Police powers to stop, question and search people in public places, and the way these powers are exercised, is a contentious aspect of police-community relations, and a key issue for criminological and policing scholarship, and for public debate about liberty and security more generally. Whilst monitoring and controlling minority populations has always been a feature of police work, new fears, new 'suspect populations' and new powers intended to control them have arisen in the face of instability associated with rapid global change. This book synthesises and extends knowledge about stop and search practices across a range of jurisdictions and contexts. On 16 August 2012, the South African police shot dead thirty-four men and injured hundreds more, bringing to an end a week-long strike at the Lonmin platinum mine in Marikana. None of the murdered people posed a threat to any police officer. Existing studies of this nation-shaping and internationally significant event have often overlooked the experiences and perspectives of the striking miners themselves. Now, for the first time, the men’s lives – and deaths – are put at the centre of the story.

Placing the strike in the context of South Africa’s long history of racial and economic exclusion, explaining how the miners came to be in Marikana, how their lives were ordinarily lived and the substance of their complaints, Julian Brown shows how the strike developed from an initial gathering into a mass movement of more than 3,000 workers. Drawing on interviews with strikers and their families, he tells the stories of those who embarked on the strike, those who were killed, and the attempts of the families of the deceased to identify and bury their dead.

Once considered among the most respected police departments in the world, the LAPD suffered a devastating fall from grace following the 1991 police officer beating of Rodney King and the Los Angeles riots stemming from the officers' acquittal in 1992. They are presented in their entirety in this book. In every respect, this work is the final word on why and how the LAPD-a police organization emulated throughout the world-ultimately self-destructed after 41 years of serving and protecting the City of Angels.

This book offers a global history of civilian, military and gendarmerie-style policing around the First World War. Whilst many aspects of the Great War have been revisited in light of the centenary, and in spite of the recent growth of modern policing history, the role and fate of police forces in the conflict has been largely forgotten. Yet the war affected all European and extra-European police forces. Despite their diversity, all were confronted with transnational factors and forms of disorder, and suffered generally from mass-conscription. During the conflict, societies and states were faced with a crisis situation of unprecedented magnitude with mass mechanised killing on the battle field, and starvation, occupation, destruction, and in some cases even revolution, on the home front. Based on a wide geographical and chronological scope - from the late nineteenth century to the interwar years - this collection of essays explores the policing of European belligerent countries, alongside their empires, and neutral countries. The book's approach crosses traditional boundaries between neutral and belligerent nations, centres and peripheries, and frontline and rear areas. It focuses on the involvement and wartime transformations of these law-enforcement forces, thus highlighting underlying changes in police organisation, identity and practices across this period.

Democratic policing today is a widely used approach to policing not only in Western societies but increasingly around the world. Yet it is rarely defined and it is little understood by the public and even by many of its practitioners. DP is built on a basic principle that building trust with citizens is the basis of more effective and beneficial policing in a community. This requires an approach to equality among social groups that has not been present or referred to widely in police studies or in criminal justice. Moreover, it requires an understanding of the postmodern world: of rapid communication, displacement of time and space, and cheap worldwide transportation. These changes can cause displacement and distrust across national and cultural boundaries, even as states grow weaker and the local nature of policing comes into question. Insofar as policing is a means for coping with uncertainty and reducing distrust, it faces new challenges from contingencies produced by the media, the law, untoward events, internal command and control issues, and variations in officially recorded crime. These trends call for the basic reformulation of the foundations of democratic policing taken up in this book. Manning delineates today's relationship between democracy and policing. He documents the failure of police reform, showing that each new approach-crime mapping, community policing, problem solving, and hotspots policing-has failed to alter any fundamental practice and has in fact increased inequalities. Throughout the Jim Crow era, southern police departments played a vital role in the maintenance of white supremacy. Police targeted African Americans through an array of actions, including violent interactions, unjust arrests, and the enforcement of segregation laws and customs. Scholars have devoted much attention to law enforcement's use of aggression and brutality as a means of maintaining African American subordination. While these interpretations are vital to the broader understanding of police and minority relations, Black citizens have often come off as powerless in their encounters with law enforcement. Brandon T. Jett's Race, Crime, and Policing in the Jim Crow South, by contrast, reveals previously unrecognized efforts by African Americans to use, manage, and exploit policing. In the process, Jett exposes a much more complex relationship, suggesting that while violence or the threat of violence shaped police and minority relations, it did not define all interactions. Black residents of southern cities repeatedly complained about violent policing strategies and law enforcement's seeming lack of interest in crimes committed against African Americans. These criticisms notwithstanding, Blacks also voiced a desire for the police to become more involved in their communities to reduce the seemingly intractable problem of crime, much of which resulted from racial discrimination and other structural factors related to Jim Crow. Although the actions of the police were problematic, African Americans nonetheless believed that law enforcement could play a role in reducing crime in their communities. During the first half of the twentieth century, Black citizens repeatedly demanded better policing and engaged in behaviors designed to extract services from law enforcement officers in Black neighborhoods as part of a broader strategy to make their communities safer. By examining the myriad ways in which African Americans influenced the police to serve the interests of the Black community, Jett adds a new layer to our understanding of race relations in the urban South in the Jim Crow era and contributes to current debates around the relationship between the police and minorities in the United States.

Is it possible to create democratic forms of policing in transitional and developing societies? The police force is one of the most distrusted institutions in Pakistan, notorious for its corruption and brutality. In both colonial and postcolonial contexts, directives to confront security threats have empowered law enforcement agents, while the lack of adequate reform has upheld institutional weaknesses. This exploration of policing in Karachi, Pakistan's largest city and financial capital, reveals many colonial continuities. Both civilian and military regimes continue to ensure the suppression of the policed via this institution, itself established to militarily subjugate and exploit in the interests of the ruling class. However, contemporary policing practice is not a simple product of its colonial heritage: it has also evolved to confront new challenges and political realities. Based on extensive fieldwork and around 200 interviews, this ethnographic study reveals a distinctly 'postcolonial condition of policing'. Mutually reinforcing phenomena of militarisation and informality have been exacerbated by an insecure state that routinely conflates combatting crime, maintaining public order and ensuring national security. This is evident not only in spectacular displays of violence and malpractice, but also in police officers' routine work. Caught in the middle of the country's armed conflicts, their encounters with both state and society are a story of insecurity and uncertainty.

Police response to incidents of intimate partner violence can be critical. This volume investigates the elements in the institutional, legal and organizational context that are relevant for police response to incidents in the realm of the private sphere and whether there exists a relation with the reporting of such incidents by victims.
