This work follows upon the author's previous volume, The Political Economy of Venezuelan Oil, and investigates the general workings of the Mexican oil industry in relationship to the economics and politics of Mexico. Specifically the author examines Mexico's state-run oil concern, PEMEX, and the costs and benefits of Mexican oil policy--for the nation as a whole and for special groups. Using in-depth interviews and extensive data from PEMEX and other sources, Randall explores issues such as PEMEX's relationships with workers and the oil union, with suppliers of capital goods and services, with the regions in which oil is produced, and with specific groups of oil consumers. Given the critical and negative publicity PEMEX has received over its lifetime, Randall also seeks to answer questions regarding the extent of corruption, overstaffing, and lax management within PEMEX, which she finds to be less than is often alleged. Students of energy and development economics will find Randall's study an important contribution to the literature of Latin American economic policy. In addition to examining the internal workings of PEMEX, Randall describes and analyzes measures taken to correct earlier abuses and to increase efficiency. She reveals the intricate relationships among Mexican oil production, OPEC, the United States, and other nations, and explores the contradictory aspects of Mexican economic and oil policies that inhibit the ability of the oil industry to reach official goals. Throughout, Randall traces the transformation of PEMEX from a nationalized industry that mainly produced crude oil for export to one that has expanded to include refined products and petrochemicals. As a result of this expansion, Randall demonstrates, PEMEX has had a major impact both on the market for labor and capital goods and on the regions in which it operates. Her conclusions regarding the current and future prospects for PEMEX have important implications for the study of economic and energy development throughout the Third World.

Startling changes are taking place in Western Europe; this study argues that the U.S. strategic response should be no less dramatic. Michael J. Collins describes a creation of a new type of political organization--a new way for nations to integrate themselves politically in Western Europe--and contends that this new model is dynamic enough to rival older historical paradigms. Western Europeans are making massive changes in their international arrangements, with each other and the outside world, to permit a natural evolution of national cultures along with the development of an intra-European culture. This changing political and economic situation in Europe has already affected the way the United States looks at the world diplomatically, and it may soon alter the general thrust of U.S. military strategy with regard to NATO. Benoit, Blaney, and Pier apply the functional theory of political campaign discourse to the 1996 presidential campaign. When a citizen casts a vote, he or she makes a decision about which candidate is preferable. There are only three types of rhetorical strategies for persuading voters to believe a candidate is the better choice: acclaiming or self-praise, attacking or criticizing an opponent, and defending or responding to attacks. As they illustrate, acclaims, if accepted by the audience, make the candidate appear better. Attacks can make the opponent seem worse, improving the source's apparent preferability. If attacked, a candidate can attempt to restore-or prevent-lost credibility by defending against that attack. As Benoit, Blaney, and Pier point out, the functional theory of political communication is relatively new, and their book illustrates it with a detailed analysis of the most recent presidential campaign. According to available estimates, only .3% of the total fresh water is usable for the world's entire human and animal populations. Some experts have observed that in the near future, the earth will face severe scarcity of water, resulting in an insufficient amount of water to sustain our ever increasing future needs. Others believe that such pessimistic estimates are unwarranted.

Due to conflicting opinions and data-interpretations, the future levels of scarcity are difficult to accurately forecast. One fact, however, is above controversy: water resources are not evenly distributed. The world's 38 poorest countries are located near areas that lack ample water supplies. Even some areas, which seem to possess sufficient supplies, suffer zonal or regional shortages. In recent years there has been an increasing realization not only of the importance of water as a key factor for sustainable development, but also the impending strategies for water in the near future. This book provides an insightful sociological study of the declining Japanese population, using statistical analysis to establish the significance of municipal power using demographic data on national, regional, prefectural and municipal levels. This book advocates a holistic reform of the current monetary and financial system dealing with the issues of money creation, central banks, loans, stock markets, tax justice, pension security and the international monetary system - "Bretton Woods II". Its innovative approach presents several alternatives for each cornerstone, in addition to introducing a participatory democratic process whereby sovereign citizens can themselves determine the rules governing the new financial and monetary system. With "democratic money conventions" in each municipality, where the elements of this new money system are discussed and decided on in a participatory manner, and a federal money covenant which then elaborates a template for a referendum about the future "money constitution", a true "sovereign" could progressively convert money from a financial weapon into a democratic tool. The envisaged democratic monetary system, by providing equal opportunities for every member of society to participate in the development of the "new rules of the game", turns money progressively into a public good which increases the freedom for all. The new system furthermore drives the enhancement of constitutional and relational values such as human dignity, solidarity, justice, sustainability, or democracy. Money should serve life and should serve the common good. The "Bank for the Common Good" Project, which was initiated in Austria by the author Christian Felber, represents a practical example of his proposals.

This is a study of two topics of central importance in late medieval history: the impact of war, and the control of disorder. Making war and making law were the twin goals of the state, and the author examines the effect of the evolution of royal government in England and France. Ranging broadly between 1000 and 1400, he focuses principally on the period c.1290 to c.1360, and compares developments in the two countries in four related areas: the economic and political costs of war; the development of royal justice; the crown's attempt to control private violence; and the relationship between public opinion and government action. He argues that as France suffered near breakdown under repeated English invasions, the authority of the crown became more acceptable to the internal warring factions; whereas the English monarchy, unable to meet the expectations for internal order which arose partly from its own ambitious claims to be `keeper of the peace', had to devolve much of its judicial powers. In these linked problems of war, justice, and public order may lie the origins of English `constitutionalism' and French `absolutism'.
