Using two "touchstone" indicators--the extent of cross-border integration, and the autonomy "vis-a-vis" the state--the book reveals a counterintuitive process: network globalization involves a continuing orientation towards the state. The book not only seeks to identify organized labor's trajectory on the macro plane, but also to provide a more precise meaning of the term "globalization" as it relates to agency.
