This book provides a comprehensive analysis of the use of peace agreements from a legal perspective. It describes and evaluates the development of contemporary peace processes and the peace agreements that emerge. The book sets out what is in essence an anatomy of peace agreement practice and interrogates its relationship to law. At its heart the book grapples with the role of law in ending violent conflict and the broader questions this raises for the relationship of law to social change. Law potentially plays two key roles with respect to peace agreements: first, to the extent that peace agreements themselves form legal documents, law plays a role in the 'enforcement' or implementation of the peace agreement; second, international law has a relationship to peace agreement negotiation and content, in its regulatory guise. International Law regulates self-determination, transitional justice, and the role of third parties. The book documants and analyses these two roles of law. In doing so, the book reveals a complex dynamic relationship between the peace agreement as a legal document and the role of international law in which international law and concepts of domestic constitutionalism are being re-shaped. The practice of negotiating peace agreements is argued to be producing a new law of the peacemaker-or lex pacificatoria that connects developments in international law with new forms of domestic constitutional law in a set of hybrid relationships. This book studies regional approaches to the Responsibility to Protect (R2P) in Europe and West Africa. The work assesses how and to what extent the European Union (EU) and the Economic Community of West African States (ECOWAS) have internalised the norm, both generally, in institutions, policies, and programs and specifically, in crisis situations of R2P-concern, such as the 2011 Libyan crisis and 2012 Malian crisis. It provides a historical analysis of how the two regional organisations have dealt with questions of sovereignty, security, and human rights since their founding, as well as an analysis of some of the European and West African roots of the R2P norm. This reflects the notion that global norms are often informed by local and regional practices and that this needs to be recognised in order to fully understand regional responses to alleged global norms. The book uses process tracing to trace the regional internalisation of R2P and has benefited from qualitative research interviews with EU- and ECOWAS-stakeholders. One of the key findings is that ECOWAS and West Africa have delivered a key contribution to the norm construction of R2P, a finding insufficiently recognised in the current literature. This book's main objective is to determine what role, if any, the Shanghai Cooperation Organization (SCO) plays in de-escalating tensions among its members. It argues that the SCO is uniquely suited to keep its disparate members, many of whom have border disputes with each other, from escalating tensions among themselves. The book proposes a rivalry de-escalation model that differs from the standard belief that rivalries de-escalate due to a shock or external pressure. This model states that trust can be built between two rival states when confidence-building measures are instilled and utilized repeatedly over a long period of time. The SCO provides these mechanisms in the form of annual summits between state leaders and routine military exercises involving military units from every member. Examining three case studies involving the founding six members of the organization, the book argues that the SCO is effective in keeping rivalries de-escalated among its members. This book examines classical and modern interpretations of education in the context of contemporary Okinawa as a site of neoliberal military-industrial development. Considering how media educate consumers to accept the plans and policies of the powerful, it questions current concepts of development and the ideology that informs national security policies. The book closely examines the signs, symbols, and rhetorical manipulations of language used in media to rationalize and justify a kind of development, which is the destruction of the environment in Henoko. Through careful analysis of public relations literature and public discourse, it challenges the presupposition that Okinawa is the Keystone of the Pacific and necessarily the only location in Japan to host U.S. military presence. Forced to co-operate in America's military hegemony and global war-fighting action, Okinawa is at the very center of the growing tension between Beijing and Washington and its clients in Tokyo and Seoul. The book represents a case study of the discourse used in society to wield control over this larger project, which is a more developed and militarized Okinawa . Considering how history is given shape through external power structures and discourse practices that seek control over both historical and contemporary narratives, it reveals how public attitudes and perceptions are shaped through educational policies and media.

