This study focuses upon governance and social organisation within the Chinese village and explores the extent to which farmers have autonomy vis-a-vis their economic and political activities in an attempt to understand the relationship between farmers and the state in a rapidly changing China.
This volume explores the domestic and transnational considerations associated with Indonesia's ascent, referring to its rise in terms of hard and soft power and its likely trajectory in the future. In recent times, international society has countered a myriad of 'outlaw' threats at sea, including piracy, terrorism, the proliferation of Weapons of Mass Destruction (WMD) and the threat posed by 'rogue states'. Whilst the US has promoted 'coalitions of the willing' and sought to transform international maritime law in response to these 'outlaws', Japanese governments have developed an innovative maritime security strategy centering on the Japan Coast Guard (JCG). Concerned by Japan's international image as a former imperialist power, Tokyo has relied upon the identity of the JCG as a law enforcement and rescue organization to garner support for its maritime security strategy. Japan's non-military efforts have developed the capacities of states and built institutions in the Southeast Asian region and beyond. The JCG's response to maritime 'outlaws' belies characterizations of Japan as a passive state that does not contribute to international order.
In 1987 Judge Russell Clark mandated tax increases to help pay for improvements to the Kansas City, Missouri, School District in an effort to lure white students and quality teachers back to the inner-city district. Yet even after increasing employee salaries and constructing elaborate facilities at a cost of more than $2 billion, the district remained overwhelmingly segregated and student achievement remained far below national averages. Just eight years later the U.S. Supreme Court began reversing these initiatives, signifying a major retreat from Brown v. Board of Education. In Kansas City, African American families opposed to the district court's efforts organized a takeover of the school board and requested that the court case be closed. Joshua Dunn argues that Judge Clark's ruling was not the result of tyrannical ""judicial activism"" but was rather the logical outcome of previous contradictory Supreme Court doctrines. High Court decisions, Dunn explains, necessarily limit the policy choices available to lower court judges, introducing complications the Supreme Court would not anticipate. He demonstrates that the Kansas City case is a model lesson for the types of problems that develop for lower courts in any area in which the Supreme Court attempts to create significant change. Dunn's exploration of this landmark case deepens our understanding of when courts can and cannot successfully create and manage public policy.

Political scientists have long wondered whether civic participation can have spillover effects - that is, whether civic participation in one particular domain of public life can lead to more participation in other areas. This book argues that participation can indeed be generative. New participants in participatory governance initiatives can acquire new skills, apply them to new areas of their lives, and join new organizations, even in very poor regions. The evidence is based on a large survey - among the broadest in its class - of participants in community-managed schools (CMS) in rural Honduras and Alta Verapaz, Guatemala, together with case studies and historical institutional analysis. This study is thus more optimistic about the promise of participation than other studies. While it recognizes that participatory arenas are often constrained by features of program design, local context, and national political problems, this book shows that participation is not a dead-end affair. Participation can breed new and unexpected forms of civicness, even in the most unlikely settings.
Offering a new perspective on the widely discussed debate on how the international community would respond to a nuclear-armed Iran, this critical research challenges the prevailing wisdom that a nuclear Iran would provoke a nuclear proliferation cascade in the Middle East.Hobbs and Moran assess the proliferation calculus of four key countries, Saudi Arabia, Egypt, Turkey and Syria, as well exploring the possibility that Iran would transfer nuclear materials to terrorists groups. The authors conclude that a nuclear domino effect would be highly unlikely, even in the face of an Iranian bomb, thus undermining one of the major arguments used in support of pre-emptive military action against Iran's nuclear facilities.A range of policy measures are outlined, that could be enacted by the international community to further reduce the risk of a regional proliferation cascade, making this text a must-read for policy makers, security and international relations scholars and all those with an interest in the Middle East.
Why do business organisations contribute to climate change governance in areas of limited statehood? In many countries, governments are too weak and often also not willing to set and enforce climate change regulations. While companies have the capacities to fill the resulting governance gap, conventional wisdom expects them to take advantage by relocating their production sites in order to escape strict national regulation. Studies on South Africa, Kenya and Germany demonstrate that business contributions to the mitigation and adaptation to climate change vary significantly between countries, sectors and firms. In order to explain these variations, the contributors bring together two important literatures that rarely speak to each other - governance and business management - arguing that the threat of public regulation has an important role in motivating business efforts.
Under which conditions do companies engage in the provision of collective goods and services if the state lacks the capacity to do so? To what extent do multinational firms engage in a 'race to the top' fostering rather than undermining regulation? The empirical analyses in the individual chapters look at business responses to some of South Africa's most pertinent governance challenges, HIV/AIDS and environmental pollution. The contributors look at firms in four industry sectors: the automotive industry, the mining industry, the food and beverage industry and the textile industry. These four sectors comprise a significant number of foreign as well as local companies, with or without brand name, which cater to different market segments within South Africa, differ in size and are exposed to varying pressure from NGOs and foreign competitors.
Is China always defensive about its sovereignty issues? Does China see sovereignty essentially as 'absolute, ' 'Victorian, ' or 'Westphalian?' Sow Keat Tok suggests that Beijing has a more nuanced and flexible policy towards 'sovereignty' than previously assumed. By comparing China's changing policy towards Taiwan and Hong Kong, the author relates the role of previous conceptions of the world order in China's conception of modern 'sovereignty', thereby uncovers Beijing's deepest concern when dealing with its sovereignty issues.

