This book investigates the patterns of conflict management in contemporary Southeast Asia. The region has long been characterized by the twin process of state-formation and nation-building, which has been responsible for most of the region's intrastate and interstate conflicts. While this process is still ongoing, regional conflicts and their management are increasingly affected by globalisation, which not only serves as a new source of, or exacerbating factor to, conflict, but also makes new instruments available for conflict management. Employing the concepts of incompatibility management and mediation regime, the book analyses the management of seven conflicts in the region: the Rohingya crisis and the Kachin conflict in Myanmar, the Khmer Krom conflict in Vietnam, the West Papua conflict in Indonesia, the political conflict in Thailand, the Mekong River conflicts involving five Southeast Asian countries and China and the transboundary haze problem emanating from Indonesia. The efforts to manage each of them are imagined as constituting a mediation regime, and its effectiveness is assessed in terms of good governance. Among the findings of the book is that the measures of manoeuvring around incompatibilities are employed predominantly in managing regional conflicts. In intrastate conflicts, which mostly involve ethnic minorities, the authorities first aim to eliminate, or impose its own position on, ethnic parties. When this strategy proves unsuccessful, they have no choice but manoeuvre around incompatibilities, which may eventually open up a space for mutual learning. In interstate conflicts, the manoeuvring around strategy works in a more straightforward manner, contributing to regional stability. However, the stability is achieved at the cost of local communities and the natural environment, which absorb the incompatibilities in conflict.

Proscribing peace offers a systematic examination of the impact of proscription on peace negotiations. With rare access to actors during the Colombian negotiations with the Revolutionary Armed Forces of Colombia People's Army (FARC), Sophie Haspeslagh shows how proscription makes negotiations harder and more prolonged. By introducing the concept of 'linguistic ceasefire', Haspeslagh adds to our understanding of the timing and sequencing of peace processes in the context of proscription. Linguistic ceasefire has three main components: first, recognise the conflict; second, discard the 'terrorist' label, and third, uncouple the act and the actor. These measures remove the symbolic impact of proscription, even where de-listing is not possible ahead of negotiations. With relevance for more than half of the conflicts around the world in which an armed group is listed as a terrorist organisation, 'linguistic ceasefire' helps to explain why certain conflicts remain stuck in the 'terrorist' framing, while others emerge from it. International proscription regimes criminalise both the actor and the act of terrorism. Proscribing peace calls for an end to the amalgamation between acts and actors. By focussing on the acts instead, Haspeslagh argues, international policy would be better able to consider the violent actions both of armed groups and those of the state. This book chronicles the genesis of the negotiations that led to the Treaty on the Prohibition of Nuclear Weapons (TPNW), which challenged the established nuclear order. The work provides readers with an authoritative account of the complex evolution of the 'Humanitarian Initiative' (HI) and the negotiation history of the TPNW. It includes a close analysis of internal strategy documents and communications in the author's possession which trace the tactical and political decisions of a small group of state actors. By demonstrating the unacceptable humanitarian consequences and uncontrollable risks that these weapons pose to everyone's security, the HI convinced many states to ban nuclear weapons and reject the policy of nuclear deterrence as unsustainable and illegitimate. As such, this book is a case-study of multilateral diplomacy and cooperation between state and civil society actors. It also contains a full discussion of both sides of the nuclear argument and assesses the extent to which the HI and the TPNW have moved the dial and present opportunities for transformational change. Using empirical qualitative research, this book conceptualises and demonstrates the value of local practical knowledge for peacebuilding in the context of Northern Ireland. There are increasing calls to involve local people to ensure legitimacy, relevance, and sustainability when seeking to build peace and transform violent conflict. However, as peacebuilding becomes increasingly professionalised, this raises fundamental questions about whose knowledge matters for building peace and what kind of knowledge matters. Seeking to address these questions and to learn from applied practice, this book provides a qualitative empirical research study, investigating 40 practitioners active in conflict transformation at a grassroots level in Northern Ireland over 50 years. This research led not only to recapturing lost knowledge from practitioners, but also to a neglected 'virtue' - the Aristotelian concept of practical wisdom, phronesis. This book argues that phronesis has deepened our understanding of why 'local' practical knowledge is vitally important and calls for its global rediscovery as knowledge necessary for building sustainable peace. This book reveals why the UN is more successful than unilateral great powers in protecting civilians from violence, and focuses on the discourse, development and consequences of UN peacekeeping. Analysing statistics of state fragility and fatalities of violence, it reveals that the UN has managed to save tens of thousands of lives with its peacekeeping: a surprising statistic given the media consensus about the UN's powerlessness and inefficiency. Using computer-assisted