This novel and original book examines and disaggregates, theoretically and empirically, operations of power in international security regimes. These regimes, varying in degree from regulatory to prohibitory, are understood as sets of normative discourses, political structures and dependencies (anarchies, hierarchies, and heterarchies), and agencies through which power operates within a given security issue area with a regulatory effect. In International Relations, regime analysis has been dominated by several generations of regime theory/theorization. As this book makes clear, not only has the IR Regime Theory been of limited utility for security domain due to its heavy focus on economic and environmental regimes, but it, too, heuristically suffered from its rigid pegging to general IR Theory. It is not surprising then that the evolution of IR Regime Theory has largely been mirroring the evolution of IR Theory in general: from the neo-realist/neo-liberal institutionalist convergence regime theory; through cognitivism; to constructivist regime theory. The commitment of this book is to remedy this situation by bringing together robust power analysis and international security regimes. It provides the reader with a theoretically and empirically uncompromising and comprehensive analysis of the selected international security regimes, which goes beyond one or another school of IR Regime Theory. In doing so, it completely abandons existing, and piecemeal, analysis of regimes within the intellectual field of IR based on conventional grand/mid-range theorization.

This book investigates how borders in former Soviet Union territories have evolved and shifted in the thirty years since the end of the Cold War. The collapse of the Soviet Union in 1991 led to fifteen independent states and numerous de facto states; but this process of rebordering is not finished, and social, economic, infrastructural, cultural and political networks and spaces continue to develop. Foreign and security policy have long been removed from the political pressures that influence other areas of policymaking. This has led to a tendency to separate the analytical levels of the individual and the collective. Using Lacanian theory, which views the subject as ontologically incomplete and desiring a perfect identity which is realised in fantasies, or narrative scenarios, this book shows that the making of foreign policy is a much more complex process. Emotions and affect play an important role, even where 'hard' security issues, such as the use of military force, are concerned. This book outlines challenges to the effective operation of regional economic communities (RECs) with regards to peacebuilding in Africa. Critically examining these issues from an interdisciplinary perspective, with a focus on comparative analysis of the status, role, and performances of the Economic Community of West African States (ECOWAS) and Intergovernmental Authority on Development (IGAD), it examines particular constraints to their effective participation in regional initiatives. This book critically interrogates the neoliberal peacebuilding and statebuilding model and proposes a popular progressive model centred around the lived realities of African societies. The neoliberal interventionist model assumed prominence and universal hegemony following the demise of state socialism at the end of the Cold War. However, this book argues that it is a primarily short-term, top-down approach that imposes Western norms and values on conflict and post-conflict societies. By contrast, the popular progressive model espoused by this book is based on stringent examination and analysis of the reality of the socio-economic development, structures, institutions, politics and cultures of developing societies. In doing so, it combines bottom-up and top-down, popular and elite, and long-term evolutionary processes of societal construction as a requisite for enduring peacebuilding and statebuilding. By comparing and contrasting the dominant neoliberal peacebuilding and statebuilding model with a popular progressive model, the book seeks to empower locals (both elites and masses) to sit in the driver's seat and construct their own societies. As such, it is an important contribution to scholars, activists, policymakers, civil society organisations, NGOs and all those who are concerned with peace, stability and development across Africa and other developing countries.

How do political parties affect foreign policy? This book answers this question by exploring the role of party politics as source of foreign policy change in liberal democracies.
