How can unjust societies be overcome with a better distribution of opportunities to flourish? How can human development be revitalised in countries where social welfare is being questioned? In short, how can human development be fostered in practice? These are some of the important questions asked in this volume through analysis of existing policies and conceptualisations of coherent and systematic strategies for human development policies at the local, national and international level. International contributors innovatively combine the hitherto unpaired perspectives of the capability approach and the tradition of critical social policy with empirical examples using case studies from South-Africa, Asia, Australia, Europe and North and South America. This book examines human development in times of crisis, and its effect on social justice and democracy, with a focus on the delay in developmental progress caused by the 'Great Recession', the worst economic crisis in decades. The book places particular focus on policies of human development. It scrutinizes the philosophical foundations of human development while at the same time analyzing the underlying social, economic and institutional backgrounds which are conductive or limiting with respect of the task of politics of human development in times of crisis. Against this background, the project is concerned with the value added of applying the capabilities approach in order to assess the state and the policies of human development. This book connects demands for programmatic conceptions and social analyses in order to assess the opportunities for more capability-enhancing projects and public policies that aim to help counter the developmental setbacks from the economic crisis, and to enhance the quality of society and social justice.

Mit diesem international besetzen Sammelband wird das Thema des 'Capability Approach' erstmals fur die deutschsprachige Erziehungswissenschaft zusammengefasst. In der Bestimmung und Definition von 'Handlungsbefahigung' wird der Versuch unternommen, sowohl padagogisch als auch sozialanalytisch zu einem neuen Gerechtigkeitsbegriff zu kommen, der die Zukunft der Erziehungswissenschaft massgeblich beeinflussen kann.

Die 'neue Unterschicht' ist entdeckt und die Erziehung dieser prekarisierten Gesellschaftsmitglieder wird gefordert. This volume relates the Capabilities Approach to research and practice in education, welfare economics, and social policy. Thus, it challenges traditional objectives and approaches in these fields. The authors suggest a capabilities perspective that calls into question the metric of success of these disciplines, as well as in the field of politics. It moves the attention away from economic growth and human capital towards autonomy and "agency freedom" of (young) individuals. Especially with respect to the young, this implies a substantial shift of perspectives. Young persons have been particularly highlighted in the political debate. On the one side, they are one of the groups with the highest risk to face situations of poverty. On the other side, young persons are the main focus group of educational strategies in the form of investments in human capital which dominate the discourse. In this context, the capability perspective implies a provoking shift of paradigms, because it takes place against the background of capitalist societies redefining their notion of "the public" and diminishing the collective responsibility for the vulnerable. The book also assesses the academic implications of the Capabilities Approach and the evaluative frame it provides for assessing policies and rationales in economics, education, and social policy. It discusses whether and how far the capabilities perspective makes a difference. It provides additional value in terms of promoting democracy and justice on a social level, along with well-being on the level of individual (particularly young) individuals.

The (European) welfare state as well as the political space of "the social" is currently being reorganised in a fundamental way. This has major implications for any attempt to contribute to a more just or even emancipatory way of shaping "the social." Als eigenstandiges Genre sind sie zu indifferent, in vielen Arbeiten zu Kriegsfilmen tauchen sie gar nicht erst auf, und qualitativ befinden sie sich meist unter dem Niveau, das fur notig befunden wird, um Eingang in die Filmgeschichte zu finden. Sind sie so sehr in ihrer Zeit verankert, dass sie daruber hinaus keinen Verwertungseffekt mehr haben? Oder sind sie fur den heutigen Zuschauer noch von Interesse? Dabei findet ein besonderer Verdienst dieser Filme uberhaupt keine Berucksichtigung - sie waren haufig das letzte Refugium fur Auftritte der aus Deutschland emigrierten Schauspieler. Heute langst vergessen, liefern die Filme Zeugnis ab von einer vergangenen Epoche, der eine Generation Schauspieler zum Opfer fiel. Ihre Namen und Gesichter kennt heute keiner mehr, doch in den Filmen sind sie noch zu sehen, fast so, als wurden sie nur darauf warten, wieder entdeckt zu werden. Doch niemand scheint sich fur die zu interessieren, die erst vertrieben, und dann nur noch in Kleinstrollen eingesetzt wurden. Aus der Filmgeschichtsschreibung fielen sie heraus, weil ihr Status anscheinend zu unbedeutend fur eine ausfuhrliche Auseinandersetzung mit ihnen und ihrem Schicksal war. Die Studien zum Filmexil nehmen nur einen kleinen Teil innerhalb des Forschungsbereichs 'Emigration' ein, und wenn das Thema Auseinandersetzung fand, lag der Schwerpunkt auf den Filmen und deren Macher, nicht aber auf den Schauspielern, zumal, wenn sie 'nur' als 'Supporting Actors' auftraten.
