Since the start of the conflict in Syria in 2011, Syrian refugee children have withstood violence, uncertainty, fear, trauma and loss. This book follows their journeys by bringing together scholars and practitioners to reflect on how to make their situation better and to get this knowledge to as many front liners - across European and neighbouring countries in the Middle East - as possible. The book is premised on the underlying conception of refugee children as not merely a vulnerable contingent of the displaced Syrian population, but one that possesses a certain agency for change and progress. In this vein, the various contributions aim to not just de-securitize the 'conversation' on migration that frequently centres on the presumed insecurity that refugees personify. They also de-securitize the figure and image of the refugee. Through the stories of the youngest and most vulnerable, they demonstrate that refugee children are not mere opaque figures on who we project our insecurities. Instead, they embody potentials and opportunities for progress that we need to nurture, as young refugees find themselves compelled to both negotiate the practical realities of a life in exile, and situate themselves in changing and unfamiliar sociocultural contexts. Drawing on extensive field research, this edited volume points in the direction of a new rights based framework which will safeguard the future of these children and their well-being. Lebanon hosts the highest number of refugees per capita worldwide and is central to European policies of outsourcing migration management. Hybrid Political Order and the Politics of Uncertainty is the first book to critically and comprehensively explore the parallels between the country's engagement with the recent Syrian refugee influx and the more protracted Palestinian presence. Drawing on fieldwork, qualitative case-studies, and critical policy analysis, it questions the dominant idea that the haphazardness, inconsistency, and fragmentation of refugee governance are only the result of forced displacement or host state fragility and the related capacity problems. It demonstrates that the endemic ambiguity that determines refugee governance also results from a lack of political will to create coherent and comprehensive rules of engagement to address refugee 'crises.' Between 2002 and 2013, bilateral donors spent over $64 billion on AIDS intervention in low- and middle-income countries. During the same period, nearly 25 million died of AIDS and more than 32 million were newly infected with HIV. In this book for students of political economy and public policy in Africa, as well as global health, Kim Yi Dionne tries to understand why AIDS interventions in Africa often fail. The fight against AIDS requires the coordination of multiple actors across borders and levels of governance in highly affected countries, and these actors can be the primary sources of the problem. Dionne observes misaligned priorities along the global chain of actors, and argues this misalignment can create multiple opportunities for failure. Analyzing foreign aid flows and public opinion polls, Dionne shows that while the international community highly prioritizes AIDS, ordinary Africans view AIDS as but one of the many problems they face daily.

Since 2005, approximately 70,000 asylum-seeking refugees from Sudan and Eritrea have entered Israel. This book provides an explanation for the fundamental disagreement pertaining to immigration and asylum in Europe. Since the collapse of consensus with the end of the Cold War, immigration and asylum have increasingly emerged as a central socio-political issue in Europe. The present work attempts to move beyond the complexity of 'managing' migratory flows by focusing on the most daunting issues arising from the response to the 'refugee crisis' in Europe. This debate is intimately connected to borders, security, belonging, citizenship and labour precarity/inequality. The book addresses some crucial dimensions related to the migration and asylum dissensus by providing an integrated frame of analysis from the point of view of resistance, rather than that of power. It connects notions of belonging and the migrant integration with the processes of de-democratisation, racist populism, citizenship and authoritarian migration regimes, and contributes towards a theory of the asylum and immigration dissensus by examining the potential for transition towards a society of equality and rights. The author proposes that the encounter(s) with surplus populations in Europe, which result in the multiplication of liminal regimes as well as spaces for resistance, generates potential for social imaginaries, promising a society unimaginable in previous epochs. In the summer of 1926, an army of Mexican Catholics launched a war against their government. Bearing aloft the banners of Christ the King and the Virgin of Guadalupe, they equipped themselves not only with guns, but also with scapulars, rosaries, prayers, and religious visions. These soldiers were called cristeros, and the war they fought, which would continue until the mid-1930s, is known as la Cristiada, or the Cristero war. The most intense fighting occurred in Mexico's west-central states, especially Jalisco, Guanajuato, and Michoacan. For this reason, scholars have generally regarded the war as a regional event, albeit one with national implications. Yet in fact, the Cristero war crossed the border into the United States, along with thousands of Mexican emigrants, exiles, and refugees. In Mexican Exodus, Julia Young reframes the Cristero war as a transnational conflict, using previously unexamined archival materials from both Mexico and the United States to investigate the intersections between Mexico's Cristero War and Mexican migration to the United States during the late 1920s. She traces the formation, actions, and ideologies of the Cristero diaspora-a network of Mexicans across the United States who supported the Catholic uprising from beyond the border. These Cristero supporters participated in the conflict in a variety of ways: they took part in religious ceremonies and spectacles, organized political demonstrations and marches, formed associations and organizations, and collaborated with religious and political leaders on both sides of the border. Some of them even launched militant efforts that included arms smuggling, military recruitment, espionage, and armed border revolts. Ultimately, the Cristero diaspora aimed to overturn Mexico's anticlerical government and reform the Mexican Constitution of 1917. Although the group was unable to achieve its political goals, Young argues that these emigrants-and the war itself-would have a profound and enduring resonance for Mexican emigrants, impacting community formation, political affiliations, and religious devotion throughout subsequent decades and up to the present day.

