Through an ethnography of the social and medical worlds of a community of Tibetan refugees in India, this book addresses two main questions: first, how has the prolonged displacement of Tibetan refugees affected concepts of health in the exile community? Second, how has exile changed traditional Tibetan medical practices? It explores how social changes linked to exile have influenced concepts of health and illness in the Tibetan refugee community of Dharamsala and by looking at recent changes in the theory and practice of traditional Tibetan medicine investigates the role of traditional Tibetan medicine in sustaining public health in the exile community.
Recent years have witnessed a significant growth of interest in the consequences of political violence and displacement for the young. However, when speaking of "children" commentators have often taken the situation of those in early and middle childhood as representative of all young people under eighteen years of age. As a consequence, the specific situation of adolescents negotiating the processes of transition towards social adulthood amidst conditions of violence and displacement is commonly overlooked. This book examines Syrian displacement since the start of the 2011 conflict. It considers how neighboring refugee-hosting states - namely Jordan, Turkey and Lebanon - have responded to Syrian refugees, as well as how the international humanitarian community has assisted and protected refugees and internally displaced persons (IDPs). Miller examines Syrian displacement as it relates to EU and US policies, and relates Syrian displacement to broader themes and debates on the international refugee regime and humanitarian intervention. The book argues that displacement is not a mere symptom or byproduct of the conflict in Syria, but a key variable that must be addressed with any peace plan or strategy for ending the conflict and rebuilding Syria. Responses to displacement should therefore not just be thought of in a humanitarian context, but also as a political, security and economic issue. Drawing on media reports, research briefs, scholarly books and articles, NGO reports and UN research to contextualize and critically analyze the blur of headlines and rhetoric on Syria, the book seeks to shed light on the political and humanitarian responses to displacement. It seeks to inform policymakers, practitioners and scholars about the current Syrian displacement situation, helping to make sense of the complex web of literature on Syrian refugees and IDPs.
How do people whose entire way of life has been destroyed and who witnessed horrible abuses against loved ones construct a new future? How do people who have survived the ravages of war and displacement rebuild their lives in a new country when their world has totally changed? In Making Refuge Catherine Besteman follows the trajectory of Somali Bantus from their homes in Somalia before the onset in 1991 of Somalia's civil war, to their displacement to Kenyan refugee camps, to their relocation in cities across the United States, to their settlement in the struggling former mill town of Lewiston, Maine. Tracking their experiences as "secondary migrants" who grapple with the struggles of xenophobia, neoliberalism, and grief, Besteman asks what humanitarianism feels like to those who are its objects and what happens when refugees move in next door. As Lewiston's refugees and locals negotiate coresidence and find that assimilation goes both ways, their story demonstrates the efforts of diverse people to find ways to live together and create community. Besteman's account illuminates the contemporary debates about economic and moral responsibility, security, and community that immigration provokes.

There is a tendency to consider all refugees as 'vulnerable victims': an attitude reinforced by the stream of images depicting refugees living in abject conditions. This groundbreaking study of Somalis in a Kenyan refugee camp reveals the inadequacy of such assumptions by describing the rich personal and social histories that refugees bring with them to the camps. The author focuses on the ways in which Somalis are able to adapt their 'nomadic' heritage in order to cope with camp life; a heritage that includes a high degree of mobility and strong social networks that reach beyond the confines of the camp as far as the U.S. and Europe. Cindy Horst holds a PhD in Anthropology and completed a foundation year at the Refugee Studies Centre at Oxford University. She carried out extensive fieldwork amongst Somalis in Kenyan refugee camps and towns between 1995 and 2001 and in Europe and also worked for a refugee-assisting NGO. Cindy has recently been appointed Senior Researcher at the International Peace Research Institute, Oslo.
Taking the context of forced migration, this book addresses the role that regional, in contrast to national or global, institutions and relationships play in shaping asylum policies and procedures. It examines the causes of forced migration movements; the direction of forced migration flows and its effect upon the immediate region; policy responses towards forced migration (in particular ASEAN and the European Community); cooperative arrangements and agreements between regional states; and the protection of human rights. The book also considers the role that regional responses are likely to play in determining the direction of asylum policy in receiving states and procedures in the future.
Partition and post-colonial migrations - sometimes voluntary, often forced - have created borders in South Asia that serve to oppress rather than protect. Migrants and refugees feel their real home lies beyond the border, and liberation struggles continue the quest for freedoms that have proven to be elusive for many. States scapegoat refugees as "outsiders" for their own ends, justifying the denial of their rights, while academic discourse on refugees represents them either as victims or as terrorists. Taking a stance against such projections, this book examines refugees' struggles for better living conditions and against marginalization. By analyzing protest and militarization among refugees, the book argues that they are neither victims without agency nor war entrepreneurs. Through interviews, surveys, and statistical analyses, it shows how states have manipulated refugee identity and resistance to promote the ideal of the nation-state, thereby creating protracted refugee crises. This is evident even in the most humanitarian state intervention in modern South Asia - India's military intervention in East Pakistan (now Bangladesh) in 1971. The findings put forward provide the basis to understand the conditions under which violence can break out, and thereby have implications for host countries, donor countries, and aid organizations in the formulation of refugee-policy. The book is of interest to scholars in the fields of South Asian studies, comparative politics, international relations, refugee studies, development studies, security studies and peace studies.
