When Michael Bloomberg handed over the city to Bill de Blasio, New York and the country were experiencing record levels of income inequality. De Blasio was the first progressive elected to City Hall in twenty years. Invoking Fiorello La Guardia's name, he pledged to improve the lives of those marginalized by poverty and prejudice. Unlike La Guardia, de Blasio did not have allies in Washington like President Franklin D. Roosevelt who could effectively support his progressive agenda. How is peace built at the local level? Many economic issues that touch the life of millions of people are more complex than most people thought. From the U.S financial crisis to regional cooperation, from the oil price shock to climate change, policy conflicts abound. The book distills some of these conflicts and argues that understanding the nature and intensity of trade-offs is a key to resolving the conflicts. It can help improve the quality of policy debate, and remind us about what really matters. What caused the 2007/08 crisis, how could problems in a small segment of mortgage market bring down the world's largest economy, what effects an oil price surge had, and how the policy response to climate change can benefit the poor? This book explores how far the concept of fragmented authoritarianism remains valid as the key concept for understanding how the Chinese political process works. It contrasts fragmented authoritarianism, which places bureaucratic bargaining at the centre of policy-making, arguing that the goals and interests of the implementing agencies have to be incorporated into a policy if implementation is to be secured, with other characterisations of China's political process. Individual chapters consider fragmented authoritarianism at work in a range of key policy areas, including energy issues, climate change and environmental management, financial reform, and civil-military relations. The book also explores policy making at the national, provincial, city and local levels; debates how far the model of fragmented authoritarianism is valid in its current form or whether modifications are needed; and discusses whether the system of policy making and implementation is overcomplicated, unwieldy and ineffective or whether it is constructive in enabling widespread consultation and scope for imagination, flexibility and variation.

Originally published in 1973. At that time, imbalance in the economic performance of regions had become of increasing concern to politicians and economists in many European counties. British policy was of particular interest: not only because the changes of the 1960s made it more comprehensive than in most other countries; but as some sort of regional policy had been in operation for more than thirty years, many lessons could be learned from its evolution. This book provides a comprehensive study of this aspect of British policy. It starts by outlining the nature of the British regional problem, the case for a policy and the contribution of economic theory to the understanding of the regional question. In later Parts the development of British policy up to 1967 is described along with its impact on the performance of individual regions and different measures are evaluated with a view to increasing the effectiveness of policy. The final chapter outlines the regional policy of the European Economic Community and shows what effect membership would have on British policy.

The accession of Croatia to the EU marked the end of a long and arduous period of transition. Croatia had to meet significantly higher criteria than previous states with suspicion and concerns among existing members about further enlargement increasing. Meanwhile initially strong public support in Croatia declined as inconsistencies in EU policy, entry criteria and problems caused by the economic crisis all combined with fears about the loss of national identity and the ability to realize national interests. The successful Croatian accession to the EU in 2013 shows that, despite concerns on both sides, the EU continues to have meaning and significance and that membership remains highly desirable. Through nine mutually interrelated chapters the contributors speak not only about the political and social situation in Croatia, but also prospects for the European Union itself.
The Department of Housing and Urban Development (HUD) emphasizes the word "community" for building economic development, citizen participations, and revitalization of facilities and services in urban and rural areas. Resident Councils are one way to develop and build community among residents of public housing. Despite HUD stressing community building in public housing and investing money and policies around it, there are some resident councils that are not fulfilling the expectations of HUD. This book is my attempt to describe and explain HUD's expectations for the resident council as an active agent for community building and the actual practices of the resident council. I argue that policies and regulations of resident councils which exist to support the effectiveness of the resident council in creating and implementing community-building, self-sufficiency, and empowerment activities and goals in a public housing community may do more harm than good. The Department of Housing and Urban Development invests and spends billions on Public Housing Programs (6.6 billion in 2013). The majority of the 1.2 million people who live in public housing do not live in large urban areas with thousands of people confined to a certain space. The majority of public housing units (90%) have fewer than 500 units. These smaller units and the people that live in them tend to go unnoticed. This ethnographic case study focuses on explaining and understanding the factors and constraints that exist between HUD's expectations for the resident council as an active agent for community building and the actual practices of the resident council. To explain the disjunction-in fact, to determine if such disjunctions identified by Rivertown council members are real. Using the tenets of Critical Race Theory allows us to understand what forces-either real or imagined, structural or cultural-prevent the resident council from being an effective agent for change in the public housing community.

This book traces the history of the development control system in Britain from early modern times to the present day.
Based on extensive empirical work by a cross-European group of researchers, this book assesses the impact of the creation of the European External Action Service (EEAS) on the national foreign policy-making processes and institutions of the EU member states. In 1995 none of the political parties representing the peoples of Bosnia preferred a federal option. Yet, Bosnia became a federal state, highly decentralised and with a complex institutional architecture. This solution was imposed on them by international actors as a result of peace negotiations following the Yugoslav wars. Political parties in post-war Bosnia were not willing to identify with or accept the federation. The international community intervened taking over key decisions and so Bosnia and Herzegovina became the first state to experience a new model of federalism, namely 'imposed federalism' and a new model of a federal state, that of the 'internationally administered federation'. By combining comparative politics, conflict analysis and international relations theory Soeren Keil offers a unique analysis of federalism in post-Dayton Bosnia and Herzegovina. By exploring this model of 'imposed federalism' not only does this study greatly contribute to the literature on developments in Bosnia and Herzegovina it also re-evaluates comparative federalism in theory and practice. This study also offers important conclusions for similar cases, both in the Western Balkans region and the wider world, where international involvement and federalism as a method of conflict resolution in diverse societies becomes ever more prevalent and important. |
