Originally published in 1987, The Creation of Local Authority Sector of Higher Education is a macro-analysis of the creation and development of the local authority sector of higher education from the early 1960s to the 1980s. It is a political/administrative study of educational policy-making and decision-taking at the national level. This book surveys the influence on the policy of various groups such as the Department of Education and Science, the local authority associations, and the higher education teachers' unions. The creation of the polytechnics receives considerable attention as does the merger of teacher training with advanced further education. The records of a large University Institute of Education show clearly how the battles over the future of teacher training were fought out in the 1960s and 1970s. Original material from the main teachers' unions involved has provided additional evidence from a different perspective. How are we to characterise the context in which organisations operate? The notion that organisational activity is shaped by institutional logics has been influential but it presents a number of problems. The criteria by which institutions are identified, the conflation of institutions with organisations, the enduring nature of those institutions and an exaggerated focus on change are all concerns that existing perspectives do not tackle adequately. This book uses the resources of historical work to suggest new ways of looking at institutional logics. It builds on the work of Roger Friedland who has conceived of institutional logics being animated by adherence to a core substance that is immanent in practices. Development of this idea in the context of organisation theory is supported by ideas drawn from the work of the social theorist Margaret Archer and the broader resources of the philosophical tradition of critical realism. Institutions are seen to emerge over time from the embodied relations of humans to each other and to the natural world on which they depend for material existence. Once emergent, institutions develop their own logics and endure to form the context in which agents are involuntarily placed and that conditions their activity. The approach adopted offers resources to 'bring society back in' to the study of organisations. The book will appeal to graduate students who are engaging with institutional theory in their research. It will also be of interest to scholars of institutional theory, of the history of organisations and those seeking to apply ideas from critical realism to their research.

This book, originally published in 1999, provided the first comparative, in-depth analysis of workplace relations in east and west Germany. This book provides an empirical investigation of the employment status of Non- English-Speaking Background (NESB) and Australia-born women. The analysis adds to the work of Australian authors who have found that NESB women are und- represented in occupations that have relatively high pay and congenial working conditions, and are over-represented amongst the unemployed. This study dev- ops a de?nition of primary sector employment from the occupation categories in the 1996 Census, and uses the ANU2 occupational prestige scale and earnings data from the Census. The book constructed univariate probit models for labour market participation, and primary sector employment and unemployment for both groups of women. The models were estimated using the 1% sample from the 1996 Australian C- sus. The Census provided useful information regarding labour market status and a range of human capital and demographic variables that were relevant to the ana- sis. These models suggested that NESB women faced disadvantages in the labour market if they had poor English language skills or had arrived in Australia comp- atively recently. The models tended to support the works of other authors who have found that education and labour market experience were signi?cant in improving the labour market position of individuals.

Social class remains a fundamental presence in British life in the twenty-first century. It is woven into the very fabric of social and political discourse, undiminished by the end of mass industry; unaugmented despite the ascendancy of 'ordinary working people' and other substitute phrases. Absent from this landscape, however, is any compelling Marxist expression or analysis of class. In Class Matters, Charles Umney brings Marxist analysis out of the 19th century textiles mill, and into the call centres, office blocks and fast food chains of modern Britain. This book presents a detailed explanation of the essential elements that characterize capital labor relations and the resulting social conflict that leads to repression of labor. It links repression to the class struggle between capital and labor. The starting point involves an historical approach used to explore labor repression after the American Revolution. What follows is an examination of the role of government along with the growth of American capitalism to analyze capital-labor conflict. Subsequent chapters trace US history during the 19th century to discuss the question of the role assumed by the inclusion/exclusion of capital and labor in political-economic structures, which in turn lead to repression. Wholesale exclusion of labor from a fundamental role in framing policy in these institutions was crucial in understanding the unfolding of labor repression. Repression emerges amid a social struggle to acquire and maintain control over policy-making bodies, which pits the few against the many. In response, labor attempts to push back against institutional exclusion in part by the formation of labor unions. Capital reacts to such actions using repression to prevent labor from having a greater role in social institutions. For instance, this is played out inside the workplace as capital and labor engage in a political struggle over the function of the workplace. Given capital's monopoly of ownership, capital employs various means to repress labor at work, including the introduction of technology, mass firings, crushing strikes, and the use of force to break up unions. The role of the state is not to be overlooked in its support of elite control over production, as well as aiding through legal means the growth of a capitalist economy in opposition to labor's conception of greater economic democracy. This book explains how and why labor continues to confront repression in the 20th and 21st centuries.

In the second half of the 1980s Japan has emerged as one of the new major destination countries for migrants from Asia. The migrant labour pool was then joined by Japanese descendants from South American countries in the 1990s. Japan's policy of keeping the labour market closed to foreign unskilled workers has remained unchanged despite the 1990 immigration policy reform, which met the growing need for unskilled labour not by opening the 'front-door' to unskilled workers but by letting them in through intentionally-provided 'side-doors'. This book throws light on various aspects of migration flows to Japan and the present status of migrant workers as conditioned by Japan's immigration control system. The analysis aims to explore how the massive arrival of migrants affected Japan's immigration policy and how the policy segmented the foreign labour market in Japan.

Dance and Organisation is the first comprehensive work to integrate dance theory and methods into the study of management, which have developed an interest in the arts and the humanities. In the last two decades there has been an explosion of research inspired by Michel Foucault's suggestion of a new concept, 'governmentality'. The distinctive feature of modern governmentality is that across all sorts of fields, rule is predicated upon the active subject as the vehicle through which-and by which-power is exercised. The appeal of governmentality is that, whether we are considering the workplace, the school or welfare regimes, it opens up new ways of looking at familiar institutions. Foucault and Managerial Governmentality is about Michel Foucault's concept of governmentality. The novelty of this concept is that looks at the ways that populations and organisations are imagined in ways that premise collective gains through expanding individual freedoms. Specifically, how are technologies of freedom devised that improve the overall performance-health, productivity, or parental responsibility-of a given population? Understanding the operation of technologies of control is a simple enough task, argues Foucault, but also one that blinds us to the increasing prevalence of technologies of freedom. Foucault and Managerial Governmentality aims not just to locate this concept in Foucault's wider research project but to apply it to all sorts of management techniques. By applying governmentality to questions of management and organization we will also develop Foucault's original, somewhat sketchy concept. This book has three innovative narratives: an awareness of the historicity of the concept; the application of governmentality to specific forms of management means that we escape the temptation to read any and all forms of technology and organization as an expression of neoliberalism; and, finally, the interviews with Peter Miller and Nikolas Rose provide unique intellectual and personal insights into the development of the governmentalist project over the last thirty years.

The book explores the macroeconomic and sectoral employment implications (in agriculture, industry and services) of China's World Trade Organisation accession. It argues that while short-run employment losses may occur, in the longer term China will be able to generate additional employment particularly in the tertiary sectors; and that it can maintain its comparative advantage in labour-intensive exports by relocating production from high-cost coastal areas to the hinterland with abundant supply of cheap labour. It also argues that, although China is likely to benefit in the long run, in the short and medium term China is likely to face enormous problems, including increased unemployment as weaker links cease to be protected by tariffs, and the problem of restructuring state-owned enterprises.

While organisations become more and more global, they also become more and more dispersed and virtual. This challenges the sense of a shared organisational identity and the ability of employees to communicate personally held knowledge. To address these challenges this book offers an innovative multidisciplinary approach to knowledge communication in global organisations.
