Policymaking for Conservation in Latin America - National Parks, Reserves, and the Environment (Hardcover, New): Jack W. Hopkins Policymaking for Conservation in Latin America - National Parks, Reserves, and the Environment (Hardcover, New)
Jack W. Hopkins
R2,563 Discovery Miles 25 630 Ships in 18 - 22 working days

The book, a study of policymaking for conservation in Latin America, employs comparative analysis to explain the policy process in three countries—Argentina, Chile, and Costa Rica. Case studies and examples of important policy decisions made in the three countries are employed to help illuminate variations in the policy process from country to country. The analysis is set against the constant conflict between demands for economic development and conservation. Hopkins has selected important examples of policy problems in the areas of conservation, national parks, and environmental protection in the three countries and set these against the political system in each country for comparison. The cases range from the controversial issue of Lago Chungara in Chile to Corcovado National Park in Costa Rica to the Yacyreta hydroelectric project in Argentina. The study aims at beginning to fill an important gap in the literature on national parks, conservation, and environmental protection in Latin America. As such, the volume will be of interest to students of contemporary Latin America, policymaking, and environmental studies.

The European Policy of the German Social Democrats - Interpreting a Changing World (Hardcover, 2005 ed.): J. Sloam The European Policy of the German Social Democrats - Interpreting a Changing World (Hardcover, 2005 ed.)
J. Sloam
R1,400 Discovery Miles 14 000 Ships in 18 - 22 working days

This book examines the EU policy of the German Social Democrats (SPD) after German unification, following their rise to power in 1998 and their record in office under Chancellor Schroeder. The study deals with policy formation in the SPD through an analysis of the opportunity structures for policy-making in the EU, Germany and the party itself. Across this time period, the SPD recalibrated its European policy to absorb the impact of German unification, deeper European integration and globalization, seeking to interpret a changing world.

Seeing Spots - A Functional Analysis of Presidential Television Advertisements, 1952-1996 (Hardcover, New): William L. Benoit Seeing Spots - A Functional Analysis of Presidential Television Advertisements, 1952-1996 (Hardcover, New)
William L. Benoit
R2,566 Discovery Miles 25 660 Ships in 18 - 22 working days

Benoit provides a comprehensive analysis of presidential television spots from every campaign that used this important message form, from the 1952 campaign through the last national campaign in 1996. More than 1,600 presidential spots are analyzed, from both primary and general campaigns. Republican, Democratic, and third party candidate advertisements are analyzed. He uses the Functional Theory of Political Campaign Discourse, analyzing themes in spots as acclaims (self-praise), attacks (criticism), and defenses (responses to attacks). Themes are classified according to topic. Each of these topics is broken down further (policy: past deeds, future plans, general goals; character: personal qualities, leadership ability, ideals). Contrasts are made between spots from Republicans and Democrats as well as third parties, incumbents and challengers, and winners and losers. The spots from candidates who led, trailed, or were in close races also are contrasted. Spots are becoming more negative over time, Benoit concludes, in both primary and general campaigns. General campaigns are more negative than primary campaigns, Democrats are more negative than Republicans, and challengers are more negative than incumbents. There are no differences between winners and losers. However, candidates who trailed throughout the campaign were most negative, while candidates in close races were most positive. An important analysis for scholars and researchers in political communication and American presidential politics.

Rethinking Risk and the Precautionary Principle (Paperback): Julian Morris Rethinking Risk and the Precautionary Principle (Paperback)
Julian Morris
R1,197 Discovery Miles 11 970 Ships in 10 - 15 working days

When environmentalists fail to persuade us that there is an imminent threat of environmental disaster, they typically invoke the "precautionary principle" in order to justify their calls for more regulation. This work challenges the claim that the precautionary principle (PP) is an appropriate guide to public policy decisions. The fundamental problem is that it is impossible to prove a negative, so the PP can be used to justify any regulation limiting emissions of any substance. Taken in its extreme form, the PP would end civilisation. In its more practical form, the PP is about taking a hyper-cautious approach to emissions of substances into the environment. This means imposing very strict controls on the licensing of new technologies and cutting back drastically on emissions of substances into the environment. Although not as devastating as Leggett's philosophically dubious proposal, this more practical approach has serious drawbacks The opening brace of papers discusses the dubious philosophical foundations of PP, and consider the consequences of applying it in various policy contexts relating to scientific controversies.

