Isaiah Berlin's liberalism seems both dated and essential in an era of ideological extremes. Berlin's vision of liberalism rejected metaphysics, philosophies of history, and particular conceptions of the good, setting a pattern for Anglo-American political thought that is still influential and may offer resources for understanding the resurgence of ideology in the twenty-first century, but one that also seems to be firmly embedded in the Cold War opposition of liberalism against Marxism. In this volume, ten political theorists reconsider Berlin's thought-especially his famous essay, "Two Concepts of Liberty"-in the light of contemporary political developments such as populism. Several contributors focus on Berlin's neglected idea of political "maturity" as holding a key to his thought, making it an important site of contestation over his legacy. Others analyse Berlin's notoriously fraught definition of liberty and his understanding of value pluralism; situate him as a Cold War liberal; and relate his work to that of contemporaries such as Raymond Aron and Leo Strauss. This book provides the first analysis of the Trilateral Commission and its role in global governance and contemporary diplomacy. In 1973, David Rockefeller and Zbigniew Brzezinski founded the Trilateral Commission. Involving highly influential people from business and politics in the US, Western Europe, and Japan, the Commission was soon preceived as constituting an embryonic or even shadow world government. As the first researcher to have accessed the Commission's archives, the author argues that this study demonstrates that global governance and international diplomacy should be considered a product of overlapping elite networks that merge informal and formal spheres across national borders. This work has three immediate aims: to trace the background, origins, purposes, characteristics, and modus operandi of the Commission; to investigate the elite aspect of the Commission and how this related to democracy; and to demonstrate how the Commission contributed to diplomatic practices and policy-formulation at national and international levels. Peace Settlements and Political Transformation in Divided Societies examines what happened to Northern Ireland and South Africa after their miraculous political settlements in the 1990s, in which comparison between the two cases played a small but significant role. The author extends the story by exploring the connections between these two deeply divided societies during the consolidation of their settlements. He shows the ways in which their paths have subsequently diverged in both reality and perception. At the outset of the transformation of the two polities, the similarities between the two cases tended to be overstated. In this context, the book explains how the South African case came to be misidentified as an example of consociationalism, and the influence that this has continued to exert on comparative studies of power-sharing. In the process, other aspects of South Africa's political transformation, including respect for the constitution and the rule of law, have been overlooked and underappreciated. In the case of Northern Ireland, a missing element in the treatment of its settlement as a model for other deeply divided societies has been the role that external mediation played in the creation and survival of its institutions. Northern Ireland's dependence on favourable external circumstances explains in large part why the Good Friday Agreement is now facing a threat to its survival. By contrast, South Africa's political institutions seem relatively secure, despite the vast scale of the country's socio-economic problems. Analyzing informal trading practices and smuggling through the case study of Novi Pazar, this book explores how societies cope when governments no longer assume the responsibility for providing welfare to their citizens. This book deals with Israeli development aid to Sub-Saharan Africa countries as a part of Israeli foreign policy. This book provides an in-depth analysis of one of the most persistent and perennial types of conflict in Africa- pastoralist-farmer conflicts - and the linkages with conflict management and resolution, vulnerability and displacement, government capacity and deficits, and the role of local and international governmental and non-governmental agencies in the specific Nigerian context. Conflict-induced displacement generates humanitarian and protection issues particularly when the government is unwilling to carry out its responsibility of protecting the civilians in flight. This book addresses the issues raised by Chinese and North Korean maritime 'gray zone' activities in the Indo-Asia-Pacific region. For years, China has been harassing its neighbors in South China Sea and East China Sea, employing both coast guard and maritime militia forces, in the name of safeguarding Chinese sovereignty. This behavior is frequently characterized as constituting 'gray zone' activity. As the term suggests, this refers to a state of conflict that falls between peace and war. Interestingly, the Yellow Sea, which is geographically much closer to China than South China Sea or East China Sea, has been comparatively quiet. However, there is a danger that the PRC has the capability to replicate its gray zone activities in this area. Worse, North Korea has also been engaging in carefully-calibrated provocations there. This book addresses pressing questions about these activities and offers: (1) a conceptual framework to understand maritime gray zone operations and Beijing and Pyongyang's approach, with an unprecedented focus on the Yellow Sea; (2) a comprehensive, fully updated fleet force structure for the PRC's Coast Guard, together with projections regarding how the Coast Guard is likely to develop in the future; (3) an extensive organizational analysis of the PRC's Maritime Militia that surveys the many units relevant to Yellow Sea operations, some revealed publicly for the first time; and (4) a detailed assessment of North Korean maritime 'gray zone' activities.