Croatia gained the world's attention during the break-up of Yugoslavia in the early 1990s. In this context its image has been overshadowed by visions of ethnic conflict and cleansing, war crimes, virulent nationalism, and occasionally even emergent regionalism. Instead of the norm, this book offers a diverse insight into Croatia in the 1990s by dealing with one of the consequences of the war: the more or less forcible migration of Croats from Serbia and their settlement in Croatia, their "ethnic homeland." This important study shows that at a time in which Croatia was perceived as a homogenized nation-in-the-making, there were tensions and ruptures within Croatian society caused by newly arrived refugees and displaced persons from Serbia and Bosnia and Herzegovina. Refugees who, in spite of their common ethnicity with the homeland population, were treated as foreigners; indeed, as unwanted aliens.
Developmental projects have long been displacing people in large numbers every year, but it is only in recent years that the fate of those adversely affected has become an issue of widespread concern requiring urgent action. This volume is the scholarly exploration of these critical issues in a wider perspective, examining resettlement policies as well as resettlement strategies, their strengths, their weaknesses, the persisting gap between policy and its actual practice and the means to improve resettlement outcomes. This volume is well-structured into four parts: (a) Displacement and Resettlement in Developmental Projects (b) Re-examining Resettlement Policies (c) Addressing Resettlement Concerns and (d) Resettlement in a Globalizing World. Two boys. One war-torn country. A world away, freedom. Twelve-year-old Adel and his cousin Shafi try to lead a normal childhood in war-torn Afghanistan. But when Adel's father dies, everything changes. His uncle, a religious fundamentalist, sends Adel to study at a madrasa run by militants, where he is trained as an insurgent and chosen to carry out a suicide bombing. The two become separated only to find each other again in the Calais Jungle encampment, their last, hellish stop. Based on numerous testimonies from refugee youth, this poignant, timely, and well-documented story brings to life the traumatic experiences faced by Afghani children fleeing war and poverty, as well as the isolation they often feel as refugees in the West.
This book presents Hmong history and describes the journey of the Hmong people from eastern to western countries. Prospective and current educators need to understand how war-displaced Hmong refugees came to the United States instead of wondering why they are here or what brought them here in the first place. The features in this book provide prospective and current educators with clear approaches to learning not only about the history of the Hmong but also to appreciating their journey in search of freedom. The Chinese Hmong were war-displaced refugees and immigrants, but the Laotian Hmong are only war-displaced refugees, not immigrants. The Hmong in the West are war-displaced refugees from China and Laos. Over the last two centuries, misidentification has portrayed Hmong refugees as of an ethnic group other than Hmong. This mislabeling has caused massive confusion about Hmong history. They have been erroneously called Miao, Meo, Miaozi, Meng, Mu, or San Miao. The truth is Hmong have a history and rich cultural traditions that have yet to be understood by the American public. The topics in this book help clarify some of the misconceptions about Hmong refugees and Hmong migration. It is a high time to de-Miao-ification to reclaim Hmong true identity.
The crisis in East Pakistan in 1971, which preceded the birth of Bangladesh, led to ten million refugees crossing the border into India. This book argues that this massive influx of refugees within a few short months changed ideas about citizenship and belonging in South Asia. The book looks at how the Indian state, while generously keeping its borders open to the refugees, made it clear that these refugees were different from those generated by Partition, and would not be allowed to settle permanently. It discusses how the state was breaking its 'effective' link between refugees and citizenship, and how at the same time a second 'affective' border was developing between those living in the border areas, especially in Assam and West Bengal. Moving beyond the refugee narratives created by Partition, this book argues that these 'effective' and 'affective' borders generated by the refugee crisis in 1971 form part of the longer historical trajectory of the current political debate regarding 'illegal infiltration' from Bangladesh . It goes on to analyse the aftermath of the 1971 war and the massive repatriation project undertaken by the governments of India, Pakistan and Bangladesh to examine ways in which questions about minorities and belonging remained unresolved post-1971. The book is an interesting contribution to the history of refugees, border-making and 1971 in South Asia, as well as to studies in politics and international relations.