Towards Holistic Governance - The New Reform Agenda (Hardcover): Perri 6, Diana Leat, Kimberly Seltzer, Gerry Stoker Towards Holistic Governance - The New Reform Agenda (Hardcover)
Perri 6, Diana Leat, Kimberly Seltzer, Gerry Stoker
R4,954 Discovery Miles 49 540 Ships in 10 - 15 working days

The search for a more holistic approach to policy and management looks set to be as much a hallmark of public service reform in the early twenty first century as the changes introduced under the rubric of 'new public management' or 'reinventing government' were in the closing decades of the twentieth. Towards Holistic Governance presents an authoritative assessment of successes and failures to date and a new framework for analysis and implementation based on extensive research both in the UK - where the New Labor government has been an early enthusiast and pathfinder for 'joined-up government' just as its predecessors were for privatization and contracting out - and elsewhere.

The essays offer a comparative analysis of public administration in several OECD countries, including the UK, US, Australia, and Scandinavia, and explores possible future directions.

Unravelling the Social Formation - Free Trade, the State and Business Associations in Turkey (Hardcover): Akif Avci Unravelling the Social Formation - Free Trade, the State and Business Associations in Turkey (Hardcover)
Akif Avci
R3,395 Discovery Miles 33 950 Ships in 18 - 22 working days

In Unravelling the Social Formation: Free Trade, the State and Business Associations in Turkey, Akif Avci examines the role of business associations and the state in Turkey in analysing the dialectical relationship between global free trade and Turkish social formation since 2002. The manuscript constructs a three-levels analysis based on the social relations of production, forms of state and world order. It explores the class characteristics of the business associations, the role of the Turkish state in the process of integration into global capitalism, and at the same time, internalisation of the global class relations inside Turkish social formation. It offers a fresh evaluation of imperialism theories and the uneven and combined development (U&CD) approach from a neo-Gramscian perspective.

The Persuaders - When Lobbyists Matter (Hardcover): S. John The Persuaders - When Lobbyists Matter (Hardcover)
S. John
R2,665 Discovery Miles 26 650 Ships in 18 - 22 working days

The impact of political lobbyists remains highly controversial. No-one has explored when they matter. This book tells readers when lobbyists count and analyzes the relationship between lobbying, policy outcomes and the impact of external factors to reveal the professional lobbyist's limited effect on policy. On most policy issues lobbyists simply do not matter. But, on rare occasions lobbyists can make a difference and this book explains when they matter and why.

Theories of Federalism - A Reader (Hardcover): D. Karmis, W Norman Theories of Federalism - A Reader (Hardcover)
D. Karmis, W Norman
R2,694 Discovery Miles 26 940 Ships in 18 - 22 working days

This project pulls together classic and modern readings and essays that explore theories of federalism. Spanning the Seventeenth through Twenty-first-centuries of European, U.S. and Canadian thinkers, this attempts to be a comprehensive reader for students in political theory. The emphasis throughout is on the normative argument, the advantages or disadvantages of federal and confederal arrangements compared to unitary states, and on the relative merits of various proposals to improve particular federations or confederations. These also draw on the full range of political science subfields: from political sociology, political economy and constitutional studies to comparative politics and international relations. There are also readings, both contemporary and historical, that attempt to clarify conceptual issues.

Monetary Policy and the Great Inflation in the United States - The Federal Reserve and the Failure of Macroeconomic Policy,... Monetary Policy and the Great Inflation in the United States - The Federal Reserve and the Failure of Macroeconomic Policy, 1965-79 (Hardcover)
Thomas Mayer
R2,846 Discovery Miles 28 460 Ships in 10 - 15 working days

This unique book deals with the most serious macroeconomic failure experienced in the US in the post-war period and the great inflation of the late 1960s and 1970s. It is the first detailed analysis, using Federal Reserve documents, of the thinking behind the inflationary monetary policy during this period. The book examines documentary evidence, including minutes, memos and reports and interviews with people who were closely involved in making policy decisions, to explain the monetary policy that led to this inflation. Thomas Mayer considers forecasting errors and wage and price controls in his attempt to explain why the inflation occurred and places some of the blame on ineffective operating procedures, institutional inefficiencies, and political pressures on the Federal Reserve. The author concludes that much of the responsibility for the mistaken policies lies with academic economists who underestimated the dangers of inflation and encouraged the Federal Reserve to focus on an unattainable employment goal. Monetary Policy and the Great Inflation in the United States will be welcomed by economists, political scientists and economic historians interested in monetary policy.

