This book examines how the EU and international law frameworks impact the EU's ability to act normatively in its external action in the area of fisheries. The EU, a major fishing power, portrays itself as a normative actor and a champion of sustainable fishing. The volume reconceptualises the Normative Power Europe narrative by identifying three interrelated elements - universality, use of instruments, and legitimacy - as the key criteria against which to evaluate the normativity of the EU's conduct. The universality element examines the level of international acceptance of the stated aims of EU action; the use of instruments element examines the EU's participation limitations in relevant international institutions and the means (persuasion as opposed to coercion) through which it acts; and the legitimacy element examines the substance of the EU's action in terms of legality, protection of common or self-interests, and coherence and consistency. The book draws upon extensive research into both the international and EU legal frameworks relating to fisheries and the EU's practice in its external fisheries relations. It consecutively discusses four sets of challenges: (i) to the EU's normativity posed by lack of membership in global institutions; (ii) created notwithstanding membership in other global or regional bodies; (iii) connected to multileveled coercive action and (iv) to accessing foreign fishing resources. It claims that, while the EU's normativity depends greatly on its internal and external powers, it is the EU's inability to freely wield these powers that damages its normativity. To act normatively, the EU primarily needs the full Member States' support, as its present constitution prevents it from acting completely independently from them. The volume is aimed at academics and practitioners alike working in the area of fisheries globally but also on the EU's external action more generally. The book analyses agricultural economics and food policy in New Zealand, where farming produce has been by far the main export commodity. Farming exports' importance, together with the need to diversify exports away from a former colonial relationship with the UK, makes liberalising agricultural trade a major concern for New Zealand. Farmers, themselves, have influenced, significantly, policy development and implementation through their organisation, Federated Farmers. After World War II farmers at first encouraged Government financial support for farming and by the 1980s farming was highly subsidised. Farmers recognised in the 1980s that New Zealand's economic problems demanded reduced Government intervention and accepted ending farming subsidies. New Zealand then encouraged, globally, 'farming without subsidies'. New Zealand projected an image of environmental cleanliness and greenness in support of its exporting but into the 21st century wrestled to maintain that image because farming impacted on water quality and climate change emissions.
Facing new challenges with respect to sustainable agriculture and rural development strategies for low-income countries, related to global environmental change and globalization of markets, an interdisciplinary Wageningen University and Research Centre group set out to draw lessons from the DLO-IC projects of the last eight years. In discussing the way ahead and a future agenda, a number of major research challenges, as well as policy questions are outlined.
The volume presents a range of critical perspectives on the
contemporary agri-food sector. The starting point is the
recognition that geography matters in agri-food more than ever, and
it plays a diverse range of roles in shaping production-consumption
relations. With hindsight, it may be argued that the extensive
rural sociological literature on the globalisation of food over the
past twenty years has tended to over-emphasise the degree to which
food products and processes have indeed been industrialised and
standardised. But if diversity and variety have become increasingly
significant in distinguishing food commodities, spaces of
production, and the practices of consumption, how are we to
critically understand and theorise this complexity? What are the
features of the institutional, private, public and civic frameworks
that work to promote and sustain diversity and complexity in the
international food sector both within and between the global and
the local? What new or reconfigured sets of power relations are
developing through the unfolding of this complexity; and what do
these suggest for the sustainability or vulnerability of rural
locales and natures?
The agricultural sector's perceived importance in the international development circle waned dramatically after the 1980s, and investments in rural development and agricultural research and development declined sharply. This volume reasserts the role of agricultural and rural development in the economic development debate. By revisiting the evolution of ideas, paradigms and empirical evidence, and by drawing on Asian experiences, the book intends to set a reinvigorated agenda on agricultural and rural development both for research and policy discussions in the coming decades. Over the last two centuries, the experiences of the first wave of industrialized countries in Europe and the US, and the more recent experiences of the East Asian Tigers, Indonesia, Malaysia, Thailand, China, India, and Vietnam, have illustrated the transformative nature of industrialization. There are reasons to believe that industrialization will continue to be one of the major engines of growth, transformation, and socioeconomic development. Industrial development enables a more rapid advancement toward developed country living standards. But many challenges remain, and new challenges have arisen. These include: integration into global value chains; the shrinking of policy space in the present international order; the rise of the Asian driver economies; new opportunities provided by resource-based industrialization; the accelerating pace of technological change in manufacturing; how to deal with jobless growth in manufacturing; creating adequate systems of financial intermediation; and how to respond to the threats of global warming and climate change. Under present conditions it may be more difficult than ever for the poorer developing countries to foster industrial development and structural change. They face a more complex, and daunting set of circumstances than the developing countries that embarked on industrialization after 1950. These changing and challenging circumstances require new thinking, and in particular new paradigms to guide researchers, policy makers, and international development organizations in the future. The book includes chapters on the experiences of Africa, Latin America, China, and Indonesia, as wells as thematic chapters on structural change, jobless growth, the evolution of industrial policy, and the challenges of environmental sustainability and climate change. It provides a timely analysis of the circumstances and challenges facing developing countries in industrialization, and offer fresh ideas for new paradigms to carry forward industrial policy in the future.
The creation of large new tracts of forest, together with the development of a modern wood processing sector, was the single biggest transformation to occur in the Scottish countryside during the twentieth century. While the environmental and landscape impacts of this change have been much commented upon, its impact on Scottish culture and society has attracted comparatively little attention. This book tells the fascinating story of the human side of forestry, drawing heavily on the thoughts, experiences and reflections of a wide range of individuals from all levels and all sectors of the industry as it has developed in Scotland over the last 100 years.