Refugee crises are one of the gravest problems facing the modern world. This book explores the paradox of why countries such as Britain pride themselves on their past treatment of refugees yet are suspicious and hostile towards asylum seekers trying to gain entry. It explores the contemporary treatment and representation of refugees ranging from the Huguenots in the sixteenth to eighteenth centuries through to the many groups that have gained entry more recently. Was the treatment of refugees such as Jews escaping Tsarist and later Nazi persecution as welcoming as politicians and others now make out? Why have some groups been remembered positively, whilst others have been forgotten? Remembering refugees plays particular attention to how historians and those in the heritage industry have dealt with the refugee presence. By adopting an original and critical framework, it asks why a variety of academic disciplines, as well as politicians, the media and the general public, have difficulty with refugees. It is not often acknowledged that the great majority of African refugee movement happens within Africa rather than from Africa to the West. This book examines the specific characteristics and challenges of the refugee situation in Sub-Saharan Africa, offering a new and critical vision on the situation of asylum-seekers and refugees in the African continent. No other crisis in Africa has received as much attention in the West during the past 10 years as the war in Darfur, yet the underlying complexities of the war and the background to the crisis remains poorly understood by scholars, activists and aid workers. This anthropological study of the war in Darfur explores the personal experience of war from the perspective of those refugees who have fled from it and puts forward potential solutions to the conflict. Drawing on ethnographic research carried out in the refugee camps of neighbouring eastern Chad,The War in Darfur: Reclaiming Sudanese History gives a voice to people who to date have had little opportunity to articulate their experiences. Through facilitating the telling of the refugees' tale, examining what happened and how, this book will be an interesting contribution to the areas of refugee studies, anthropology and history.
This is the first book to analyze the important phenomenon of South-South development initiatives. Drawing on critical theories and insights from intersectional analysis, the book examines the experiences and impacts of Middle Eastern and North African (MENA) youth's participation in South-South higher education programmes designed to maximise self-sufficiency. As one of a range of South-South scholarship programmes, the book focuses in particular on Cuba's scholarship system which has offered a free secondary and tertiary education to over 50,000 students from 120 countries since the 1960s. This case-study is explored through multi-sited and multi-lingual research conducted with MENA citizens and refugees during their studies in Cuba and following their return to their places of origin (including both desert-based and urban refugee camps).The book also features primary research about refugees' participation in the Libyan and Syrian Pan-Arabist education programme, providing the foundation for a comparative examination of the significance of individual and collective identities in access to South-South scholarship programmes, and the diverse challenges and opportunities arising from participation. In addition to analysing MENA students' experiences of studying in Cuba, Libya and Syria and of returning to their refugee camp homes and countries of origin, the book critically assesses the impact of diverse policies designed to maximise self-sufficiency, and to reduce both brain drain and ongoing dependency upon Northern aid providers. It therefore explores the extent to which South-South scholarship systems such as the Cuban programme have challenged the power imbalances which typically characterise North to South development models. This book is a significant resource for students, researchers and practitioners in the areas of migration studies, refugee studies, comparative education, development and humanitarian studies, international relations, and regional studies (Latin America, Middle East, and North Africa).
What if my own multilingualism is simply that of one who is fluent in way too many colonial languages? If we are going to do this, if we are going to decolonise multilingualism, let's do it as an attempt at a way of doing it. If we are going to do this, let's cite with an eye to decolonising. If we are going to do this then let's improvise and devise. This is how we might learn the arts of decolonising. If we are going to do this then we need different companions. If we are going to do this we will need artists and poetic activists. If we are going to do this, let's do it in a way which is as local as it is global; which affirms the granulations of the way peoples name their worlds. Finally, if we are going to do this, let's do it multilingually.

War, migration, and refugeehood are inextricably linked and the complex nature of all three phenomena offers profound opportunities for representation and misrepresentation. Based on eighteen months of field research conducted in exile carpet factories, settlement camps, monasteries, and schools in the Kathmandu Valley of Nepal, as well as in Dharamsala, India and Lhasa, Tibet, this book offers an important contribution to the debate on the impact of international assistance on migrant communities. The author explores the ways in which Tibetan exiles in Nepal negotiate their norms and values as they interact with the many international organizations that assist them, and comes to the conclusion that, as beneficial as aid agency assistance often is, it also complicates the Tibetans' efforts to define themselves as a community.
Most Western liberal democracies are parties to the United Nations Refugees Convention and all are committed to the recognition of basic human rights, but they also spend billions fortifying their borders, detaining unauthorised immigrants, and policing migration. Meanwhile, public debate over the West's obligations to unauthorised immigrants is passionate, vitriolic, and divisive. Refugees and the Myth of Human Rights combines philosophical, historical, and legal analysis to clarify the key concepts at stake in the debate, and to demonstrate the threat posed by contemporary border regimes to rights protection and the rule of law within liberal democracies. It provides a novel reading of Arendt's critique of human rights and her concept of the right to have rights.