Governing in Europe - Effective and Democratic? (Hardcover): Fritz Scharpf Governing in Europe - Effective and Democratic? (Hardcover)
Fritz Scharpf
R4,374 Discovery Miles 43 740 Ships in 10 - 15 working days

The problem-solving capacity, and hence the democratic legitimacy, of national governments is being weakened by the dual processes of legal and economic integration in Europe; and the loss is not fully compensated by the development of effective and legitimate problem-solving capabilities at the European level. Professor Scharpf supports his position by examining the normative underpinnings of democratic legitimacy and by a detailed analysis of the structural asymmetry between the effectiveness of the legal instruments of `negative integration' which prevents governments from interfering with the free movements of goods, services, capital, and persons and the political constraints impeding positive political action at the European level. This is particularly true for policies pertaining to the welfare state. Governing in Europe explores strategies at the national level that could succeed in maintaining welfare state goals even under conditions of international economic competition, and it also discusses the conditions under which European policy could play a protective and enabling role with regard to these national solutions. The author suggests that if these opportunities should be used, multi-level governance in Europe could indeed regain both effectiveness and legitimacy.

A History of Federal Crime Control Initiatives, 1960-1993 (Hardcover, New): Nancy E. Marion A History of Federal Crime Control Initiatives, 1960-1993 (Hardcover, New)
Nancy E. Marion
R2,575 Discovery Miles 25 750 Ships in 18 - 22 working days

This history of American crime policy at the federal level compiles and examines for the first time the record of recent presidential administrations in the area of crime control--their agendas and the legislation actually enacted by the Congress. Nancy Marion analyzes the relationship between politics and criminal justice and concludes, after reviewing the administrations of Kennedy through Clinton, that the federal response to crime has been largely symbolic, and that federal policies tend to have provided political benefit to elected officials while not actually reducing crime by any significant amount. This study and its findings will be of interest to scholars in political science, government, criminology, and criminal justice.

Spying Without Spies - Origins of America's Secret Nuclear Surveillance System (Hardcover): David Jacobson, Charles A... Spying Without Spies - Origins of America's Secret Nuclear Surveillance System (Hardcover)
David Jacobson, Charles A Ziegler
R3,041 Discovery Miles 30 410 Ships in 18 - 22 working days

This is the first description of the formation of America's nulcear surveillance system. Drawing on interviews with participants and the little documentation available under the Freedom of Information Act, Ziegler and Jacobson tell a story not told before. They shed new light on questions raised in earlier interpretations of the early Cold War years and reveal the origins of a surveillance activity that is implied, but not explained, in today's headlines. This book provides the first documented description of the genesis and institutionalization of America's nuclear surveillance system. It traces the development of covert technical methods for assessing the nuclear capability of foreign powers from the introduction of these techniques in World War II to 1949, when they were successfully employed to detect the test of Russia's first atomic bomb. Ziegler and Jacobson examine the planning for the system as well as the technical and organizational obstacles that had to be overcome before it could be implemented. They describe the government decision-making processes and the ways individuals and groups with different beliefs and interests were mobilized in support of the program. They also explore the relationships between the intelligence and scientific communities that were forged in this process.

Scientific and Technical Means of Distinguishing Between Natural and Other Outbreaks of Disease (Hardcover, 2001 ed.): Malcolm... Scientific and Technical Means of Distinguishing Between Natural and Other Outbreaks of Disease (Hardcover, 2001 ed.)
Malcolm R. Dando, G.S. Pearson, Bohumir Kriz
R2,746 Discovery Miles 27 460 Ships in 18 - 22 working days

There is increasing concern over the possible use of biological weapons. If they are used, an attack will manifest as a disease outbreak among humans, animals or plants. It is thus important to be able to distinguish between natural disease outbreaks and the result of such an attack. The bok discusses the scientific and technical means available to investigate this question and then goes on to consider the agents of concern. The book concludes with a look forward to future developments.

Scholars and Southern Californian Immigrants in Dialogue - New Conversations in Public Sociology (Hardcover): Victoria Carty,... Scholars and Southern Californian Immigrants in Dialogue - New Conversations in Public Sociology (Hardcover)
Victoria Carty, Tekle Woldemikael, Rafael Luevano; Contributions by Harold D. Baker, Ivy A. M. Cargile, …
R2,707 Discovery Miles 27 070 Ships in 10 - 15 working days

Immigration has been a contested issue for decades. This distinctive volume of essays on Southern Californian immigration is inspired by Michael Burawoy's call for academic consideration to be more open and accessible to people in what he calls "public sociology." The essays in Scholars and Southern Californian Immigrants in Dialogue: New Conversations in Public Sociology bridge the gap between scholars and undocumented persons themselves in an interdisciplinary and vibrant dialogue. The conversations include sociologists, lawyers, and community and religious leaders, alongside first-hand stories of immigrant survival in hostile and exploitive environments. This volume serves as a model for genuine public engagement of the immigration battle.

