In the context of gun proliferation and persistent gun violence in the United States, a controversial security strategy has gained public attention: bulletproof fashion. This book examines concerns about security focusing on armored clothing and accessories for civilians. Available for children and adults, such ballistic products include colorful backpacks, elegant suits, sports jackets, feminine dresses, trendy vests, and medical lab coats. These products are paradigmatic of a "fashion of fear"-the practice of outfitting the body with apparel aimed at maximizing personal security. This fashion encourages the emergence of both a fortress body and an armored society. Sutton also explores the wider social factors influencing the bulletproof fashion phenomenon, including the inequalities associated with neoliberalism and the militarization of civilian life. The book sheds light on the role of emotions in relation to discourses and perceptions of security, and encourages feminist and sociological studies to pay attention to the linkages between security, bodies, and dress. This book studies regional approaches to the Responsibility to Protect (R2P) in Europe and West Africa. The work assesses how and to what extent the European Union (EU) and the Economic Community of West African States (ECOWAS) have internalised the norm, both generally, in institutions, policies, and programs and specifically, in crisis situations of R2P-concern, such as the 2011 Libyan crisis and 2012 Malian crisis. It provides a historical analysis of how the two regional organisations have dealt with questions of sovereignty, security, and human rights since their founding, as well as an analysis of some of the European and West African roots of the R2P norm. This reflects the notion that global norms are often informed by local and regional practices and that this needs to be recognised in order to fully understand regional responses to alleged global norms. The book uses process tracing to trace the regional internalisation of R2P and has benefited from qualitative research interviews with EU- and ECOWAS-stakeholders. One of the key findings is that ECOWAS and West Africa have delivered a key contribution to the norm construction of R2P, a finding insufficiently recognised in the current literature. Oren re-examines Japan's threat perception during the first two decades of the Cold War, using a wide range of source materials, including many unavailable in English, or only recently declassified. There is a widely shared misconception that during the Cold War the Japanese were largely shielded from threats due to the American military protection, the regional balance of power, Japan's geographical insularity, and domestic aversion to militarism. Oren dispels this, showing how security threats pervaded Japanese strategic thinking in this period. By dispelling this misconception, Oren enables us to more accurately gauge the degree to which Japan's threat perception has evolved during and after the end of the Cold War and to enhance our understanding of Tokyo's strategic calculus in the current situation of rivalry between China and the United States. This book's main objective is to determine what role, if any, the Shanghai Cooperation Organization (SCO) plays in de-escalating tensions among its members. It argues that the SCO is uniquely suited to keep its disparate members, many of whom have border disputes with each other, from escalating tensions among themselves. The book proposes a rivalry de-escalation model that differs from the standard belief that rivalries de-escalate due to a shock or external pressure. This model states that trust can be built between two rival states when confidence-building measures are instilled and utilized repeatedly over a long period of time. The SCO provides these mechanisms in the form of annual summits between state leaders and routine military exercises involving military units from every member. Examining three case studies involving the founding six members of the organization, the book argues that the SCO is effective in keeping rivalries de-escalated among its members. This book examines the challenges foreign fighter returnees from Syria and Iraq pose to Western countries. A number of returnees have demonstrated that they are willing to use violence against their home countries, and some have already staged terrorist attacks on Western soil on apparent orders from ISIS. Through the historical context of previous waves of mobilizations of Islamist foreign fighters, the author tracks the experiences of returnees from previous conflicts and discusses the major security challenges associated with them. The book analyzes the major approaches implemented by Western countries in response to foreign fighter returnees, discusses the prosecution of returnees, and evaluates the corresponding challenges of prison radicalization.

This book is a socio-legal study of counter-piracy. It takes as its case the law enforcement efforts after 2008 to suppress piracy off the coast of Somalia. Through ethnographic fieldwork, the book invites the reader onto a Danish warship patrolling the western Indian Ocean for piracy incidents and into the courtroom in Seychelles, where more than 150 suspects were prosecuted. The aim is to understand how counter-piracy worked in practice. The book uses assemblage theory to approach law as a social process and places emphasis on studying empirical enforcement practices over analysing legal provisions. This supplements existing scholarship on the legal aspects of counter-piracy. Scholarship has mainly examined applicable law governing counter-piracy. This book steps into the field to examine applied law. Its methodology renders visible areas of legal ambiguity and identifies practices which suggests impunity and questions legal certainty. It thus contributes with new policy-relevant knowledge for international security governance. The relevance is one of urgency. Counter-piracy off Somalia has served as a governance paradigm, which is replicated in other maritime domains. Consideration of the implications for policy is therefore needed. The book will be of interest to policy-makers, security practitioners and scholars, who share a methodological commitment to practice.

