This novel and original book examines and disaggregates, theoretically and empirically, operations of power in international security regimes. These regimes, varying in degree from regulatory to prohibitory, are understood as sets of normative discourses, political structures and dependencies (anarchies, hierarchies, and heterarchies), and agencies through which power operates within a given security issue area with a regulatory effect. In International Relations, regime analysis has been dominated by several generations of regime theory/theorization. As this book makes clear, not only has the IR Regime Theory been of limited utility for security domain due to its heavy focus on economic and environmental regimes, but it, too, heuristically suffered from its rigid pegging to general IR Theory. It is not surprising then that the evolution of IR Regime Theory has largely been mirroring the evolution of IR Theory in general: from the neo-realist/neo-liberal institutionalist convergence regime theory; through cognitivism; to constructivist regime theory. The commitment of this book is to remedy this situation by bringing together robust power analysis and international security regimes. It provides the reader with a theoretically and empirically uncompromising and comprehensive analysis of the selected international security regimes, which goes beyond one or another school of IR Regime Theory. In doing so, it completely abandons existing, and piecemeal, analysis of regimes within the intellectual field of IR based on conventional grand/mid-range theorization.

This book explores the role of actors in determining transitional justice in peacebuilding contexts. In recent decades, transitional justice mechanisms and processes have been introduced to a variety of settings, becoming widely regarded as essential elements in the 'peacebuilding toolbox'. While it has increasingly been suggested that transitional justice is imposed by neo-imperial actors with little regard for the needs and cultures of local populations, evidence suggests that dismissing these policies as neo-imperial or neo-liberal impositions would result in grossly overlooking their dynamics, which involve a whole range of relevant actors operating at multiple levels. This book interrogates this theme through empirical analysis of three sites of peacebuilding that have seen extensive international involvement: Kosovo, East Timor and Afghanistan. It proposes a novel framework for analysing and approaching transitional justice in peacebuilding that disaggregates three broad sets of actors operating at different levels in relevant processes: external actors (international and regional levels), transitional justice promoters (local, national, international and transnational levels), and transitional regimes (national and local levels). The book argues that transitional justice in peacebuilding must be conceived of as actor-contingent and malleable due to the significance of agency and (inter)actions of key categories of actors throughout peacebuilding transition. It concludes with an exploration of dilemmas that confront attempts to promote peace through multilateral means, such as the limitations of peacemaking diplomacy, the difficulty of promoting democratic governance, and the problems associated with dealing with morally repugnant actors. The book is grounded in the conception of diplomacy as a social practice with multiple players, and recognises that 'the state' has many different elements, and that 'state actors' live in worlds shaped not just by their relations with other states, but also by their own complex domestic politics. This book examines the military characteristics and potential of Artificial Intelligence (AI) in the new global revolution in military affairs. Maintaining the importance of socio-economic issues in devising transitional justice mechanisms, this book examines the widespread practice of land grabbing in Afghanistan. On 3 September 2003, 100 armed police officers bulldozed around 30 homes in the Sherpur neighborhood of Kabul, Afghanistan, evicting over 250 people. Historically, the land was part of the property of the Ministry of Defense, of which a zone was allocated to the ministry's employees who had built homes and had lived there for nearly 30 years. After the demolition, however, the land was distributed among 300 high-ranking government officials, including ministers, deputy ministers, governors and other powerful warlords. Land grabbing in Afghanistan has become a widespread practice across the country. Based on over 50 semi-structured interviews with key informants and group discussions with war victims and local experts in Kabul, the current book examines the relevance of transitional justice discourse and practice in response to this situation. Following a critical criminological concern with social harm, the book maintains that it is not enough to consider a country's political history of violent conflict and the violation of civil and political rights alone. Rather, to decide on appropriate transitional justice mechanisms, it is crucial to consider a country's socio-economic background, and above all the socio-economic harm inflicted on people during periods of violent conflict. This original and detailed account of the socio-economic challenges faced by transitional justice mechanisms will be of interest to those studying and working in this area in law, politics, development studies and criminology.

This book explores the value of Corbett's seminal work Some Principles of Maritime Strategy over time in a changing context and with evolving technology. It has been over a century since Sir Julian Corbett published Some Principles of Maritime Strategy (1911), yet it is still regarded as a foundational text on maritime strategy. But the character of sea power is constantly evolving, so the continued relevance of this work must be regularly examined. Too often the debate is polarised between a focus on either Corbett's historical relevance to the early 20th-century Royal Navy or his relevance to strategy today. There is little attempt to bridge the gap and analyse Some Principles over time, changing circumstances, or differing national situations. This book bridges that gap, offering a practitioner's viewpoint to put the work to a practical test across the past century of conflict, and the evolution of thought and technology. Ruthless Warfare (1998) demonstrates how close the First World War came to Australia. It has been argued that Australia was manipulated against its interests into action in WW1 by London - this unpublished collection of documents from the military division of the German Archives shows that this was not the case. The German Navy expected a major confrontation with the British Empire, both in the North Sea and further afield. German cruisers were expected to make a significant contribution in the Indian Ocean and the Western Pacific, pinning down British naval forces and thus undermining the British fleet's supremacy in the Atlantic. The damage and disruption to imperial trade would have had serious consequences for Australia, and these German plans also meant that a significant military intelligence system was active in the Antipodes.

The book calls for rethinking U.S. policy toward promoting Afghanistan as a regional economic hub in Southwest and Central Asia as it fits within the broader national security interest of the regional states. It argues for defining Afghanistan within the U.S. national security interests in Southwest and Central Asia, including Iran, and offers critical strategic tools for Washington to support political openness and reforms that can balance China and Russia, as well as more effectively manage Iran's regional behavior.