Why Nations Fail - The Origins of Power, Prosperity, and Poverty (Paperback): Daron Acemoglu, James A. Robinson Why Nations Fail - The Origins of Power, Prosperity, and Poverty (Paperback)
Daron Acemoglu, James A. Robinson 3
R498 R372 Discovery Miles 3 720 Save R126 (25%) Ships in 10 - 15 working days

Why are some nations rich and others poor, divided by wealth and poverty, health and sickness, food and famine? Is it culture, the weather, or geography that determines prosperity or poverty? As Why Nations Fail shows, none of these factors is either definitive or destiny.

Drawing on fifteen years of original research, Daron Acemoglu and James Robinson conclusively show that it is our man-made political and economic institutions that underlie economic success (or the lack of it). Korea, to take just one example, is a remarkably homogenous nation, yet the people of North Korea are among the poorest on earth while their brothers and sisters in South Korea are among the richest. The differences between the Koreas is due to the politics that created those two different institutional trajectories.

Acemoglu and Robinson marshal extraordinary historical evidence from the Roman Empire, the Mayan city-states, the Soviet Union, the United States, and Africa to build a new theory of political economy with great relevance for the big questions of today.

Changing Patterns of Government - Reinventing Whitehall? (Hardcover, New): D Marsh, D. Richards, M. Smith Changing Patterns of Government - Reinventing Whitehall? (Hardcover, New)
D Marsh, D. Richards, M. Smith
R2,660 Discovery Miles 26 600 Ships in 18 - 22 working days

This is the first comprehensive examination of the changing relations between ministers and civil servants in the UK since 1979. Drawing on evidence compiled from more than 150 interviews, this book provides unprecedented insight into the world of Conservative government. The authors also examine the external pressures exerted by factors such as the European Union, and they conclude by arguing that, despite recent claims about the end of the Whitehall model, many of the old features of the British system remain.

Public Management in the States - A Comparative Study of Administrative Performance and Politics (Hardcover, New): Richard C.... Public Management in the States - A Comparative Study of Administrative Performance and Politics (Hardcover, New)
Richard C. Elling
R2,579 Discovery Miles 25 790 Ships in 18 - 22 working days

Based upon a sampling of some 800 public agency heads, division and bureau chiefs in 10 states, this study explores the world of state public management. It examines and reflects practicing public managers' judgments concerning the factors that contribute to and impede effective agency performance. It also looks at the role of state administrative units in shaping state policy and the impact of various nonadministrative actors on the conduct of state management. While a variety of problems are seen to be severe in the eyes of these managers--especially those that involve the adequacy and use of fiscal and human resources--most state administrative units seem to function despite impediments. While state managers are very important players in the processes of state policymaking, they and their organizations also must function within a highly complex influence matrix which substantially limits their automony.

The depth and breadth of this study provide a major contribution to the literature on state management. Its findings will be of interest to scholars and practitioners in public administration, public policy, and government.

British Foreign Policy, 1955-64 - Contracting Options (Hardcover): W. Kaiser, G Staerck British Foreign Policy, 1955-64 - Contracting Options (Hardcover)
W. Kaiser, G Staerck
R4,709 Discovery Miles 47 090 Ships in 18 - 22 working days

In 1945 Britain was still a world power, but increasingly had to adapt its international commitments to the financial limitations, technological progress and external challenges of the bipolar post-war world. This was particularly the case during the premierships of Eden, Macmillan and Douglas Home from 1955 to 1964. The twelve chapters in this book analyze Britain's foreign policy making during this period, and its regional relationships in the world, providing the reader with an overview of Britain's foreign relations during this crucial transition.

Glen O'Hara
R1,437 Discovery Miles 14 370 Ships in 18 - 22 working days

Glen O'Hara draws a compelling picture of Second World War Britain by investigating relations between people and government: the electorate's rising expectations and demands for universally-available social services, the increasing complexity of the new solutions to these needs, and mounting frustration with both among both governors and governed.