This edited volume explores how artificial intelligence (AI) is transforming international conflict in cyberspace. Over the past three decades, cyberspace developed into a crucial frontier and issue of international conflict. However, scholarly work on the relationship between AI and conflict in cyberspace has been produced along somewhat rigid disciplinary boundaries and an even more rigid sociotechnical divide – wherein technical and social scholarship are seldomly brought into a conversation. This is the first volume to address these themes through a comprehensive and cross-disciplinary approach. This book explores the practical and theoretical opportunities as well as the challenges raised by the expansion of transitional justice into new and 'aparadigmatic' cases. The book defines transitional justice as the pursuit of accountability, recognition and/or disruption and applies an actor-centric analysis focusing on justice actors' intentions of and responses to transitional justice. It offers a typology of different transitional justice contexts ranging from societies experiencing ongoing conflict to consolidated democracies, and includes chapters from all types of aparadigmatic contexts. This covers transitional justice in states with contested political authority, shared political authority, and consolidated political authority. The transitional justice initiatives explored by the wide range of contributors are those of Afghanistan, Belgium, France, Greenland/Denmark, Libya, Syria, Turkey/Kurdistan, UK/Iraq, US, and Yemen. Through these aparadigmatic case studies, the book develops a new framework that, appropriate to its expanding reach, allows us to understand the practice of transitional justice in a more context-sensitive, bottom-up, and actor-oriented way, which leaves room for the complexity and messiness of interventions on the ground. The book will appeal to scholars and practitioners in the broad field of transitional justice, as represented in law, criminology, politics, conflict studies and human rights.

Conflicts between agents acting in a multi-agent environment arise for different reasons, involve different concepts, and are dealt with in different ways, depending on the kind of agents and on the domain where they are considered. Agents may have conflicting beliefs, conflicting goals, or may have to share limited resources. Consequently, conflicts may be expressed as mere differences, or as contradictions, or even as social conflicts. They may be avoided, solved, kept, or even created deliberately. Conflicting Agents studies conflicts in the context of multi-agent systems, i.e. artificial societies modeled on the basis of autonomous, interacting agents. This book addresses questions about types of conflicts, conflict definitions and the use of conflicts as trigger functions for activities in multi-agent systems. The book is also dedicated to questions of conflict management, resolution and avoidance, i.e. the question of how agents cope with conflicts and conflicting situations.

Much has been written about reintegration of ex-combatants in a traditional or conventional disarmament, demobilisation and reintegration (DDR) programme. This volume examines reintegration of ex-combatants in a un-conventional DDR in which a cash-based scheme replaced a reintegration programme. It uncovers the dilemmas surrounding the un-conventional DDR programme in Nepal, situating the phenomena in the divisive politics of war to peace transition. Drawing on the narratives and perceptions of ex-combatants and their families, the volume provides a compelling analysis of why some ex-combatants reintegrate socially and economically better than others at the end of a war. Analysing the consequences and effects of reintegration of Maoist ex-combatants in the post-conflict peace and security, the volume argues that cash-based schemed in DDR programme can pacify ex-combatants and de-politicise a DDR programme but cash alone can not reintegrate ex-combatants.

Starting from the key concept of geo-economics, this book investigates the new power politics and argues that the changing structural features of the contemporary international system are recasting the strategic imperatives of foreign policy practice. States increasingly practice power politics by economic means. Whether it is about Iran's nuclear programme or Russia's annexation of Crimea, Western states prefer economic sanctions to military force. Most rising powers have also become cunning agents of economic statecraft. China, for instance, is using finance, investment and trade as means to gain strategic influence and embed its global rise. Yet the way states use economic power to pursue strategic aims remains an understudied topic in International Political Economy and International Relations. The contributions to this volume assess geo-economics as a form of power politics. They show how power and security are no longer simply coupled to the physical control of territory by military means, but also to commanding and manipulating the economic binds that are decisive in today's globalised and highly interconnected world. Indeed, as the volume shows, the ability to wield economic power forms an essential means in the foreign policies of major powers. In so doing, the book challenges simplistic accounts of a return to traditional, military-driven geopolitics, while not succumbing to any unfounded idealism based on the supposedly stabilising effects of interdependence on international relations. This book discusses the phenomenon of femicide-the killing of women globally because of their gender-in peacetime and in war. Femicide in war is different from femicide in peace, and yet the dividing-line between the two is thin. Violence against women happens in many forms-from emotional, psychological, and financial abuse, barriers to personal autonomy and security to physical and sexual abuse terminating in murder. It includes infanticide, sex selection, misogynistic laws and cultural practices and can include genital mutilation, forced sterilization, or forced pregnancy. Women experience these forms of violence during peacetime, as well as in times of crisis, conflict, or national insecurity. The Covid-19 pandemic led to an increase in violence against women as women were thrown back to their violent partners, who were released from jail because of the pandemic. This volume draws upon cases from both Global North and Global South to give a detailed view of crimes against women and how femicide is perceived in different countries. It brings together scholars from diverse countries and disciplines, and from many parts of the world where femicide has never or rarely been reported. Forced to co-operate in America's military hegemony and global war-fighting action, Okinawa is at the very center of the growing tension between Beijing and Washington and its clients in Tokyo and Seoul. This book examines the ways in which the views of the public inhabit the counter-terrorism policy space, with a focus on the UK case. Drawing insights from Critical Terrorism Studies, Critical Security Studies and studies of public opinion, the book develops an argument that the relationship between public opinion is complex, iterative and mutually instantiating. Rather than public opinion and counter-terrorism policy existing in a simple, uni-directional causal relationship, the book argues that whilst counter-terrorism policy actors are informed by public opinion, in important ways they also construct that very opinion. This argument is made through an empirical analysis of UK counter-terrorism policy. Drawing on primary research interviews with key counter-terrorism policy actors, and security professionals, as well as original analysis of parliamentary debates, the book demonstrates that rather than UK counter- terrorism politics being closed and elite-driven, there exists a complex, dialectical relationship between public opinion and both the making and the implementing of counter-terrorism policy. This book brings together a variety of innovative perspectives on the inclusion of gender in the governance of (counter-)terrorism and violent extremism. Religion manifests in an array of disputes in different geographical contexts.