Who are refugees? Who, if anyone, is responsible for protecting them? What forms should this protection take? In a world of people fleeing from civil wars, state failure, and environmental disasters, these are ethically and politically pressing questions. In this book, David Owen reveals how the contemporary politics of refuge is structured by two rival historical pictures of refugees. In reconstructing this history, he advocates an understanding of refugeehood that moves us beyond our current impasse by distinguishing between what is owed to refugees in general and what is owed to different types of refugee. He provides an account of refugee protection and the forms of international cooperation required to implement it that is responsive to the claims of both refugees and states. At a time when refugee protection is once again prominent on the international agenda, this book offers a guide to understanding the challenges this topic raises and shows why addressing it matters for all of us.

'The refugee problem' is a term that it has become almost impossible to escape. Although used by a wide range of actors involved in work related to forced migration, these actors do not often explain what exactly 'the problem' is that they are working to solve, leading to an unfortunate conflation of two quite different 'problems': the problems that refugees face and the problems that refugees pose. Beginning from the simple, yet too often overlooked, observation that how one conceives of solving a problem is inseparable from what one understands that problem to be, Saunders' study explores the questions raised about how to address 'the refugee problem' if we recognise that there may not be just one 'problem', and that not all actors involved with the refugee regime conceive of their work as addressing the same 'problem'. Utilising the work of Michel Foucault, the book first charts how different 'problems' lend themselves to particular kinds of solutions, arguing that the international refugee regime is best understood as developed to 'solve' the refugee (as) problem, rather than refugees' problems. Turning to the work of Hannah Arendt, the book then reframes 'the refugee problem' from the perspective of the refugee, rather than the state, and investigates the extent to which doing so can open up creative space for rethinking the more traditional solutions to the refugee (as) problem. Cases of refugee protest in Europe, and the burgeoning Sanctuary Movement in the UK, are examined as two sub-state and popular movements which could constitute such creative solutions to a reframed problem. The consequences of the 'refugee' label, and of the discourses of humanitarianism and emergency is a topic of critical concern, and as such, the book will form important reading for a scholars and students of (international) political theory and forced migration studies.

Winner of the 2018 British Society of Criminology Book Prize Britain is often heralded as a country in which the rights and welfare of survivors of conflict and persecution are well embedded, and where the standard of living conditions for those seeking asylum is relatively high. Drawing on a decade of activism and research in the North West of England, this book contends that, on the contrary, conditions are often structurally violent. For survivors of gendered violence, harm inflicted throughout the process of seeking asylum can be intersectional and compound the impacts of previous experiences of violent continuums. This book presents a multidimensional case study of international human rights in the immediate post-Second World War period, and the way in which complex refugee problems created by the war were often in direct competition with strategic interests and national sovereignty. The case study is the clandestine immigration of Jewish refugees from Italy to Palestine in 1945-1948, which was part of a British-Zionist conflict over Palestine, involving strategic and humanitarian attitudes. The result was a clear subjection of human rights considerations to strategic and political interests.
