale wars. Land rights are about relationships between and among persons, pertaining to different economic and ritual activities. Rights toland are intimately tied to membership in specific communities, from the family to the nation-state. Control over land in Africa has been, and still is, used as a means of defining identity and belonging, an instrument to control, and a source of, political power. Membership of these communities is contested, negotiable, and changeable over time. For national governments land is a national economic resource for public and private development, but the interests and rights of rural majorities and their sedentary or nomadic subsistence forms of life are often difficult to harmonise with land policies pursued by national governments. The state's exclusionary land policies and politicsof limiting or denying communities their land rights play a crucial role in causing local conflicts that then can escalate into large-scale wars. Land issues increase the complexity of a conflict, thereby reducing the possibilityof managing, resolving, or ultimately transforming it. The conflict in the Nuba Mountains in central Sudan, the regional focus in this study, is living proof of this transformation. Across the Muslim world, religion plays an increasingly prominent role in both the private and public lives of over a billion people. Observers of these changes struggle to understand the consequences of an Islamic resurgence in a democratizing world. Will democratic political participation by an increasingly religious population lead to victories by Islamists at the ballot box? Will more conspicuously pious Muslims participate in politics and markets in a fundamentally different way than they had previously? Will a renewed attention to Islam lead Muslim democracies to reevaluate their place in the global community of states, turning away from alignments with the West or the Global South and towards an Islamic civilizational identity? The answers to all of these questions depend, at least in part, on what ordinary Muslims think and do. In order to provide these answers, the authors of this book look to Indonesia-the world's largest Muslim country and one of the world's only consolidated Muslim democracies. They draw on original public opinion data to explore how religiosity and religious belief translate into political and economic behavior at the individual level. Across various issue areas-support for democracy or Islamic law, partisan politics, Islamic finance, views about foreign engagement-they find no evidence that the religious orientations of Indonesian Muslims have any systematic relationships with their political preferences or economic behavior. The broad conclusion is that scholars of Islam, in Indonesia and elsewhere, must understand religious life and individual piety as part of a larger and more complex set of social transformations. These transformations include modernization, economic development, and globalization, each of which has occurred in parallel with Islamic revivalism throughout the world. Against the common assumption that piety would naturally inhibit any tendencies towards modernity, democracy, or cosmopolitanism, Piety and Public Opinion reveals the complex and subtle links between religion and political beliefs in a critically important Muslim democracy.

This book explores the process of urbanization and the profound challenges to China's urban governance. Austerity has left local government struggling to meet the demands for local services. In this context, this book asks 'what are the fundamental principles that should guide decision-making by local councillors and officers?' Political discourse in much of the world remains mired in simplistic ideological dichotomies of market fundamentalism for efficiency versus substantial socialism for equity. Contemporary public policy design is far more sophisticated. It blends market, government and community tools to simultaneously achieve both equity and efficiency. Unlike in the twentieth century, this design is increasingly grounded in a deep evidence base derived by way of rigorous empirical techniques. A new paradigm is emerging: hybrid policies. This volume provides a thorough introduction to this technical side of public policy analysis and development. This book examines what role regions play in European (dis)integration and European identity building. Democratic government is about making choices. Sometimes those choices involve the distribution of benefits. At other times they involve the imposition of some type of loss -- a program cut, increased taxes, or new regulatory standards. Citizens will resist such impositions if they can, or will try to punish governments at election time. The dynamics of loss imposition are therefore a universal -- if unpleasant -- element of democratic governance. "The Government Taketh Away" examines the repercussions of unpopular government decisions in Canada and the United States, the two great democratic nations of North America. Pal, Weaver, and their contributors compare the capacities of the U.S. presidential system and the Canadian Westminster system to impose different types of losses: symbolic losses (gun control and abortion), geographically concentrated losses (military base closings and nuclear waste disposal), geographically dispersed losses (cuts to pensions and to health care), and losses imposed on business (telecommunications deregulation and tobacco control). Theory holds that Westminster-style systems should, all things being equal, have a comparative advantage in loss imposition because they concentrate power and authority, though this can make it easier to pin blame on politicians too. The empirical findings of the cases in this book paint a more complex picture. Westminster systems do appear to have some robust abilities to impose losses, and US institutions provide more opportunities for loss-avoiders to resist government policy in some sectors. But in most sectors, outcomes in the two countries are strikingly similar. "The Government Taketh Away" is essential for the scholar and students of public policy or comparative policy. It is also an important book for the average citizen who wants to know more about the complexities of living in a democratic society where the government can give-but how it can also, sometimes painfully, "taketh away."
In 1999, Texas passed a landmark clean energy law, beginning a groundswell of new policies that promised to make the US a world leader in renewable energy. As Leah Stokes shows in Short Circuiting Policy, however, that policy did not lead to momentum in Texas, which failed to implement its solar laws or clean up its electricity system. Examining clean energy laws in Texas, Kansas, Arizona, and Ohio over a thirty-year time frame, Stokes argues that organized combat between advocate and opponent interest groups is central to explaining why states are not on track to address the climate crisis. She tells the political history of our energy institutions, explaining how fossil fuel companies and electric utilities have promoted climate denial and delay. Stokes further explains the limits of policy feedback theory, showing the ways that interest groups drive retrenchment through lobbying, public opinion, political parties and the courts. More than a history of renewable energy policy in modern America, Short Circuiting Policy offers a bold new argument about how the policy process works, and why seeming victories can turn into losses when the opposition has enough resources to roll back laws.
The Multilevel Politics of Trade presents a timely comparative analysis of eight federations (plus the European Union) to explore why some sub-federal actors have become more active in trade politics in recent years. As the contributing authors find, there is considerable variation in the intensity and modes of sub-federal participation. This they attribute to three key factors: the distinctive institutional features of federal systems; the nature and scope of trade policy and trade agreements; and the extent of social mobilization that accompanies a particular trade policy conversation.
