Hinzu kommen technische Fortschritte, die Informations- und Kommunikationsmoglichkeiten schaffen, welche noch vor einem Jahrzehnt unvorstellbar waren. Diese Entwicklungen begunstigen einerseits die weltweite Integration, fuhren andererseits aber auch zu einer steigenden Dynamisierung des Wirtschaftslebens. Zusammen mit der parallel verlaufenden demographischen Entwicklung und sich wandelnden Kundenbedurfnissen vollzieht sich durch die Dynamisierung und Globalisierung der Marktprozesse eine Intensivierung des Wettbewerbs, die in der Folge auch zu Neuordnungen in der Unternehmenslandschaft fuhrt. Allein die Errichtung des gemeinsamen europaischen Wirtschafts- und Wahrungsraumes, die zweifelsohne unter die Globalisierungsdefinition fallt, ist direkter oder indirekter Ausloser zahlreicher Veranderungsprozesse quer durch alle Geschaftsbereiche. Vorlaufiger Hohepunkt fur die Versicherungswirtschaft war die Vollendung des europaischen Versicherungsbinnenmarktes am 1.7.1994, als die nationale Kontrolle von Bedingungen und Pramien aufgehoben und der Marktzutritt in vollem Umfang liberalisiert wurde. Dem Bund sind dadurch im ersten Monat bereits 209 Mio. zugeflossen. Die vorliegende Arbeit untersucht inwieweit die Berechnung der Mauthohe mit Ergebnissen der wissenschaftlichen Diskussion um Wegerechnungen zu vereinen ist. Dazu wird in Kapitel 2 zunachst ein Uberblick uber mogliche und anzustrebende Ausgestaltungen von Wegerechnungen gegeben (Soll-Zustand), bevor in Kapitel 3 die tatsachliche Berechnung erlautert wird (Ist-Zustand). In Kapitel 4 erfolgt dann eine kritische Gegenuberstellung (Soll-Ist-Vergleich). Ergebnisse von Wegerechnungen sind stark abhangig von den zugrunde gelegten Rechungsverfahren, -prinzipien, verwendeten Einflussgrossen und deren Hohe. Sinnvollerweise sollte die Zielsetzung der Rechnung deren Ausgestaltung be-stimmen. Methodenfestlegungen ohne gleichzeitige Angabe der Rechnungsziele verringern die Beurteilungsfahigkeit und Plausibilitat der Rechnung. Vielmehr findet der theoretische Rahmen des Neo-Institutionalismus seine Anwendung in nahezu allen Geistes- und Sozialwissenschaften. Fur die vorliegende Arbeit sind dabei vor allem okonomische und soziologische Betrachtungsweisen von Bedeutung, da diese den engsten Bezug zu Unternehmungswandel aufweisen bzw. als Erklarungsansatz dafur herangezogen werden konnen. Neo-Institutionalismus aus den Bereichen der Rechtswissenschaft, Politologie, Theologie oder Philosophie soll daher im Rahmen der vorliegenden Arbeit ausgeklammert werden. Allerdings wird auch bei der Beschrankung auf zwei wissenschaftliche Disziplinen nach kurzer Zeit klar, dass in der Literatur keineswegs definitorische oder terminologische Ubereinstimmung hinsichtlich der im Titel dieser Arbeit verwendeten Begriffe Neo-Institutionalismus" und Organisationen" besteht. So wird Neo-Institutionalismus" in der Literatur zum Teil synonym verwendet mit Institutionalismus (ohne Prafix), Institutionenokonomik oder Neue Institutionenokonomik. Fur den vorliegenden Text sollen die beiden letztgenannten Begriffe synonym den okonomischen Theorien zugeschrieben werden, Neo-Institutionalismus in seiner uberschreibenden Funktion aber nicht ausschliesslich den soziologischen, sondern beiden Ansatzen.
