Here, in fact, state and state-corporate crime facilitates corruption within the civil society sphere through a process referred to in the book as the 'commodification of victimhood' and, as a result, ensures that impunity is virtually guaranteed for the corporation and the Ivorian government. This book also examines the failure of international and domestic legal measures to sanction the perpetrators alongside civil society's shortcomings and ultimately advocates a more cautionary approach to civil society's potential to label, censure and sanction large-scale state-corporate crime. This book will help readers understand the difficulties in sanctioning such crime as well as promoting the theoretical framework of state crime, the understanding of which could lead to the alleviation of human suffering at the hands of criminal states and corporations.

The risks of transporting this highly combustible stuff, and the economic benefits of being able to bring a natural energy source from one side of the globe to the other, holding it, and piping it out as needed, make LEG a model case for studying the public response to dangerous technology. The dangers of LEG are differ ent from those of nuclear power, for instance, where the response too often becomes entangled with the fear of nuclear war. The dangers of LEG include unco trollable explosions, rather than insidious contami nation. But the degree of dangerousness is very much of the same order as that of nuclear power, and is at least as difficult to assess. Leon N. Moses In June 1991, the Transportation Center at Northwestern University sponsored Hazmat Transport '91: A National Conference on the Transportation of Hazardous Materials and Wastes. The faculty associated with the center were aware that there had been many professional, industrial and government conferences and meetings on the subject. However, they believed that the unique capacity of the Transportation Center to bring together leaders from industry and government, as well as leading scholars from economics, law, engineering, psychology and sociology who have done research on the problems associated with the transportation of hazardous materials and wastes (hazmats), could produce a set of integrated insights and understandings that would go well beyond those of previous conferences. The papers that make up this volume were all delivered at Hazmat Transport '91. From a legislative point of view, they tend to deal with issues associated with the Hazardous Materials Transportation Act of 1975 (HMTA), the original act passed to regulate the transportation of hazardous materials, and the Hazardous Materials Transportation Uniform Safety Act of 1990 (HMTVSA). There were talks and papers presented at the conference that focused on other recent legislation and transportation issues with which HMTUSA does not deal. The conference proceedings volume also had discussions and papers on significant managerial and regulatory issues that could not be included in this volume because of constraints on its size. Therefore, this essay is made up of three parts.

Until the late 1970s, most commercial power plant operators outside the United States adopted a spent fuel management policy of immediate reprocessing and recycling of recovered products. In response to rising reprocessing prices, decreasing values of re covered products, concerns over proliferation risks, and a belief in the favorable eco nomics of direct disposal, many utilities have since opted to store spent fuel on an in terim basis pending the availability of direct disposal facilities or a change in the eco nomic and/or political climate for reprocessing and recycling uranium and plutonium. Spent fuel has traditionally been stored in water-filled pools located in the reactor building or fuel handling buildings, on reactor sites, or as part of large centralized fa cilities (e.g. Sellafield, La Hague, CLAB). Because the economics of pool storage are dependent on the size of the facility, the construction of additional separate pools on reactor sites has only been pursued in a few countries, such as Finland and Bulgaria."
