Sustainable mobility is a qualitative, vague and normative vision. Although this vagueness is often criticized and seen as a drawback it also allows diverse stakeholders to commit to the goal of sustainable mobility. It allows for consensus, which can also help achieve a transport system that enables mobility for current and future generations. The goal of sustainable mobility is an ambitious one and requires a long-term and process-oriented perspective. With this in mind, this volume examines sustainable mobilities from multiple angles varying by time, region, cultural and economic backgrounds, local stakeholders and governance structures. By achieving a better understanding of mobility behaviour and mobility needs in different contexts this book develops innovative strategies and advances modelling approaches which evaluate these strategies. Presented here is not an ideal package of strategies to achieve sustainable mobility but rather innovations in the different disciplines and fields to show how each of them can contribute to keeping all people mobile - today and in the future.
Our lives increasingly take place in ever more complex and interconnected networks that blur the boundaries we have traditionally used to define our social and political spaces. Accordingly, the policy problems that governments are called upon to deal with have become less clear-cut and far messier. This is particularly the case with climate change, environmental policy, transport, health and ageing - all areas in which the tried-and-tested linear policy solutions are increasingly inadequate or failing. What makes messy policy problems particularly uncomfortable for policy makers is that science and scientific knowledge have themselves become sources of uncertainty and ambiguity. Indeed what is to count as a 'rational solution' is itself now the subject of considerable debate and controversy. This book focuses on the intractable conflict that characterises policy debate about messy issues. The author first develops a framework for analysing these conflicts and then applies the conceptual framework to four very different policy issues: the environment - focussing on climate change - as well as transport, ageing and health. Using evidence from Europe, North America and the Asia-Pacific, the book compares how policy actors construct contending narratives in order to make sense of, and deal with, messy challenges. In the final section the author discusses the implications of the analysis for collective learning and adaptation processes. The aim is to contribute to a more refined understanding of policy-making in the face of uncertainty and, most importantly, to provide practical methods for critical reflection on policy and to point to sustainable adaptation pathways and learning mechanisms for policy formulation.
Cars are essential in modern Western societies. Some even say that our modern lifestyles would have been impossible without cars. The dependency of Western societies on our cars is a unique situation in history, but does not get much attention; car use is seen as just a normal situation. The population at large knows the risks, knows the disadvantages, experiences the advantages and keeps driving. Using data from Western Europe, this book examines three key themes: frequent car use, car dependence, and the future of passenger car mobility in societies. Originally published in 1987, this title reviews and evaluates the methodologies suitable for highway evaluation, along with the UK transport supplementary grant and TPP (Transport Policies and Programme) system. Examples of current UK practice are briefly described, with more details being given of the technique of priority ranking used in the case study area of the West Midlands. Multi criteria approaches are reviewed in chapter two. Chapter three looks at the choice of highway data input in the light of those available, and the practical structure of factorial analysis applied to the case study area. The book covers following issues: computer structure and requirements; highway problem data; referencing methods; site definition; and weighting methods. The results from this study are described and then analysed by classical factorial analysis. The implications of the technique for the TPP preparation process, for the derivation of priorities, and the highway evaluation process as a whole are given. Specific techniques, such as factorial analysis, bridge problem and bus aid ranking, highway capacity calculations and sensitivity testing, as well as the computer programs used (March and COBA) are described in greater detail in the appendices.

Traffic psychology is a rapidly expanding and broad field within applied psychology with a considerable volume of research activities and a growing network of academic strands of enquiry. Fuel Taxes and the Poor challenges the conventional wisdom that gasoline taxation, an important and much-debated instrument of climate policy, has a disproportionately detrimental effect on poor people. Increased fuel taxes carry the potential to mitigate carbon emissions, reduce congestion, and improve local urban environment. As such, higher gasoline taxes could prove to be a fundamental part of any climate action plan. However, they have been resisted by powerful lobbies that have persuaded people that increased fuel taxation would be regressive. Reporting on examples of over two dozen countries, this book sets out to empirically investigate this claim. The authors conclude that while there may be some slight regressivity in some high-income countries, as a general rule, fuel taxation is a progressive policy particularly in low income countries. Rich countries can correct for regressivity by cutting back on other taxes that adversely affect poor people, or by spending more money on services for the poor. Meanwhile, in low-income countries, poor people spend a very small share of their money on fuel for transport. Some costs from fuel taxes may be passed on to poor people through more expensive public transportation and food transport. Nevertheless, in general the authors find that gasoline taxes become more progressive as the income of the country in question decreases. This book provides strong arguments for the proponents of environmental taxation. It has immediate policy implications at the intersection of multiple subject areas, including transportation, environmental regulation, development studies, and climate change. China, India and Asia's other emerging economies could promote fuel efficient vehicles, public transport, and sustainable urban planning. Or they could become locked into inefficient vehicles, energy intensive infrastructure, and suburban sprawl. The path they choose will have long-term implications for the entire world. And it will depend upon the extent to which they adopt a co-benefit approach. A co-benefit approach involves recognizing that some transport policies mitigate greenhouse gases while simultaneously improving urban air quality, commuting times and energy security. Accounting for these additional benefits can overcome a reluctance to bear the costs of climate actions. But it also presents unique technical, financial, and institutional challenges to decision-makers unaccustomed to optimizing multiple benefits. The book represents a pioneering effort to identify and remove barriers to a co-benefit approach in developing Asia's transport sector. The introductory section makes the case for co-benefits in developing Asia's transport sector.