and social divides are widening and deepening globally. As the
causes and consequences of austerity continue to emerge across
Europe and internationally, so the key policy impact messages must

excluded by public and social policies in European countries,

Citizens' participation, especially participatory budgeting, has spread in both Asia and Europe, and has been a symbol of democratic renewal. These transformations are already very visible in Europe, where more than 200 municipalities have adopted participatory budgeting. By contrast, in some Asian democracies, such as Japan or South Korea, it has considerably enlarged the agenda of citizen participation, integrating new forms such as taxpayers' budgets. In other countries, especially in China, participatory budgeting represents some adaptations of opening and transparency. With a global cast of authors, this study provides an overview of the impact of these devices, such as improving the modernisation of public administration or improving the contact between citizens and politicians, and documents the latest developments of citizen participation in both continents.
Regionalisation has become a central issue in national and
international debates since the end of the Cold War. Yet, when
local contributions to regionalism are considered, these are
generally related to areas related to philosophy, identity and
literature, rather than political economy. Addressing this vacuum,
the authors of this volume argue that autochthonous ideas matter.
Covering macro regional and sub-regional outlooks, as well as
presenting particular national perspectives concerning regionalist
thinking, the contributors consider issues of regionalism where
economics, political science and international relations come

An island's boundary - where it meets the sea - is self-evident and non-negotiable. But a land boundary is contestable: it can be changed and shifted to suit, reflecting power politics, the outcome of victor and vanquished in warfare, or negotiated compromise. There are today only ten inhabited islands where both these dynamics pan out. This text is the first to focus on the intriguing political economy of these rare, shared island spaces. It examines the fascination, and obsession, with islands as unitary geographies and polities; and explores the tensions in contemporary 'divided islands' - as in the case of formal and informal, legal and illegal 'border crossings' and practices - from both 'island studies' and 'international relations' perspectives.

Neopatrimonial analysts attribute the failure of development
policies in Nigeria to entirely internal problems emanating from
the personalization of state resources by rulers for their own
benefits and as forms of patronage for securing the loyalty of
clients. Based on elaborate theoretical and empirical analysis of
development policies in Nigeria with special focus on development
planning, this book argues that the neopatrimonial analysis is
one-sided and does not adequately capture the fundamental factors
responsible for the development malaise in the country.
Understanding Nigeria's development problems entails looking beyond
neopatrimonialism. The adverse effects of diffusionism that
underlined development policies, and the associated external
factors that fostered neocolonial dependence and peripheralization
of Nigeria's economy are crucial for understanding and coming to
terms with the development problem. This book makes a strong case
for endogenous formulation of development policies and for the
reformulation of the Nigerian state in order to make it more
