Deep rooted in Western Enlightenment trajectory, this racially-driven politics is linked to the Western theories of scientific superiority which went on to become the basis of eugenics and coloniality as part of modernity. Focusing on the 'migrant crisis', Brexit, and the impacts of the global pandemic, this book unpicks the waves of crises and neuroses about the 'Other' in Europe and the UK. The chapters analyse the rhetoric of camps, refrigerated death lorries, the notion of channel crossings and 'accidental' drownings, the formation of relationship with border architecture such as the razor wire, and corporeal resistance in detention centres through hunger strike. Hybrid Political Order and the Politics of Uncertainty is the first book to critically and comprehensively explore the parallels between the country's engagement with the recent Syrian refugee influx and the more protracted Palestinian presence. Every year, members of the Hmong Christian Church of God in Minneapolis gather for a cherished Thanksgiving celebration. But this Thanksgiving takes place in the spring, in remembrance of the turbulent days in May 1975 when thousands of Laotians were evacuated for resettlement in the United States. For many Hmong, passage to America was also a spiritual crossing. As they found novel approaches to living, they also embraced Christianity-called kev cai tshiab, "the new way"-as a means of navigating their complex spiritual landscapes. Melissa May Borja explores how this religious change happened and what it has meant for Hmong culture. American resettlement policies unintentionally deprived Hmong of the resources necessary for their time-honored rituals, in part because these practices, blending animism, ancestor worship, and shamanism, challenged many Christian-centric definitions of religion. At the same time, because the government delegated much of the resettlement work to Christian organizations, refugees developed close and dependent relationships with Christian groups. Ultimately the Hmong embraced Christianity on their own terms, adjusting to American spiritual life while finding opportunities to preserve their customs. The confrontation between asylum seeking and sovereignty has mainly focused on ways in which the movement and possibilities of refugees and migrants are limited. In this volume, instead of departing from the practices of governance and surveillance, Puumala begins with the moving body, its engagements and relations and examines different ways of seeing and sensing the struggle between asylum seekers and sovereign practices. Puumala asserts that our political imagination is being challenged in its ways of ordering, practicing and thinking about the international and those relations we call international. The issues relating to asylum seekers are one example of the deficiencies in the spatiotemporal logic upon which these relations were originally built; words such as 'nation', 'people', 'sovereignty' and 'community' are challenged. Conventional methods of governing, regulating and administering increased forms of mobility are in trouble, which gives rise to the invention of new technologies at borders and introduces regulations and spaces of exception. This book, first published in 1988, charts society's responses to the huge numbers of refugees in Europe and the Middle East during and after the Second World War. At the close of the war large areas of Europe lay in ruins, and large numbers of refugees faced upheaval and famine. Political considerations influenced the decisions as to who received assistance, and refugees were forcibly repatriated or resettled - and in the analysis of these matters and more, both the refugee crises of the 1940s and their relevance today are highlighted.

The Turkish-Syrian borderlands host almost half of the Syrian refugees, with an estimated 1.5 million people arriving in the area following the outbreak of the Syrian civil war. International organizations (IOs) that focus on refugees are finding themselves spread increasingly thin. As the scale of displacement reaches historic levels-protracted refugee situations now average 26 years-organizations are staying for years on end, often working well beyond their original mandates. In some cases, IOs may even act as a substitute for the state. This book considers the conditions under which surrogacy occurs and what it means for the organization's influence on the state. It looks specifically at the United Nations High Commissioner for Refugees (UNHCR) as a surrogate state in protracted refugee situations in Kenya, Tanzania, and Uganda. Drawing on international relations literature and empirical studies of UNHCR, Miller asks how and when UNHCR takes on surrogacy, and what effect this has on its ability to influence how a host state treats refugees. The book develops a framework for understanding IOs at the domestic level and presents a counterintuitive finding: IO surrogacy actually leads to less influence on the state. In other words, where UNHCR behaves like a state, it is less able to influence a host state's refugee policies.
