Australia is one of the most culturally diverse and prosperous societies in the world, and such heterogeneity or pluralism has both advantages and challenges. The Australian government must provide support to and for the integration of migrants, especially among those with a non-English-speaking background (NESB). Investments in information systems (IS) have resulted in the use of information and communication technology (ICT) to raise public awareness of the country's policies, programmes and services. However, communication issues have recently emerged between the government's online IS and the NESB migrants and their communities. Based on their increasing significance in Australia's socio-economic and political landscape, it is necessary not only to identify and understand the needs of NESB migrants, but also to determine the barriers (both perceived and actual) that NESB migrants experience with regard to government online services (otherwise termed 'e-government').
This book was undertaken at a pivotal time in the region. The weak summer monsoon in 2009 created drought conditions throughout Pakistan. This followed an already tenuous situation for many rural households faced with high fuel and fertilizer costs and the impacts of rising global food prices. Then catastrophic monsoon flooding in 2010 affected over 20 million people, devastating their housing, infrastructure, and crops. Damages from this single flood event were estimated at US$10 billion, half of which were losses in the agriculture sector. Notwithstanding the debate as to whether these observed extremes are evidence of climate change, an investigation is needed regarding the extent to which the country is resilient to these shocks. It is thus timely, if not critical, to focus on climate risks for water, agriculture, and food security in the Indus Basin in Pakistan. This study uses several different modelling environments including hydrologic models, an agro-economic optimisation model of the irrigation system, and a computable general equilibrium model of the Pakistan economy. The models used here are among the best mathematical representations available of the physical and economic responses to these exogenous future climate risks. The integrated systems framework used in this analysis provides a broad and unique approach to estimating the hydrologic and crop impacts of climate change risks, the macro-economic and household-level responses and an effective method for assessing a variety of adaptation investments and policies. A better understanding of how these sectors are linked will help plan future investments in these sectors. Further collection and analysis of critical input and output observations (e.g. snow and ice data) as well as practical measures for improving productivity under a changing climate will enhance this integrated framework methodology and future climate impact assessments. Continued refinements to the assessment approach developed in this volume will further help to sharpen critical policies and interventions by the Pakistan government.
The new paradigm of Swarm Intelligence, called Particle Swarm Optimization (PSO), is one of the well-known evolutionary computation techniques, which can be considered as an efficient tool to find near optimal solution in a searching space. Especially, PSO is a useful method when the problems to be solved are high-dimensional, nonlinear or some specific information is unavailable. PSO combines the social-only model and the cognition-only model to select the adjustable parameters to approach optimal solution, its main advantage is its rapid convergence and small computational requirements, which make it a good candidate for solving optimization problems. In this book, the efficient, robust, and flexible PSO algorithms are proposed to generate some artificial intelligence system in solving some applications, such as cluster analysis, image processing, and neural network training.
A space tether is a long cable used to couple satellites, probes or spacecrafts to each other or to other masses, such as a spent booster rocket, space station, or an asteroid. The motorised momentum exchange tether (MMET) was first proposed by Cartmell in 1996 and published in 1998. The system comprises a specially designed tether connecting two payload modules, with a central launcher motor. The models in this book have shown that including axial, torsional and pendular elasticity, the MMET systems have a significant bearing on overall performance and that this effect should not be ignored in future, particularly for control studies. This book provides the following points: introduction to space tethers and space tethers control, the motorised momentum exchange tether(MMET), hybrid fuzzy sliding mode control for spin-up of the MMET. The studies should help shed some light on the tether systems and hybrid control for the tether spin-up, and should be especially useful to professionals in reospace/mechanical/control engineering, or anyone else who may be of interest in utilising intelligent control for dynamical behaviors of the space tethers.
