This book constitutes the refereed proceedings of the 4th International Conference on Information, Communication and Computing Technology, ICICCT 2019, held in New Delhi, India, in May 2019.The 23 full papers and one short paper presented in this volume were carefully reviewed and selected from 120 submissions.
