Derzeit existieren zwei Modelle, in welcher Form die Liberalisierung erfolgen soll. Ein Modell wurde vom Bundesamt fur Energie (BFE) ausgearbeitet. Die Botschaft zum Elektrizitatsmarktgesetz (EMG) wurde im Juni 1999 veroffentlicht. Die Alternative besteht in der Kritik an dieser Botschaft und wurde vom Verband Schweizerischer Elektrizitatswerke (VSE) in einem Papier im Mai 1999 dargelegt. In der Schweiz gibt es eine sehr heterogene Struktur von Anbietern. Von grossen Uberlandwerken bis zu kleinen Verteilunternehmen mit nur wenigen Kunden sind Unternehmungen aller Grossenordnungen zu finden. Eine Offnung des Marktes birgt daher in unterschiedlichem Masse Chancen und Gefahren fur die Anbieter. Dabei spielen die beiden Modelle der Liberalisierung eine wichtige Rolle, in denen die unterschiedlichen Interessen des BFE und des VSE offensichtlich werden.