Taiwan's position looks increasingly precarious, and tensions threaten to grow into a major strategic crisis. Chinese President Xi Jinping has made reunification with Taiwan a central pillar of his vision for China, and has ramped up diplomatic and economic pressure on Taiwan. Its inhabitants are increasingly estranged from the mainland, and Tsai Ing-wen's administration refuses to conduct relations with China on Beijing's terms. Taiwan could take on renewed strategic significance amid the backdrop of the deepening rivalry between China and the United States, and find itself at the centre of a Cold War-style superpower confrontation. While Washington's support and military power has historically guaranteed Taiwan's security, this is no longer a certainty. This Adelphi book argues that China's military modernisation has changed the cross-strait military balance, and the ability of the US to prevail in a conflict over Taiwan may have evaporated by 2030. As China feels increasingly empowered to retake Taiwan, there is significant potential for escalation, particularly given the ambiguity of Beijing's 'red lines' on Taiwan. Neither Beijing, Taipei nor Washington want such a conflict, but each is challenging the uneasy status quo. Taylor calls for the introduction of a narrower set of formal crisis-management mechanisms designed to navigate a major Taiwan crisis.

Consequently, conflicts may be expressed as mere differences, or as contradictions, or even as social conflicts. They may be avoided, solved, kept, or even created deliberately. Conflicting Agents studies conflicts in the context of multi-agent systems, i.e. artificial societies modeled on the basis of autonomous, interacting agents. This book addresses questions about types of conflicts, conflict definitions and the use of conflicts as trigger functions for activities in multi-agent systems. This book contributes to existing debates on the Responsibility to Protect (R2P) by demonstrating new advocacy strategies and the greater interconnectedness of various R2P proponents. In 2021, the UN General Assembly adopted a new resolution on R2P, which reaffirmed its commitment from the 2005 World Summit Outcome and put R2P on the annual agenda. For many R2P proponents, this was another manifestation of worldwide R2P relevance and of growing support among UN members to protect people from genocide, war crimes, ethnic cleansing and crimes against humanity. Yet the existing crises in Myanmar, Venezuela, Belarus, Syria and many others revealed the widening gap between the discourse and practice. This book aims to find out what keeps the concept alive despite its indisputable pitfalls. In contrast to existing studies that treat the R2P endorsement or contestation as intertwined processes of norm evolution, it argues that the status of R2P has been accomplished by the conscious politics of its advocates operating in complex global networks. As such, the book puts emphasis on the agency of R2P champions and examines who keeps the idea resonating and how they manage to preserve its worldwide relevance. Rather than proposing a new model of advocacy, the book aims to pinpoint the politics of R2P's circulation, the importance of individual R2P champions and their interconnectedness through innovative forms of cooperation within complex networks. This book is a socio-legal study of counter-piracy. It takes as its case the law enforcement efforts after 2008 to suppress piracy off the coast of Somalia. Through ethnographic fieldwork, the book invites the reader onto a Danish warship patrolling the western Indian Ocean for piracy incidents and into the courtroom in Seychelles, where more than 150 suspects were prosecuted. The aim is to understand how counter-piracy worked in practice. The book uses assemblage theory to approach law as a social process and places emphasis on studying empirical enforcement practices over analysing legal provisions. This supplements existing scholarship on the legal aspects of counter-piracy. Scholarship has mainly examined applicable law governing counter-piracy. This book steps into the field to examine applied law. Its methodology renders visible areas of legal ambiguity and identifies practices which suggests impunity and questions legal certainty. It thus contributes with new policy-relevant knowledge for international security governance. The relevance is one of urgency. Counter-piracy off Somalia has served as a governance paradigm, which is replicated in other maritime domains. Consideration of the implications for policy is therefore needed. The book will be of interest to policy-makers, security practitioners and scholars, who share a methodological commitment to practice.

Interregional cooperation in peace and security as key feature of the EU external relations is particularly relevant in Africa-EU relations. However, these efforts have not been systematically evaluated to date. Focusing specifically on interregional peace operations, this volume provides the first comprehensive evaluation of the Africa-EU Partnership on Peace and Security.