discourse analysis of resolutions from the UN Security Council, 1993-2019, the book offers data that describe the character and development of UN approach to the protection of civilians from violence. It then links the data to the statistics of conflict fatalities and state fragility to reveal, by means of qualitative and quantitative analysis, when, where, how and why the UN has been successful at protecting civilians. Two reasons for the UN's success are highlighted in the book as being statistically most significant. First, the organization offers local ownership to peaceful solutions by considering conflicting parties as the primary agents of protection. Second, the UN approach is much less power-oriented than unilateral approaches by the great powers: protection for the UN does not mean deterrence or destruction, but rather, support for local protectors of civilians. However, strong great power influence on such operations tends to weaken UN's ability to save lives. This book proposes that work on the Women, Peace and Security agenda undertaken by civil society actors can be interpreted as a form of care labour that nourishes and sustains the agenda - without which the agenda could not, in fact, succeed. The care labour of civil society is thus a condition of the Women, Peace and Security agenda's success. United Nations Security Council resolution 1325 is the foundation of a diverse and pluralising policy framework known as the Women, Peace and Security agenda. Over the 20 years since the adoption of the foundational resolution, despite sustained resistance from some quarters and a general lack of adequate resourcing and political will, the agenda has continued to see many successes, and to achieve elements of political transformation large and small. This book explores how the supporting constituency of the agenda has 'made 1325 work'. Based on new interviews with representatives of diverse civil society organisations working on WPS, the book offers a novel intervention into WPS scholarship, which has thus far paid relatively little attention to the labours of civil society actors working on WPS, particularly on an individual level. The authors consider the motivations, pressures and frustrations experienced by WPS civil society actors, as well as the goals and challenges. Sub-national actors, such as civil society groups and sub-national governments or administrations, have been active in international relations for decades. This book examines the threat of a terrorist organisation constructing and detonating a nuclear bomb. It explores the role and impact of the organisational design of a terrorist organisation in implementing a nuclear terrorism plot. In order to do so, the work builds on the organisational analogy between an assumed nuclear terrorism scenario and four case studies as follows: the construction of the first atomic bombs at Los Alamos; South Africa's Peaceful Nuclear Explosives (PNE) program; Aum Shinrikyo's chemical-biological armament activities; and Al Qaeda's implementation of the 9/11 attacks. Extrapolating insights from these case studies, this book introduces the idea of an effectiveness-efficiency trade-off. On the one hand, it will be argued that a more organic organisational design is likely to benefit the effective implementation of a nuclear terrorism project. On the other hand, this type of organic organisational design is also likely to simultaneously constitute an inefficient way for a terrorist organisation to guarantee its operational and organisational security. It follows, then, that the implementation of a nuclear terrorism plot via an organic organisational design is also likely to be an inefficient strategy for a terrorist organisation to achieve its strategic and political goals. This idea of an effectiveness-efficiency trade-off provides us with a tool to strengthen the comprehensive nature of future nuclear terrorism threat assessments and sheds new light on the ongoing debates within the nuclear terrorism literature. This book explores what political conditions must be established and what obstacles overcome for the fi ve offi cial Nuclear Weapon States (NWS)- China, France, Russia, the UK and US- to eliminate their nuclear weapons. This book examines the issue of territorial control by violent jihadist groups, using a comparative perspective. The book argues that in many parts of the world the connection between a state and the control over territory is not as close as presented by conventional political maps, and therefore it is necessary to analyse the territoriality of non-state actors as well. Based on a variety of case studies, the work looks at different levels of connection between the violent Islamist groups and territory, dividing them into non-territorial, semi-territorial and territorial groups. While the majority of the cases are located in the Middle East (Islamic State, Al-Qaeda, Al-Qaeda at the Arabian Peninsula, Hayat Tahrir al-Sham, Hamas and Hezbollah), the book also draws cases from Africa (groups in the western Sahel, Al-Shabaab and Boko Haram), South Asia (Taliban), and East Asia (Abu Sayyaf). There has been a recent increase in clashes between warships asserting rights to navigate and states asserting sovereignty over coastal waters. This book argues for a set of rules which respect the rights of coastal states to protect their sovereignty and of warships to navigate lawfully, whilst also outlining the limits of each. This book investigates how Uyghur-related violent conflict and Uyghur ethnic minority identity, religion, and the Xinjiang region, more broadly, became constituted as a 'terrorism' problem for the Chinese state. Building on securitization theory, Critical Terrorism Studies (CTS), and the scholarly definitional debate on terrorism, it develops the concept of terroristization as a critical analytical framework for the study of historical processes of threat construction.
